1. (1) य ेजवजनयम बैंक ऑफ़ बड़ौदा (ऄजधकारी) सेवा (संिोधन) जवजनयम, 2024 कहलाएंग.े

(2) ईन्ह ेंअजधकाठरक राजपत्र में प्रकािन की तारीख से प्रभावी माना जाएगा।

2. बैंक ऑफ़ बड़ौदा (ऄजधकारी) सेवा जवजनयम, 1979 में (आसके पश्चात कजथत जवजनयम के रूप में संदर्भभत), जवजनयम 3 म,ें खंड (एफ) म ेंजनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया जाएगा, यथा:- (एफ) जचककत्सा स जवधाओं और छ ट्टी ककराया ठरयायत के प्रयोजन के जलए "पठरवार" से ऄजभप्राय ऄजधकारी की पत्नी/पजत, ऄजधकारी पर पणू व रूप स े अजित ऄजववाजहत बच्चे (जजसमें स़ौतले े एव ं कानूनन गोद जलय े गय े बच्चे भी िाजमल ह)ैं , 40% (चालीस प्रजतित) या ऄजधक की कदव्ागं ता वाले िारीठरक और मानजसक कदव्ांग भाइ या बहन, जवधवा प त्री और अजित तलाकि दा या ऄलग रह रही प त्री, बहन जो ऄजववाजहत हो या तलाकि दा या पठरत्यिा हो या पजत से ऄलग हो या जवधवा बहनें एव ंऄजधकारी पर पूरी तरह से अजित माता-जपता से ह।ै 7716 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] स्ट्पष्टीकरण :

(i) पूणव रूप से अजित पठरवार के सदस्ट्य का ऄजभप्राय पठरवार के ऐसे सदस्ट्य से ह ै जजसकी अय ₹12,000/- प्रजत माह से ऄजधक न हो। यकद माता-जपता में से ककसी एक की अय ₹12,000/- प्रजत माह स े ऄजधक ह ै या माता- जपता दोनों की क ल अय ₹12,000/- प्रजत माह से ऄजधक ह ै तो दोनों माता-जपता ऄजधकारी पर पूण व रूप स े अजित नहीं मान े जाएंगे।

(ii) एक जववाजहत मजहला ऄजधकारी पठरवार की पठरभाषा के तहत ऄपन े नैसर्भगक माता-जपता या सास-सस र को िाजमल कर सकती ह,ै लेककन दोनों को नहीं, बिते कक माता-जपता ऄथवा सास-सस र पूरी तरह से ईस पर अजित हों। नोट: (1) जचककत्सा व्य प्रजतपूर्भत योजना के प्रयोजन के जलए सभी ऄजधकाठरयों यानी परु ष या मजहला के जलए अजित माता-जपता या सास-सस र में से कोइ दो िाजमल होंगे। ऄजधकारी के पास अजितों में स े ककसी एक को या दोनों को प्रजतस्ट्थाजपत करन े का जवकल्प होगा। नोट: (2) ऄजधकारी के कदव्ांग बच्चों की अय या वैवाजहक जस्ट्थजत पर जवचार ककए जबना अय मानदंडों” के ऄधीन अजितों के रूप में पठरभाजषत ककया जाएगा। ऄथावत ् खंड (i) के जलए जनम्नजलजखत खडं को प्रजतस्ट्थाजपत ककया जाएगा:-

(i) "प्रबंध जनदेिक" का ऄथव बैंक के प्रबंध जनदेिक एव ं म ख्य कायवपालक ऄजधकारी से ह"ै

3. ईि जवजनयमों के जवजनयमन 4 म ें

(i) ईप-जवजनयमन (6) म,ें स्ट्पष्टीकरण को छोड कदया जाएगा।

(ii) ईप-जवजनयमों 7, 8, और 9 के जलए, जनम्नजलजखत ईप-जवजनयमन प्रजतस्ट्थाजपत ककए जाएगं ,े ऄथावत्:- "(7) 1 नवंबर, 2017 से प्रत्येक िेणी के जलए जनर्ददष्ट वेतनमान जनम्नान सार होंग:े (ए) िीषव कायवपालक िणे ी: वेतनमान VII = ₹116120 – 3220/4 – 129000 वेतनमान VI = ₹ 104240- 2970/4 – 116120 (बी) वठरष्ठ प्रबंधन िेणी वेतनमान V = ₹ 89890 – 2500/2 – 94890 – 2730/2 - 100350 वेतनमान IV = ₹ 76010 – 2220/4 – 84890– 2500/2 – 89890 (सी) मध्य प्रबंधन िेणी वेतनमान III = ₹ 63840-1990/5– 73790 - 2220/2 - 78230 वेतनमान II = ₹ 48170–1740/1 - 49910 -1990/10 – 69810 (डी) कजनष्ठ प्रबंधन िणे ी:

वेतनमान I = ₹ 36000-1490/7- 46430-1740/2-49910-1990/7-63840 स्ट्पष्टीकरण : 31 ऄिूबर, 2017 से प्रभावी वेतनमान जजस ऄजधकारी पर भी लागू होते ह ैं ईसे 01 नवंबर, 2017 के आस ईप जवजनयम के ऄन सार चरणवार जनधावठरत वेतनमान में जनयत ककया जाएगा ऄथावत् सबं ंजधत वेतनमान म ें प्रथम चरण से तदनरू प चरण पर जहा ं यकद ऄन्यथा न कदया गया हो तो वेतनवृजि सामान्यतः वष व पूण व होने की जतजथ पर ही देय होगी।

(8) 31 माच,व 2020 स ेिीषव कायवपालक िणे ी वेतनमान - VIII के जलए जनर्ददष्ट वेतनमान जनम्नान सार होंग:े - वेतनमान VIII = ₹166350-4400/4 – 183950[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3

(9) ईप जवजनयमन (1), (2), (3), (4), (5) (6), (7) और (8) में ईजल्लजखत ककसी भी बात का अिय यह नहीं होगा कक बैंक पूरे समय आन िेजणयों म ेंऄजधकाठरयों को सेवारत रखे।

(10) (ए) 1 नवंबर, 2012 से ऄजधकाठरयों को जविेष भत्ते का भ गतान जनम्नान सार ककया जाएगा:- वेतनमान िणे ी I-III - मलू वेतन का 7.75% + ईस पर लाग ूमहगं ाइ भत्ता वेतनमान िणे ी IV-V- मूल वेतन का 10% + ईस पर लाग ूमहगं ाइ भत्ता वेतनमान िणे ी VI-VII- मूल वेतन का 11% + ईस पर लागू महगं ाइ भत्ता (बी) 1 नवंबर, 2017 से ऄजधकाठरयों को जविेष भत्ते का भ गतान जनम्नान सार ककया जाएगा:- वेतनमान िणे ी I-III - मूल वेतन का 16.40% + ईस पर लाग ूमहगं ाइ भत्ता वेतनमान िणे ी IV-V- मूल वेतन का 19% + ईस पर लाग ूमहगं ाइ भत्ता वेतनमान िणे ी VI-VIII- मलू वेतन का 20% + ईस पर लागू महगं ाइ भत्ता बिते कक वेतनमान िणे ी VIII में ऄजधकारी 31 माच,व 2020 से जविेष भत्ते के जलए पात्र होगा। नोट: लाग ू महगं ाइ भत्त े के साथ ईप-जवजनयम 10 के खंड (ए) और (बी) म ें जनर्ददष्ट जविेष भत्त े को ऄजधवर्भषता लाभ ऄथावत ् नइ पिें न योजना सजहत पेंिन, भजवष्य जनजध और ग्रेच्य टी के जलए गणना में नहीं जलया जाएगा।"

4. कजथत जवजनयम के जवजनयमन 5 म ें -

(i) ईप-जवजनयमन (1) के जलए जनम्नजलजखत ईप-जवजनयमन प्रजतस्ट्थाजपत ककए जाएंग,े ऄथावत्ः "(1) कदनांक 01 नवंबर, 2017 और ईसके बाद से जवजनयम 4 के ईप जवजनयमों (7) एवं (8) के प्रावधानों के ऄधीन वेतनवृजियााँ जनम्नजलजखत के ऄधीन मंजूर की जाएंगी, ऄथावत:्- (ए) जवजनयम 4 के ईप जवजनयमों (7) एवं (8) में वर्भणत जवजभन्न वेतनमानों में जवजनर्ददष्ट वेतनवृजियााँ, सक्षम प्राजधकारी की मंजूरी के ऄधीन वार्भषक अधार पर देय होंगी और जजस माह में यह देय होंगी ईस माह की पहली तारीख़ को दी जाएगं ी। (बी) वेतनमान I और वेतनमान II के ऄजधकाठरयों को ऄपन े सबं ंजधत वेतनमान म ें ऄजधकतम वेतनमान तक पहुचं न े के एक साल बाद खंड (सी) में जनर्ददष्ट ऄन सार ऄगल े ईच्च वेतनमान में ऄवरुि वेतनवृजि सजहत वेतन वृजि दी जाएगी बित े कक ईन्होंन े दक्षता सीमा को पार ककया ह;ै (सी) कजनष्ठ प्रबंधन िणे ी वेतनमान I का ऄजधकारी जो जवजनयम (बी) के ऄन रूप ऄजधकतम वेतनमान तक पहुचं न े के पश्चात मध्य प्रबंधन िेणी वते नमान II में पहुचं च का ह,ै वह प्रत्येक 2 वषों की सेवा पूरी होने पर पांच ऄवरुि वेतनवृजियों के जलए पात्र होगा जो अरंभ में रु.1990/- की दो वेतनवृजियां तथा ईसके बाद रु.

