Parliament Question: Kaiga Nuclear Power Project

Will the PRIME MINISTER be pleased to state:-

(a) whether the Government has estimated the capital expenditure, engineering contracts and employment likely to accrue to Karnataka during the construction of Units 5 and 6 of the Kaiga Generating Station and if so, the details thereof;

(b) the details of steps taken or proposed to be taken by the Government to enable local industries, Micro, Small and Medium Enterprises (MSMEs) and skilled workers in Karnataka to participate in procurement, construction and auxiliary services relating to the project; and

(c) whether the mechanism for allocation of power from Units 5 and 6 of the Kaiga Generating Station among the beneficiary States has been finalised and if so, the details thereof including the share proposed to be allocated to Karnataka and if not, the timeline for finalising the allocation mechanism? (a) The Kaiga–5&6 Project (2 X 700 MW) in the state of Karnataka is the first project of the 1st fleet mode implementation of PHWRs at an estimated cost of Rs 21,000 crore.

Procurement process of various equipment and components are in progress. Nuclear Island Mega EPC Package and EPC package for Turbine Island for the project has been awarded.

During the peak construction period, around 8000 persons are estimated to be employed at the project which follows a bell curve. Once operational, the stations are estimated to employ (both direct and indirect) about 2000 persons. Also, there is potential for employment of local contractors/ vendors from business opportunities that emerge consequent to the increase in economic activities at the site.(b) The salient steps being taken by NPCIL in this regard are as follows:

• Placing bulk orders • Expanding the vendor base with required hand holding • Development of indigenous equipment for import substitution & vendor development • Reserving certain equipment for class 1 local suppliers • Arranging vendor meets to promote MSMEs and giving preference to MSME in bids as per the policy of Government of India.

(c) The power generated by central sector power generating stations is allocated to the beneficiary states and union territories in the electricity region by the Ministry of Power

(MoP) as per laid down norms. The power from Kaiga-5&6 would therefore be allocated by MoP at an appropriate time. *****
