1. सजं क्षप्त िीर्कड एव ंप्रारंभ:
(1) इि जवजियमों को पेरोजलयम एवं प्राकृजतक गैस जवजियामक बोड ड (पेरोजलयम ररफाइिररयों और गैस प्रोसेससंग संयंत्रों के जलए सुरक्षा मािकों सजित तकिीकी मािक एवं जवजििेि) संिोधि जवजियम, 2026 किा िाएगा।

2. पेरोजलयम एव ं प्राकृजतक गैस जवजियामक बोडड (पेरोजलयम ररफाइिररयों और गैस प्रोसेससंग संयंत्रों के जलए सुरक्षा मािकों सजित तकिीकी मािक और जवजििेि) जवजियम, 2023 में - (क) जवजियम 2, उप-जवजियम (1) के खंड 'य' म,ें "एमडब्ल यएू पी" िब्ि के स्ट्र्ाि पर "एमएडब् ल् यूपी" िब्ि प्रजतस्ट्र्ाजपत दकया िाएगा। (ख) जवजियम 9 म,ें जिम्नजलजखत परै ा िोडा िाएगा, अर्ातड ्: - "उपकरण से िोिे वाले ररसाव और िाजिकारक उत्सिडि को रोकिे के जलए, ररफाइिररयों और गैस प्रोसेससगं संयंत्रों को पयाडवरण और वि मंत्रालय की दििांक 18.03.2008 की अजधसूचिा सं. िीएसआर 186 (E), ििााँ भी लाग ू िो, द्वारा अजधसूजचत पेरोजलयम तले ररफाइिरी मािकों म ें उजल्लजखत प्रासंजगक ितों का पालि करिा चाजिए।" (ग) अिसु चू ी-1 म,ें
(i) उप-खंड 1.5.1(क) म,ें क्र.स.ं (ii) म,ें "अल्कोिल" िब्ि के स्ट्र्ाि पर "एर्ेिॉल/ईबीएमएस" िब्ि रखे िाएाँगे; (घ) अिसु चू ी-2 म,ें
(i) उप-खण्ड 2.2.1 (ग) म,ें क्र.सं. (i) का लोप दकया िाएगा और उप-खण्ड 2.2.1 (क) म ें “सामान्य” िीर्डक के तित क्र.सं. (vi) के रूप म ेंपुिः सजममजलत दकया िाएगा;
(ii) उप-खंड 2.2.6 (क) म,ें उप-िीर्डक "प्रवेि और जिकास जस्ट्र्जतयााँ" के तित, क्र.स.ं (ii) म,ें " लाग ू मािक या सांजवजधक आवश्यकता के अिसु ार ध्वजि को सीजमत करि े के जलए उपयिु साइलेंसर के सार् फ्ल ू गसै जिकास प्रणाली डस्टंग प्रिाि की िाएगी। " िब्िों के स्ट्र्ाि पर “फ्ल ू गैस जिकास प्रणाली डस्टंग उपयुि साइलेंसर के सार् प्रिाि की िाएगी, तर्ा ध्वजि स्ट्तर लागू मािक या सांजवजधक आवश्यकता के अिुसार सीजमत िोगा|” िब्ि रखे िाएगाँ ।े
(iii) उप-खडं 2.5.2 म,ें िब्ि और अंक "आईएस 5571" के स्ट्र्ाि पर िब्ि और अंक "आईएस-16724/ आईईसी- 60079-14" प्रजतस्ट्र्ाजपत दकए िाएाँगे; (ड.) अिसु चू ी-3 म,ें
(i) खडं 3.4.5 (घ) के बाि जिम्नजलजखत खडं िोडा िाएगा, अर्ाडत:् - "(ड.) मित्वपूण ड उपकरणों का तृतीय पक्ष जिरीक्षण, खरीि और उसके बाि रखरखाव: i. जिरीक्षण िस्ट्तावेिों (पीओ जिबंधि एव ं ितों/ ्य ूएपी के अिुसार) और िाजमत टीपीआईए द्वारा िारी प्रमाण-पत्र और पीएमसी/ ग्रािक द्वारा िारी प्रेर्ण मंिूरी की संतोर्ििक समीक्षा के आधार पर पीओ मि भेिी िाएगी। ii. टीपीआई से सीध े जिरीक्षण प्रमाणपत्रों की पुजि और सत्यापि के जलए उपयुि तरीका अपिाया िािा चाजिए। बोली िस्ट्तावेज़ म ें टीपीआई से इकाई को गवाि परीक्षण प्रमाणपत्रों की प्रजत सीध े प्रस्ट्तुत करि े का प्रावधाि िाजमल िोिा चाजिए। टीपीआई को इंस्ट्पे्िि ररलीज़ िोट (आईआरएि) और चरण-वार[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 जिरीक्षण प्रगजत सीधे कंपिी को प्रस्ट्ततु करिी िोगी, जिसकी एक प्रजत उपकरण जिमाडता को भी िेिी िोगी। टीपीआई की जियुजि पीएमसी/ग्रािक द्वारा की िाएगी और इसे पीआर/एमआर/आरएफ्यू चरण म ें िाजमल दकया िाएगा। iii. मित्वपूणड उपकरणों की आपूर्तड क्रय आिेि में, तृतीय-पक्ष जिरीक्षण को िाजमल दकया िािा ि।