2220/- की तीन वेतनवृजियां होंगी:- बिते कक ऄजधकारी च़ौथी ऄवरुि वेतनवृजि के दो साल बाद या 1 नवंबर 2017 को, जो भी बाद म ें हो, पांचवीं ऄवरुि वेतनवृजि के जलए पात्र होगा। (डी) मध्य प्रबंधन िणे ी वेतनमान-II का ऄजधकारी जो जवजनयम (बी) के ऄन रूप ऄजधकतम वेतनमान तक पहुचाँ न े के पश्चात मध्य प्रबंधन िेणी-III के वेतनमान म ें पहुचं च का ह ै वह प्रत्येक दो साल की सेवा परू ी करन े पर रु.

2220/- की पांच ऄवरुि वेतनवृजियों के जलए पात्र होगा:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते कक ऄजधकारी च़ौथी ऄवरुि वेतनवृजि के दो साल बाद या 1 नवंबर 2017 को, जो भी बाद म ें हो, पांचवीं ऄवरुि वेतनवृजि के जलए पात्र होगा। (इ) मध्य प्रबंधन िणे ी वेतनमान III में ऄजधकारीगण ऄथावत ् जो मध्य प्रबधं न िेणी/वेतनमान III में भती हुए ह ैं ऄथवा पदोन्नत हुए ह,ैं ऄजधकतम वेतनवृजि तक पहुचं न े के बाद प्रत्येक दो वष व की सेवा पणू व करन े पर छह ऄवरूि वेतनवृजि के जलए पात्र होंगे, जजनमें स े प्रत्येक के जलए रु. 2220/- की पहली चार ऄवरूि वेतनवृजियां प्रदान की जाएगं ी और च़ौथी ऄवरूि वेतनवृजि प्राप्त करन े के बाद प्रत्येक दो वषव की सेवा पूण व करने पर रु. 2500 /- की ऄगली दो ऄवरूि वेतनवृजियां दी जाएगं ी:- बिते कक छिी ऄवरूि वते नवजृ ि पांचवीं ऄवरूि वेतनवृजि जारी होने के दो साल बाद या 01.11.2017 को, जो भी बाद में हो, जारी की जाएगी। (एफ़) वठरष्ठ प्रबंधन िणे ी वेतनमान IV के ऄजधकारी ऄजधकतम वेतनवृजि तक पहुचं न े के बाद प्रत्येक दो वष व की सेवा पूण व करने पर दो ऄवरूि वेतनवृजि के जलए पात्र होंग,े जजनमें से पहली ऄवरूि वते नवृजि रु. 2500/- की होगी और दसू री ऄवरूि वेतनवृजि रु. 2730/- की होगी। बिते कक ऄजधकारी पहली ऄवरुि वेतनवृजि के दो साल बाद या 1 नवंबर 2017 को, जो भी बाद म ें हो, दसू री ऄवरुि वेतनवृजि के जलए पात्र होगा। (जी) वेतनमान I से वेतनमान IV तक के ऐसे ऄजधकाठरयों, जो 1 नवंबर, 2017 को बैंक म ें सेवा में ह/ैंथ,े द्वारा प्राप्त ऄवरुि वते नवृजि/ वेतनवृजियों को, ईनके ऄजधकतम वेतनवृजि तक पहुचं न े की तारीख स े अवजधकता के ऄन सार तीन वष व की ऄवजध के बदल े दो वष व की ऄवजध के ऄनरू प पन : समायोजजत ककया जाएगा और ऄजधकारी संिोजधत अवजधकता के ऄन सार 01.11.2017 से ऄवरुि वते नवृजि के जलए सैिांजतक रूप से पात्र होंगे जो ऄजधवर्भषता लाभों के जलए ऄहतव ा योग्य होंगी। हालांकक, ऄवरुि वेतनवृजियों की ऐसी संिोजधत और प नसवमायोजजत अवजधकता के कारण म़ौकद्रक लाभ 01 नवंबर, 2020 को या पात्रता की वास्ट्तजवक जतजथ, जो भी बाद में हो, से देय होगा। (एच) वठरष्ठ प्रबंधन िणे ी वते नमान V के ऄजधकारी ऄजधकतम वेतनवृजि तक पहुचं न े के दो वषव बाद या 1 नवंबर 2020, जो भी बाद में हो, रु. 2970 / - की एक ऄवरुि वेतनवृजि के जलए पात्र होंगे। बिते कक आस तरह की वेतनवृजि/ वेतनवृजियां ईन ऄजधकाठरयों को नहीं दी जाएंगी जजन्होंने पदोन्नत होने पर पदोन्नजत लेन े से मना कर कदया ह।ै स्ट्पष्टीकरण :- आस ईप-जवजनयम के तहत ऄगले ईच्च वेतनमान में ऐसी वेतनवृजि की मंजूरी का अिय पदोन्नजत नहीं ह ै और ऄजधकाठरयों के जविेषाजधकार, पठरलजधधया,ं कतवव् और जजम्मेदाठरयां ईनके मलू पदों के रूप में जारी रहगें ी।"

(ii) ईप- जवजनयम (2), स्ट्पष्टीकरण म,ें खंड (जी) के बाद और नोट से पहल,े जनम्नजलजखत खंड को जोडा जाएगा: “(एच) 01 नवंबर, 2017 को और ईसके बाद से ऄन्य सारी चीजों के समान रहन े पर व्ावसाजयक योग्यता भत्त े को जनम्नजलजखत ताजलका के ऄन सार संिोजधत ककया गया ह:ै ताजलका जजन्होंने जूजनयर एसोजिएट ऑफ आंजडयन आंस्ट्टीट्यूट ऑफ (i) ऄजधकतम वेतनमान पर पहुचाँ ने के एक वषव पश्चात बैंकसव (जेएअइअइबी) या सर्टटफाआड एसोजिएट ऑफ रु.1020 /- प्रजत माह। आंजडयन आंस्ट्टीट्यूट ऑफ बैंकसव (सीएएअइबी) – पाटव । ईत्तीणव ककया ह।ै जजन्होंने सर्टटफाआड एसोजिएट ऑफ आंजडयन आंस्ट्टीट्यूट (i) ऄजधकतम वेतनमान पर पहुचाँ ने के एक वषव पश्चात रु.

ऑफ बैंकसव (सीएअइअइबी) के दोनों भाग ईत्तीणव ककए हैं। 1020 /- प्रजत माह

(ii) ऄजधकतम वेतनमान पर पहुचाँ ने के दो वष व पश्चात रु.

2550/- प्रजत माह[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 बिते कक ऄगर कोइ ऄजधकारी जूजनयर एसोजिएट ऑफ आंजडयन आंस्ट्टीट्यूट ऑफ बैंकसव (जेएअइअइबी) / सर्टटफाआड एसोजिएट ऑफ आंजडयन आंस्ट्टीट्यूट ऑफ बैंकसव (सीएअइअइबी) परीक्षा (कोइ एक भाग/ दोनों भाग) ऄपने वेतनमान की ईच्चत्तम सीमा पर पहुचं ने के बाद पास करता ह,ै ईसे ईस कदन, जजस कदन ईसने ईि योग्यता प्राप्त की ह,ै से व्ावसाजयक योग्यता भत्ता की पहली ककस्ट्त देय होती ह ै और व्ावसाजयक योग्यता भत्ता की ऄगली ककस्ट्त ऐस े व्ावसाजयक योग्यता भत्ते की पहली ककस्ट्त प्राप्त होने की तारीख के ऄन रूप जारी होगी।"

(iii) ईप- जवजनयम (3) म,ें (ए) खंड (एफ़) म,ें ताजलका के बाद, नोट (i) स े (vi) को हटा कदया जाए (बी) खंड (जी) के जलए, जनम्नजलजखत खंड को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावतः् - “(जी) 1 नवंबर, 2017 को और ईसके बाद स ेऄन्य चीजों के समान होने पर स्ट्थायी वैयजिक भत्ता के साथ-साथ अवास भत्ता जनम्नजलजखत दर पर होगा और सेवा की पूरी ऄवजध के जलए जनयत रहगे ा।“ ताजलका

01.11.2017 से वेतनवृजि घटक जहां बैंक का अवास ईपलधध कराया जाता ह ै वहां वेतनवृजि घटक (रु.) पर महगं ाइ भत्ता (रु.) क ल स्ट्थायी वैयजिक भत्ता (रु.) (ए) (बी) (सी) 1990 53 2043 2220 59 2279 2500 66 2566 2730 73 2803 2970 79 3049 3220 86 3306 नोट:

