Will the Minister of EDUCATION be pleased to state:

(a) the initiative taken by the Government to digitize the existing study curriculum in Schools and Colleges;

(b) the details of budget allocation for digitization of study curriculum along with timeline for completion of the task;

(c) the details of key policies/guidelines governing the fund in such ongoing project;

(d) the details of challenges being faced in the utilization of fund for the said projects; and

(e) the details of measures taken to ensure transparency and accountability in utilization of funds in ongoing projects? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (e) Education is part of the Concurrent List of the Constitution and most of the schools are under the administration of the respective State Governments. The National Education Policy (NEP), 2020 lays utmost emphasis on education including foundational literacy, numeracy and digital literacy for achieving the overall goal of quality education for all. NEP is the first education policy of the 21st century and envisions transformation of the education sector into a more holistic, flexible and multidisciplinary one, suited to 21st century needs.A comprehensive initiative called ‘PM eVidya’ was initiated as part of ‘Atma Nirbhar Bharat Abhiyaan’ on 17th May, 2020, which unifies all efforts related to digital/online/on-air education to enable multi-mode access to education across the country. Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation’s One Nation, One Digital platform for providing quality e-content for school education in States/UTs along with QR coded Energised Textbooks (ETBs) for all grades. As a participant in DIKSHA, States/ Union Territories (UTs)/Autonomous Bodies (ABs) including the State of Uttar Pradesh have generated and contributed over 3.69 lakh content to enable them for providing for supplementary education as per their requirement in mother tongue/local/regional languages for classes 1-12.

Overall, 564.05 crore learning sessions have been completed on DIKSHA by students, teachers and other stakeholders. The stakeholders have access to more than 300 Virtual Labs on DIKSHA.

The Ministry of Education through National Council of Educational Research and Training (NCERT) has digitised and energised all the 404 textbooks including the new ones commencing from the Foundational Stage and extending onwards as Energised Text Books (ETBs) with QR codes. NCERT has also translated textbooks for Classes 1, 2, 3 and 6 for all subjects in 22 scheduled languages to provide education in child’s own language. The ETBs are available on DIKSHA (http://diksha.gov.in), ePathshala (http://epathshala.nic.in) and NCERT portal (https://ncert.nic.in/textbook.php), enabling easy access to students, teachers and parents. The QR codes are linked to multiple learning resources in electronic format.

States/UTs have converted around 6778 textbooks into ETBs. The curriculum contents and books created by AICTE are posted on e-KUMBH portal and accessible free of cost for all stakeholders. In most of the States/ UTs/ABs funding for curriculum digitisation is part of regular workstream funds.

To maintain transparency and accountability in utilisation of funds in ongoing projects, the following measures have been taken: All payments including those to employees, vendors and participants (apart from tax payments like income tax payments, TDS and GST) are made through Public Financial Management System
