1. लघु िीर्डक और प्रारंभण
1. आन जिजनयमों को पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाआपलाआनों के जलए सुरक्षा मानकों सजित मानक और जिजिजियां) संिोधन जिजनयम जिजनयम, 2020 किा जाएगा।
2. ये िासकीय राजपत्र म ेंआनके प्रकािन की तारीख स ेप्रिृत्त िोंग।े
2. पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (प्राकृजतक गैस पाआपलाआनों के जलए सुरक्षा मानकों सजित तकनीकी मानक और जिजिजियां) जिजनयम, 2009 म,ें -
(i) जिजनयम 7 म,ें ईप जिजनयम (1) के पश् चात जनम्नजलजखत ईप-जिजनयम सजममजलत दकया जाएगा ऄथाडत्:- 3227 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] "(1क) संबंजधत कंपनी का बोड ड आन जिजनयमों के प्रभािी िोने के नब्बे ददनों के ऄदं र ऄपने एक जनदेिक को जनयुि करेगा जो आन जिजनयमों का ऄनपु ालन सुजनजित करन ेके जलए ईत्तरदायी िोगा।";
(ii) ऄनुसूची 1 क म,ें "सामग्री जिजिजियां" िीर्डक के ऄतं गतड "लाआन पाआप जिजिजि एपीएल 5एल के ऄनुसार" स े अरंभ िोन े िाल े िब्दों के जलए और "स्ट्टील पाआप" ईप-िीर्डक के ऄंतगडत "(पीएसएल 2 के ऄनुरूप ि"ै िब्दों के साथ समाप्त िोन े िाले िब्दों को जनम्नजलजखत से प्रजतस्ट्थाजपत दकया जाएगा नामतः :
"लाआन पाआप जिजिजि एपीअइ 5एल के ऄनुसार, सीमलेस, िाइ फ्रीक्वेंसी िेल्डेड (एचएफडब्ल्यू) िोगा जजसमें ईत्पाद जिजनदेि स्ट्तर-2 (पीएसएल 2) की पुजि करन े िाले आलेजररक रेजसस्ट्टेंस िेल्डेड पाआप या ऄनुलंब या िजे लकल सबमर्जड डअकड िेल्डेड एसएडब्ल्यूएल/ एसए डब्ल्यूएच) िोत े ि।ैं "
(iii) ऄनुसूची 1 घ म,ें
1. “स्ट्टील पाआप” िीर्डक के ऄंतगतड “टटप्पजणयााँ” और ईसके ईप िीर्डक के पिात जनम्नजलजखत ईप िीर्डक और सामग्री को सजममजलत दकया जाएगा ऄथाडत :- “श्रणे ी 1 और 2 स्ट्थलों म ेंप्राकृजतक गसै की ढुलाइ:
1. पीइ पाआपों को सीमांत/पृथक क्षेत्रों, सीबीएम और ऄन्य समान स्रोतों स े ईत्पाददत ऄजिजिि प्राकृजतक गैस के पटरिािन के जलए जबछाया जा सकता िै, बिते यदद यि जनम्नजलजखत अिश्यकताओं को परू ा करता िो। ऄ. पीइ पाआपलाआन को पीएनजीअरबी (नगर या स्ट्थानीय प्राकृजतक गैस जितरण नेटिकड के जलए सुरक्षा मानकों सजित तकनीकी मानक और जिजिजियां) जिजनयम, 2008 के सभी प्रािधानों का ऄनुपालन करके जबछाया जाएगा। आन प्रािधानों में ऄन्य बातों के साथ-साथ गधं ीकरण, मागड जचह्नक, चेतािनी चटाइ अदद सजममजलत ि।ैं अ. पाआपलाआन नेटिकड के जलए कंपनी द्वारा मात्रात्मक जोजखम जिश्लेर्ण दकया जाएगा और जोजखम को कम करन ेके जलए जोजखम िमन के ईपाय दकए जाएंगे;
