1. लघ ुिीर्कड और प्रारंभण

(1) इि जवजियमों को पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड के जलए एकीकृत प्रबंधि प्रणाली) संिोधि जवजियम, 2025 कहा िाएगा।

(2) ये सरकारी रािपत्र में इिके प्रकािि की तारीख स ेलागू होंगे।

2. पेरोजलयम और प्राकृजतक गैस जवजियामक बोड ड (िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड के जलए एकीकृत प्रबंधि प्रणाली) जवजियम, 2013 म,ें -

(a) जवद्यमाि जवजियमि 7 के स्ट्थाि पर जिम्नािुसार को प्रजतस्ट्थाजपत दकया िाएगा: “ 5287 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(1) इि जवजियमों के प्रावधािों का अिुपालि सुजिजित करिे के जलए एक स्ट्थाजपत व्यापक प्रणाली होगी, जिसमें जडिाइि, पूवड-जिमाडण, जिमाडण, कमीिनिंग और संचालि के चरणों के िौराि तकिीकी और सुरक्षा ऑजडट का संचालि िाजमल होगा और साथ ही समय-समय पर जिर्िष्टड सतत आधार पर भी।

(2) ‘बोडड’ सुरक्षा मािक सजहत तकिीकी मािकों और जवजििेिों के अिुपालि की जिगरािी प्रत्यक्ष या दकसी मान्यता प्राप्त तीसरे पक्ष के माध्यम से तीसरे पक्ष के अिरूु पता मूल्यांकि पर अलग जवजियमों के माध्यम स े करेगा।

(3) इि जवजियमों के अंतगडत दकसी चूक या जवचलि या कमी की जस्ट्थजत में, अजधकृत इकाई पेरोजलयम और प्राकृजतक गैस जवजियामक बोडड (िगर या स्ट्थािीय प्राकृजतक गैस जवतरण िेटवकड जबछािे, जिमाडण, संचालि या जवस्ट्तार करि े के जलए इकाइयों को प्राजधकृत करिा) जवजियम, 2008 के जवजियम 16 के अंतगतड अजधकृत इकाई चूककताड ईकाई के रूप म ेंअहतड ा प्राप्त करेगी। बिते दक उप-जवजियम (3) म ेंजिजहत प्रदिया के बाविूि, ऐसे मामलों में:

(i) जिसमे इकाई की ओर से उल्लंघि सावडिजिक सुरक्षा के जलए आसन्न िोजखम उत्पन्न करता ह ैया

(ii) जिसमे बोडड सावडिजिक जहत में या राज्य सुरक्षा के जहत में यह जिधाडररत करता ह ै दक ऐसा करिा आवश्यक ह,ै ‘बोडड’ इकाई को तत्काल उपचारात्मक कारडवाई करि े की आवश्यकता के अलावा, उि इकाई के पररचालि को तत्काल जिलंजबत करिे का जिििे भी ि े सकता ह ैतथा ऐसे मामलों में, बोडड द्वारा इकाई की सुिवाई का अवसर स्ट्थजगत दकया िा सकता ह ैऔर बाि में प्रिाि दकया िा सकता ह।ै ध्याि ि ें 1: जियोजित पररयोििाओं म ें सभी ग्रीिफील्ड पररयोििाएं िाजमल होंगी और ब्राउिफील्ड पररयोििाओं के मामल े म,ें भंडारण, हडैं नलगं या प्रसंस्ट्करण क्षमता म ें कोई वृजि, िििजि में वृजि या दकसी भी स्ट्थापिा/सुजवधा के िोजखम स्ट्तर म ेंवृजि िाजमल होगी। अंिि कुमार जमश्रा, सजचव [जवज्ञापि-III/4/असा./280/2025-26] पाि रटप्पणी :

section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following Regulations further to amend the Petroleum and Natural Gas Regulatory Board (Integrity Management System for City or Local Natural Gas Distribution Networks) Regulations, 2013, namely: -

1. Short title and commencement:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3

(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Integrity Management System for City or Local Natural Gas Distribution Networks) Amendment Regulations,

2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Petroleum and Natural Gas Regulatory Board (Integrity Management System for City or Local Natural Gas Distribution Networks) Regulations, 2013, -

(a) existing Regulation 7, shall be substituted as under: “

(1) There shall be an established comprehensive system to ensure compliance with the provisions of these regulations, encompassing the conduct of technical and safety audits throughout the stages of design, pre-construction, construction, commissioning, and operation, and also on an ongoing basis, as periodically specified.

(2) The Board shall monitor the compliance of these regulations, either directly or through an accredited third party via separate regulations on third-party conformity assessment.

(3) In the event of any default or deviance or shortfall under these Regulations, the authorized entity shall qualify as defaulting entity under the Regulation 16 of Petroleum and Natural Gas Regulatory Board (Authorizing Entities to Lay, Build, Operate or Expand City or Local Natural Gas Distribution Networks) Regulations, 2008.

Provided that, notwithstanding procedure contained in sub-regulation (3), in cases:

(i) where the violation on the part of the entity poses an imminent danger to public safety or

(ii) where the Board determines, in public interest or in the interest of State security, that it is so required, the Board may, apart from requiring the entity to take immediate remedial action, also direct for immediate suspension of operations of the said entity and in such cases, an opportunity of being heard may be deferred and afforded subsequently to the entity by the Board.

Note 1: Planned projects shall include all greenfield projects and, in the case of brownfield projects, shall encompass any addition to storage, handling, or processing capacity, increase in manpower, or increase in risk level of any installation/facility.
