be pleased to state:

(a) the major initiatives undertaken by the Government under the National Livestock Mission (NLM) and the Livestock Health and Disease Control Programme (LHDCP) to promote livestock development and strengthen animal healthcare services in Tamil Nadu during the last five years;

(b) the details of assistance provided to Tamil Nadu under the National Animal Disease Control Programme

(NADCP), Assistance to States for Control of Animal Diseases (ASCAD), Mobile Veterinary Units (MVUs) and the strengthening of Veterinary Hospitals and Dispensaries during the said period;

(c) the details of livestock vaccinated, Mobile Veterinary Units deployed and veterinary infrastructure strengthened in Tamil Nadu, district-wise;

(d) the measures taken by the Government to improve disease surveillance, livestock healthcare and breed productivity in the State; and

(e) whether the Government has any proposals to expand the coverage of these programmes and strengthen veterinary healthcare infrastructure in Tamil Nadu to enhance livestock productivity and farmers' income, if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY & DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)

(a) The major initiatives undertaken by, Government of India (GOI) under the National Livestock Mission

(NLM) and Livestock Health and Disease Control Programme (LHDCP) to promote livestock development and

strengthen animal healthcare services in Tamil Nadu during the last five years are as below:- i. 50% capital subsidy provided under NLM-EDP to individuals, Farmer Producer Organisations (FPOs), Self- Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organisations (FCOs), and Section 8 companies. The NLM scheme focuses on Breed Development of Livestock & Poultry, Feed and Fodder development, Research & Development, Livestock Insurance and Extension.

ii. 100% financial assistance is provided under LHDCP to all the States/UTs for prevention of economically important livestock diseases namely Foot and Mouth Disease (FMD), Brucellosis, Peste des Petits Ruminants

(PPR) and Classical Swine Fever (CSF) through vaccination. Further, financial assistance is provided to States/ UTs on sharing basis for State prioritised activities such as vaccination against other livestock diseases, control of emergent and exotic diseases, strengthening of laboratory, disease surveillance, training and awareness.

iii. Financial assistance is provided to the State of Tamil Nadu on sharing basis for operation of 245 Mobile Veterinary Units (MVU) to deliver veterinary services at farmer’s doorstep.(b) As Animal Husbandry is a State subject, establishment & strengthening of Veterinary Hospitals and Dispensaries is under the domain of the State. However, the details of assistance provided to Tamil Nadu under the National Animal Disease Control Programme (NADCP), Critical Animal Disease Control Programme (CADCP), Assistance to States for Control of Animal Diseases (ASCAD) and Mobile Veterinary Units (MVUs) during the

last five years is as follows: i. Financial assistance of Rs 2,023.84 Lakh provided to the States under NADCP and CADCP for vaccination. ii. Total number of 61.88 lakh large sized ear tags and 144.58 Lakh small sized ear tags supplied under NADCP and CADCP for animal identification.

iii. Financial assistance of Rs. 7,565.36 Lakh provided for procurement and operations of 245 MVUs. iv. To implement State prioritised activities related to livestock health, a sum of Rs. 1667.01 Lakh provided under ASCAD.

v. Assistance was provided to the State for vaccination. Around 8.66 crore vaccinations was done during the period.

(c) Based on the report of the State of Tamil Nadu, the district-wise details of livestock vaccinated during 2025- 26 and 2026-27 (till 5 August 2026), Mobile Veterinary Units deployed and veterinary infrastructure strengthened is placed as Annexure I (a, b and c).

(d) In addition to (a to c) above, Government of India (GOI) is supporting the State to improve disease surveillance, livestock healthcare and breed productivity as under: i. Financial support provided to Central Disease Diagnostic Laboratory (CDDL), Indian Veterinary Research Institute (IVRI), Bareilly, five Regional Disease Diagnostic Laboratories (RDDLs) of States for disease surveillance and other related activities.

ii. Financial assistance provided to Indian Council of Agricultural Research (ICAR) Institutes, namely National Institute of Foot and Mouth Disease (NIFMD), Indian Veterinary Research Institute (IVRI) Bengaluru, IVRI Bareilly and National Institute on Veterinary Epidemiology and Disease Informatics (NIVEDI) Bengaluru for carrying out animal disease surveillance and other related activities.

iii. National Institute of High Security Animal Diseases (ICAR-NIHSAD), Bhopal undertakes surveillance of emerging and exotic transboundary animal diseases through laboratory-based surveillance. iv. Surveillance of animal diseases are also undertaken with help of Bharat Pashudhan portal developed by Department of AnimaL Husbandry and Dairying, Government of India (GOI).

v. ICAR- NIVEDI, Bengaluru forecasts possible animal disease risk at district level around two months in advance through NADRES 2.0. vi. Rashtriya Gokul Mission (RGM) is implemented for development and conservation of indigenous bovine breeds, genetic upgradation of bovine population, enhancement of milk production and productivity of bovines across the country. Nationwide Artificial Insemination programme, Accelerated Breed Improvement programme using sex-sorted semen and In-vitro Fertilisation (IVF) Technology, Genomic chip for genomic selection, Progeny Testing and Pedigree Selection programme and Training and equipping Multi-Purpose Artificial Insemination Technicians (MAITRIs) are the key components.

vii. A 3% interest subvention is provided for infrastructure development to individual entrepreneurs, private companies, Micro, Small and Medium Enterprises (MSME), Farmers Producers Organizations (FPOs),

Section 8 companies.

(e) Animal Husbandry is a State subject. However, all schemes as (a) to (d) above is implemented by Department of Animal Husbandry and Dairying, Government of India (GOI) across India including Tamil Nadu for livestock health care, livestock productivity and enhancing farmers' income.
