Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:

(a) whether the Government has reviewed the progress of the National Gas Grid and associated natural gas pipeline network across the country, if so, the details thereof including its present length, State-wise and in Dewas-Shajapur Parliamentary Constituency;

(b) the details of natural gas pipeline projects sanctioned/under implementation/operational under the National Gas Grid and the progress made in expanding pipeline connectivity in the country and to previously unconnected regions, districts and industrial clusters, particularly in Madhya Pradesh, Rajasthan, Jharkhand and the Pali Parliamentary Constituency;

(c) whether the Government has taken/proposes to take measures to expedite ongoing pipeline projects, strengthen inter-State connectivity, expand City Gas Distribution (CGD) infrastructure including Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) facilities particularly in above States and in Delhi especially in North-East Delhi, the Ratlam–Jhabua– Alirajpur and Dewas–Shajapur Parliamentary Constituencies in view of its importance for Tribal/Industrial development in Madhya Pradesh along with the timeline, funds allocated and any special plan therein, if so, the details thereof; and

(d) the expected impact of the expansion of the National Gas Grid and CGD network on industrial growth, clean energy adoption, employment generation, natural gas accessibility and the development of a gas-based economy in the country? ANSWER पे(cid:282)ो(cid:871)लयम और (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ालय म(cid:581) रा(cid:207)य मं(cid:287)ी ((cid:302)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI)(a) to (d) Petroleum and Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization to various entities to Lay, build, operate and expand Natural Gas Pipelines (NGPL). As on March 2026, PNGRB has authorized approximately 33,027 Km of common carrier natural gas pipeline across the country to create a National Gas Grid. All the States and Union Territories, except Ladakh, Andaman & Nicobar Island and Lakshwadeep are covered by Natural Gas Pipeline Network authorized by PNGRB.

The details of the Common Carrier Natural Gas Pipeline network including the States of Madhya Pradesh, Rajasthan, and Jharkhand are enclosed as Annexure-I. In the Dewas - Shajapur Parliamentary Constituency of Madhya Pradesh, approximately 84.67 km of operational natural gas pipeline network is deployed under the National Gas Grid. This operational infrastructure comprises major trunk and spur lines, including sections of Hazira - Vijaipur (24.91 km), Dahej - Vijaipur (DVPL I) (24.93 km), Dahej - Vijaipur (DVPL II) (24.95 km), Sanwer - Dewas (8.52 km), Dewas - HR Johnson (1.30 km), and the HR Johnson - Roca spur line (0.07 km), providing robust natural gas connectivity across the constituency.

Providing Piped Natural Gas (PNG) connections and establishment of Compressed Natural Gas (CNG) stations is part of the development of City Gas Distribution (CGD) Network, which inter alia include creation of pipeline infrastructure and other facilities for the supply of PNG to domestic, commercial and industrial units and CNG to transport sector which is being carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). PNGRB has authorized entities for the development of CGD network in 309 Geographical Areas (GAs), covering the entire mainland area of the country. Details of CGD progress in the states of Madhya Pradesh, Rajasthan and Jharkhand and CGD progress in the Pali Parliamentary Constituency, North-East Delhi, Ratlam and Jhabua Districts, Alirajpur District, Dewas District and Shajapur District are given at Annexure – II.

No funds are sanctioned or allocated by Government for implementation of the CGD projects. The CGD infrastructure rollout and investmentsare made by the authorized CGD entity in accordance with the authorization granted by PNGRB and the approved project plan.

Government have taken various steps to expand access to natural gas to CNG (Transport)/ PNG (Domestic) sector in the country which inter-alia includes allocating domestic gas on priority basis, diverting domestic gas from non-priority sectors to meet requirement for CNG (T)/PNG(D) sector, expansion of CGD network, grant of public utility status to CGD projects, notification for supply of domestic gas through available mode (including cascade mode) for CNG(T)/PNG(D) purpose, allocating domestic natural gas for CNG(T) and PNG(D) segments on a two quarter advance basis, expansion of National Gas Grid Pipeline, setting up of Liquefied Natural Gas (LNG) Terminals, Sustainable Alternative Towards Affordable Transportation

(SATAT) initiatives to promote Bio-CNG, etc.

PNGRB in collaboration with CGD entities, launched the National PNG Drive 2.0 from 1st January, 2026 to 30th June, 2026. Under the initiatives various measures have been implemented by the Government and

authorized CGD entities which include:

(i) Expansion of PNG connectivity to households, commercial establishments and industries;

(ii) Conversion of connected households into active billed consumers;

(iii) Awareness campaigns and consumer outreach programmes;

(iv) Coordination with State Governments and local authorities for expeditious statutory permissions; and

(v) Implementation of consumer-friendly measures, including digital registration, simplified connection processes and promotional schemes offered by CGD entities.

Government has also notified a comprehensive control order dated 24.03.2026 under the Essential Commodities Act, 1955 to facilitate time-bound expansion of pipeline infrastructure across the country, especially CGD. The order provides a uniform framework for grant of right of way (RoW) and permissionsby mandating strict timelines, enabling deemed approvals in case of delays, and prohibiting imposition of unauthorized charges by public authorities. It also addresses access issues in residential and private areas by ensuring non-discriminatory and time-bound permissions, thereby removing key bottlenecks in pipeline laying.

PNGRB has rationalized the Unified Tariff by reducing tariff zones from three to two and notified transportation tariffs of Rs. 54.00/MMBTU for Zone-1 (up to 300 Km) and Rs. 110.02/MMBTU for Zone-2 (beyond 300 Km), . Zone-1 tariff has been extended nationwide for CNG(T) and PNG(D), resulting in nearly 50% reduction in transportation charges for consumers beyond 300 Km.

The expansion of the natural gas pipeline grid has significantly improved access of natural gas for City Gas Distribution (CGD) networks, industries, power plants and households. As on 31.05.2026, the number of PNG Domestic connections has registered a substantial increase from 22 lakh in 2013-14 to approx.170 lakh currently, while the network of CNG stations has expanded from 783in 2013-14 to more than 8,900 currently. Furthermore, authorized entities have laid 6,71,387 Inch-Km pipeline across the country and

provided 22,256 Industrial and 52,143 Commercial connections to support the clean energy transition in their respective Geographical Areas.

The expansion of the natural gas pipeline grid across the country has significantly increased adoption of natural gas which has played a crucial role in reducing India’s dependence on conventional fossil fuels like coal and crude oil. Consumption of Natural Gas in the country has increased from approx 138 Million Metric Standard Cubic Meters per Day (MMSCMD) in 2014 to approx. 188 MMSCMD in 2025. With expanding pipeline and CGD network, use of CNG as transportation fuel in vehicles (due to its cost effectiveness and lower emissions) is increasing. Similarly, industries previously dependent on furnace oil and diesel are also progressively shifting to natural gas (mainly in the form of piped natural gas). Further, expansion of CGD infrastructure generates both direct and indirect employment opportunities through construction, operations, maintenance and allied services thereby supporting local employment and self-employment and leading to the development of a gas based economy.
