Will the Minister of Education be pleased to state:
(a) the total number of sanctioned posts of faculties and non-faculties in National Institutes of Technology (NITs), Indian Institutes of Technology (IITs), Indian Institutes of Information Technology (IIITs), Universities, Indian Institutes of Science Education and Research
(IISERs), Indian Institute of Science (IISc), Bengaluru and Super Specialities and Medical Institutions across the country;
(b) the total number of faculty and non-faculty posts lying vacant during the last five years, State- wise; and
(c) the steps taken by the Government to fill these posts during last three years? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR)
(a) to (c): The National Education Policy (NEP), 2020 has cited teachers and faculty as the heart of the learning process, and states this as one of the fundamental principles of the Education System at large, including the recruitments, continuous professional developments, positive working environments and service conditions.
In August, 2021, all Central Higher Education Institutions (CHEIs) under Ministry of Education were requested to undertake special drive to fill backlog vacancies in their institutions. From September 2022, all CHEIs have undertaken Mission Mode recruitment drive to fill the vacancies including those of Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes
(OBCs) and Economically Weaker Section (EWS). So far, a total of 28,450 posts have been filled up including 16,507 faculty positions in Mission Mode by all CHEIs. This includes total filled upposts of 6551 in NITs, 7092 in IITs, 565 in IIITs, 592 in IISERs and IISc and 12240 in Central Universities.
Creation of posts, occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to promotion, retirement, resignation, death, schemes or projects, additional requirements on account of enhanced studentsโ strength and expansion of capacity in existing institutions.
The CHEIs under Ministry of Education including National Institutes of Technology (NITs), Indian Institutes of Technology (IITs), Indian Institutes of Information Technology (IIITs), Indian Institutes of Science Education and Research (IISERs), Indian Institute of Science (IISc), Bengaluru and Central Universities, are statutory autonomous institutions established under their respective Central Acts of Parliament and are governed by provisions of the Act and the Statutes/Ordinances/Regulations made thereunder.
Similarly, creation of posts in Super Specialties and Medical Institutions is an ongoing process, depending on the availability of qualified candidates, reservation roster, the instituteโs location, etc. Institutes also hire staff on a contractual or outsourced basis as per need. To speed up filling vacancies, several steps have been taken by the Government including setting up Standing Selection Committee at each AIIMS for faculty recruitment, conducting Institute of National Importance Combined Entrance Test (INI-CET) and Institute of National Importance Super Specialty (INI-SS) exams twice a year to select Junior and Senior Residents (Academic) for AIIMS, conducting Centralized Nursing Officer Recruitment Common Eligibility Test
(NORCET) by AIIMS Delhi twice yearly for recruitment of Nursing Officers for AIIMS and Central Government Hospitals., and holding Common Recruitment Examination (CRE) by AIIMS Delhi for Group B and C non-faculty posts across AIIMS and Central Government hospitals.
