3568. Shri Rajeev Rai:

Will the Minister of EDUCATION be pleased to state:

(a) the number of teachers serving in Government primary, middle and high schools in Uttar Pradesh as on 1 April 2014;

(b) the number of teachers who have retired since 2014, year and category-wise;

(c) the number of teachers recruited during the same period, year and category-wise;

(d) the number of sanctioned, filled and vacant teaching posts as on date; and

(e) whether the Government considers the present level of vacancies adequate to maintain the prescribed pupil-teacher ratio and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (e): Education being a subject in the Concurrent List of the Constitution, the majority of schools in the country are under the administrative control of the respective State Governments and Union Territory Administrations. Accordingly, the recruitment, service conditions and deployment of teachers fall within the administrative domain of the concerned States/UTs.

Teacher vacancies arise from time to time due to factors such as retirement, resignation, creation of new posts, rationalisation of teacher deployment and changes in enrolment. The data relating to sanctioned strength, teachers in position, vacant teaching posts and recruitment/retirement of teachers, including State/UT-wise, and level-wise details, is maintained by the respective State Governments and Union Territory Administrations.

As per the UDISE+, the details of teachers in position in Government schools in the

state of Uttar Pradesh is as below:

Year Primary Upper Secondary Higher Total Primary Secondary 2014-15 383269 145754 3288 10102 542413 2025-26 340103 259477 7025 20519 627124 The Central Government periodically advises States/UTs to fill vacant posts through transparent and merit-based recruitment processes, including through autonomous teacherrecruitment boards or similar mechanisms. The progress of recruitment is regularly reviewed through meetings and advisories, with emphasis on competitive selection, consistency and technology-based teacher requirement planning and forecasting.

Further, the Central Government provides financial assistance to States/UTs under Samagra Shiksha to maintain appropriate Pupil-Teacher Ratio (PTR) at various levels of schooling in accordance with the norms prescribed under the Right of Children to Free and Compulsory Education (RTE) Act, 2009.

As per UDISE+ 2025-26 report, the PTR at National level stands at 19 at Primary level, 17 at Upper Primary level, 15 at Secondary level, and 23 at the Higher Secondary level, while PTR at State level for the State of Uttar Pradesh stands at 19 at Primary level, 21 at Upper Primary level, 23 at Secondary level, and 33 at the Higher Secondary level, which is within the norms envisaged under NEP 2020.
