Will the Minister of POWER
be pleased to state:
(a) whether the Government has taken note that India's energy governance is presently distributed across multiple Ministries including Coal, Petroleum and Natural Gas, New and Renewable Energy, Power and Atomic Energy leading to a fragmented institutional framework and if so, the details thereof;
(b) whether such fragmentation has resulted in overlapping responsibilities, regulatory bottlenecks, delays in implementation of national energy projects and sub-optimal allocation of financial and administrative resources and if so, the details thereof;
(c) whether the Government has proposed to establish an Integrated Ministry of Energy to ensure coordinated planning and management of all energy sources including coal, natural gas, biomass, nuclear and renewable energy as complementary components of a unified national energy strategy rather than competing sectors; and
(d) if so, the details of the roadmap, consultations undertaken and the timeline for implementation? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK)
(a) to (d): This subject is beyond the purview of the Ministry of Power.
However, it is submitted that, while India's energy governance is presently distributed across multiple Ministries, coordination across the energy sector is ensured through established institutional mechanisms, including inter-Ministerial consultations, Sectoral Group of Secretaries, NITI Aayog and Cabinet Secretary.