आ. स्ट्टील पाआपलाआनों के जलए 1.5 मीटर का किर या आन जिजनयमों में जनर्ददि किर, जो भी ऄजधक िो, बनाए रखा जाएगा। इ. पीइ पाआपलाआन नेटिकड म ेंदाब 7 दक.ग्रा./ िगड सेंटीमीटर से ऄजधक निीं िोगा। ई. सामग्री अइएस 14885 या अइएसओ 4437 या एएसटीएम डी2513-14इएल स्ट्तर की िोगी। जुड़नार अइएसओ 8085 भाग 3 के ऄनुरूप िोंगी। उ. श्रेणी 1 और 2 स्ट्थानों में गैस के पटरिािन के जलए पीइ पाआपलाआनों के ईपयोग के प्रस्ट्ताि को संबंजधत जोजखम पर पणू ड खलु ासे के साथ कंपनी बोड डद्वारा ऄनुमोददत दकया जाएगा।";
2. “पाआपलाआन प्रणाली और घटक” िीर्डक के ऄंतगडत” :- (ऄ) ”सारणी-2” के पश् चात जनम्नजलजखत सजममजलत िोगा, ऄथाडत :- “टटप्पण - ब्लॉक ऄथिा ऄनुभागीय िाल्ि पाआपलाआन के साथ प्रमुख स्ट्थान श्रेणी के अधार पर “ताजलका-2” में ईजल्लजखत ऄंतराल दरू ी पर लगातार सलु भ स्ट्थानों पर प्रदान दकए जाएंगे। िाल्ि टरगगग समायोजन िाल्ि को ऄजधक सुलभ स्ट्थान पर स्ट्थाजपत करन े की ऄनुमजत देन े के जलए सारणी-2 में जिजनर्ददि दरू ी से 10% स े[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 ऄजधक निीं िोनी चाजिए, जजसमें सगु मता स े जनरंतर ईपलब्धता पिली प्राथजमकता िोती ि।ै तथाजप िाल्िों की कुल संख्या जडजाआन की अिश्यकता के ऄनुसार समान रिगे ी।” (अ) “ऄन्य अिश्यकताएं” ईप िीर्डक के ऄतं गतड “अग और गैस जडटेरटर स्ट्थाजपत दकए जाएंग े .....” से अरंभ िोने िाल े िब्दों के जलए और “....अग लगन े की घटना” से समाप्त िोने िाल े िब्दों के स्ट्थान पर जनम्नजलजखत खंड प्रजतस्ट्थाजपत दकया जाएगा, नामतः :- “अग और गैस संसूचक या बहु-संिेदक संसूचक कंप्रेसर यूजनटों या कंप्रेससड जस्ट्कड्स में अग लगन े की जस्ट्थजत में आकाइ के बंद िोन,े जडब्बे को ऄलग करन े और आकाइ के ऄंदर रलीन एजेंट/सीओ जारी करन े के 2 जलए लगाए जाएंगे।";
(iv) ऄनुसूची-1ड़ म,ें -
1. “गैस रांसजमिन और जितरण सुजिधाओं की सुरक्षा को प्रभाजित करने िाला प्रचालन और रखरखाि” िीर्डक के ऄंतगतड ”अपातकाल योजना की ऄजनिायड जििेर्ताएं” ईप िीर्डक के ऄंतगडत “कंपनी एक अपातकाल प्रजतदिया योजना” से अरंभ िोने िाले िब्दों और “स्ट्पि रूप से ईल्लेख करेगी।” से समाप्त िोने िाले िब्दों के स्ट्थान पर जनम्नजलजखत सजममजलत दकया जाएगा, नामतः:- “पेरोजलयम और प्राकृजतक गैस जिजनयामक बोडड (अपातकालीन प्रजतदिया और अपदा प्रबंधन योजना
(ERDMP) के जलए अचरण संजिता) जिजनयम, 2010 के ऄनुसार एक व्यापक अपातकालीन प्रजतदिया और अपदा प्रबंधन योजना जिकजसत की जाएगी। योजना को भलीभांजत संचाजलत करन े के जलए प्रत्येक जनयंत्रण कक्ष म ें जनम्न प्रकार के अिश्यक मानजचत्रों ि ऄजभलेखों सजित पाआपलाआन और जिजिि स्ट्टेिन के जलए अपातकालीन प्रजतदिया और अपदा प्रबधं न योजना की प्रजतयां रखी जाएंगी, नामतः :- i. अिश्यक पटरचालन डाटा ii. पाआपलाआन पिरेदारी ऄजभलेख iii. संक्षारण जनगरानी या सिेक्षण ऄजभलेख iv. टरसाि या जनकासी ऄजभलेख v. नेमी या ऄपारंपटरक जनरीक्षण ऄजभलेख vi. पाआपलाआन मरममत ऄजभलेख
