Parliament Question: English Medium Government Primary Schools

Will the Minister of EDUCATION be pleased to state:

(a) the number of English medium Government primary schools opened in various districts of Uttar Pradesh;

(b) the total funds allocated and utilised by the Government for the establishment of these schools including the infrastructure such as buildings, books, smart classes;

(c) the number of teachers recruited in these schools and whether any training is provided to them and the number of districts in which the said process has been completed; and

(d) whether the Government has conducted any assessment of the educational outcomes of these schools, rise in the enrolment of students and its impact in rural areas and if so, the main findings thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (d) Education is a subject in the Concurrent List of the Constitution and majority of the schools in the country come under the administrative domain of the respective State Government and UT Administration. The requirement of infrastructural facilities in schools including opening of new schools/upgradation/strengthening of existing schools is worked out every year by the respective State/Union Territory depending on their need and priority.

As informed by the State Government of Uttar Pradesh, that out of total 87,777 Government Primary Schools 12,279 have been converted to English Medium Government Primary Schools across all 75 districts of the State.

The Department of School Education and Literacy is implementing centrally sponsored schemes for School Education- Samagra Shiksha and PM-SHRI. Under these Schemes, financial support is provided to the States/UTs including Uttar Pradesh, for creation and augmentation of infrastructure to strengthen the existing school infrastructure like construction of school buildings & additional classrooms and opening/strengthening ofnew/existing schools, boundary walls, Science Labs, Computers Labs, Library Room, Ramps, Major Repairs, Supply of Furniture and provision of ICT and digital interventions etc. Through Samagra Shiksha, financial assistance is also provided to States and UTs for providing various facilities to the children for implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009 which include free uniform to eligible children at elementary level, free textbook at elementary level etc.

The States and UTs prepare their Annual Work Plan and Budget (AWP&B) based on their requirements and priorities and submit to the Ministry of Education prior to the beginning of every financial year. The same is considered and appraised/approved by Project Approval Board (PAB) in consultation with the States and UTs, as per the schematic/ programmatic and financial norms of the Scheme and physical and financial progress of the State for the interventions approved.

The recruitment, service conditions and rational deployment of teachers come under the purview of respective State Government and UT Administration. As informed by the State Government of Uttar Pradesh, the teachers were transferred to English Medium Government Primary schools from existing Government Primary schools and training was imparted to 10622 teachers of English Medium schools in all the 75 districts of Uttar Pradesh.

PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development) has been setup under National Council of Educational Research and Training (NCERT) by Department of School Education and Literacy (DoSE&L). The primary objective of this survey is to evaluate the learning competencies of students in Foundational Literacy, Foundational Numeracy, Language and Mathematics at the end of each of the educational stages i.e. Foundational, Preparatory, and Middle in Grades 3,6 &9.

Survey is Conducted every three years, with annual State Educational Achievement Surveys in between, the latest national survey PARAKH Rashtriya Sarvekshan 2024 took place on December 4, 2024 for all the states including Uttar Pradesh. Results show notable improvement in foundational skills and reflect that in grade 3, rural schools have performed better that urban schools and government schools have performed better than unaided schools.
