Parliament Question: Allocation of Funds to Health Programmes

3359.ADVDEANKURIAKOSE:

Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:

(a) the details of funds allocated and utilised under the various sub programmes such as RMNCH, Communicable Diseases, TB, One Health, NCD's, HIV/AIDS, Health system components underNational Health Mission, (NHM) inKerala during the last five financial years, year-wise;

(b) the details of funds allocated and utilised under the Ayushman Bharat-Pradhan Mantri Jan Arogya YojanainKerala during the said years, year-wise;

(c) the details of funds allocated and utilised under the Ayushman Bharat Digital Mission in Kerala during said years; and

(d) the funds allocated and utilised under the Pradhan Mantri Swasthya Suraksha Yojana in Kerala during the said years? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV)

(a) to (d): With the objective of attainment of universal access to equitable, affordable and quality health care services, the Ministry of Health & Family Welfare is implementing National Health Mission (NHM). Government provides technical and financial support tothe States/UTs including Kerala for improvement in health infrastructure, availability of adequate human resources to health facilities, to improve availability and accessibility to quality health care especiallyfor the underserved andmarginalizedgroups.

Public Health & Hospitals, is a State subject, hence, the primary responsibility of providing basic health services to all the citizens lies with the respective State/UT Government including Kerala.As per DoE OM dated 23.12.2021 all pools and programs have been merged under “Flexible Pool for RCH & Health System Strengthening, National Health Programme and Urban Health Mission” from the FY 2022-23 onwards. Under NHM, funds are released to States/UTs including Kerala under flexible pools on a lump sum basis for the activities approved in State Programme Implementation Programmeto provide greater flexibilityto Statesincluding Kerala to utilize the funds as per their felt need and priorities. 2. Expenditure includes expenditure against Central Release, State release & unspent balances at the beginning of the year. Expenditure is as per FMRs submitted by States/UTsandisprovisional.

The funding of Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana (AB PMJAY) is entirely demand driven. NHA releases funds for scheme implementation to the States/UTs on the basis of utilization certificates for previous releases and demand received from the State/UTs. Further, under this scheme no funds have been allocatedtothe StateGovernment of Kerala.