ै बोली िस्ट्तावेज़ म,ें इकाई को पैिल में िाजमल टीपीआई की सूची िाजमल करिी िोगी िो कंपिी की ओर स े जिरीक्षण करेंगे। असाधारण मामलों म,ें ििााँ टीपीआई म ें पररवतडि आवश्यक िो, ऐसे पररवतडि का औजचत्य बताते हुए स्ट्वामी (कंपिी) से अिुमोिि प्राप्त करिा िोगा। कंपिी टीपीआई जिरीक्षण की गुणवत्ता की िााँच के जलए औचक जिरीक्षण भी कर सकती ि।ै iv. कंपिी को मित्वपणू ड गजतजवजधयों के जलए जवक्रेता द्वारा चयि के बिाय सीधे टीपीआई एिेंसी (एिेंजसयों) की जियुजि करिी िोगी (कंपजियों को मित्वपूणड गजतजवजधयों की पिचाि के जलए माििडं जिधाडररत करि े िोंगे)। इससे टीपीआई द्वारा जिरीक्षण की गुणवत्ता में सुधार िोगा और धोखाधडी वाले परीक्षण प्रमाणपत्र प्रस्ट्तुत करि े से बचा िा सकेगा। v. िाइड्रोकाबडि और एच2 सर्वडस दफटटंग/वाल्व के जलए मित्वपूणड, उच्च-िाब दफटटंग/वाल्व (50 दक.ग्रा./सें.मी.2 स े अजधक) की खरीि की प्रदक्रया लाग ू िोगी। ऐसी दफटटंग/वाल्व की खरीि सामान्य दफटटंग/वाल्व के सार् ििीं की िािी चाजिए। ऐसी दफटटंग/वाल्व की खरीि के जलए पूवड-योग्यता माििंड (पी्य सू ी) को सर्वडस और िाब रेटटंग के सार् स्ट्पि रूप से पररभाजर्त दकया िािा चाजिए। vi. कंपजिया ं (ररफाइिररयां) एपीआई मािकों के अिुसार दफटटंग/वाल्व की खरीि करेंगी। ििााँ भी समकक्ष बीआईएस मािक उपलब्ध िों, कंपिी (ररफाइिरी) अपि े खरीि आिेि म ें समकक्ष भारतीय मािक पर जवचार कर सकती ि।ै vii. साइट पर स्ट्र्ापिा से पिल े मित्वपूण ड सेवा म ें दफटटंग/वाल्व प्रजतस्ट्र्ापि के िौराि परू ी तरि स े िााँच के जलए यांजत्रक और जिरीक्षण कर्मडयों द्वारा संयुि जिरीक्षण सजित मािक रखरखाव प्रदक्रया (एसएमपी) जवकजसत की िािी चाजिए। viii. असमाि धातओंु की पिचाि के जलए, कायडस्ट्र्ल पर 50 दक.ग्रा./स.ेंमी.2 से अजधक उच्च िाब वाल े खडं म ें िाइड्रोकाबडि के जलए सभी मित्वपूणड उच्च रेटटंग वाल े वेल्डेड वाल्वों के जलए, सभी काबडि स्ट्टील लूप सजित, 100% सकारात्मक सामग्री पिचाि (पीएमआई) सुजिजित की िाएगी। ऐसे वाल्व प्रजतष्ठािों में वेल्ड िोडों के िोिों ओर पीएमआई सुजिजित दकया िािा चाजिए। उद्योग को पीएमआई की आवश्यकता की गंभीरता तय करिी चाजिए।
(ii) खंड 3.4.5 (ड.) को खंड '(च)' के रूप म ेंपुिः क्रमांदकत दकया िाएगा।
(iii) खंड 3.4.5 (च) के बाि जिम्नजलजखत खडं िोडा िाएगा, अर्ाडत:् - “3.5 ऊिाड और पयाडवरण प्रबधं ि प्रणाजलयााँ: i. कंपिी को ऊिाड प्रबंधि प्रणाली (आईएसओ: 50001) का अिपु ालि भी सुजिजित करिा चाजिए और आईएसओ: 50001 म ेंजिर्िडि अिुसार आवजधक लेखापरीक्षा करािी चाजिए।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ii. कंपिी को ऊिा ड गिि क्षेत्रों के जलए ऊिा ड िक्षता ब्यरू ो (बीईई) द्वारा िारी अजधिेि के अिुसार, लाग ू िोि े पर, प्रिििड , उपलजब्ध और व्यापार (पीएटी) योििा या काबडि क्रेजडट रेसडगं योििा (सीसीटीएस) का अिुपालि सुजिजित करिा चाजिए। कंपिी को सीसीटीएस और पीएटी योििा में क्रमिः िीएचिी उत्सिडि तीव्रता (िीईआई) और जवजिि ऊिाड खपत लक्ष्य में सुधार के जलए लक्ष्य जिधाडररत करि े चाजिए। iii. यूजिट को पयाडवरण प्रबंधि प्रणाली (आईएसओ: 14001) का अिुपालि भी सुजिजित करिा चाजिए और आईएसओ: 14001 में जिर्ििड अिुसार समय-समय पर लेखापरीक्षा करिी चाजिए। (च) अिसु चू ी-4 म,ें
