Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:

(a) the salient features and progress made under the Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) since its launch;

(b) the details of applications received, rooftop solar installations completed, total rooftop solar capacity installed and Central Financial Assistance disbursed under the Yojana, State and district- wise particularly in Karnataka;

(c) the number of applications received, approved, pending and installations completed under the Yojana in Karnataka along with the steps taken by the Government in coordination with Distribution Companies (DISCOMs) to facilitate timely technical approvals, net-metering and subsidy disbursal;

(d) the progress made in the identification and development of Model Solar Villages under the Yojana along with the list of villages identified in Karnataka and the Central assistance sanctioned; and

(e) the steps taken by the Government to expand the registered vendor ecosystem, facilitate affordable financing including collateral-free loans, strengthen consumer awareness and accelerate rooftop solar adoption? (a) to (e) The Ministry of New and Renewable Energy (MNRE) has been implementing the PM

Surya Ghar: Muft Bijli Yojana (PMSG: MBY) since February 2024, aiming to install rooftop solar (RTS) systems in one crore residential households across the country by FY 2026–27 with total financial outlay of Rs. 75021 Cr.

The PMSG: MBY is a demand-driven scheme wherein all residential consumers in the country, having a grid-connected electricity connection with the local DISCOM, can avail the benefits of the scheme, for installation of RTS systems by applying on the National Portal (www.pmsuryaghar.gov.in) of the scheme.

Under the scheme, since its launch in February 2024, a total of 39,38,805 RTS systems have been installed benefitting 47,64,657 households and amount of 27,323.55 crore has been disbursed as Central Financial Assistance (CFA) to the beneficiaries of the scheme across the country, as on 20.07.2026. The state/UT wise details are given at Annexure I.

Similarly, in the state of Karnataka, a total of 22,519 RTS systems have been installed benefitting 34,180 households and amount of 163.44 crore has been disbursed as CFA to the beneficiaries of the scheme. The district wise details are given at Annexure II.To increase the installation rate and promote adoption of the scheme across the country, including the state of Karnataka, the Ministry has taken the following measures:

• Online process from application to disbursal of subsidy directly into the bank account of the residential consumer through the National Portal. • Availability of collateral-free loan from nationalized banks at a concessional interest rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years.

• Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Net metering agreement has been made part of application in the National Portal.

• Simplified process for registration of vendors to ensure sufficient and qualified vendors are available. • Capacity building and training programmes being conducted for creating skilled manpower. • Creating awareness about the scheme, through awareness and outreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country.

• Regular monitoring of the progress of the scheme at different levels including with states/DISCOMs. • Conducting regional review meetings from time to time. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages.

Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for

PMSG: MBY, work in close coordination with all the DISCOMs, for effective implementation of the scheme.

Under the Model Solar Village (MSV) component of PMSG: MBY, the MSVs have been declared in 12 districts of Karnataka as per list given below:
