5827 (अ) दिनांक 15 दिसम्बर 2025 िो भारत के असाधारण रािपत्र संख्या 5632 दिनांक 17 दिसम्बर 2025 म ें प्रकाजित की गई थी द्वारा उस अजधसूचना स े संलग्न अनुसूची म ेंजिजनर्दिष्ट भूजम म ेंतजमलनाडु राज्य म ें बी.पी.सी.एल. इरुगरु टर्ममनल, कोयम्बतूर स े िेिनगोंदि टर्ममनल, बेंगलरुु तक परे ोजलयम उत्पािों के पररिहन के जलए इरुगुर- िेिनगोंदि पाइपलाइन, पररयोिना के माध्यम स े भारत पेरोलीयम कोपोरेिन जलजमटेड द्वारा पाइपलाइन जबछाने के प्रयोिन के जलए उपयोग के अजधकार का अिजन के अपन ेआिय की घोषणा की थी;

और उक्त रािपत्र अजधसूचना की प्रजतयां िनता को उपलब्ध करा िी गई थी; और सक्षम प्राजधकारी न,े उक्त अजधजनयम की धारा 6 की उप-धारा (1) के अधीन केन्द्रीय सरकार को अपनी ररपोट ज िे िी ह;ै 5783 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और केन्द्रीय सरकार न,े उक्त ररपोट ज पर जिचार करन े के पिचात और यह समाधान हो िाने पर दक उक्त भूजम पाइपलाइन जबछाने के जलय ेअपेजक्षत ह,ै उसम ें उपयोग के अजधकार का अिनज करने का जिजनजिय दकया ह;ै अतः अब, केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए यह घोषणा करती ह ै दक इस अजधसूचना स े सलं ग्न अनुसूची म ें जिजनर्दिष्ट भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के अजधकार का अिजन दकया िाए;

और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, यह जनिेि िेती ह ै दक उक्त भूजम म ें उपयोग का अजधकार इस घोषणा के प्रकािन की दिनांक स े केन्द्रीय सरकार म ें जनजहत होन े की बिाए, सभी जिल्लंगमों से मुक्त होकर भारत पेरोलीयम कोपोरेिन जलजमटेड म ेंजनजहत होगी। पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्मत के जलए भारत पेरोलीयम कोपोरेिन जलजमटेड पणू जतया उत्तरिायी होगा और पाइपलाइन स े सम्बजन्द्धत दकसी भी मामले पर केन्द्रीय सरकार के जिरूद्ध कोई िाि, िािा या कानूनी कायजिाही नहीं हो सकेगी। (सलं ग्न अनसु चू ी) अनसु चू ी जिला : धरमपरु ी राज्य : तजमलनाडू क्षत्रे फल क्रम स.ं गािं का नाम तालुक प्लॉट स॰ं हेक्टेयर एयर िग जमीटर 1 2 3 4 5 6 7 1 िेरतालाि पालक्कोडु 165/1 00 16 32 163/2 00 03 80 [फा. स.ं आर-11025(15)/6/2018-ओआर-I/ई-27006] हररत कुमार िाक्य, अिर सजचि MINISTRY OF PETROLEUM AND NATURAL GAS

NOTIFICATION New Delhi, the 28th July, 2026 S.O. 4170(E).— Whereas by a notification of the Government of India in the Ministry of Petroleum and Natural Gas S.O. NO.5827 (E) dated 15th December, 2025 issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipeline (Acquisition Under Right of User in Land) Act, 1962 (50 of 1962) (hereinafter referred to as the said Act), published in the Extraordinary Gazette of India No. 5632 on 17th December, 2025, the Central Government declared its intention to acquire the right of user in land specified in the Schedule appended to that notification for the purpose of laying Irugur- Devangonthi Pipeline for transportation of Petroleum products from Irugur (Coimbatore, Tamilnadu) to Devangonthi (Bangalore, Karnataka) by Bharat Petroleum Corporation Limited.

And whereas copies of the said Gazette notification were made available to the public.

And whereas the Competent Authority has under sub-section (1) of Section 6 of the said Act submitted report to the Central Government;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

And whereas the Central Government, after considering the said report and on being satisfied that the said land is required for laying the pipeline, has decided to acquire the land under right of user therein;

Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 6 of the said Act, the Central Government hereby declares that the right of user in the land, specified in the Schedule appended to this

notification is hereby acquired for laying the pipeline;

And further, in exercise of the powers conferred by sub-section (4) of Section 6 of the said Act, the Central Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the Central Government, vest on the date of the publication of the declaration, in Bharat Petroleum Corporation Limited, free from all encumbrances.

Bharat Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter relating to the pipeline (Schedule annexed).
