Parliament Question: Restructured PMKVY 4.0

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to

state:

(a) whether the Government has restructured the Pradhan Mantri Kaushal Vikas Yojana

(PMKVY) 4.0 to link central funding of training partners directly to final verified job placements of candidates;

(b) if so, the percentage of certified youth from ordinary backgrounds who successfully secured regular monthly wage employment within three months of course completion in 2025-26, particularly in Sagar Lok Sabha constituency;

(c) the average starting monthly salary received by rural certified candidates in the retail, logistics and healthcare sectors;

(d) whether any digital monitoring platform is operational to track the long-term job retention and career growth of these skilled youth; and

(e) the steps taken/being taken by the Government to penalize fraudulent training institutes that issue fake certificates without providing actual practical industrial workshop training? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY)

(a) to (c) Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses.

(d) MSDE has launched Skill India Digital Hub (SIDH), a unified platform that integrates skilling, education, employment, and entrepreneurship ecosystem to provide a lifelong array of services to the beneficiaries. Under PMKVY 4.0, post-certification tracking of candidates for one year through the SIDH has been provisioned.

(e) To strengthen transparency, accountability, and quality assurance under PMKVY 4.0, the Ministry of Skill Development and Entrepreneurship (MSDE) has put in place a robust monitoring and compliance framework. This includes post-certification tracking of candidates, call-based validation, technology-driven interventions such as the Facial Authentication Attendance System

(FAAS) and a real-time attendance dashboard on the SIDH platform, along with structured virtual and physical inspections of Training Centres. The Ministry has also revamped the monitoring guidelines by introducing well-defined Key Performance Indicators (KPIs), automated risk alerts, and a strengthened penalty framework to facilitate timely identification and redressal of non- compliance.Based on findings from inspections and verification of records, appropriate enforcement action has been taken against non-compliant Training Partners and Training Centres. Such actions include issuance of show cause notices, suspension of operations, withholding and recovery of payments, cancellation of accreditation and affiliation, blacklisting, and initiation of legal proceedings, wherever warranted. As on date, 42 First Information Reports (FIRs) have been registered, 182 non-compliant Training Partners/Training Centres have been blacklisted, and recovery proceedings have been initiated to recover financial losses from the defaulting entities.
