Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government is taking measures to promote apprenticeship training among industries, youth and Micro, Small and Medium Enterprises (MSMEs) under the National Apprenticeship Promotion Scheme (NAPS) and other apprenticeship programmes across the country, State/UT and district-wise including Dahod, Sidhi, Shimla Lok Sabha Constituencies, Palghar district in Maharashtra and Andhra Pradesh including Palnadu and Anantapur districts;
(b) if so, the details thereof along with the number of apprentices enrolled during the last three years and the current year;
(c) whether scholarships/stipends or other financial assistance under apprenticeship training are being transferred directly to the bank accounts of apprentices and, if so, the details thereof;
(d) whether there has been an increase in the participation of women in apprenticeship training under the said scheme during the last three years and the current year and, if so, the details of measures taken by the Government to further increase the participation of women and industries, particularly in Palghar district in Maharashtra and Andhra Pradesh;
(e) whether the Government has organised any ‘Apprenticeship Melas’ to promote awareness and participation in apprenticeship programmes in the country including the above- mentioned States, districts and Constituencies; and
(f) if so, the details thereof along with the number of youth benefited therefrom and the number of melas conducted as well as the beneficiaries enrolled thereunder? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY)
(a) to (f): A statement is laid on the table of the House.STATEMENT REFERRED TO IN REPLY TO PART (a) TO (f) OF LOK SABHA STARRED QUESTION NO. *104 ANSWERED ON 27.07.2026 REGARDING ‘NATIONAL APPRENTICESHIP PROMOTION SCHEME’
(a) & (b): The Government of India, under the Apprentices Act, 1961, implements two flagship apprenticeship programmes, namely the National Apprenticeship Promotion Scheme
(NAPS), administered by the Ministry of Skill Development and Entrepreneurship (MSDE), and the National Apprenticeship Training Scheme (NATS), administered by the Ministry of Education
(MoE). Both these schemes aim to promote apprenticeship training among youth and facilitate industry participation, including that of Micro, Small and Medium Enterprises (MSMEs), by providing structured on-the-job training opportunities.
To strengthen the apprenticeship ecosystem, the Government has undertaken several initiatives, including simplification and digitalization of apprenticeship processes through online portals, provision of stipend support through Direct Benefit Transfer (DBT), engagement of Third-Party Aggregators to support establishments, targeted awareness programmes, stakeholder workshops and organization of Pradhan Mantri National Apprenticeship Melas
(PMNAMs) across the country.
The State/UT-wise details of apprentices engaged under the National Apprenticeship Promotion Scheme (NAPS) and the National Apprenticeship Training Scheme (NATS) are provided in Table-I & Table-II of the Annexure. Further, the district/constituency-wise details of apprentices engaged under NAPS& NATS in Dahod, Sidhi and Shimla Lok Sabha Constituencies, Palghar district of Maharashtra, and Palnadu and Anantapur districts of Andhra Pradesh are furnished in Table-III & Table-III.a of the Annexure.
(c) Under NAPS-2, the Government provides stipend support to eligible apprentices through the Direct Benefit Transfer (DBT) mechanism. The Government shares stipend support up to 25% of the prescribed stipend, subject to a maximum of ₹1,500 per apprentice per month, which is transferred directly into the bank accounts of apprentices ensuring transparency and timely disbursement of benefits.
The State/UT-wise details of government share of stipend support disbursed under NAPS-2& NATS are placed at Table-IV & Table IV.a of the Annexure. Further, the district/constituency- wise details of government share of stipend support disbursed under NAPS-2& NATS in Dahod, Sidhi and Shimla Lok Sabha Constituencies, Palghar district of Maharashtra, and Palnadu and Anantapur districts of Andhra Pradesh are furnished in Table-V & Table-V.a of the Annexure
(d) There has been a steady increase in the participation of women in apprenticeship training under the National Apprenticeship Promotion Scheme (NAPS) during the last three years and the current year. The number of women apprentices engaged under NAPS-2 increased from 57,173 in FY 2023-24 to 66,383 in FY 2024-25 and further to 74,682 in FY 2025-26. During FY 2026-27 (Upto June 2026), 17,827 women apprentices have been engaged.

** Data up to 22nd July 2026To further enhance the participation of women in apprenticeship training, the Government undertakes focused awareness and mobilization efforts through the Pradhan Mantri National Apprenticeship Mela (PMNAM), conducted every month across the country. Further, during interactions with States/UTs, Regional Directorates of Skill Development and Entrepreneurship
(RDSDEs), Third-Party Aggregators (TPAs) and industry stakeholders, emphasis is placed on increasing the engagement of women apprentices across sectors.
The Government also encourages establishments to provide inclusive and safe training environments for apprentices. Under Section 14 of the Apprentices Act, 1961, apprentices are entitled to safety, health and welfare provisions available to regular workers under the Factories Act, 1948 and the Mines Act, 1952, wherever applicable. In addition, women apprentices are covered under the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. The Apprentices Act, 1961 also regulates working hours, leave and other welfare provisions applicable to apprentices during the training period.
The district-wise details of women apprentices engaged under NAPS in Palghar district of Maharashtra and Palnadu and Anantapur districts of Andhra Pradesh, are placed at Table- VI & Table-VI.a of the Annexure.
(e) & (f) The Government has been organizing Pradhan Mantri National Apprenticeship Mela (PMNAM) across the country since June 2022 to promote awareness about apprenticeship opportunities and facilitate participation of youth and industries in apprenticeship training. PMNAM is conducted every month by the States/UTs in coordination with Regional Directorates of Skill Development and Entrepreneurship (RDSDEs), establishments and other stakeholders and, is organized in approximately one-third of the districts in each State/UT every month, with activities including candidate mobilization, employer engagement, on-the- spot registration and facilitation of apprenticeship contracts.
