Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) the details of candidates trained, training centres established and central assistance released from the year 2023-24 till date under the Pradhan Mantri Kaushal Vikas Yojana
(PMKVY), Jan Shikshan Sansthan (JSS) scheme and National Apprenticeship Promotion Scheme (NAPS) in the Seemanchal region of Bihar, particularly in Katihar, Purnia, Kishanganj and Araria, district-wise;
(b) the details of number of youths secured employment or apprenticeship opportunities out of the candidates trained under the aforementioned schemes, district-wise;
(c) whether the Government proposes to set up new skill training centres, introduce employment-oriented courses and expand apprenticeship opportunities for the youth of the Seemanchal region in accordance with local requirements and if so, the details thereof; and
(d) if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY)
(a) to (d): Under the Government of Indiaโs Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including the Seemanchal region of Bihar. The SIM aims at enabling the youth of India to get future-ready, equipped with industry-relevant skills.
District-wise details of the candidates trained under various schemes of MSDE from year 2023- 24 till June, 2026 in Bihar and its Seemanchal region is at Annexure-I.
The schemes of MSDE are demand driven and training centres under these schemes are set up or engaged on need basis. District-wise details of the training centres set-up or engaged by MSDE in Bihar and its Seemanchal region is at Annexure-II.
Funds under PMKVY are released to implementing agencies for meeting the training cost as per prescribed norms. Under JSS scheme, funds are released to Non-Governmental Organizations (NGOs) directly. Under NAPS, stipend support up to Rs 1500/- per month is released to apprentices through DBT and not to the establishments covered. Day to day administration as well as financial control in respect of CTS scheme implemented through ITIs lies with the respective State Government/UT Administration. Total funds released forimplementation of PMKVY, NAPS and JSS in the state of Bihar from year 2023-24 till June, 2026 are given as under:

Under PMKVY (1.0 to 3.0), 1.28 lakh candidates have been reported placed in Bihar. In the current version of the Scheme i.e. PMKVY 4.0, the focus is to empower the trained candidates to choose their varied career path and they are suitably oriented for the same through industry relevant skill courses that include On-the-Job Training
(OJT).
Further, in order to enhance the overall quality and relevance of vocational training in the country, Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM SETU) scheme inter-alia aims to upgrade 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model, wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs.ANNEXURES REFERRED TO IN REPLY TO PART (A) TO (D) OF LOK SABHA UNSTARRED QUESTION NO. 1175 ANSWERED ON 27.07.2026 REGARDING โPMKVY, JSS AND NAPS IN BIHARโ Annexure-I District-wise details of the candidates trained/enrolled/ under various schemes of MSDE from year 2023-24 till June, 2026 Bihar:
