L.-33004/99 सी.जी.-डी.एल.-अ.-08102026-276930 CG-DxLx-xEG-I0D8H1x0x2x0 26-276930 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5265] नई ददल्ली, मगं लिार, अक्त बू र 6, 2026/आजश्ि न 14, 1948 No. 5265] NEW DELHI, TUESDAY, OCTOBER 6, 2026/ASVINA 14, 1948 जिद्यतु मत्रं ालय आदेि नई ददल्ली, 22 जसतंबर, 2026 का.आ. 5475(अ).— िबदक मसे सस ररलायंस इंडस्ट्रीि जलजमटेड, आिेदक न ेजिसका रजिस्ट्टड सऑदिस 3री मंजिल, मेकर चेम्बस सIV, 222, नरीमन पॉइंट, मुंबई, महाराष्ट्र – 400021, भारत म ेंजस्ट्ित ह,ै न े रांसजमिन योिना, “मेससस ररलायंस इंडस्ट्रीि जलजमटेड को िोक उपभोक्ता के रूप म ें 50 मेगािाट िीएनए-आरई उपलब्ध करान े के जलए रांसजमिन जसस्ट्टम” म ें िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न े अपन े फाइल न.ं 25-17/28/2026-पीिी ददनांदकत 16.02.2026 के द्वारा मेसस सररलायंस इंडस्ट्रीि जलजमटेड को रांसजमिन योिना, “मेससस ररलायंस इंडस्ट्रीि जलजमटेड को िोक उपभोक्ता के रूप म ें50 मगे ािाट िीएनए-आरई उपलब्ध करान ेके जलए रांसजमिन जसस्ट्टम” म ेंिाजमल ओिरहडे रांसजमिन लाइन जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा । मेसस स ररलायंस इंडस्ट्रीि जलजमटेड न े प्रस्ट्ताजित रांसजमिन मागस के बारे म ें स्ट्िानीय अखबारों, द टाइम्स ऑि इंजडया (अंग्रेजी म)ें ददनांक 11.04.2026, रािस्ट्िान पजत्रका (हहदं ी म)ें ददनांक 11.04.2026 और गुिरात समाचार (गुिराती म)ें ददनांक 11.04.2026 तिा भारत के साप्ताजहक रािपत्र ददनांक 16.05.2026 म ें प्रकािन की तारीख स े दो महीनों के भीतर आम िनता स ेअिलोकन / अभ्यािेदन की मागं करते हुए नोरटस प्रकाजित दकया िा। इसके पश् चात, मेसस स ररलायंस इंडस्ट्रीि जलजमटेड, न े ददनांदकत 20.07.2026 को एक हलफनामा प्रस्ट्तुत दकया, जिसम ें घोषणा की गई िी दक भारत के अजधकाररक रािपत्र एि ं स्ट्िानीय समाचार पत्रों में सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता स े 7682 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] नौ अिलोकन/ अभ्यािेदन प्राप्त हुए, जिनका ििाब मेसस स ररलायंस इंडस्ट्रीज जलजमटेड द्वारा ददया गया ह ै और इसके बाद कोई अन्य अिलोकन/ अभ्यािेदन प्राप्त नहीं हुआ। मेसस स ररलायंस इंडस्ट्रीि जलजमटेड ने ददनांक 20.08.2026 को एक िचन पत्र प्रस्ट्तुत दकया ह,ै जिसम ें यह उल्लेख दकया गया ह ै दक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का माग स रािस्ट्िान के संिोजधत ग्रेट इंजडयन बस्ट्टडस (GIB) प्रािजमकता क्षत्रे के बाहर जस्ट्ित ह,ै िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे म ेंसंदर्भसत ह।ै आिेदक न ेयह भी िचन ददया ह ैदक िह उक्त जनणसय म ेंजनजहत माननीय सिोच्च न्यायालय के सभी जनदिे ों तिा उक्त आदेि के अनपु ालन म ेंसक्षम प्राजधकारी द्वारा भजिष्य म ेंिारी दकए िान ेिाल ेदकसी भी जनदेि का पणू सतः पालन करेगी। साि ही, आिेदक न े यह भी बताया गया ह ै दक रांसजमिन लाइन का सरं ेखण इस प्रकार बेहतर बनाया गया ह ै दक िहा ाँ तक संभि हो, ि े अजधकतम साझा मागस का उपयोग करें। और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस ररलायंस इंडस्ट्रीि जलजमटेड के जलए ओिरहडे रांसजमिन लाइन जबछाने के जलए उन्ह ें िे सभी िजक्तयां प्रदान करने का अनुरोध दकया ह,ै िो टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खबं ों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम 1885 के अतं गतस टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं • आरआईएल हिीरा मन्ै युफैक्चररंग जडिीिन पलांट (गांि मोरा, तालुका चोरासी, जिला सरू त, गुिरात म ें जस्ट्ित जस्ट्िचयाडस) – निसारी (नया) (220 केिी बस सेक्िन- II) डी/सी टािरों पर 220 केिी डी/सी लाइन । इस योिना के अतं गतस ओिरहडे पारेषण लाइनें गुिरात राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े उनके आसपास स ेऔर बीच स े होकर गुजरेगी। क्र.स.ं गााँि का नाम तहसील जिला राज्य

4. िलालपोर निसारी गुिरात भाठा), पारसोली अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अतं गतस मेससस ररलायंस इंडस्ट्रीि जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगान ेके जलए िे सभी िजक्तयां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अतं गतस टेलीग्राफ प्राजधकरण के पास ह।ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vi. मेसस सररलायंस इंडस्ट्रीि जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ंरक्षा प्राजधकरणों इत्यादद, स ेअपेजक्षत अनुमजत को प्राप्त करने के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोक्त ओिरहडे लाइनों का माग स (या उपरोक्त ओिरहडे लाइन के माग स का कुछ भाग) संिोजधत ग्रेट इंजडयन बस्ट्टडस (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोक्त आदेि के अनुसरण म ें सक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा। [फा .स ं.25-16/80/2026-पािर जग्रड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER

ORDER New Delhi, the 22nd September, 2026 S.O. 5475(E).— Whereas M/s Reliance Industries Limited, the applicant with its registered office at 3rd Floor, Maker Chambers IV, 222, Nariman Point, Mumbai, Maharashtra - 400021, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for providing 50 MW GNA-RE to M/s Reliance Industries Limited as bulk consumer.”

And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its File No.25-17/28/2026-POWER GRID (MoP) dated 16th February 2026 had granted prior approval under

section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for providing 50 MW GNA-RE to M/s Reliance Industries Limited as bulk consumer.” M/s Reliance Industries Limited had published notice for transmission scheme in local newspapers, The Times of India (in English) dated 11th April 2026, Rajasthan Patrika (in Hindi) dated 11th April 2026, Gujarat Samachar (in Gujarati) dated 11th April 2026 and in Weekly Gazette of India dated 16th May 2026 for the general public to make observations / representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Reliance Industries Limited has submitted an affidavit dated 20th July 2026 declaring that Nine observation / representation was received within two months from the date of Publication in the official Gazette of Government of India and the same have been answered by M/s Reliance Industries Limited and that no further representations were received.

M/s Reliance Industries Limited had submitted an Undertaking dated 20.08.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.

And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line in the transmission scheme, “Transmission system for providing 50 MW GNA-RE to M/s Reliance Industries Limited as bulk consumer.” The following overhead transmission line is covered under this scheme:

• RIL Hazira Manufacturing Division Plant (switchyard located in Village Mora, Taluka Chorasi, District Surat, Gujarat) - Navsari (New) (220 kV Bus Section-II) 220 kV D/c line on D/c towers4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of the state of Gujarat: - S. Jalalpore Navsari Gujarat Nimlāi (Nimlai), Magob (Magob Bhātha), Parsoli, Mangrol Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Reliance Industries Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:

i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.

iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government.

v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Reliance Industries Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.

vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical /expert committee constituted by the Hon’ble Supreme Court in this regard.
