Parliament Question: Mining in Dumka Lok Sabha Constituency

GOVERNMENT OF INDIA MINISTRY OF MINES LOK SABHA UNSTARRED QUESTION NO. †2949 ANSWERED ON 05.08.2026 MINING IN DUMKA LOK SABHA CONSTITUENCY †2949. SHRI NALIN SOREN:

Will the Minister of MINES be pleased to state:

(a) the details of major minerals and minor minerals such as stone, sand, coal/soil currently permitted for mining under the mining sector in the Dumka Lok Sabha Constituency of Jharkhand along with the details of their production, number of mining leases/licenses granted and revenue generated during the last three years; and

(b) whether it has come to the notice of the Government that complaints regarding illegal mining, environmental damage, unchecked exploitation of rivers, streams and violation of mining rules have been received from Dumka Lok Sabha Constituency and certain other areas of Jharkhand and if so, the steps taken by the Government to curb these activities, along-with the number of cases in which action has been taken during the last three years? ANSWER THE MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY)

(a) As per Section 15 of the MMDR Act 1957, State Governments are authorised to make rules for regulating the grant of quarry leases, mining leases or other mineral concessions in respect of minor minerals and for purposes connected therewith.

As per the information received from Indian Bureau of Mines, a sub-ordinate office to Ministry of Mines, there is no mine of major mineral leases in the districts covered under Dumka Lok Sabha Constituency.

(b) As per Section 23C of the MMDR Act, 1957, State Governments have been empowered to frame rules to prevent illegal mining, transportation and storage of minerals and for purposes connected therewith. The State Governments submit returns on illegal mining on quarterly basis to IBM. However, the same are not mineral or district specific. The details of illegal mining cases detected in state of Jharkhand and action thereon during the last three years is at Annexure.