(i) आस ईप-जवजनयमन के खंड (बी), (सी), (डी), (इ) (एफ़) और (जी) के कॉलम (सी) में ईजल्लजखत ऄन सार स्ट्थायी वैयजिक भत्ता या स्ट्थायी वैयजिक वेतन ऐस े ऄजधकाठरयों को कदया जाएगा जजन्ह ें बैंक का अवास ईपलधध कराया गया ह।ै

(ii) अवास भत्ता पान े के पात्र ऄजधकाठरयों के जलए स्ट्थायी वयै जिक भत्ता या स्ट्थायी वैयजिक वेतन खंड ईपयि व ताजलका के कॉलम (1) एवं (2) में जवजनर्ददष्ट राजि तथा जवजनयम 4 के ईप-जवजनयम (2), (3), (4), (5), (6) और (7) में जवजनर्ददष्ट संबजन्धत वते नमान की ऄंजतम वेतनवृजि के समय संबजन्धत ऄजधकारी द्वारा जलए जा रह े अवास भत्ते की राजि का क ल जोड होगा।

(iii) केवल ऐसे ऄजधकारी जो बैंक की सेवा में 1 नवंबर, 1993 को या ईससे पहल े थ,े वे ऄपन ेसंबजन्धत वेतनमान म ें ऄजधकतम वेतनमान तक पहुचं ने के एक वषव पश्चात स्ट्थायी वयै जिक वेतन पाने के जलए पात्र होंगे।

(iv) 1 नवंबर, 1999 को और ईसके बाद से स्ट्थायी वैयजिक वेतन के जारी होने के कारण ईप जवजनयम (2) की व्ाख्या (सी) के ऄन सार व्ावसाजयक योग्यता भत्ता के जारी होन े की समयावजध में कोइ पठरवतनव नहीं ककया जाएगा। बिते कक पहल े के प्रावधानों के कारण यकद व्ावसाजयक योग्यता भत्ता से संबंजधत कोइ ककस्ट्त एक वषव अगे बढ़ जाती ह ै और जो 01 नवंबर, 1999 को या ईसके बाद जारी होनी ह ै तो यह संबंजधत ऄजधकारी को ईसी कदन जारी होगी और व्ावसाजयक योग्यता भत्ता की दसू री ककस्ट्त, यकद कोइ हो, 01 नवंबर, 2000 को जारी होगी।

(v) स्ट्थायी वैयजिक भत्ता या स्ट्थायी वैयजिक वेतन के वृजि घटक को ऄजधवर्भषता लाभ के जलए पात्र माना जाएगा6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(vi) ऐसे ऄजधकारी जजन्होंने ईपयि व खंड (ए) में ईजल्लजखत ऄनस ार ऄजग्रम वेतनवृजि ल े ली हो वे ऄजधकतम वेतनमान में पहुचं ने के एक वषव पश्चात ईपय वि खडं (बी), (सी), (डी), (इ) (एफ़) म ें ईजल्लजखत ऄन सार स्ट्थायी वैयजिक भत्ता / स्ट्थायी वैयजिक वेतन प्राप्त करेंगे।” (एच) 31 माचव 2020 को और ईसके बाद स े ऄन्य चीजों के समान होन े पर स्ट्थायी वैयजिक भत्ता के साथ-साथ अवास भत्ता ईच्च कायवपालक िणे ी वेतनमान-VIII में म ख्य महाप्रबंधक के पद के जलए, जनम्नजलजखत दर पर होगा और सेवा की परू ी ऄवजध के जलए जनयत रहगे ा:

ताजलका जहां बैंक का अवास ईपलधध कराया जाता है वेतनवृजि घटक (रु.) वेतनवृजि घटक पर महगं ाइ भत्ता (रु.) वहां क ल स्ट्थायी वैयजिक भत्ता (रु.)

5. कजथत जवजनयमनों के जवजनयमन 20 के ईप-जवजनयम (1) के खंड (सी) म,ें िधद "ऄध्यक्ष और" को हटा कदया जाना चाजहए।

6. कजथत जवजनयम के जवजनयमन 21 में: (ए) ईप-जवजनयम (6) म,ें स्ट्पष्टीकरण के खडं (बी) म,ें कोष्ठक, िधद और ऄक्षर “(एफ) और (जी)” के स्ट्थान पर, कोष्ठक, िधद और ऄक्षर “(एफ),(जी) और (एच)” प्रजतस्ट्थाजपत ककए जाएंगे। (बी) ईप-जवजनयमन (6) के बाद, जनम्नजलजखत जवजनयमन को िाजमल ककया जाएगा, ऄथावत्ः– “(7) कदनांक 01.11.2017 को तथा आसके बाद से, महगं ाइ भत्ता ऄजखल भारतीय औसत िजमक वग व ईपभोिा मूल्य सूचकांक (सामान्य) अधार 1960=100 के जतमाही औसत में 6352 पॉआंट के उपर चार पॉआंट की प्रत्येक वृजि ऄथवा जगरावट के जहसाब से वेतन के 0.07% की दर स ेदेय होगा।”

7. कजथत जवजनयमन के जवजनयम 22 म,ें ईप-जवजनयमन (1) के जलए जनम्नजलजखत ईप-जवजनयमन को प्रजतस्ट्थाजपत ककया जाएगा, यथा- “(1) कदनांक 01 नवंबर, 2017 को तथा आसके बाद स,े (ए) यकद ककसी ऄजधकारी को बैंक द्वारा अवासीय स जवधा प्रदान की जाती ह ै तो ईससे वह जजस वेतनमान में है ईस वेतनमान के प्रथम चरण के मूल वेतन के 0.50 प्रजतित योग के बराबर या अवास के जलए मानक ककराया, जो भी कम हो, वसूल ककया जाएगा;

(बी) यकद ककसी ऄजधकारी को बैंक द्वारा अवासीय स जवधा प्रदान नहीं की जाती ह,ै तो वह जनम्नजलजखत ताजलका में जवजनर्ददष्ट दरों पर मकान ककराया भत्ता के जलए पात्र होगा: ताजलका कायस्ट्व थल मकान ककराया भत्ता

(2) (3) प्रम ख ‘ए’ वगव के िहर तथा समहू ए के प्रोजेटट एठरया केन्द्र वेतन का 9.0% एठरया I म ें ऄन्य स्ट्थान तथा समूह बी के प्रोजेटट एठरया केंद्र वेतन का 8.0% तथा गोवा राज्य ऄन्य स्ट्थान वेतन का 7.0%[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 7 बिते कक यकद कोइ ऄजधकारी ककराए की रसीद प्रस्ट्तत करता ह ै तो ईसे देय मकान ककराया भत्ता, जजस वेतनमान म ें वह ह ै ईसके प्रथम चरण के वेतन के 0.50 प्रजतित से ऄजधक और ईसके द्वारा ऄपने अवास के जलए कदया गया वास्ट्तजवक ककराया देय होगा जो ईपय वि ताजलका के कॉलम (3) में दिावयी गयी दरों के ऄनरू प दये मकान ककराया भत्ते का ऄजधकतम 150 प्रजतित होगा। नोट: ऄजधकारी के ऄपने स्ट्वाजमत्व वाले अवास की लागत से ज डे मकान ककराया भत्ते के दावे भी ऄभी तक के समान मकान ककराऐ भत्ते के 150 प्रजतित तक सीजमत होंगे।”

8. कजथत जवजनयमन के जवजनयम 23 म,ें (ए) ईप-जवजनयमन (1), (2), (3), (4) एवं (5) के जलए, क्रमिः जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, यथा:- “(1) कदनांक 01 नवंबर, 2017 को और आसके बाद स,े यकद कोइ ऄजधकारी जनम्नजलजखत ताजलका के कॉलम (1) में ईजल्लजखत ककसी स्ट्थान पर सेवारत ह ै तो वह ईस स्ट्थान के सामने कॉलम (2) में ईजल्लजखत दर पर िहर प्रजतपूरक भत्ता पान े के जलए पात्र होगा। ताजलका स्ट्थान दर

(2) (3) एठरया I एवं ईससे उपर और गोवा राज्य म ें जस्ट्थत स्ट्थान ₹1400/- प्रजत माह पांच लाख और ईससे ऄजधक जनसंख्या वाले स्ट्थान तथा राज्यों की राजधाजनयां और ₹1150/- प्रजत माह चंडीगढ़, प दच ेरी और पोट व धलेयर

(2) कदनांक 01 नवंबर, 2017 और ईसके बाद स े जविेष क्षेत्र संबंधी भत्तों की दरें आन जवजनयमों की ऄन सूची म ें जवजनर्ददष्ट ऄन सार होंगी।

(3) कदनांक 01 नवंबर, 2017 और आसके बाद स े यकद कोइ ऄजधकारी ककसी ऐस े क्षेत्र म ें सेवारत ह ैजजसे समूह ‘ए’ या समूह ‘बी’ के ऄंतगवत अने वाले प्रोजेटट एठरया के रूप म ें जवजनर्ददष्ट ककया गया ह ै तो वह समूह 'ए' या समूह 'बी' के रूप म ें वगीकृत क्षेत्र के ऄन सार प्रजतमाह क्रमि: ₹600/- और प्रजतमाह ₹525/- की दर स े प्रोजेटट एठरया प्रजतपरू क भत्ता पाने के जलए पात्र होगा।