(i) उप-खंड 4.8.6 में, "डीसी आपूर्त ड यूजिटें" िीर्डक के तित, क्र.सं. (ग) को पुिः इस प्रकार जलखा िाएगा, "फायर अलाम ड जसस्ट्टम म ें एक जवजिष्ट डीसी बैटरी बैकअप जसस्ट्टम िोगा। सभी जियंत्रण प्रणाजलयों के जलए मुख्य आपूर्तड जवफलता के बाि यूपीएस बैटरी बैकअप अवजध 30 जमिट िोगी।"
(ii) उप-खंड 4.8.6(ग) म,ें " एफ और िी..." स े िरूु िोि े वाल े और "...6 घंटे को छोडकर।" िब्िों पर समाप्त िोि े वाले िब्िों और संख्याओं का लोप दकया िाएगा।
(iii) "उप-खंड 4.8.6 में जिम्नजलजखत िोडा िाएगा: "(घ) सीसीटीवी, सीईईएमएस जवश्लेर्क, आपातकालीि पीए जसस्ट्टम/सेवाए,ाँ ज्वाला एवं गसै (एफएंडिी) जडटे्टरों की जियंत्रण प्रणाजलयों के जलए, बकै अप 6 घंटे की अवजध का िोगा।"
(iv) उप-खंड 4.8.6 म ें 'डीसी आपूर्तड यूजिटें' िीर्डक के तित, क्र.सं. '(घ)' को '(ङ)' पढा िाएगा।
(v) उप-खंड 4.8.11 (क) में, "सीईए जवजियम, 2010" िब्िों और अंकों के स्ट्र्ाि पर " िवीितम सीईए जवजियम" िब्ि और अंक रख ेिाएाँगे।
(vi) उप-खंड 4.8.12 (ग) में, "आईई जियम" िब्िों के स्ट्र्ाि पर "िवीितम सीईए जवजियम" िब्ि रखे िाएाँगे।
(vii) उप-खडं 4.9.1 (ख) म,ें "डीसी" िब्ि के स्ट्र्ाि पर "बैटरी समर्र्डत डीसी या एसी आपूर्त"ड िब्ि रखे िाएाँगे।
(viii) उप-खंड 4.9.4 (क) म,ें "केबल टाइप" िीर्डक के तित, क्र.सं. (viii) म,ें "खतरिाक क्षत्रे म ें िमीि के ऊपर जबछाई गई इलेज्र कल केबल और इंस्ट्ूमेंटेिि केबल आग प्रजतरोधी िोिी चाजिए।" िब्िों के स्ट्र्ाि पर " अजि पररिश्ृ य जलफाफे के भीतर जबछाई गई जवद्युत केबल और उपकरण केबल को एपीआई 2218 के अिुसार फायर प्रूफफंग प्रिाि की िाएगी।" िब्ि रख ेिाएाँगे। (छ) अिसु चू ी-5 म,ें
(i) उप-खंड 5.3.8 म ें क्र.सं. (क) और क्र.सं. (ख) को जमला दिया िाएगा और "िवीितम पयाडवरण एवं वि मंत्रालय जवजियम..." िब्िों के बाि, और "गैस (्ल ीि एिेंट...)" िब्िों से पिल,े "िालााँदक" िब्ि िोडा िाएगा।
(ii) उप-खडं 5.3.9 (क) म,ें "तले " िब्ि के स्ट्र्ाि पर "वगड क और ख पेरोजलयम" िब्ि रखे िाएाँगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5
(iii) उप-खंड 5.15.1 में क्र.सं. NOTIFICATION New Delhi, the 16th January, 2026 F. No. PNGRB/Tech/8-T4SR&GP/(1)/2023-Volume(2) (E-4318).—In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following Regulations to further amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Refineries and Gas Processing Plants) Regulations, 2023, namely: -
1. Short Title And Commencement:
(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Refineries and Gas Processing Plants) Amendment Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Refineries and Gas Processing Plants) Regulations, 2023 -
(a) In Regulation 2, sub-regulation (1), in Clause ‘z’, the word “MWAP” shall be substituted with “MAWP”.
(b) In Regulation 9, the following paragraph shall be inserted, namely: -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “For preventing fugitive emissions and standards for equipment leaks, the refinery and Gas processing plants should comply with the relevant stipulations as stated in the Petroleum Oil Refinery standards notified by Ministry of Environment and Forests vide Notification no. GSR 186 (E) dated 18.03.2008 as applicable.” A (c) In Schedule-1,
