25.03.2026 के अतं गतस रांसजमिन स्ट्कीम, "मैसस स ईिी सौर ऊिास प्राइिेट जलजमटेड, िैसलमेर, रािस्ट्थान म ें अपन े 300 मेगािाट ररन्यूएबल एनिी पाकस को कनेजक्टजिटी प्रदान करने हते ु रांसजमिन लाइन प्रणाली" म ेंिाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अतं गतस पूि स अनुमोदन प्रदान दकया था। मेसस स ईिी सौर ऊिा स प्राइिेट जलजमटेड न े प्रस्ट्ताजित रांसजमिन माग स के बारे म ें स्ट्थानीय अखबारों, द इंजडयन एक्सप्रेस (अग्रं ेिी म)ें ददनांक 14.05.2026 और दैजनक निज्योजत (हहदं ी म)ें ददनांक 14.05.2026 तथा साप्ताजहक रािपत्र ऑफ इंजडया ददनांक 06.06.2026 म ें प्रकािन की तारीख से दो महीनों के भीतर आम िनता स े अिलोकन/ अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया था। इसके पश् चात, मेसस सईिी सौर ऊिास प्राइिेट जलजमटेड, न ेददनांदकत 01.09.2026 को एक हलफनामा प्रस्ट्तुत दकया, जिसम ेंघोषणा की गई थी दक भारत के िासकीय रािपत्र म ेंसािसिजनक सूचना के प्रकािन 7680 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] के दो महीनों के भीतर िनता स ेतीन अिलोकन/ अभ्यािेदन प्राप्त हुआ था और मेससस ईिी सौर ऊिास प्राइिेट जलजमटेड द्वारा उनका उत्तर ददया गया ह ैऔर आग े कोई अभ्यािेदन प्राप्त नहीं हुआ। मेसस स ईिी सौर ऊिास प्राइिेट जलजमटेड न े ददनांक 11.08.2026 को एक िचन पत्र प्रस्ट्तुत दकया ह,ै जिसम ें यह उल्लेख दकया गया ह ैदक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का माग सरािस्ट्थान के संिोजधत ग्रेट इंजडयन बस्ट्टड स(GIB) प्राथजमकता क्षत्रे के बाहर जस्ट्थत ह,ै िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे म ेंसंदर्भसत ह।ै आिेदक न ेयह भी िचन ददया ह ैदक िह उक्त जनणसय म ेंजनजहत माननीय सिोच्च न्यायालय के सभी जनदिे ों तथा उक्त आदेि के अनपु ालन म ेंसक्षम प्राजधकारी द्वारा भजिष्य म ेंिारी दकए िान ेिाल ेदकसी भी जनदेि का पणू सतः पालन करेगी। साथ ही, आिेदक न े यह भी बताया गया ह ै दक रांसजमिन लाइन का सरं ेखण इस प्रकार बेहतर बनाया गया ह ै दक िहा ाँ तक संभि हो, ि े अजधकतम साझा मागस का उपयोग करें। और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस ईिी सौर ऊिा स प्राइिेट जलजमटेड के जलए ओिरहडे रांसजमिन लाइन जबछान ेके जलए उन्ह ेंि ेसभी िजक्तया ंप्रदान करन ेका अनुरोध दकया ह,ै िो टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम 1885 के अंतगसत टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अतं गसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं • ईिी सौर ऊिास प्राइिेट जलजमटेड ररन्यूएबल एनिी पाकस (गााँि तोगा, जिला िैसलमेर, रािस्ट्थान म ेंजस्ट्थत िनरेिन जस्ट्िचयाडस) – फतेहगढ़ – IV सक्े िन – II (आईएसटीएस) पूहलगं स्ट्टेिन 220 केिी हसंगल सर्कसट लाइन। इस योिना के अंतगतस ओिरहडे पारेषण लाइनें रािस्ट्थान राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े उनके आसपास स ेऔर बीच से होकर गुज़रेगी। क्रम गािं का नाम तहसील/ जिला राज्य स.ं तालकु ा

2. आन्तरा, अम्बािाडी, बलाई, जबसूखुदस, जबसूकला, जबसू, चक भन्स्ट्का, चक गूंगा, चक हङिा, जिि बाड़मेर रािस्ट्थान चक नेगरडा, देिका, गूंगा, गुनगा, हङिा, हङिेचा, हाथीहसंह की ढाणी, हाथीहसंह का गांि, काली िाल, कुम्हारों की ढाणी, मगे े का गांि, मजणहारी, मजत का गोल, मतओु की ढाणी, पुसर, रािडाल, जिि अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अतं गतस मेसस सईिी सौर ऊिास प्राइिेट जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगान ेके जलए िे सभी िजक्तया ं जनम्नजलजखत जनबंधनों एि ं ितों के साथ प्रदान करता ह,ै िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अतं गसत टेलीग्राफ प्राजधकरण के पास ह:ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्थापना स े पूिस संबंजधत प्राजधकाररयों अथासत स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेसस स ईिी सौर ऊिास प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों इत्यादद, स े अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोक्त ओिरहडे लाइनों का माग स (या उपरोक्त ओिरहडे लाइन के माग स का कुछ भाग) संिोजधत ग्रेट इंजडयन बस्ट्टडस (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोक्त आदेि के अनुसरण म ें सक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा। [फा .स ं.25-16/86/2026-पािर जग्रड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER
ORDER New Delhi, the 6th October, 2026 S.O. 5473(E).— Whereas M/s EG Saur Urja Private Limited, the applicant with its registered office at 4th Floor, Nexity T30, Sy. No. 83/1, Hyderabad Knowledge City Layout, Raidurgam, Gachibowli, Hyderabad, Telangana – 500032, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission System for providing connectivity to M/s. EG Saur Urja Private Limited, for its 300 MW Renewable Power Park in Jaisalmer, Rajasthan”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/48/2026- POWERGRID dated 25.03.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme for Transmission System for providing connectivity to M/s. EG Saur Urja Private Limited, for its 300MW Renewable Power Park in Jaisalmer, Rajasthan.
M/s EG Saur Urja Private Limited had published notice for transmission scheme in local newspapers, The Indian Express (in English) dated 14.05.2026 & Dainik Navajyoti (in Hindi) dated 14.05.2026 and in Weekly Gazette of India dated 06.06.2026 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s EG Saur Urja Private Limited has submitted an affidavit dated 01.09.2026 declaring that three observations/ representations were received within two months from the date of publication in the official Gazette of Government of India and the same have been answered by M/s EG Saur Urja Private Limited, and that no further representations were received.
M/s EG Saur Urja Private Limited had submitted an Undertaking dated 11.08.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s. EG Saur Urja Private Limited. The following overhead transmission line is covered under this scheme:
1. EG Saur Urja Private Limited Renewable Energy Park Pooling Station (Generation Switchyard located in village Toga, District Jaisalmer, Rajasthan) – Fatehgarh-IV (Section-II) ISTS Pooling Station 220 kV S/c line.
The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s EG Saur Urja Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s EG Saur Urja Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
