Will the Minister of POWER
be pleased to state:
(a) whether the Government has notified any standardized monitoring, reporting, and verification framework for projects funded under Carbon Capture, Utilisation, and Storage (CCUS) initiatives announced in the Union Budget 2026 and if so, the details thereof;
(b) whether independent third-party audits are mandatory prior to release or continuation of public funding for CCUS pilot projects in high-emission sectors and if so, the details thereof;
(c) whether the Ministry has prescribed any methodology to assess net carbon reduction, permanence of storage, and lifecycle emissions associated with CCUS projects and if so, the details thereof;
(d) whether any public disclosure mechanism exists regarding allocation of CCUS-related funds, project-wise emissions data and audit findings and if so, the details thereof; and
(e) whether the Ministry has established safeguards to prevent double- counting or misreporting of carbon offsets under CCUS-linked industrial projects and if so, the details thereof? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK)
(a) to (e): As per the budget (FY 2026-27) announcement, an outlay of ₹20,000 crore has been proposed over the next 5 years for Carbon Capture, Utilization and Storage (CCUS) technologies. The objective is to promote development of these technologies at scale in order to achieve higher readiness levels in end use applications across five industrial sectors viz., power, steel, cement, refineries and chemicals.
The CCUS Program is currently under establishment stage in the Ministry of Power. Following approval of the CCUS Program, the Ministry will formulate the requisite rules / guidelines; including standards, monitoring, reporting and verification mechanisms, project selection criteria, audit requirements, public disclosure mechanism, methodology to assess/report the carbon reductions and other implementation-related aspects.
