Parliament Question: Upgradation of BCCL Central Hospital

GOVERNMENT OF INDIA MINISTRY OF COAL LOK SABHA UNSTARRED QUESTION NO. 581 ANSWERED ON 22.07.2026 UPGRADATION OF BCCL CENTRAL HOSPITAL †581. SHRI DULU MAHATO:

Will the Minister of COAL be pleased to state:

(a) whether the Government has received any report regarding the financial burden of out-of- pocket expenditure of Rs. 10 to 50 lakh per patient in private corporate hospitals due to the Bharat Coking Coal Limited (BCCL) Central Hospital at Dhanbad being the only referral centre and if so, the details thereof;

(b) whether there is any time-bound action plan to upgrade this hospital again as a super speciality hub by equipping it with state-of-the-art tertiary care specialists under the health infrastructure policy of Coal India and if so, the details thereof;

(c) whether concessional treatment on no profit no loss basis is likely to be ensured through BCCL's Corporate Social Responsibility (CSR) fund for the Pradhan Mantri-Jan Arogya Yojana (PM-JAY) beneficiaries of Dhanbad affected by mining-induced gas and dust pollution and if so, the details thereof; and

(d) the policy initiative being taken by the Government to address the infrastructural deficiencies in the regional hospitals of BCCL, increase capital expenditure and establish new primary health centres in mining clusters without medical facility? ANSWER MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY )

(a): The Government has not received any report pertaining to financial burden out-of-pocket expenditure incurred by patients in private hospitals on the account of Bharat Coking Coal Limited

(BCCL) Central Hospital at Dhanbad being the only referral centre. BCCL Central Hospital provides multi-specialty healthcare services. However, patients requiring super-specialty treatment such as cardiology, neurology, oncology, gastroenterology and endocrinology arereferred to CIL-empanelled hospitals across the country, and their expenditure is being borne by the company as per the applicable scheme.

(b): Central Hospital at Dhanbad is not super speciality hospital. However, this hospital provides basic medical facilities.

(c): The people in command area of the mining operation affected by dust pollution and mine- inducing gas have been providing free/subsidized medical facilities. At this stage, there is no plan to rope in Corporate Social Responsibility (CSR) fund to the Pradhan Mantri-Jan Arogya Yogana (PM-JAY). Furthermore, these medical facilities are being provided at below the Central Government Health Scheme (CGHS) rates.

(d): In the coal mining clusters, Government takes policy initiatives time to time to provide medical infrastructure. However, Coal Public Sector Undertaking (PSU’s) provide medical facilities in their command area. In addition, regional hospitals and dispensaries in BCCL are being upgraded with medical equipment, ambulances, essential medicines including lifesaving medicines etc. Further, doctors including specialists, staff nurses and paramedical staff have been deployed to provide requisite medical facilities in adherence to the norms and objectives established by the Government of India. Also, electrocardiogram (ECG) machines, semi-automatic blood analyzer are being used in different regional hospitals to ensure health facilities in Dhanbad through Regional Hospitals of BCCL.
