Parliament Question: Appointment of Lecturers in Manipur

Will the Minister of EDUCATION be pleased to state:

(a) whether it is true that 603 Higher Secondary School Lecturers appointed by Manipur Government on contractual basis have not been given regular appointment despite their services being regularized in 2022, if so, the details thereof;

(b) the reasons for delay in providing regular appointments and scale of pay to these Lecturers; and

(c) the time by which regular appointment and scale of pay is likely to be given to these lecturers? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN)

(a) to (c): A statement is laid on the table of the House. ******STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 315 ANSWERED ON 11/08/2025 ASKED BY HON’BLE MEMBER OF PARLIAMENT DR. ANGOMCHA BIMOL AKOIJAM REGARDING “APPOINTMENT OF LECTURERS IN MANIPUR”.

(a) to (c) : Education is in the Concurrent list of the Constitution and the majority of the schools are under the domain of respective State/UT Governments. Moreover, the recruitment and other service matters of teachers are directly under the administrative control of State/UT Governments. As such, the appointment of Higher Secondary School Lecturers is entirely the matter of State Government of Manipur.
