2997. SHRI RAMASAHAYAM RAGHURAM REDDY:
Will the Minister of POWER
be pleased to state:
(a) the details of rural households having electricity connections but receiving less than twelve hours, eight hours and four hours of daily power supply respectively, State/UT-wise;
(b) whether the Government reduced the estimated number of unelectrified households under the Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) from 300 lakh households, as approved in the scheme guidelines to 248 lakh households on the dashboard before declaring hundred percent electrification, if so, the details thereof, State/UT-wise;
(c) the details of households excluded from the original target of 300 lakh households under SAUBHAGYA, State/UT-wise along with the reasons for such exclusion;
(d) whether seven States had reported 19.10 lakh unelectrified households as on 31 March, 2019 and sought extension of timelines, if so, the details thereof; and
(e) the manner in which the Government justify by declaring near-universal electrification before completion of the remaining works? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK)
(a): Electricity being a concurrent subject, supply and distribution of electricity to all consumers comes within the purview of respective distribution utility which works under the guidance of the respective State Government and State Electricity Regulatory Commission. Further, as per the Electricity (Rights of Consumers) Rules, 2020, the distribution licensee shall supply 24x7 power to all consumers. However, the State Commission may specify lower hours of supply for some categories of consumers. The details related to hours of supply at the micro level are maintained at the State/ UT level (State/UT-wise data related to hours of supply, as received from States/UTs, is placed at Annexure-I).

(b) to (e): Under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) launched by Government of India (GoI) in 2014, and thereafter under Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) launched by GoI in October, 2017, electrification of all willing households was completed by 31st March, 2019 as reported by the States/ UTs. Thereafter, 23.29 lakh households, identified before 2019, which subsequently gave willingness for electrification, were proposed by States and thus, a total electrification of 286 lakh households was reported by States as against the original estimate of 300 lakh households under SAUBHAGYA scheme, including households electrified under State schemes running in parallel.
Both the GoI schemes stand closed as on 31.03.2022. State-wise details are enclosed at AnnexureโII.
Under ongoing Revamped Distribution Sector Scheme (RDSS) launched in 2021, grid electrification works amounting to Rs. 6,521 crore have been sanctioned for 13.65 lakh households, based on proposal submitted by the States post survey, including works for electrification of households belonging to Particularly Vulnerable Tribal Group (PVTG) identified under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), tribal households under DA- JGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), households belonging to Scheduled Caste (SC) under Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) and households in remote & border areas under Vibrant Villages Program (VVP), wherever found feasible. Further, States of Gujarat, Odisha and West Bengal undertook household electrification works under State Plan.
