Parliament Question: Implementation of PMKVY 4.0 in Tamil Nadu

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to

state:

(a) whether the Government has strengthened the implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 in Tamil Nadu and if so, the details of funds allocated, released and utilised during the last three years, district-wise;

(b) the initiatives undertaken under PMKVY 4.0 in Ramanathapuram district to enhance skill development through industry-aligned courses, modern training infrastructure, digital learning, entrepreneurship development and improved access for women and rural youth;

(c) whether the Government proposes to expand PMKVY 4.0 in Ramanathapuram by introducing additional job-oriented courses based on local economic potential, including fisheries, logistics, tourism, renewable energy and emerging technologies and if so, the details thereof; and

(d) the details of candidates trained, certified, placed in employment or supported for self- employment under PMKVY in Ramanathapuram during the last three years, along with the future roadmap for further strengthening skill development in the district? (a) PMKVY 4.0 is a demand driven scheme, wherein training targets are approved based on the proposals submitted by the Project Implementing Agencies, after taking the skill gap into account. Upto 30.06.2026 in Tamil Nadu under PMKVY 4.0, 134,648 candidates have been trained and 99,847 candidates have been certified. PMKVY4.0 is a demand driven scheme and there is no provision of States/UT wise fund allocation. However, the details of district-wise fund utilization under PMKVY 4.0 in Tamil Nadu is given at Annexure-I.

(b) & (c) Under PMKVY 4.0, training has been standardized through the National Skills Qualification Framework (NSQF), aligning courses with industry needs and national priorities.

Under the Scheme, training has been aligned to the requirements of new-age and futuristic job roles such as AI, Robotics, Internet of Things (IoT), Semiconductor, Drone technology, Solar, 3D Printing, etc. as per changing requirements of industries and market demand. To meet emerging technology demands, 600+ new-age and futuristic courses have been introduced.

The Scheme is being implemented nationwide, including in Ramanathapuram district, with a focus on promoting the inclusive participation of women, rural youth, Persons with Disabilities

(PwDs)/Divyangjan, and candidates from disadvantaged regions. To support greater access and participation, provisions such as conveyance allowance, assistive aids, and boarding andlodging support are provided, wherever applicable, under the special provisions of the Common Norms of the Ministry of Skill Development and Entrepreneurship (MSDE). Training centres are encouraged to mobilise women candidates and work closely with Self-Help Groups

(SHGs), local bodies, and industry partners to broaden outreach and enhance enrolment.

PMKVY 4.0 further places emphasis on digital and blended learning, hands-on practical training, emerging and future-ready skills, entrepreneurship, self-employment, and sustainable livelihood opportunities.

(d) Under PMKVY, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0, the focus is to empower trained candidates to choose their varied career paths and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. Further, a unified platform Skill India Digital Hub (SIDH) is developed to integrate skilling, education and employment landscape and provide lifelong array of services to the beneficiaries including employment opportunities. The District Skill Development Plans (DSDPs) are updated on regular basis to capture the district-level skilling demand and skill gaps. The scheme also focuses on identifying local skill clusters and fostering convergence with industry and emerging economic opportunities in sectors such as fisheries, logistics, tourism, renewable energy and emerging technologies.
