Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:

(a) the current status of implementation and infrastructure layout under the Pradhan-Mantri Surya Ghar Muft Bijli Yojana (PM-SGMBY) launched to solarise residential households through rooftop solar systems;

(b) the total number of solar installations successfully commissioned and the volume of central subsidies disbursed across the country, State/UT-wise;

(c) the specific progress achieved, number of residential rooftops solarised and net-metering connections activated across the country particularly in the State of Bihar, district-wise;

(d) the structural specifications of the digital infrastructure deployed including the national portal for rooftop solar to enable Direct Benefit Transfers (DBTs) and track application feasibility status; and

(e) the steps taken by the Government to expand the vendor empanelment pool, streamline technical inspections by local power Distribution Companies (DISCOMs) and fast-track loan clearances to prevent installation delays? (a) to (e): The Ministry of New and Renewable Energy (MNRE) has been implementing the PM

Surya Ghar: Muft Bijli Yojana (PMSG: MBY) since February 2024, across the country. The

PMSG: MBY is a demand-driven scheme wherein all residential consumers in the country, including those in the state of Bihar, having a grid-connected electricity connection with the local DISCOM, can avail the benefits of the scheme, for installation of rooftop solar (RTS) systems by applying on the National Portal (www.pmsuryaghar.gov.in) of the scheme.

All states/UTs have provisions for net-metering for residential electricity connections as per regulations issued by respective state electricity regulatory commissions. The complete process from application to disbursal of subsidy directly into the bank account of the residential consumer is online through the National Portal.

Under the scheme, since its launch in February 2024, over 50 lakh households have benefitted, with ₹28,024.21 crore in subsidy released as Central Financial Assistance (CFA) across the country, as on 04.08.2026. The state/UT-wise details are placed at Annexure I.

Similarly, under the scheme, since its launch in February 2024, a total of 25,157 RTS systems have been installed, benefitting 25,790 households and an amount of Rs. 165.36 crore has been released as CFA in the state of Bihar, as on 04.08.2026. The district-wise details for the state of Bihar are given in the Annexure II.

Under PMSG: MBY, the Ministry of New and Renewable Energy (MNRE) has taken several steps to improve implementation of the scheme, including the expansion of vendor empanelment pool, streamline technical inspections by local power Distribution Companies (DISCOMs) and fast- track loan clearances to prevent installation delays. The details of steps taken are as follows: - • Simplified process for registration of vendors to ensure sufficient and qualified vendors are available.

• Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Net metering agreement has been made part of application in the National Portal eliminating the need for separate agreement.• Capacity building and training programmes being conducted including for DISCOM officials.

• Regular monitoring of the progress of the scheme at different levels including with states, DISCOMs and Banks. In addition, regional review meetings are being conducted from time to time. • Availability of collateral-free loan from nationalized banks at a concessional interest rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years. The loan can be applied on National Portal itself with integration of JanSamarth portal.

• Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages. • Creating awareness about the scheme, through awareness and outreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country.

Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for
