Parliament Question: Allocation of Power from Central Power Projects to Uttar Pradesh

be pleased to state:

(a) whether the Union Government has taken any steps to ensure the allocation of power from central power projects to the State of Uttar Pradesh in accordance with its requirements and to ensure uninterrupted power supply in the Scheduled Caste dominated Shahjahanpur Parliamentary Constituency; and

(b) if so, the details thereof? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK)

(a) & (b): The Government of India has allocated 11,520.53 MW of power to Uttar Pradesh from Central Sector Generating Station (CGS), as on 30.06.2026, which comprises 11,269.93 MW of firm power and 250.6 MW power from unallocated quota.

Electricity being a concurrent subject, the supply and distribution of electricity to the various categories of consumers/areas/districts in a State/UT is looked after by the respective Power Utility/State Government. Further, The Central Government supplements the efforts of the State Governments by establishing power plants through Central Public Sector Undertakings (CPSUs) and allocate power from them to the various States / UTs.

To ensure generation capacity remains ahead of projected demand, all the States, in consultation with CEA, have prepared their “Resource Adequacy Plans (RAPs)”, which are dynamic 10-year rolling plans and includes power generation as well as power procurement planning.

The details of Power Supply Position for the State of Uttar Pradesh in terms of Energy for the last three financial years and current year (upto June,

2026) is given at Annexure. The ‘energy supplied’ has been commensurate with the ‘energy requirement’ with only a marginal gap which is generally on account of constraints in the State transmission / distribution network.

………2.- 2 - Following steps have been taken to support States/Distribution Utilities to provide uninterrupted power supply in the States/UTs including the State of

Uttar Pradesh:

(i) Government of India launched “Revamped Distribution Sector Scheme

(RDSS) in July, 2021 with the objective of improving the quality of power supply through a financially sustainable and operationally efficient distribution sector. The scheme has a total outlay of Rs.3,03,758 crore, including Gross Budgetary Support from the Central Government of Rs.97,631 crore. The sunset date of the scheme is 31.03.2028. Under the scheme, financial assistance is being provided to the Distribution Utilities for loss reduction infrastructure works and smart metering works. Loss reduction works include replacement of old conductors, creation of new substations, upgradation of Substations, installation of new Distribution Transformers (DTs), upgradation of DTs, feeder segregation works etc. Under the scheme, loss reduction infrastructure works amounting to Rs.21,782 crore and smart metering works amounting to Rs.18,956 crore have been sanctioned for the State of Uttar Pradesh. In Shahjahanpur Parliamentary Constituency, loss reduction infrastructure works amounting to Rs.230.88 crore and smart metering works amounting to Rs.234.02 crore have been sanctioned.

The loss reduction works have achieved physical progress of around 61%.

(ii) Government of India has supplemented the efforts of the States through schemes namely Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) for strengthening of the rural distribution network and electrification of villages and households. As reported by the States, all the inhabited un- electrified census villages in the country were electrified. A total of 18,374 villages were electrified during DDUGJY, including 1,498 villages in the State of Uttar Pradesh. Under DDUGJY and thereafter during SAUBHAGYA, electrification of all willing households was completed. A total of 2.86 crore households were electrified during the SAUBHAGYA period, including 91.8 lakh households in the State of Uttar Pradesh and 1,23,284 households in Shahjahanpur Lok Sabha Constituency. Both the schemes stand closed as on 31.03.2022. Government of India is further supporting States for grid electrification of left-out households, including households belonging to Particularly Vulnerable Tribal Group (PVTG) under PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan), tribal households under DA-JGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), Scheduled Caste households under Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY) and remote & border households under Vibrant Village Program (VVP), under RDSS. Till date, under RDSS, works have been sanctioned for electrification of 13.65 lakh households including 2,58,700 households in the State of Uttar Pradesh and 2,924 households in Shahjahanpur Lok Sabha Constituency.

(iii) As per rule 10 of the Electricity (Rights of Consumers) Rules, 2020, the distribution licensee shall supply 24x7 power to all consumers. However, the State Commission may specify lower hours of supply for some categories of consumers.

As reported by the State, the power supply as per the following roster is

provided for Shahjahanpur Parliamentary constituency.