(i) In sub-clause 1.5.1 (a), in serial number (ii) the words, “alcohol” shall be substituted by the words, “Ethanol/EBMS”;
(D) In Schedule-2,
(i) In sub-clause 2.2.1 (c), serial no. (i), shall be omitted and re-inserted in subclause
2.2.1 (a) under the heading “General” as serial no. (vi);
(ii) In sub-clause 2.2.6 (a), under sub-heading “Inlet and Exhaust Conditions”, in serial number (ii), the word “shall” be substituted with “should” and the words “to limit the sound as per applicable standard or statutory requirement” shall be omitted. The words “The noise level shall meet the applicable standard or statutory requirement” shall be inserted.
(iii) In sub-clause 2.5.2, the words and figures, “IS 5571” shall be substituted by the words and figures, “IS-16724/IEC-60079-14”;
B (e) In Schedule-3,
(i) After the clause 3.4.5 (d) the following clause shall be inserted, namely:- “ (e) Third party inspections, procurement, and subsequent maintenance of critical
equipment: i. PO item shall be dispatched based on satisfactory review of inspection documents (as per PO terms & conditions/QAP) and certificate issued by the nominated TPIA and the dispatch clearance issued by PMC/Client.
ii. Suitable mechanisms should be adopted for confirmation & verifications of inspection certificates directly from TPI. The bid document must include provision for direct submission of copy of witness test certificates from TPI to entity. TPI to submit the inspection release note (IRN) and stage-wise inspection progress directly to the entity with copy to equipment manufacturer. TPI shall be engaged by PMC/Client and the same shall be incorporated in the PR/MR/RFQ stage.
iii. In the Critical Equipment' supply purchase order, the third-party inspection is to be included. In the bid document, the entity must include the list of empaneled TPIs who would carry out the inspection on behalf of Entity. In exceptional cases, where change in TPI is required, approval from owner (entity) is to be sought providing justification for such change. Entity may also make surprise inspections to check the quality of TPI inspection.
iv. Entity shall directly appoint the TPI agency(s) for Critical activities (Entities must set criterion for identifying critical activities) rather than selection by the vendor. This will improve quality of inspection by TPI and would avoid fraudulent test certificate submission.
v. The procedure for the procurement of critical, high-pressure fittings/valves (more than 50 Kg/Cm2) for hydrocarbons and H2 service fittings/valves shall be in place. Procurement of such fittings/valves should not be done along with the normal fittings/valves. Pre-Qualification Criteria (PQC) for procurement of such fittings/valves to be clearly defined with service and pressure rating.
vi. Entities (Refineries) resort to purchase of fittings/valves as per API standards. Wherever, equivalent BIS standards are available, the entity (refinery) may examine considering the equivalent Indian standard in their purchase order.
vii. Standard Maintenance Procedure (SMP) should be developed including joint inspection by Mechanical & Inspection personnel for thorough checking during fitting/valve replacement in critical service before installation at site.
viii. 100% Positive material identification (PMI) shall be ensured for all critical high rating welded valves for Hydrocarbons in high pressure section more than 50 Kg/Cm2 at site including all carbon steel loop in order to identify the dissimilar metals. PMI should be ensured for both the sides of the weld joints in such valve installations. Industry shall devise the criticality for the requirement of PMI.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7
(ii) clause 3.4.5 ( e) shall be re-numbered as clause ‘(f)’
(iii) After clause 3.4.5 (f) the following clause shall be inserted, namely:- “ 3.5 Energy and Environment management systems: i. Entity should also ensure compliance to Energy Management System (ISO: 50001) and undertake
periodic audits as specified in the ISO: 50001. ii. Entity should ensure compliance to Perform Achieve & Trade (PAT) scheme or Carbon Credit Trading Scheme (CCTS), as may be applicable, in accordance with the mandate issued by the Bureau of Energy Efficiency (BEE) for Energy Intensive Sectors. Entity should set targets for improving GHG Emission Intensity (GEI) and Specific Energy Consumption Target in CCTS and PAT scheme respectively.
iii. Entity shoulssd also ensure compliance to Environment Management System (ISO:
14001) and undertake periodic audits as specified in the ISO:14001.”
(f) in Schedule-4,
(i) In sub-clause 4.8.6, under the heading “DC Supply Units”, in serial number (c), shall be re-written as “ Fire alarm system shall have a dedicated DC battery backup system. UPS Battery backup Duration after Main supply failure shall be 30 minutes for all control systems.”
(ii) In sub-clause 4.8.6 (c), the words and numbers starting from “except 6 hours….” and ending with words “…..(such as PA system)” shall be omitted
(iii) In Sub-clause 4.8.6 the following shall be inserted “(d) For Control Systems of CCTV, CEEMS Analyzers, Emergency PA System/Services, Flame & Gas (F&G) Detectors, backup shall be of 6 hrs duration.”
(iv) the sub-clause 4.8.6 under the heading ' DC Supply Units', Serial no. ‘(d)’ shall be read as ‘(e)’
(v) In sub-clause 4.8.11 (a), the words and figures, “CEA Regulations, 2010” shall be substituted by the words and figures, “the CEA Regulations as amended from time to time.”
(vi) In sub-clause 4.8.12 (c), the words “IE Rules” shall be substituted by words “CEA Regulations as amended from time to time.”
(vii) In sub-clause 4.9.1 (b), the word “DC” shall be substituted by words “battery backed up DC or AC supply”
(viii) In sub-clause 4.9.4 (a), under the heading “cable types”, serial number (viii), the words “above ground in Hazardous area shall be of fire-resistant construction” shall be substituted with words “within a Fire Scenario Envelope shall be provided with fire proofing in accordance with API 2218.”
(g) In Schedule-5,
(i) In sub-clause 5.3.8 Serial no. (a) and Serial no. (b) shall be merged and after the words “latest MoEF Regulations….” and before the words “The Gas (Clean Agent…)”, the word “However,” shall be inserted.
(ii) In sub-clause 5.3.9 (a), the word “Oil” shall be substituted with the words “Class A & B Petroleum”.
(iii) In sub-clause 5.15.1 in serial number (c) (ii), after the word “One” and before the words “DCP tender.”, the words and figures “4000 kg capacity” shall be inserted and after the words “…tender having” and before the words and figures “2000 kg capacity….”, the words “two vessels of” shall be inserted.
(iv) In sub-clause 5.17.11 (g) in serial number (ii) the words “fire and in the repeater” shall be substituted with words “the fire station and in the repeater panel installed in the respective area control rooms. The location of these manual call points shall be conspicuously marked for proper identification.”
(h) In Schedule-11, sub-clause 11.5.3, in serial number (b), after the words “…and this permit”, the word “record” shall be inserted and the words “in minimum two copies” shall be substituted with words “available at site”.
