Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of proposals received and approved for establishing Common Facility Centres (CFCs) and Infrastructure Development projects during the last five years, State-wise and district-wise for Andhra Pradesh;
(b) the physical progress of approved CFCs along with the details of the implementation agency and the list of facilities created, classified, cluster-wise;
(c) the funds sanctioned and disbursed for the same, State-wise;
(d) the number of Micro, Small and Medium Enterprises benefited through these centres during the last five years, State-wise and district-wise for Andhra Pradesh;
(e) the number of persons trained during the last five years, cluster-wise; and
(f) whether private entities or universities form Special Purpose Vehicles to establish CFCs, if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a) to (e): Micro and Small Enterprises Cluster Development Programme (MSE-CDP) is a demand driven Central Sector Scheme wherein, State/UTs Governments send proposals as per common needs of existing cluster in their respective States/UTs. This scheme aims to enhance the productivity and competitiveness of MSEs for their holistic development by adopting cluster approach. The Government provides financial assistance to establish Common Facility Centres (CFCs) in existing clusters and establish infrastructure facilities in new / up-grade the existing Industrial Areas / Estates /Flatted Factory Complex.
Under MSE-CDP, a total of 612 projects comprising 246 Common Facility Centre (CFC) projects and 366 Infrastructure Development (ID) projects have been approved since inception across the country.
Out of the approved CFC projects, 123 projects have been completed and 123 projects are under implementation including projects in the State of Andhra Pradesh. The details of proposals for CFC and ID projects received and approved during last five years district-wise for Andhra Pradesh is appended

The facilities created include common processing facilities, testing laboratories, quality control and testing equipment, design centres, common production machinery, training facilities, raw material banks, packaging facilities and other common infrastructure depending upon the requirements of the respective clusters.
(f): The Special Purpose Vehicle (SPV) is a Section 8 Company promoted by the cluster members.
Private enterprises, associations, cooperatives and other eligible entities may be members/promoters of the SPV. Universities by themselves are not envisaged as the implementing SPV under the Scheme; however, they may participate as knowledge or technical partners, wherever required.