(4) कदनांक 01 नवंबर, 2020 को और ईसके बाद स े यकद ककसी ऄजधकारी को िैक्षजणक वष व के बीच में एक स्ट्थान से दसू रे स्ट्थान पर स्ट्थानांतठरत ककया जाता ह ै और यकद ईसके एक या एक स े ऄजधक बच्चे पूववव ती स्ट्थान पर जवद्यालय या महाजवद्यालय में ऄध्ययन कर रह े ह ैं तो जजस तारीख को ऄजधकारी नइ जगह पर ठरपोटव करता ह,ै ईस तारीख से ईसे िैक्षजणक वषव के ऄंत तक सभी बच्चों के जलए ₹1650/- प्रजत माह मध्य िैक्षजणक वष व स्ट्थानांतरण भत्ता कदया जाएगा, परंत यकद ईसके सभी बच्चे पूवववती स्ट्थान पर ऄध्ययन करना बंद कर देते ह ै तो यह भत्ता जमलना बंद हो जाएगा।

(5) कदनांक 01 नवंबर, 2020 को और ईसके बाद से यकद ककसी ऄजधकारी को बैंक से बाहर ककसी सेवा के जलए प्रजतजनय ि ककया जाता ह ै तो वह प्रजतजनय जि के पद पर दये पठरलजधधयों को प्राप्त करन े के जलए ऄपना जवकल्प दे सकता ह ै ऄथवा वह ऄपने वेतन के ऄजतठरि वेतन के 7.75% की दर से ऄजधकतम ₹6000/- प्रजत माह के ऄध्यधीन प्रजतजनय जि भत्ता और ऐस े ऄन्य भत्त े ल े सकता ह ै जो ईस े ईसी स्ट्थान पर बैंक की सेवा म ें पदस्ट्थाजपत होने की जस्ट्थजत में जमलत े ह।ैं बिते कक ईसे ईसकी प्रजतजनय जि से पूवव ईसकी पदस्ट्थापना के स्ट्थान पर ही जस्ट्थत ककसी संगिन में प्रजतजनयि ककया जाता ह ै तो ईसे ईसके वेतन के 4 प्रजतित के बराबर ऄजधकतम ₹3000/- प्रजत माह के ऄध्यधीन प्रजतजनय जि भत्ता जमलेगा। बिते यह भी कक ककसी ऄजधकारी को बैंक के प्रजिक्षण संस्ट्थान में संकाय सदस्ट्य के रूप में प्रजतजनय ि ककया जाता ह ै तो वह ऄपन े वेतन के 4 प्रजतित की दर से और ऄजधकतम ₹3000/- प्रजत माह के ऄध्यधीन प्रजतजनय जि भत्ता हते पात्र होगा।” (बी) ईप-जवजनयम (8) के जलए जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएगं ,े यथा:8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(8) कदनांक 1 नवंबर, 2017 को और आसके बाद स े यकद ककसी ऄजधकारी की कायव-ऄवजध कदन के दो भागों म ें बंटी हुइ ह ैऔर कायव-ऄवजध के आस जवभाजन में कम से कम दो घंटे का ऄंतराल ह ैतो ईसे ₹300/- प्रजत माह की दर स े जवभाजजत कायव-ऄवजध भत्ता कदया जाएगा।" (सी) ईप-जवजनयम (10) के जलए जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएंग,े यथा:- "(10) 1 नवंबर, 2017 को और आसके बाद स े कोइ ऄजधकारी जनम्नजलजखत ताजलका में जवजनर्ददष्ट ऄन सार पहाडी क्षेत्र एवं ईंधन भत्त े के जलए पात्र होगा, यथा:

1. 1000 मीटर और ईससे ऄजधक परंत 1500 मीटर से वेतन का 2% ऄजधकतम ₹1125/- प्रजत माह के कम उंचाइ वाल े स्ट्थान और मरे करा टाईन ऄध्यधीन

2. 1500 मीटर और ईससे ऄजधक परंत 3000 मीटर से वेतन का 2.5% ऄजधकतम ₹1500/- प्रजत माह के कम उंचाइ वाला स्ट्थान ऄध्यधीन

3. 3000 मीटर और ईससे ऄजधक उंचाइ वाला स्ट्थान वेतन का 5% ऄजधकतम ₹3000/- प्रजत माह (डी) ईप-जवजनयम (10) के पश्चात् जनम्नजलजखत ईप-जवजनयम को िाजमल ककया जाएगा, ऄथातव ्:- “(11) कदनांक 01 नवंबर, 2017 को और ईसके बाद स े ऄजधकारी महगं ाइ भत्त े के साथ ₹600/- प्रजत माह की दर से जिक्षण भत्त े के जलए भी पात्र होंगे”।

(12) कदनांक 01 नवंबर, 2017 को और आसके बाद स े ऐसे ऄजधकारी जो िहरीय प्रजतपूर्भत भत्त े के जलए पात्र एठरया से आतर ऄन्य एठरया म ें पदस्ट्थ ह,ैं वे ₹700/- प्रजतमाह के जनजश्चत भत्त े के जलए पात्र होंग,े आस जनजश्चत भत्त े की गणना महगं ाइ भत्त,े सेवाजनवृजत्त लाभ, ऄथावत ् राष्ट्रीय पेंिन योजना, भजवष्य जनजध एवं ग्रेच्य टी सजहत पेंिन के भ गतान के जलए नहीं की जाएगी।” “(13) जवत्तीय वषव 2020-21 स े सभी ऄजधकाठरयों को कायवजनष्पादन स े ज डी प्रोत्साहन राजि का भग तान वार्भषक अधार पर दये सामान्य वेतन के ऄजतठरि पठरचालनगत लाभ ऄथवा जनवल लाभ के अधार पर ककया जाएगा। जनम्नजलजखत मैठरटस बैंक के वार्भषक कायवजनष्पादन के अधार पर दये राजि (कदनों की संख्या अधाठरत वेतन = मलू वेतन + महगं ाइ भत्ता) जनधावठरत करेगी:

9. कजथत जवजनयम के जवजनयम 24 के ऄन सार ईप-जवजनयम (1) के जलए जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएंगे, यथा- “(1) कदनांक 01 नवंबर, 2017 को और आसके बाद से ऄजधकारी स्ट्वयं और ऄपन े पठरजनों हते जचककत्सा व्य की प्रजतपूर्भत के जलए जनम्नजलजखत ताजलका म ें जवजनर्ददष्ट ऄन सार दावा की गइ राजि के जलए खातों की जववरणी के साथ ईपगत ऐसे व्य से संबंजधत स्ट्वयं ऄपन ेप्रमाणपत्र के अधार पर पात्र होगा, यथा:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 9 ताजलका क्र.स.ं िणे ी प्रजतपर्भू त की ऄजधकतम सीमा

(1) (2) (3) 1 कजनष्ठ प्रबंधन िणे ी और मध्य प्रबंधन ₹10,300/- प्रजतवषव या व्य की गइ राजि जो भी कम हो िेणी 2 वठरष्ठ प्रबंधन िणे ी और ईच्च कायवपालक ₹12,300/- प्रजतवषव या व्य की गइ राजि जो भी कम हो िेणी नोट: (i) ऄप्रय ि जचककत्सा सहायता संजचत करन े की ऄन मजत ऄजधकारी को दी जा सकती ह ैपरंत वह ककसी भी समय उपर दी गइ ऄजधकतम राजि के तीन ग ना से ऄजधक नहीं होनी चाजहए; या

(ii) वषव 2017 के जलए, जचककत्सा सहायता योजना के तहत जचककत्सा व्य की प्रजतपूर्भत 2 महीने ऄथावत् नवंबर, 2017 और कदसंबर, 2017 के जलए समान पाजतक रूप में बढ़ाइ जाएगी।

10. कजथत जवजनयम के जवजनयमन 25 म ें ईप-जवजनयमन (2) के जलए जनम्नजलजखत ईप-जवजनयमन प्रजतस्ट्थाजपत ककए जाएंगे, यथा:- “(2) ईप-जवजनयम (1) म ें जनजहत ककसी बात के होते हुए भी यकद बैंक चाह े तो ऄजधकारी को अवास ईपलधध करा सकता ह ै जजसके जलए ऄजधकारी द्वारा कदनांक 01 नवंबर, 2017 को और आसके बाद स े ऄपन े वेतनमान के प्रथम स्ट्तर के मलू वेतन के 0.50% के बराबर की राजि या अवास के जलए मानक ककराया, जो भी कम हो, का भ गतान ककया जाएगा:

बिते कक यकद ऐसे अवास पर ऄजधकारी को फनीचर भी ईपलधध कराया गया हो तो ईनके वेतनमान के प्रथम स्ट्तर के मूल वेतन के 0.10% के बराबर ऄजतठरि राजि ईनस ेवसूल की जाएगी। बिते यह भी कक यकद बैंक द्वारा ऐसी अवासीय स जवधा ईपलधध कराइ गइ है तो जबजली, पानी, गैस और सफाइ संबंधी प्रभार ऄजधकारी द्वारा वहन ककए जाएंगे।