2. “सुरक्षा और ऄजि से बचाि’ िीर्डक के ऄंतगडत:- क. ऄनुच्छेद िीर्डक “ऄजि और गैस पिचान प्रणाली” के ऄंतगडत : ऄ) “कंप्रेसर स्ट्टेिन” ईप िीर्कड के ऄंतगडत अइअर/धुएं का पता ....” से अरंभ िोने िाले िब्दों के पश् चात और “ .... घोर्णा करने का प्रािधान िो” से समाप्त िोने िाल े िब्द जनम्नजलजखत से प्रजतस्ट्थाजपत िोंग,े नामतः :- "जनयंत्रण कक्ष, एमसीसी, प्रसाधन कक्ष और कंप्रेसर ऄिाते में संकेत, ऄलामड और घोर्णा के प्रािधान सजितअइअर/धूम्र संसूचक या बहु संिेदक संसूचक प्रदान दकए जाएंगे।"4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] अ) “ऄन्य गैस स्ट्थापनाएाँ” िीर्डक िाल े ऄनच्ु छेद के ऄतं गतड “अइअर/धुएं का पता ....” से अरंभ िोने िाल े िब्दों के पश् चात और “....घोर्णा करन े का प्रािधान िो” से समाप्त िोने िाले िब्द जनम्नजलजखत स े प्रजतस्ट्थाजपत िोंग,े नामतः:- "जनयंत्रण कक्ष, एमसीसी, प्रसाधन कक्ष और कंप्रेसर ऄिाते म ें संकेत, ऄलाम ड और घोर्णा के प्रािधान सजित अइअर/धूम्र संसूचक या बहु संिेदक संसूचक प्रदान दकए जाएंगे।" ख. “ऄजििामक ईपकरण” ईप िीर्डक के ऄंतगडत
(I) “कंप्रेसर क्षेत्र” िब्दों से अरंभ िोने िाल े िीर्डक िाल े ऄनच्ु छेद और “गैस प्राजप्त/सुपुदगड ी टर्ममनल” ईप- िीर्डक म ें “एक (1) संख्या 2 दक.ग्रा. सीओ अधाटरत” िब्दों से समाप्त िोने िाले िब्दों के स्ट्थान 2 पर जनम्नजलजखत प्रजतस्ट्थाजपत िोगा, नामतः :- (क) कंप्रेसर क्षेत्र 9 दक.ग्रा. िुष्क रासायजनक पाईडर (डीसीपी) अधाटरत एक (1) संख्या प्रजत दो कंप्रेसर
6.5 दक.ग्रा. सीओ अधाटरत एक (1) संख्या और मोबाआल 75 दक.ग्रा. डीसीपी अधाटरत 2 एक (1) संख्या। (ख) जपगगग क्षेत्र, मीटररग क्षेत्र और गैस दफल्रेिन क्षेत्र प्रत्येक स्ट्थल पर 9 दक.ग्रा. डीसीपी अधाटरत एक (1) संख्या (ग) िायु कंप्रेसर 2 दक.ग्रा. सीओ एक (1) संख्या और 5 दक.ग्रा.डीसीपी अधाटरत एक संख्या। 2 (घ) कायाडलय/कैंटीन/स्ट्टोर प्रत्येक भिन में 9 दक.ग्रा. डीसीपी अधाटरत दो (2) संख्या। (ड़.) एमसीसी/डीजी कक्ष/एचटी कक्ष प्रत्येक कक्ष म ेंदो 4.5 दक.ग्रा. सीओ या प्रजत 100 िग डमीटर कुसी क्षेत्र में। 2 डीजी कक्ष के जनकट बालू की चार बाजल्टयां स्ट्टैंड सजित ईपलब्ध कराइ जानी चाजिएं। प्राथजमक ईपचार ऄजि सुरक्षा सिायक सामग्री की राली भी ईपलब्ध कराइ जानी चाजिए। मध्यिती जपगपग स्ट्टेिन:
