Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government has taken note of glass and bangle industry workers in Firozabad rendered jobless or underemployed due to the gas supply crisis since March, 2026;
(b) if so, whether any reskilling or bridge-employment programme has been launched or is proposed for such workers under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), National Apprenticeship Promotion Scheme (NAPS) or Skill India Digital;
(c) the details of number of candidates from Firozabad certified under central skilling schemes during 2025-26, and the placement outcomes achieved;
(d) whether any district-level Skill Hub or Rural Skill Centre has been sanctioned in Firozabad to diversify livelihood options beyond single-industry dependence; and
(e) whether any targeted intervention is proposed by the Government to prevent skilled artisans from Firozabad and to permanently migrating out of Firozabad's traditional glass-craft trade and if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY)
(a) to (c): Government is cognisant of the global gas supply crisis since March 2026 and is taking measured interventions to minimise its impact on the livelihoods, including local livelihoods across India. Under the Government of Indiaโs Skill India Mission (SIM), MSDE delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including Firozabad district of Uttar Pradesh. The SIM aims at enabling the youth of India to get future-ready, equipped with industry-relevant skills including the glass and bangle industry.
The details of number of candidates trained/enrolled/engaged under schemes of MSDE in Firozabad district of Uttar Pradesh during 2025-26 are as under:PMKVY JSS NAPS CTS / ITI 131 1800 256 5,973 Amongst the schemes of MSDE, placements were tracked under the Short-Term Training component of PMKVY only in the first three versions (PMKVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from 2015-16 to 2021-22. Under PMKVY (1.0 to 3.0), 7,608 candidates have been reported placed in Firozabad district of Uttar Pradesh. Under PMKVY 4.0, the focus is to empower the trained candidates to choose their varied career path with orientation through industry relevant skill courses that include the On-the-Job Training (OJT).
The Handicrafts and Carpet Sector Skill Council (HCSSC) is empowering traditional craft clusters across the country by successfully training and certifying the glassware artisans under NSQF- aligned job roles. To further catalyze regional growth and preserve localized heritage, targeted interventions have been deployed in FirozabadโIndia's primary hub for glass art and craft. Within this cluster, around 1,000 artisans have received formal certifications across specialized glassware job roles. Also, 200 artisans have received the formal qualification and certification during 2025-
26.
(d) & (e) : The schemes of MSDE are demand driven and training centres under these schemes are set up or engaged on need basis. Details of the training centres set-up or engaged under the schemes of MSDE in Firozabad district of Uttar Pradeshas on 30.06.2026 is as under:

43 01 59 02 46 * Short-term Training (STT) and Special Projects (SP) up to 30.06.2026 ^establishments participated in 2025-26 Centre for Development of Glass Industry (CDGI) in Firozabad established as a national-level MSME Technology Development Centre under the aegis of Ministry of Ministry of Micro, Small & Medium Enterprises (MSME), ensures sustained technical innovation, standard quality control, and long-term industry alignment, HCSSC has empaneled CDGI as the designated Centre of Excellence (CoE). Through this strategic empanelment, HCSSC combines national skilling frameworks with CDGI's world-class technological infrastructure, laying down a robust foundation for modernizing production methods, standardizing craftsmanship, and enhancing the global market competitiveness of Indian glassware artisans, to discourage migration of skilled glass-craft artisans out of Firozabad.