11. कजथत जवजनयम के जवजनयमन 32 म,ें ईप-जवजनयम (2) के बाद जनम्नजलजखत स्ट्पष्टीकरण जोडा जाएगा, ऄथावत्:- “स्ट्पष्टीकरण-आस जवजनयमन के प्रयोजन के जलए, यह स्ट्पष्ट ककया जाता ह ैकक- (ए) "वषव 2017 में या ईसके बाद के ककसी भी वषव म ेंयकद अकजस्ट्मक ऄवकाि (CL) का ईपयोग नहीं ककया जाता ह ैतो ऄगले पांच वषों म ेंयह समाप्त हो जाएगा। (बी) कदनांक 01 नवंबर, 2020 को और आसके बाद स े ऄजधकारी द्वारा ऄप्रय ि अकजस्ट्मक ऄवकाि को जचककत्सा अधार पर ऄन मजत दी जाएगी और यकद ऐसे ऄप्रय ि अकजस्ट्मक ऄवकाि की ऄवजध चार कदनों स े ऄजधक की न हो तो ककसी जचककत्सा प्रमाणपत्र की अवश्यकता नहीं ह।ै "

12. कजथत जवजनयम के जवजनयमन 33 म:ें (ए) ईप-जवजनयमन (4) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगं ,े ऄथावत्:- “(4) कदनांक 01जून, 2015 को और आसके बाद स े ऄर्भजत ऐसी जस्ट्थजत को छोडकर जहां ऄवकाि के जलए अवेदन ककया गया ह ै और ईस े ऄस्ट्वीकृत कर कदया गया हो तो ऄजधकतम दो स़ौ सत्तर कदनों तक के ऄर्भजत ऄवकाि ही संजचत ककए जा सकेंगे। बिते, ऄर्भजत ऄवकाि के नकदीकरण की सीमा ऄजधकतम 240 कदनों की होगी। “बित े यह भी कक कैलेंडर वषव 2020 स े ऄजधकारी ऄपनी पसदं के ककसी भी त्योहार के समय प्रत्येक कैलडें र वष व के जलए 5 कदनों की दर स े ऄर्भजत ऄवकाि के नकदीकरण के जलए भी पात्र होंगे और ऐसे ऄजधकारी जजनकी कदनांक 1 जनवरी, 2020 को पहले स े ही पचपन वषव और ईससे ऄजधक की अय परू ी हो च की ह ै वे एक बारगी ईपाय के रूप म ें ऄपनी सेवाजनवृजत्त तक प्रत्येक कैलेंडर वष व के जलए सात कदनों की दर स े ऄर्भजत ऄवकाि के नकदीकरण के जलए पात्र होंगे।”10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (बी) ईप-जवजनयमन (4) के बाद जनम्नजलजखत ईप-जवजनयमन को िाजमल ककया जाएगा:- "(5) साजधकार ऄवकाि का लाभ लेन े के आच्छ क ऄजधकारी को ऄवकाि ककराया ठरयायत के प्रयोजन को छोडकर ऐसे ऄवकाि को लेन े संबंधी ऄपने अिय की सूचना सामान्यत: कम स ेकम 10 कदन पूवव देनी होगी।

(6) यकद ऄजधकारी के जचककत्सा ऄवकाि खाते म ें कोइ जमा नहीं ह,ै तो बीमारी के अधार पर जलए गए जविेषाजधकार ऄवकाि को जविेषाजधकार ऄवकाि का लाभ प्राप्त करन े के ऄवसर के रूप म ेंनहीं माना जाएगा।"

13. कजथत जवजनयम के जवजनयमन 34 म,ें ईप-जवजनयमन (4) के बाद जनम्नजलजखत ईपजवजनयमन को जनम्नान सार िाजमल ककया जाएगा: "(5) मजहला ऄजधकारी ऄपने अि वषव और आससे कम अय के बच्चों की बीमारी के जलए जचककत्सा प्रमाणपत्र प्रस्ट्त त करने के ऄधीन जचककत्सा ऄवकाि का लाभ ल े सकती ह"ैं

14. कजथत जवजनयम के जवजनयमन 35 के स्ट्थान पर जनम्नजलजखत जवजनयमन को प्रजतस्ट्थाजपत ककया जाएगा ऄथावत्:- "35. ऄजतठरि जचककत् सा ऄवकाि.-

(1) कदनांक 1 जनवरी, 1989 को और आसके बाद स ेयकद ककसी ऄजधकारी न े च़ौबीस वषव की सेवा पूरी कर ली ह ै तो वह ऄजधकतम 3 माह की ऄजतठरि जचककत्सा ऄवकाि के ऄधीन च़ौबीस वषव स े ऄजधक की सेवा के प्रत्येक वषव के जलए एक माह की दर स े ऄजतठरि जचककत्सा ऄवकाि के जलए पात्र होगा।

(2) कदनांक 1 जनवरी, 2017 को और आसके बाद स े यकद ककसी ऄजधकारी ने तीस वषव की सेवा पूरी कर ली ह ै तो वह ऄजधकतम तीन माह की ऄजतठरि जचककत्सा ऄवकाि के ऄधीन तीस वषव स े ऄजधक की सेवा के प्रत्येक वषव के जलए एक माह की दर स े ऄजतठरि जचककत्सा ऄवकाि के जलए पात्र होगा। बिते कक ऄजधकारी के संपणू व सवे ाकाल म ें जचककत्सा ऄवकाि की क ल संख्या सात स़ौ बीस कदनों स े ऄजधक न हो। बिते यह भी कक कदनांक 29 जून, 1999 को या आसके बाद ऄजतठरि जचककत्सा ऄवकाि लेने की जस्ट्थजत म,ें जवजनयम 34 के ईप-जवजनयमन (2) के ऄन सरण म ेंऄजतठरि ऄवकाि के कम्यूटेिन की ऄन मजत दी जा सकती ह।ै

15. कजथत जवजनयम के जवजनयम 36 म ेंजनम्नजलजखत जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- "36 मातृत्व ऄवकाि- (1), मातृत्व ऄवकाि के मामले म,ें - (ए) कोइ मजहला कमवचारी एक ऄवजध के जलए ऄपन े स्ट्थायी वेतन पर मातृत्व ऄवकाि के जलए पात्र होगी, लेककन यह ऄवजध ककसी एक ऄवसर पर छ: महीने और ऄपनी पूरी सेवा ऄवजध के द़ौरान बारह महीने स े ऄजधक नहीं होगी। बिते कक जड वा बच्चों के जन्म के मामले म ेंमातृत्व ऄवकाि की ऄवजध अि महीन े होगी। बिते यह भी कक अकजस्ट्मक ऄवकाि को छोडकर ककसी भी ऄन्य प्रकार के ऄवकाि के साथ जमलाकर मातृत्व ऄवकाि की स जवधा ली जा सकती ह।ै (बी) कोइ भी मजहला कमवचारी गभवपात (miscarriage)/ गभाववस्ट्था की जचककत्सीय समाजप्त या गभवपात

(abortion) के मामल े में ककसी सक्षम जचककत्सक ऄथावत ् एक ऄहतव ाप्राप्त स्त्री रोग जविेषज्ञ के जचककत्सा प्रमाण-पत्र या परामिव के अधार पर छ: सप्ताह तक का मातृत्व ऄवकाि प्राप्त कर सकती ह।ै गभवपात या गभाववस्ट्था की जचककत्सीय समाजप्त से ज डी जचककत्सा संबंधी जठटलताओं स े संबंजधत जवजिष्ट ऄथवा ऄसाधारण मामल े म ें यकद ककसी सक्षम जचककत्सक (ऄहतव ाप्राप्त स्त्री रोग जविेषज्ञ) द्वारा परामि व कदया जाता ह,ै तो छ: सप्ताह स े ऄजधक की ऄवजध परंत सेवा की पूरी ऄवजध के द़ौरान ककसी एक ऄवसर के जलए केवल छ: महीन े तक और समग्र सीमा के ऄंदर बारह महीने के जलए मातृत्व ऄवकाि प्राप्त कर सकती ह।ै (सी) बारह महीने की क ल ऄवजध के ऄंदर, जहस्ट्टेरेटटॉमी के मामले म ें भी ऄजधकतम साि कदनों तक का ऄवकाि जलया जा सकता ह।ै[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 11 नोट: ऐसे कमवचाठरयों के मामल े म ें जजन्होंन े बारह माह के मातत्ृ व ऄवकाि का लाभ जलया ह ै और ईसका पूरा ईपयोग कर जलया ह,ै ईन्ह ें जचककत्सा प्रमाण-पत्र प्रस्ट्तत करने के ऄधीन पंद्रह कदनों का ऄजतठरि ऄवकाि मंजूर ककया जाएगा। (डी) जन:संतान मजहला कमवचारी एक वषव स े कम ईम्र के जिि को काननू ी रूप से गोद लेन े के जलए सेवा के द़ौरान जनम्नजलजखत जनयमों एवं ितों के ऄधीन ऄजधकतम ऩौ महीन े की ऄवजध के जलए एक बार आस ऄवकाि का लाभ ल े सकती ह:ै -

(i) ऄवकाि केवल एक जिि को गोद लने े के जलए स्ट्वीकार ककया जाएगा।

(ii) जिि को ईजचत काननू ी प्रकक्रया से गोद जलया जाना चाजहए तथा कमवचारी को ऐसे ऄवकाि की मंजूरी हते बैंक में दत्तक-जवलेख प्रस्ट्त त करना होगा।

(iii) स्ट्थायी ऄिं काजलक कमवचारी भी जिि को गोद लेन े के जलए ऄवकाि के जलए पात्र होगें।

(iv) जन्म दने े वाली मा ं को ईन मामलों म ें भी ऄवकाि जमलेगा जहां बच्चे का जन्म सरोगेसी के माध्यम से हुअ ह।ै

(v) समग्र सेवा ऄवजध के द़ौरान बारह महीने की क ल पात्रता के ऄधीन ऄवकाि जलया जा सकता ह।ै (इ) बारह माह की क ल ऄवजध के ऄंदर, जनम्नजलजखत स्त्री रोग संबंधी बीमाठरयों/ ईपचार के कारण ऄस्ट्पताल म ें भती होने की जस्ट्थजत म ेंभी ऄजधकतम तीस कदनों तक के ऄवकाि का लाभ प्राप्त ककया जा सकता ह।ै

(i) एयूबी (ऄसामान्य गभाविय रिस्राव)

(ii) जडम्बग्रंजथ ट्यूमर

(iii) ट्यूबेटटॉमी या ट्यूबेटटॉमी ठरवसवल

(iv) प्रसवोत्तर ऄवसाद (पीपीडी)

(v) प्रसवोत्तर रिस्राव (पीपीएच)

(vi) तीव्र िोजण सूजन की बीमारी (एट यटू पीअइडी)

(vii) जिजथलता गभाविय रिस्राव; जिजथलता (डीयूबी)

(2) जपतृत्व ऄवकाि के मामल े में, कदनांक 01 जनू , 2015 से दो जीजवत बच्चों वाले प रुष कमवचारी ऄपनी पत्नी की प्रसूजत के द़ौरान पंद्रह कदन के जपतृत्व ऄवकाि के जलए पात्र होंगे। आस ऄवकाि को अकजस्ट्मक छ ट्टी को छोडकर ऄन्य ककसी भी प्रकार की छ ट्टी के साथ जोडा जा सकता है। बिते यह भी कक ऄवकाि का लाभ बच्चे के जन्म से पंद्रह कदन पहले या छ: माह तक जलया जा सके। बिते कक ईपयि व जपतृत्व ऄवकाि एक परु ष कमवचारी को, जजसके ऄजधकतम दो जीजवत बच्च े हों, एक वष व से कम की अय के बच्चे को कानूनी रूप स ेगोद लेन े के जलए कदया जा सकता ह।ै ”

16. ईि जवजनयमन के जवजनयमन 37 के स्ट्थान पर जनम्नजलजखत जवजनयमन प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- “37. ऄसाधारण ऄवकाि,- (1) कोइ भी ऄजधकारी सेवा की संपूणव ऄवजध के द़ौरान वेतन की हाजन पर च़ौबीस माह से ऄजधक के ऄसाधारण ऄवकाि के जलए पात्र नहीं होगा।

(2) कोइ भी ऄजधकारी ककसी एक ऄवसर पर ऄजधकतम तीन माह की ऄवजध के जलए ऄसाधारण ऄवकाि प्राप्त कर सकता ह ै और गहन जचककत्सीय पठरजस्ट्थजतयों म ें वह ककसी एक ऄवसर पर चार माह तक की ऄसाधारण छ ट्टी ले सकता ह।ै नोट: जचककत्सीय अधार पर ऄसाधारण ऄवकाि प्राप्त करन े के कारण कमवचारी की वठरष्ठता में कोइ हाजन नहीं होगी।”

17. ईि जवजनयमन के जवजनयमन 37ए के स्ट्थान पर जनम्नजलजखत जवजनयमन प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:् -12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “37 (ए) “जविेष अकजस्ट्मक ऄवकाि और जविेष ऄवकाि.- (1) कदनांक 01 नवंबर 2020 से, कोइ भी ऄजधकारी कमवचारी ऐसे ऄवसरों पर जविषे अकजस्ट्मक छ ट्टी के जलए पात्र होगा जब वह िाखा जहा ं ऄजधकारी कायव कर रहा ह ै या वह स्ट्थान जहां वह रह रहा ह,ै कर्फय,ूव दंगे, जनषेध अदिे , प्राकृजतक अपदाए,ं बाढ़ अकद से प्रभाजवत हो।

(2) कदनांक 01 नवंबर 2020 स,े कोइ भी कदव्ागं ऄजधकारी या ऄजस्ट्थ जवकलागं ऄजधकारी चार कदनों की जविेष अकजस्ट्मक छ ट्टी के जलए पात्र होगा।

(3) ककसी ऄजधकारी को केंद्र सरकार द्वारा समय समय पर जारी कदिाजनदेिों के ऄन सार बोड व द्वारा जनणवय जलए जान े पर जविेष अकजस्ट्मक छ ट्टी तथा ककसी प्रकार की जविेष छ ट्टी भी प्रदान की जा सकती ह।ै

NOTIFICATION Mumbai, the 28th November, 2024 F. No. HO;HRM:116:2714.—In exercise of the powers conferred by section 19, read with sub-section (2) of section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of the Bank of Baroda, after consultation with the Reserve Bank of India and with the previous sanction of the Central Government, hereby makes the following regulations further to amend the Bank of Baroda (Officers‘) Service Regulations, 1979, namely:-

1. (1) These regulations may be called the Bank of Baroda (Officers‘) Service (Amendment) Regulations, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Bank of Baroda (Officers‘) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3, for clause (f), the following clause shall be substituted, namely:- ―(f) ―family‖ for the purposes of medical facilities and for the purpose of leave fare concession means, the spouse of the officer, wholly dependent unmarried children (including step children and legally adopted children) wholly dependent physically and mentally challenged brother or sister with forty percent. or more disability, widowed daughters and dependent divorced or separated daughters, sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters and parents wholly dependent on the officer.

Explanation.-

(i) The expression ―wholly dependent family member‖ shall mean such member of the family having an income not exceeding ₹12,000/- per month. If the income of one of the parents exceeds ₹12,000/- per month or the aggregate income of both the parents exceeds ₹12,000/- per month, both the parents shall not be considered as wholly dependent on the officer.

(ii) A married female Officer may include her natural parents or parents-in-law under the definition of family, but not both, provided that the parents or parents-in-law are wholly dependent on her.

Note (1): For the purpose of medical expenses reimbursement scheme, for all officers‘ i.e. male or female, any two of the dependent parents or parents-in-law shall be covered. The officer will have the choice to substitute either of the dependents or both.

Note (2): Physically challenged children of an officer to be defined as dependents irrespective of age or marital status, subject to income criteria;‖ i.e. for clause (i) the following clause shall be substituted namely:-

(i) ―Managing Director‖ means the Managing Director and the Chief Executive Officer of the Bank;

3. In regulation 4 of the said regulations,-

(i) in sub-regulation (6), the Explanation shall be omitted;

(ii) for sub-regulations (7),(8) and (9), the following sub-regulations shall be substituted namely:- ―(7) With effect from the 1st November, 2017, the scales of pay specified against each grade shall be as

under:-

(a) Top Executive Grade Scale VII = ₹116120 – 3220/4 – 129000 Scale VI = ₹ 104240- 2970/4 – 116120

Explanation.-Every officer who is governed by the scales of pay as in force as on 31st October, 2017 shall be fitted in the scale of pay set out as in this sub–regulation as on 1st November, 2017 on stage-to-stage basis, i.e., on corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual except where provided otherwise.

(8) With effect from the 31st March, 2020, the scales of pay specified for Top Executive Grade Scale – VIII

shall be as under:- Scale VIII = Rs 166350-4400/4 - 183950

(9) Nothing in sub-regulations (1), (2), (3), (4), (5), (6), (7) and (8) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.

(10) (a) With effect from 1st day of November, 2012, officers shall be paid special allowances as under:- Scale I – III- 7.75 % of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V- 10% of Basic Pay plus applicable Dearness Allowance thereon Scale VI – VII-11 % of Basic Pay plus applicable Dearness Allowance thereon.

(b) With effect from 1st day of November, 2017, officers shall be paid special allowances as under:- Scale I – III- 16.40 % of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V- 19 % of Basic Pay plus applicable Dearness Allowance thereon Scale VI - VIII- 20 % of Basic Pay plus applicable Dearness Allowance thereon:

Provided that an officer in Scale VIII will be eligible for special allowance with effect from the 31st March,

2020.

Note: The special allowance referred to in clause (a) and (b) of sub-regulation 10 with applicable dearness allowance thereon shall not be reckoned for superannuation benefits, such as pension including New Pension Scheme, Provident Fund and Gratuity.‖.

4. In regulation 5 of the said regulations,-

(i) for sub-regulation (1), the following sub-regulation shall be substituted, namely: - ―(1) Subject to the provisions of sub-regulations (7) and (8) of regulation 4, on and from the 1st November, 2017, the increments shall be granted subject to the following, namely: -

(a) the increments specified in the scales of pay set out in sub-regulations (7) and (8) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching maximum in their respective scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increments in the next higher Scale only as specified in clause (c) below subject to their crossing the efficiency bar;

(c) officers in junior management grade Scale I who have moved to scale of pay for middle management grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for five stagnation increments for every two completed years of service of which the first two shall be Rs. 1990/– each and the next three of Rs 2220/- each:

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later;

(d) officers in middle management grade Scale II who have moved to scale of pay for middle management grade Scale III in terms of clause (b), after reaching maximum of higher Scale, shall be eligible for five stagnation increments of Rs 2220/- each for every two completed years of

Provided that the officer shall be eligible for the fifth stagnation increment two years after release of fourth stagnation increment or on the 1st November, 2017, whichever is later;

(e) officers in substantive middle management grade Scale III i.e., those who are recruited in or promoted to middle management grade Scale III shall be eligible for six stagnation increments out of which first four stagnation increments of Rs 2220/- each will be granted for every two years of completed service after reaching the maximum and the next two stagnation increments of Rs 2500/- each shall be granted for every two years of completed service after receiving the fourth stagnation

increment:

Provided that the sixth stagnation increment shall be released two years after release of fifth stagnation increment or on the 1st November, 2017, whichever is later;

(f) officers in senior manager grade Scale IV shall be eligible for two stagnation increments after reaching the maximum of scale, for every two completed years of service, of which first stagnation increment shall be of Rs 2500/- and the second stagnation increment shall be of Rs 2730:

Provided that the officer shall be eligible for the second stagnation increment two years after release of first stagnation increment or on the 1st November, 2017, whichever is later;

(g) the stagnation increments received by the officers from Scale I to Scale IV during their service in Bank as on the 1st November, 2017 as per periodicity hereinbefore would be readjusted from three years periodicity to two years periodicity from the date of reaching their maximum and officer shall be notionally eligible for stagnation increments w.e.f the 1st November, 2017 as per the revised periodicity which will qualify for superannuation benefits. However, monetary benefit on account of such revised and readjusted periodicity of stagnation increments shall be payable from the 1st November, 2020 or the actual date of entitlement, whichever is later;

(h) officer in senior management grade Scale V shall be eligible for one stagnation increment of Rs 2970/- two years after reaching the maximum scale of pay or on the 1st November 2020, whichever

is later:

Provided that such increments shall not be allowed to an officer who refuses promotion when offered.

Explanation.- Grant of such increments in the next higher scale under this sub-regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the officers shall continue as of their substantive posts.‖;

(ii) in sub-regulation (2), in the Explanation, after clause (g) and before the Note, the following clause shall be inserted, namely:- ―(h) On and from the 1st November, 2017, other things being equal, the quantum of professional

qualification pay shall stand revised as specified in the Table below:- TABLE Those who have passed Junior Associate of Indian (i) Rs.1020 per month one year after reaching maximum Institute of Bankers or Certified Associate of Indian of the scale.

Institute of Bankers Part I Those who have passed both parts of Certified (i) Rs1020 per month one year after reaching maximum Associate of Indian Institute of Bankers of the Scale.

(ii) Rs.2550 per month two years after reaching

maximum of the Scale:

Provided that an officer acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment of professional qualification pay and the release of subsequent installments of professional qualification pay shall be with reference to the date of release of first installment of such professional qualification pay.‖;

(iii) in sub-regulation (3),-

(a) in clause (f), after the table, Notes (i) to (vi) shall be omitted;

(b) for clause (g), the following clause shall be substituted, namely:- ―(g) on and from the 1st November,2017, other things being equal, fixed personal pay together with house

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (C) of the Tables in clauses (b), (c), (d), (e), (f) and (g) of this sub-regulation shall be payable to those officers who are provided with bank‘s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the aforesaid Table and House Rent Allowance drawn by the concerned officer when the last increment of the relevant scale of pay as specified in sub-regulations (2), (3), (4), (5), (6) and (7) of regulation 4 is earned.

(iii) Only officers who are in the service of the Bank on or before 1st November, 1993 will be eligible for Fixed Personal Pay one year after reaching the maximum scale pay, they are placed.

(iv) On and from the 1st November 1999, there shall be no change in the schedule of release of Professional Qualification Pay as in explanation (c) of sub-regulation (2) on account of release

of Fixed Personal Pay:

Provided that where any installment of professional qualification pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after the 1st November, 1999, it shall be released to the officer on and from this date and second installment of professional qualification pay, if any, shall be released on the 1st November, 2000.

(v) The increment component of fixed Personal Allowance or Fixed Personal Pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in clause (a) above shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses (b), (c), (d), (e ) and (f) above, one year after reaching the maximum of the scale.

(h) On and from the 31st March, 2020, other things being equal, the fixed Personal pay together with House Rent Allowance for the post of Chief General Manager in Top Executive Grade Scale – VIII shall be at the rates given in the Table below and shall remain frozen for the entire

period of service:

5. In regulation 20 of the said regulations, in sub-regulation (1), in clause (c), the words ―Chairman and‖ shall be omitted.

6. In regulation 21 of the said regulations,-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 21

(a) in sub-regulation (6), in the Explanation, in clause (b), for the brackets, word and letters ―(f) and (g),‖ the brackets, word and letters ―(f),(g) and (h)‖ shall be substituted.

(b) after sub-regulation (6), the following sub-regulation shall be inserted, namely:- ―(7) On and from the 1st day of November, 2017, dearness allowance shall be payable for every rise or fall of four points over 6352 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) Base 1960=100 at 0.07% of Pay.‖

7. In regulation 22 of the said regulation, for sub-regulation (1), the following sub-regulation shall be substituted,

namely:- ―(1) On and from the 1st November, 2017,-

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to 0.50 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

(b) where an officer is not provided any residential accommodation by the Bank, he shall be eligible for House Rent Allowance at the rates specified in the following Table, namely:- TABLE Place of work House Rent Allowance

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.50 per cent. of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent. of the House Rent Allowance payable as per aforesaid rates mentioned in column (2) of the above Table.

Note: The claims of officers for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent. of House Rent Allowance as hitherto.‖.

8. In regulation 23 of the said regulations,-

(A) for sub-regulations (1), (2), (3), (4) and (5), the following sub-regulations shall respectively be substituted, namely:— ―(1) On and from the 1st November, 2017, if an officer is serving in a place mentioned in column (1) of the Table below, a city compensatory allowance at the rate mentioned in column (2) thereof against that place shall be payable.

(3) On and from the 1st November, 2017, if an officer is serving in an area specified as Project Area falling in Group A or Group B, he shall be eligible for a Project Area Compensatory Allowance at the rate of Rs.600/- per month or Rs.525/- per month according to the classification of area as Group ‗A‘ or Group ‗B‘ respectively.

(4) On and from the 1st November, 2020, if an officer is transferred from one place to another in the midst of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs 1650/- per month from the date he reports to the latter place upto the end of the academic year in respect of all the children,

provided that such allowance shall cease if all the children cease studying at the former place.

(5) On and from the 1st November, 2020, if an officer is deputed to serve outside the bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent. of pay subject to a maximum of Rs.6000/- per month and such other allowances he would have drawn had he been posted in the Bank‘s service at

that place:

Provided that where he is deputed to an organisation which is located at the same place where he was posted immediately prior to his deputation, he shall receive a deputation allowance equal to 4 per cent. of his pay subject to a maximum of Rs 3000/- per month:

Provided further that an officer on deputation to the training establishment of the Bank as a faculty member shall be eligible for deputation allowance at the rate of 4 per cent. of his pay subject to a maximum of Rs.3000 per month.‖;

(B) for sub-regulation (8), the following sub-regulation shall be substituted, namely:- ―(8) On and from the 1st November, 2017, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs.300 per month .‖;

(C) for sub-regulation (10), the following sub-regulation shall be substituted, namely:-- ―(10) On and from 1st November, 2017, an officer shall be eligible for the hill and fuel allowance as specified in the Table below, namely:- TABLE Sl.No Place Rate

(D). after sub- regulation (10), the following sub-regulations shall be inserted, namely:- ―(11) On and from the 1st November, 2017, an officer shall be eligible for learning allowance of Rs 600/- per month along with Dearness Allowance thereon.

(12) On and from the 1st November, 2017, an officer shall be eligible for a fixed allowance of Rs.700/- p.m. who are posted in areas other than the areas that are eligible for City Compensatory Allowance. This fixed allowance shall not be reckoned for payment of Dearness Allowance, superannuation benefits, viz. pension including National Pension Scheme, Provident Fund and Gratuity.

(13) From the financial year 2020-21, Performance Linked Incentive shall be payable to all officers annually based on Operating Profit or Net Profit over and above the normal salary payable. The Performance Linked Incentive matrix mentioned below shall decide the amount payable (in number of days of pay = Basic + Dearness Allowance) depending on the annual performance of the Bank:[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 23 Sl. 9. In regulation 24 of the said regulations, for sub-regulation (1), the following sub-regulation shall be substituted,

namely:- ―(1) On and from the 1st November, 2017, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of the officer‘s own certificate of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the Table below, namely:- TABLE Sl. (ii) for the year 2017, the reimbursement of medical expenses under the medical aid scheme shall be enhanced proportionately for two months, that is, November, 2017 and December,

2017.‖.

10. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulation shall be substituted,

namely:- ―(2) Notwithstanding anything contained in sub-regulation (1), it shall be open to the Bank to provide residential accommodation to an officer on payment by the officer, on and from the 1st day of November, 2017, a sum equal to 0.50 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the officer is provided with furniture at such residence, a further sum equal to 0.10 per cent. of basic pay in the first stage of the scale of pay in which he is placed shall be recovered by the Bank from

him:

Provided further that, where such residential accommodation is provided by the bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.‖.

11. In regulation 32 of the said regulations, in sub-regulation (2), after the proviso, the following explanation shall

be inserted namely:- ―Explanation. – For the purpose of this regulation, it is clarified that-

(a) casual leave not availed in the year 2017 or any subsequent years shall lapse in the following five year;

(b) on and from the 1st November, 2020, the unavailed casual leave by the officer shall be permitted on medical grounds and no medical certificate is required for the period of such unavailed casual leave at a stretch not exceeding four days.‖.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

12. In regulation 33 of the said regulations,-

(a) for sub-regulation (4), the following sub-regulation shall be substituted, namely:- ―(4) On and from the 1st June, 2015, privilege leave may be accumulated upto not more than two hundred

and seventy days except where leave has been applied and it has been refused:

Provided that encashment of privilege leave shall be restricted upto a maximum of 240 days:

Provided further that from the calendar year, 2020, an officer shall also be eligible for encashment of privilege leave at the rate of five days for each calendar year at the time of any festival of his choice and an officer who have already completed fifty five years of age as on 1st January, 2020 and above shall be eligible to encash privilege leave at the rate of seven days for each calendar year till his retirement as a one time measure.‖;

(b) after sub-regulation (4), the following sub-regulations, shall be inserted, namely:- ―(5) An officer desiring to avail of privilege leave shall ordinarily give not less than ten days notice of his intention of avail of such leave except for the purpose of leave fare concession.

(6) Privilege leave taken on sick grounds, when there is no credit in the sick leave account of the officer, shall not be counted as an occasion of availing privilege leave.‖.

13. In regulation 34 of the said regulations, after sub-regulation (4), the following sub-regulation shall be inserted,

namely:- ―(5) Women officers may avail sick leave for the sickness of their children of eight years and below subject to production of medical certificate.‖.

14. For regulation 35 of the said regulations, the following regulation shall be substituted, namely:- ―35. Additional sick leave.-

(1) On and from 1st January,1989, where an officer has put in a service of twenty four years, he shall be eligible to additional sick leave at the rate of one month for each year of service in excess of twenty four years subject to a maximum of three months of additional sick leave.

(2) On and from the 1st January, 2017, where an officer has put in a service of thirty years, he shall be eligible for further additional sick leave at the rate of one month for each year of service in excess of thirty years

subject to a maximum of three months of additional sick leave:

Provided that the total number of sick leaves shall not exceed seven hundred and twenty days in the entire

service of the officer:

Provided further that in case of additional sick leaves availed on or after the 29th June, 1999, commutation of additional leave may be allowed in accordance with sub-regulation (2) of regulation 34.‖.

15. For regulation 36 of the said regulations, the following regulation shall be substituted, namely:- ―36 Maternity leave.- (1), In case of maternity leave,-

(a) a female employee shall be eligible for maternity leave on substantive pay for a period not exceeding six months on any one occasion and twelve months during the entire period of her

service:

Provided that in case of delivery of twins, the period of maternity leave shall be eight months:[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 25

Provided further that maternity leave may be availed combining with any other kind of leave except casual leave;

(b) in case of miscarriage, medical termination of pregnancy or abortion, a female employee may avail maternity leave upto six weeks on the basis of medical certificate or advice of a competent medical practitioner, i.e., a qualified gynecologist. In special or exceptional cases involving medical complications, associated with miscarriage or medical termination of pregnancy or abortion, maternity leave may be availed beyond six weeks, if advised by a competent medical practitioner (qualified gynaecologist) but upto six months only on any one occasion, within the overall limit of twelve months during the entire period of service;

(c) within the overall period of twelve months, leave may also be availed in case of hysterectomy upto a maximum of sixty days.

Note: In the case of employees who have availed and exhausted maternity leave of twelve months, leave of fifteen days shall be sanctioned over and above the same, subject to production of medical certificate;

(d) a childless female employee may avail leave may once during service for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely :-

(i) leave will be granted for adoption of only one child;

(ii) the adoption of a child should be through a proper legal process and the employee should produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the permanent part-time employees are also eligible for grant of leave for adoption of a child;

(iv) the leave shall also be available to biological mother in cases where the child is born through surrogacy;

(v) the leave shall be availed within overall entitlement of twelve months during the entire period of service;

(e) within the overall period of twelve months, leave may also be availed in case of hospitalisation on account of the following gynecological ailments or treatments upto a maximum of thirty days,

namely:-

(i) AUB (Abnormal uterine bleeding);

(ii) Ovarian Tumor;

(iii) Tubectomy or Tubectomy reversal;

(iv) Post-Partum Depression (PPD);

(v) Post-Partum Hemorrhage (PPH);

(vi) Acute Pelvic Inflammatory Disease (Acute PID);

(vii) Dysfunction Uterine Bleeding: Dysfunction (DUB).

(2) In case of paternity leave, with effect from the 1st June, 2015, male employees with upto two surviving children shall be eligible for fifteen days paternity leave during his wife‘s confinement and this leave may

be combined with any other kind of leave except casual leave:

Provided that the leave may be availed upto fifteen days before or upto six months from the date of delivery of

the child:

Provided further that paternity leave as above shall be allowed to a male employee with upto two surviving children for legally adopting a child who is below one year of age.‖.

16. For regulation 37 of the said regulations, the following regulation shall be substituted, namely:- ―37. Extra ordinarily leave,- (1) An officer shall be eligible for extraordinary leave on loss of pay for not more than twenty four months during the entire period of service.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) An officer may avail extraordinary leave on any one occasion for a period not exceeding three months and, in extreme medical circumstances, he may avail extraordinary leave upto four months on any one occasion.

Note: The employee will not be losing any seniority on account of availing extraordinary leave on medical grounds.‖.

17. For regulation 37A of the said regulations, the following regulation shall be substituted, namely: - ―37(A)- Special Casual Leave and Special Leave.- (1) With effect from the 1st November, 2020, an officer employee shall be eligible for special casual leave on occasions when the branch where the officer is working or the place where he is residing is affected by curfew, riots, prohibitory orders, natural calamities, floods, etc.

(2) With effect from the 1st November, 2020, a physically or orthopedically handicapped officer shall be eligible for four days special casual leave.

(3) An officer may also be granted special casual leave and any special leave as may be decided by the Board in accordance with the guidelines issued by the Central Government from time to time.‖.

18. In regulation 41 of the said regulations, in sub-regulation (4), for clause (a), the following clause shall be substituted, namely:-

(a) Halting Allowance - On and from the 1st November, 2020, an officer in the grades or scales set out in column (1) of the Table shall be entitled to ‗per diem‘ halting allowance at the corresponding rates set out in table thereof, namely:- TABLE Sl. Provided that where the total period of absence is less than eight hours but more than four hours, halting allowance at half the above rates shall be payable.

Explanation.- For the purpose of computing halting allowance ―per diem‖ shall mean each period of twenty- four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival and where the total period of absence is less than twenty-four hours, ―per diem‖ shall mean a period of not less than eight hours.‖.

19. In regulation 42 of the said regulations, for sub-regulation (3), the following sub-regulation shall be substituted,

namely:- ―(3) On and from the 1st November 2020, an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the Table below, namely:- “TABLE Sl.No. Grade or Scale Amount

20. In regulation 45 of the said regulations, after sub-regulation (4 ), the following provisos‘ shall be inserted,

namely:- ―Provided that with regard to officers covered under Defined Contributory Pension Scheme (New Pension Scheme), the Bank shall make a contribution of fourteen per cent. of pay plus dearness allowance with effect from the 11th November, 2020:

Provided further that the service charges of the Service Provider or Fund Manager of New Pension Scheme shall be borne by the Bank from the financial year 2020-21.‖.

21. For the Schedule to the said regulations, the following Schedule shall be substituted, namely:- “Schedule [see sub-regulation (2) of regulation 23] With effect from the 1st day of November, 2017, an officer shall be eligible for the special areas allowances till such time they are withdrawn or modified either wholly or partially, as specified in the Table below, namely:- TABLE Special Area Allowance Allowances (Rs.)
