Parliament Question: Evaluation of DIKSHA Platform on Learning Outcome

4028. Shri Baijayant Panda:

Will the Minister of EDUCATION be pleased to state:

(a) whether any independent studies or assessments have been conducted to evaluate the impact of the DIKSHA platform on student learning outcomes in States and Union Territories;

(b) if so, the key findings of such assessments, particularly with regard to regional performance disparities;

(c) the steps being taken by the Government to strengthen offline accessibility, enhance availability of vernacular content/regional language-based; and

(d) whether the Government proposes to collaborate with State Governments or academic bodies to evaluate and upgrade the digital contents on DIKSHA platform periodically? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (d) Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation’s One Nation, One Digital platform for providing quality e-content for school education in States/ Union Territories (UTs) along with QR coded Energised Textbooks (ETBs) for all grades. As a participant in DIKSHA, States/UTs/Autonomous Bodies (ABs) have generated and contributed over 3.69 lakh content in local/regional languages. Overall, 564.05 crore learning sessions have been completed on DIKSHA by students, teachers and other stakeholders.

The stakeholders have access to more than 300 Virtual Labs on DIKSHA.PARAKH Rashtriya Sarvekshan 2024, conducted by PARAKH National Assessment Centre in National Council of Educational Research and Training

(NCERT) under the Ministry of Education, assessed over 21 lakh students across Grades 3, 6, and 9 nationwide, which gathered contextual data on digital access

that can be accessed from https://dashboard.parakh.ncert.gov.in/en.

DIKSHA platform supports both online and offline accessibility for its learning resources. Users can download content and access it even without an internet connection. States/UTs preload DIKSHA content on their Smart Class boards ensuring offline access. Based on NEP 2020, there has been a concerted effort to facilitate education in multiple languages, commencing from the foundational stage and extending onwards. NCERT has also translated textbooks for Classes 1, 2, 3 and 6 for all subjects in 22 schedule languages to provide education in child’s own language, which are also available on NCERT portal s(https://ncert.nic.in/textbook.php) for ease of learning.

DIKSHA operates on a federated architecture, allowing each State/UT and central autonomous body referred to as participants to independently upload and manage their own e-content and e-courses in their mother tongue/local/regional languages. This enables customisation in terms of language, curriculum alignment, and pedagogical approach, thereby ensuring that digital learning resources are contextually relevant, continuously updated and accessible to diverse learner groups across the country. The Ministry through Central Institute of Educational Technology (CIET-NCERT) works with States/UTs and other DIKSHA participants to validate their respective content on a periodic basis based on the

guidelines provided at https://ciet.ncert.gov.in/econtent-guidelines. States/UTs and other DIKSHA participants have been advised to provide age appropriate and grade appropriate e-content in their mother tongue/local/regional languages.
