4112. DR. PRASHANT YADAORAO PADOLE:
Will the Minister of MINES be pleased to state:
(a) the details of the mining-reform incentive component under the Scheme for Special Assistance to States for Capital Investment (SASCI) for Financial Years 2026-27 and the reform areas for which States/ UTs are eligible for incentives;
(b) the details of the numbers of States that availed the incentive during the previous fiscal year and the total amount disbursed; and
(c) whether any State has so far met the prescribed reform conditions and become eligible for the incentive under the current fiscal year and if so, the details thereof along with the number of major mineral blocks auctioned with pre-embedded clearances under the scheme so far? ANSWER THE MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY)
(a): In FY 2026โ27, under Part-V (Mining Sector Reforms) of the Scheme for Special Assistance to States for Capital Investment (SASCI) mining reforms have been classified in three components viz. Component-I (Implementation of Mining Reforms), Component-II (Mine Operationalization) and Component-III (State Mining Readiness Index-based Reforms). The States/ UTs (with legislature) are eligible to apply for incentives under these components on completion of the prescribed reform actions including, inter-alia, Stateโs integration with Unified Mining Portal (UMP) of Ministry of Mines; constitution of pre-auction committee and State level coordination committee;
publication of annual auction calendar for major minerals; successful auctioning of major mineral blocks with pre-embedded clearances; and operationalization of auctioned major mineral blocks as per prescribed target.
(b): I n FY 2025-26, 14 States and 1 UT (with legislature) fulfilled the prescribed reform conditions and availed a total incentive of โน3,000 crore. The details of these States/ UT along with amount released in FY 2025-26 are given at Annexure.
(c): In FY 2026-27, no State/ UT (with legislature) has been assessed so far under the Scheme since the application window is open till 15.12.2026 for Component-I & Component-III and till 31.12.2026 for Component-II.
