Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:

(a) the targets set and achieved for household rooftop solar installations under the Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) since its launch, year and State-wise including Chhattisgarh;

(b) the total number of households with solarised rooftops under the PM-SGMBY, rooftop solar, capacity-wise (1-2 kW, 2-3 kW, 3 kW and above), State/UT and district-wise including Chhattisgarh;

(c) the total number of loan applications sanctioned and disbursed for rooftop solar installations under the yojana along with the total loan amount sanctioned and disbursed in each category till date, State/UT-wise including district-wise for Chhattisgarh;

(d) whether the Government has assessed the average monthly reduction in electricity bills achieved by households under the yojana and if so, the details thereof, State/UT-wise including Chhattisgarh;

(e) whether the Government is on track to achieve the target of rooftop solar installations in one crore households by the year 2026-27 and if so, the details thereof; and

(f) the collaborative steps being taken by the Government with the State power distribution utility to expedite technical feasibility approvals and net-metering installations for rural consumers? (a) & (b): The Ministry of New and Renewable Energy (MNRE) has been implementing the

PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) since February 2024, aiming to install rooftop solar (RTS) systems in one crore residential households across the country by FY 2026–27 with a total financial outlay of Rs. 75,021 crores.

The PMSG: MBY is a demand-driven scheme wherein all residential consumers in the country, including those in the state of Chhattisgarh, having a grid-connected electricity connection with the local DISCOM, can avail the benefits of the scheme, for installation of RTS systems by applying on the National Portal (www.pmsuryaghar.gov.in) of the scheme.

Under the scheme, since its launch in February 2024, a total of 40,07,355 RTS systems have been installed, benefitting 48,21,986 households across the country as on 24.07.2026. The RTS capacity-wise total number of households solarised under the PM-SGMBY, is given below:

(c) Under the scheme, since its launch in February 2024, a total of 21,31,331 loan applications with the total loan amount of Rs 39,930 have been sanctioned and 18,82,853 loan applications with the total loan amount of Rs 31,652 have been disbursed for RTS systems installations across the country. (d): While the electricity bills of consumers installed RTS under the scheme have been largely reduced, over 18.93 lakh beneficiaries have been reported by DISCOMs across the country, including the rural households, to receive zero electricity bill after installation of RTS systems under the scheme during any month/billing period, depending on their self-consumption of electricity. The state/UT-wise details are given in Annexure V.

(e) & (f): The pace of implementation of the scheme is increasing. During the initial phase, it took a few months to cover RTS installations for one lakh households, and now, for the same coverage, it takes around 7 days. To further ensure timely achievement of the overall RTS installations target, expedite technical feasibility approvals and net-metering installations across the country, including in the state of Chhattisgarh, the Ministry has taken the following

measures: • Online process from application to subsidy disbursement directly into the residential consumer's bank account through the National Portal. • Availability of collateral-free loan from nationalized banks at a concessional interest rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years.

• Simplified the regulatory approval process by waiving the technical feasibility requirement and introducing auto load enhancement up to 10 kW. • The net metering agreement has been incorporated into the application on the National Portal, eliminating the need for a separate physical agreement.• Simplified process for registration of vendors to ensure sufficient and qualified vendors are available.

• Capacity-building and training programs are being conducted to create skilled manpower. • Creating awareness about the scheme through outreach and awareness programs such as print advertising in leading newspapers, TV commercial campaigns, Radio campaigns across FM stations, including regional channels, etc., across the country.

• Regular monitoring of the scheme's progress at different levels, including with states/DISCOMs. • Conducting regional review meetings from time to time. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages.

Further, MNRE and REC Ltd., as the National Programme Implementing Agency (NPIA), for
