Will the Minister of EDUCATION be pleased to state:

(a) whether the Government has any data about the, number of teaching and non-teaching vacancies in Universities, Colleges and Central Government/Government schools State/UT-wise particularly in Punjab;

(b) whether it is also true that the number of schools, Colleges and Universities are increasing day by day and need more teaching, non-teaching and other staff, if so, the details thereof;

(c) the number of posts lying vacant since one year and the number of teacher recruitment drives conducted for Central Government schools, Colleges and Universities during the last three years in the country including Punjab; and

(d) whether funds under Samagra Shiksha scheme have been used for bridging gaps in access and infrastructure in the country including in Punjab and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDARY)

(a) to (c): Recruitment of teachers and non-teaching staff in schools and colleges is a continuous process as vacancies keep arising due to factors like retirement, resignation and additional requirements on account of enhanced students’ strength/establishment of new schools or colleges.

Education being a subject in the Concurrent List of the Constitution, an overwhelming majority of the schools in the country come under the administrative control of the concerned State Governments/Union Territory administrations. The details regarding the number of teaching and non- teaching vacancies in schools across the Country, including in the State of Punjab, are maintained by the concerned State Government/Union Territory administration.The number of vacant teaching posts in the central schools of Kendriya Vidyalaya Sangathan (KVS) and Navodaya Vidyalaya Samiti (NVS), as in June,2025, are as under: - KVS NVS As in June, 2025 7,765 4,323 So far as colleges are concerned, a majority of them are established by the State Governments/Trusts/Registered Societies/Private Entities, etc. and the data in respect of the vacancies of teachers in these colleges are maintained by the respective State/Union Territory Governments.

The Central Higher Education Institutions (CHEIs) under the Ministry of Education are statutory autonomous organizations established under respective Central Acts of Parliament and governed by provisions of the Acts/ Statutes/ Ordinances/ Regulations made thereunder. As autonomous institutions, faculty recruitment is done within the institutions itself, in accordance with their Acts and Regulations. The recruitment powers vests with the respective Board of Governors (BoGs)/Executive Committee/Board of Management.

The number of Higher Education Institutions (University, Standalone and colleges) registered in AISHE has increased from 51,649 in 2018-19 to 60,380 in 2022-23(provisional). However, the Pupil Teacher Ratio (PTR) continued to be 24:1 during this period for all higher institutions in regular mode of study.

The total number of teaching vacancies filled up in central educational institutions across the country, including in Punjab, through recruitment drives under mission recruitment are as under: - KVS NVS HEIs Vacancies filled 11,733 2,007 16,507

(d): One of the key interventions under the centrally sponsored scheme of Samagra Shiksha is bridging gaps in access and infrastructure which includes upgradation/strengthening of Schools, provisions for computer labs, library, separate toilets, drinking water, electrification, ramps to cater Children with Special Needs (CWSN), etc. Financial assistance is also given to States/UTs for maintenance of normative PTR.

Based on the proposals received from States, a total of 5,090.29 Crores have been sanctioned bridging gaps in access and infrastructure in the country, including Rs. 131.50 Crores for the State of Punjab, in the Annual Work Plan & Budget for the Financial Year 2025-26 under Samagra Shiksha.