75 दक.ग्रा. एक (1) संख्या और 9 दक.ग्रा. डीसीपी अधाटरत एक (1) संख्या तथा 2 दक.ग्रा. सीओ अधाटरत एक (1) संख्या। 2 सीओ कारीजेज के जलए 100% ऄजतटरि पुजे तथा डीसीपी कारीजेज के जलए 50% 2 ऄजतटरि पुजे जमा करके रख ेजाने चाजिएं। खडं िार िाल्ि स्ट्टेिन 9 दक.ग्रा. डीसीपी एक (1) संख्या और 2 दक.ग्रा. सीओ अधाटरत एक (1) संख्या। 2 सीओ कारीजेज के जलए 100% ऄजतटरि पुजे तथा डीसीपी कारीजेज के जलए 50% 2 ऄजतटरि पुजे जमा करके रखे जाने चाजिएं।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 गसै प्राजप्त/सपु दु गड ी टर्ममनल:

(II) “गैस प्राजप्त/सुपुदगड ी टर्ममनल” िीर्डक िाले ऄनुच्छेद के ऄंतगडत जनम्नजलजखत िब्दों को िटाया जाएगा, नामतः :- “कंप्रेसर स्ट्टेिनों म ेंऄजि जल नेटिकड सजित ऄजििामक प्रणाली ईपलब्ध कराइ जाएगी”; ग. “जनम्नजलजखत पर भी जिचार दकया जाए” ईप िीर्डक के ऄंतगडत क. ऄजि जल प्रणाली” िीर्डक िाले ऄनुच्छेद के ऄंतगडत “ऄजि जल प्रणाली ....” से अरंभ िोन े िाले िब्दों के पिात और “.... के साथ” से समाप्त िोन े िाला जनम्नजलजखत स े प्रजतस्ट्थाजपत िोगा, नामतः :- “कंप्रेसर स्ट्टेिनों में ऄजि जल नेटिकड सजित ऄजििामक प्रणाली ईपलब्ध कराइ जाएगी और ईसमें का समािेि िोगा”;
ख. “जडजाआन प्रिाि दर” िीर्डक िाले ऄनुच्छेद के ऄतं गतड
(I) “कंप्रेसर क्षेत्र, कूलर क्षेत्र ....” से अरंभ िोने िाल े िब्दों के पिात और “.... ईपलब्ध कराइ जानी चाजिए” से समाप्त िोने िाला जनम्नजलजखत से प्रजतस्ट्थाजपत िोगा,नामतः :- “ऄजि जल पंगपग की गणना दो (2) ऄजि जल माजनटरों के माध्यम से दी गइ जछड़काि दर या प्रिाि के ईच्चतम के अधार पर (ऄथाडत 288 घन मीटर /घंटा) आनमें से जो भी ऄजधक िो, की जाएगी। जिजभन्न क्षेत्रों के जलए जछड़काि दर जनम्न प्रकार िोगी:
(क) कंप्रेसर क्षेत्र: 20.4 एलपीएम/ िग ड मीटर का क्षेत्र; (ख) स्ट्िैपर क्षेत्र/मीटररग क्षेत्र/दफल्टरक्षेत्र:
10.2 एलपीएम/ िग डमीटर का क्षेत्र; और (ग) ऄन्य क्षेत्र: 3 एलपीएम/ िग डमीटर का क्षेत्र” यदद ईपरोि सुजिधाओं म ें से कोइ भी 30 मीटर के ऄदं र ि ै तो ईसी को ऄजि जल की अिश्यकता की गणना के जलए एकल जोजखम क्षेत्र या क्षेत्र माना जाएगा”;
(II) “कंप्रेसर क्षेत्र, कूलर क्षेत्र ....” से अरंभ िोन े िाल े िब्दों के पिात और “.... ईपलब्ध कराइ जानी चाजिए” से समाप्त िोने िाला जनम्नजलजखत से प्रजतस्ट्थाजपत िोगा, नामतः :- "कंप्रेसर क्षेत्र के कूलर क्षेत्र, जपगगग क्षेत्र, दफल्रेिन क्षेत्र, मीटररग क्षत्रे , संघनन एकत्रण क्षेत्र अदद के पिात गैस को माध्यम िेग जल जछड़काि प्रणाली के साथ किर दकया जाएगा।"

NOTIFICATION New Delhi, the 17th July, 2020 F.No.PNGRB/Tech/2-T4SNGPL/(1)/2019.—In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Natural Gas Pipelines) Regulations, 2009,
namely: -
1. Short Title and Commencement:
1. These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Natural Gas Pipelines) Amendment Regulations, 2020.
2. They shall come into force on the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Natural Gas Pipelines) Regulations, 2009, -
(i) in regulation 7, after sub-regulation (1), the following sub-regulation shall be inserted, namely: - “(1A) The Board of the concerned entity, within ninety days of the commencement of these regulations shall appoint one of its directors, who shall be responsible for ensuring compliance to these regulations.”;
(ii) in Schedule 1A, under heading “MATERIAL SPECIFICATIONS”, for the words beginning with, “as per Line Pipe Specification” and ending with the words “conforming to (PSL 2).” under sub-heading “Steel Pipe”, the following shall be substituted, namely:
“as per Line Pipe Specification API 5L, shall be Seamless, High Frequency Welded (HFW) including Electric Resistance Welded pipes or Longitudinal or Helical Submerged Arc Welded (SAWL/SAWH) conforming to Product Specification Level-2 (PSL 2).”;
(iii) in Schedule1D,
1. under heading “STEEL PIPE”, after sub-heading “Notes” and contents thereof, the following sub-heading and contents thereof shall be inserted, namely: - “Transportation of Natural Gas in Class 1 and 2 locations:
1. PE pipes can be laid to transport natural gas off spec gas produced from marginal or isolated fields, CBM and like other sources if it meets the following requirements, namely: -
(a) PE pipeline shall be laid complying with all the provisions of the PNGRB (Technical standards and specifications including safety standards for City or local gas distribution network) Regulations, 2008. These provisions inter alia include odourisation, route markers, warning mat and the likes;
(b) Quantitative risk analysis shall be carried out by the entity for the pipeline network and risk mitigation measures shall be taken accordingly to minimize the risk;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 7
(c) The cover of 1.5 meter or the cover as specified in these Regulations for steel pipelines, whichever is higher, shall be maintained;
(d) The pressure shall not exceed 7 Kg/cm2 in the PE Pipeline Network;
(e) The material shall confirm to IS 14885 or ISO 4437 or ASTM D2513-14e1 and the fittings shall as per ISO 8085 Part 3; and
(f) The proposal for using PE pipelines for transportation of gas in Class 1 and 2 locations shall be approved by Board of the entity with complete disclosures on associated risk.”;
2. Under heading, “PIPELINE SYSTEM AND COMPONENT”:-
(a) after “Table-2” the following shall be inserted, namely: - “Note - Block or Sectionalizing valves shall be provided at continuously accessible locations at interval distances mentioned in “Table-2”, based on predominant location class along the pipeline. Valve spacing adjustments should not exceed 10% of the applicable distance as specified in “Table-2”, so to permit a valve to be installed in a more accessible location, with continuous accessibility being the primary consideration. However, the total number of valves as per the design requirement shall remain the same.”;
(b) Under sub-heading “Other requirements”, for the words beginning with, “Fire and gas detectors shall be installed” and ending with the words, “the event of occurrence of fire.”, the following shall be substituted, namely: - “Fire and gas detectors or multi-sensor detectors shall be installed in the compressor buildings or compressors skids to initiate shut down of the unit, isolation of the compartment and release of clean agent or CO inside the unit in the event of occurrence of fire.”;

(iv) in Schedule-1E, -
1. Under the heading, “OPERATING AND MAINTENANCE PROCEDURE AFFECTING THE SAFETY OF GAS TRANSMISSION AND DISTRIBUTION FACILITIES”, after the words beginning with, “The entity shall put” and ending with the words, “case of an incident.”, under the sub-heading “Essential Features of the Emergency Plan”, the following shall be inserted, namely: - “A comprehensive ERDMP shall be developed in accordance to the Petroleum and Natural Gas Regulatory Board (Codes of Practices for Emergency Response and Disaster Management Plan
(ERDMP)) Regulations, 2010. The copies of the ERDMP for the pipeline and the station specific shall be maintained at each control room along with necessary maps and records to properly administer the plan, such as the following, namely: -
(i) Necessary operational data;
(ii) Pipeline patrolling records;
(iii) Corrosion monitoring or survey records;
(iv) Leak or tapping records;
(v) Routine or unusual inspection records;
(vi) Pipeline repair records”;
2. Under heading, “SAFETY AND FIRE PROTECTION”: - A. under sub-heading, “Fire and Gas Detection System”:
(a) under paragraph heading “Compressor stations”, for the words beginning with, “IR / Smoke detectors shall” and ending with the words, “alarm and annunciation.”, the following shall be substituted, namely: - “IR / Smoke detectors or Multi-sensor detectors shall be provided in control room, MCC, utility room and compressor enclosure with provision of indication, alarm and annunciation.”;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
(b) under paragraph heading, “Other Gas Installations;”, for the words beginning with, “IR / Smoke detectors shall” and ending with the words, “alarm and annunciation.”, the following shall be substituted, namely: - “IR / Smoke detectors or Multi-sensor detectors shall be provided in control room, MCC, utility room and compressor enclosure with provision of indication, alarm and annunciation.”;
B. under the sub-heading, “Fire Fighting Equipment”:
(I) for the words beginning with paragraph heading, “Compressor Stations”, and ending with the words, “one (1) number 2 Kg, CO based.”, under the paragraph heading 2 “Gas receipt / delivery terminals”, the following shall be substituted, namely:
(a) Compressor area One (1) number 9 kg Dry Chemical Powder (DCP) based One (1) number 6.5 kg CO based per two compressors and 2 One (1) number mobile 75 kg DCP based.
(b) Pigging Area, Metering Area and Gas Filtration Area One (1) number 9 kg DCP based at each location
(c) Air compressors One (1) number 2 kg CO and one number 5 kg DCP based.

(d) Office/ Canteen/ Stores Two (2) number 9 kg DCP based in each building.
(e) MCC/DG Room/HT room Two (2) number 4.5 kg CO based in each room or per 100 m2 floor area.
2 4 sand buckets with stand shall be provided near to DG room.
A trolley containing first aid fire protective accessories shall also be provided.
Intermediate pigging station:
One (1) number 75 kg and one (1) 9 Kg DCP based and one (1) number 2 kg CO based.
2 100% spares for CO cartridges and 50% spares for DCP cartridges shall be 2 stored.
Sectionalizing Valve stations:
One (1) number 9 kg DCP based and one (1) number 2 kg CO based.
2 100% spares for CO cartridges and 50% spares for DCP cartridges shall be 2 stored.
Gas receipt / delivery terminals:
One (1) number 75 kg and one (1) 9 kg DCP based and one (1) number 2 kg CO based.;

(II) under paragraph heading “Gas receipt /delivery terminals;”, the following words shall be omitted, namely: - "Firefighting system with fire water network shall be provided at gas compressor stations";
C. under sub headings, “The following shall also be considered:”,
(a) under paragraph heading “Fire Water System;”, for the words beginning with “The Fire water system” and ending with the words, “consisting of”, the following shall be substituted, namely:[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 9 "The Firefighting system with fire water network shall be provided at gas compressor
stations and shall consist of:”;
(b) under the paragraph heading, “Design Flow Rate”: - i. for the words beginning, “The fire water pumping”, and ending with the words, “3 Lpm/m2 of area”, the following shall be substituted, namely: “The fire water pumping requirement shall be calculated based on the highest of the spray rate given or flow through two (2) nos. of fire water monitors (i.e. 288 m3/hr) whichever is higher. Spray rate for various areas shall
be as follows:
(a) Compressor area: 20.4 Lpm/ m2 of area;
(b) Scraper area / Metering area / filter area: 10.2 Lpm/ m2 of area; and
(c) Other area: 3 Lpm/m2 of area” In case the any of the above facilities is within 30 meter, same shall be considered as single risk area or zone for calculation of the fire water requirement.”; ii. for the words beginning with, “Compressor area, gas after cooler area,” and ending with the words, “monitors and hydrants.”, the following shall be substituted, namely: - “Gas after cooler area, pigging area, filtration area, metering area, condensate collection area and similar other areas of the Compressor station shall be covered with medium velocity water spray system.”;
(v) in Annexure II, under the heading “Metering Equipment”, for the words beginning with, “AGA Report No. 9” and ending with the words, “Ultrasonic Meters.”, the following shall be substituted, namely: - “AGA Report No. 9 Measurement of Gas by Multi-path Ultrasonic Meters and OIML R 137 Parts 1 and 2, Part1: Metrological and technical requirements, Part2: Metrological controls and performance tests”.
