Parliament Question: Access to Quality Healthcare in Uttar Pradesh

Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:

(a) whether the Government has assessed the disparities in access to quality and affordable healthcare in Uttar Pradesh, particularly in the Sant Kabir Nagar and Ambedkar Nagar districts and if so, the details thereof;

(b) the details of the sanctioned and vacant posts of doctors, specialists and paramedical staff in District Hospitals, Community/ Primary Health Centres in the said district;

(c) the details of the healthcare infrastructure available in the said districts, including ICU beds, trauma care facilities, diagnostic laboratories, dialysis units, CT and MRI facilities, ambulances and maternal and child healthcare services;

(d) the details of the funds allocated, released and utilised under the National Health Mission, Ayushman Bharat and other Central health schemes in the said districts during the last five years; and

(e) whether the Government proposes to establish new medical colleges, upgrade District Hospitals, strengthen specialist services and fill all vacancies in the said districts and if so, the details thereof? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV)

(a): ‘Public Health’ and ‘Hospital’ is a State subject, the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement lies with the State Government. Under the National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare system based on proposals received from States/UTs intheirProgrammeImplementation Plan(PIP)within theirresource envelop.

As per the information provided bythe StateGovernment of Uttar Pradesh,the assessment of health institutions, human resources, essential medicines, diagnostic facilities in all the districts including Sant Kabir Nagar and Ambedkar Nagar is done by State Government. Quality and accessible health facilities are provided to the general public throughout the State including at the medicalunitsof Sant Kabir Nagar andAmbedkar Nagar districts.(b): As per Health Dynamics of India (HDI), 2023-24, the details regarding the availability of doctors, specialists and paramedical staff in District Hospitals, Community/ Primary Health Centres in Sant Kabir Nagar and Ambedkar Nagar districts of Uttar Pradesh is available at

(c): As per the Ayushman Arogya Mandir (AAM) Portal,230AAMs and 344AAMs are operational inSant Kabir Nagar andAmbedkar Nagar districts respectively. Asperthe HealthDynamicsof India

(HDI) Report 2023–24, Sant Kabir Nagar district has 6 Community Health Centres (CHCs) and one District Hospital, while Ambedkar Nagar district has 11 CHCs, one District Hospital, and one Medical College. Adequate healthcare infrastructure is available at Sant Kabir Nagar and Ambedkar Nagar districts, including ICU beds, trauma care facilities, diagnostic laboratories, dialysis units, CT and MRI facilities, ambulances and maternal and child healthcare services.

As per the information provided by the State Government of Uttar Pradesh, Mahatma Jyotiba Phule Joint District Hospital, Ambedkar Nagar, is equipped with 8 ICU beds, 10 Special Newborn Care Unit (SNCU) beds, 6 trauma care beds, one Integrated Public Health Laboratory (IPHL), a dialysis unit, one CT scan unit, two ultrasound machines, one digital X-ray machine, one general X-ray machine, and a 100-bed Maternal and Child Health

(MCH) Wing.

Further, the State informed that ambulance services are operational in both districts through the 108 Emergency Medical Transport Service (EMTS), with 23 and 26 ambulances in Sant Kabir Nagar and Ambedkar Nagar districts respectively, the Advanced Life Support

(ALS) Ambulance Service, with 6 and 5 ambulances in Sant Kabir Nagar and Ambedkar Nagar districts respectively, and the 102 Ambulance Service, with 21 and 26 ambulances in Sant Kabir Nagar and Ambedkar Nagar districts respectively.

(d): The details of the Central Share released and utilised under the National Health Mission

(NHM), Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and other Central health schemes for the State of Uttar Pradesh for the F.Y. 2021-22 to 2025-26

Note:

1. Expenditure includes expenditure against Central Release, State release & unspent balances at the beginning of the year. Expenditure is as per FMRs submitted by States/UTs and is provisional.

2. The above releases relate to Central Govt. Grants & do not include State share contribution.

Additionally, under Fifteenth Finance Commission (FC-XV) for the State of UttarPradesh Rs. 9,328.15 Crore has been approved for the five-year period from FY 2021-22 to FY 2025-26 and Rs. 5,727.27 Cr. has been released.

(e): The upgradation of District Hospitals (DHs) and other healthcare facilities and deployment of additional healthcare professionals as per requirement are proposed in PIP by the States and are approved as per norms.
