Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the total households applied, approved and rooftop solar installations completed under Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY), State and year-wise, district-wise for Andhra Pradesh;
(b) the number of households eligible for subsidy and those to whom subsidy has been released, State and district-wise for Andhra Pradesh;
(c) the number of registered vendors empanelled under the scheme in Andhra Pradesh, district- wise;
(d) the number of single-State vendors operating under the scheme, district-wise for Andhra Pradesh; and
(e) the issues or bottlenecks reported in implementation of PM-SGMBY including vendor availability, installation delays, subsidy disbursal or consumer onboarding along with the corrective measures taken by the Government in this regard? (a) & (b) The PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY), launched in February 2024 is a demand-driven scheme wherein all residential consumers in the country including in the state of Andhra Pradesh, having a grid-connected electricity connection with the local DISCOM, can avail the benefits of the scheme, for installation of rooftop solar (RTS) systems by applying on the National Portal (www.pmsuryaghar.gov.in) of the scheme.
Under the scheme, since its launch in February 2024, a total of 76,81,382 applications have been received, 41,19,791 RTS systems have been installed, benefitting 49,62,050 households and an amount of Rs. 27,855.99 crore has been released as Central Financial Assistance (CFA), across the country, as on 31.07.2026. The state/UT-wise and year wise details are placed at Annexure I.
In the state of Andhra Pradesh, a total of 9,04,508 applications have been received, 2,66,417 rooftop solar (RTS) systems have been installed, benefitting 2,70,932 households and an amount of Rs. 1,512.61 crore has been released as Central Financial Assistance (CFA), under the scheme, as on 31.07.2026. The district-wise and year wise details are placed at Annexure II.(c) & (d) The district wise details of Registered Vendors (including National /Multi State/single State) under the PMSG: MBY in the state of Andhra Pradesh are given in Annexure III.
(e) Under PMSG: MBY, the Ministry of New and Renewable Energy (MNRE) has received several complaints regarding empanelled vendors, delays in installation and subsidy disbursal.
Such complaints are taken up with the concerned vendors, DISCOMs and other authorities for timely resolution. Various corrective measures taken to improve implementation and ensure
timely installation and subsidy disbursal under the scheme are given below: • Online process from application to disbursal of subsidy directly into the bank account of the residential consumer through the National Portal. With all credentials are entered correctly on the National portal, the average time taken in releasing the CFA is around 15 days after redemption request made by the consumer.
• Availability of collateral-free loan from nationalized banks at a concessional interest rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years. • Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW.
• Net metering agreement has been made part of application in the National Portal eliminating the need for separate agreement. • Simplified process for registration of vendors to ensure sufficient and qualified vendors are available.
• Capacity building and training programmes being conducted for creating skilled manpower. • Creating awareness about the scheme, through awareness and outreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country.
• Regular monitoring of the progress of the scheme at different levels including with states/DISCOMs. • Conducting regional review meetings from time to time. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages.
Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for
