WILL THE MINISTER OF NEW AND RENEWABLE ENERGY BE PLEASED TO STATE:
(a) whether farmers in Karbi Anglong and Dima Hasao districts of Assam have been covered under the Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM);
(b) if so, the number of solar pumps sanctioned and installed under the PM-KUSUM during the last five years in the State, district-wise;
(c) the amount of central financial assistance released under the PM-KUSUM for hilly districts of Assam during the said period; and
(d) the steps taken by the Government to expand solar-powered irrigation facilities in the hilly districts of Assam? ANSWER THE MINISTER OF NEW & RENEWABLE ENERGY, CONSUMER AFFAIRS & FOOD AND PUBLIC DISTRIBUTION AND EDUCATION.

(a) The PM KUSUM is a demand driven scheme and is being implemented in all states, including the state of Assam. Implementation of the scheme is the responsibility of State Implementing Agencies (SIAs).
As reported by Assam Energy Development Agency, which is SIA for the state of Assam, a District Level Implementation cum Monitoring Committee has been formed for providing list of approved/eligible beneficiaries on the basis of eligibility criteria for the implementation of Component B of PM KUSUM Scheme in the districts. However, no approved/eligible list of beneficiaries has been received under PM KUSUM Component B from Karbi Anglong and Dima Hasao districts of Assam.
(b) As per the demand raised by the state of Assam, total of 4000 solar pumps are allocated to the state under Component B of the scheme. The state has reported issuance of Notice to Proceed (NTPs) for 1695 solar pumps by 31.12.2025, which was last date for issuance of NTPs in Component B. The state has reported installation of all 1695 solar pumps till date. The district wise installation is placed at Annexure I.
(c) The funds under PM KUSUM scheme are released based on the demand received, progress reported by the SIAs and as per provisions of the scheme guidelines. As per the demand received from the state of Assam, total of Rs 10.67 crore has been released under PM KUSUM Scheme, while state has reported utilization of Rs 5.12 Cr till date. The district wise funds utilization is also updated in Annexure I.
(d) For expansion of the scheme, its effective implementation and uptake of the scheme, the Ministry conducts periodic review and handholding meetings with the states. This also includes capacity building workshops and public awareness programs throughout the country, including Regional Workshops on Renewable Energy, conducted last year in Mumbai, Jaipur, Vishakhapatnam and Guwahati.
The recent review cum capacity building meeting held on 8 July 2026, with representatives of all the States, including Assam, and their empanelled vendors reviewed the progress of implementation of the Scheme and related operational matters including sharing of the best practices in the implementation of various components of PM KUSUM.Annexure I referred to in reply to part (b) & (c) of Lok Sabha Starred Question No. 147 for 29.07.2026 District wise installation and funds utilization under PM-KUSUM Scheme in the state of Assam Sl.
