information and necessary action:- MUNICIPAL CORPORATION OF DELHI (Central Establishment Department)

NOTIFICATION New Delhi, the 12th March, 2026 F. No. A.O.-III/CED/RRs/MCD/2026/4828.— In exercise of the powers conferred by section 98, read with sub-section (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) and Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission, the Municipal Corporation of Delhi is pleased to make the following recruitment regulations for regulating the method of recruitment to the post of Architect in Municipal Corporation of Delhi, namely:-[PART IV DELHI GAZETTE : EXTRAORDINARY 5

1. Short title and Commencement.- (1) These regulations may be called Architect Recruitment Regulations,

2026.

(ii) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of posts, classification and Level in Pay Matrix. – The number of the said posts, their classification and Level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.

3. Method of recruitment, age-limit, qualifications etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

(a) Who has entered into or contracted a second marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a second marriage with any person; shall not be eligible

for appointment to the said post:

Provided that the Municipal Corporation of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.

5. Power to relax. – Where the Municipal Corporation of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts.

6. Saving. – Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates of Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time, in this regard.

7. Repeal:-Recruitment Regulations for the post of Architect made under Local Self Govt. Department, Delhi Administration, Delhi Notification No. F.2(179)/72-LSG: dated 16.03.1973 stands superseded from the date of issue of this notification.

In case of Recruitment by Promotion:- Promotion / Deputation / Assistant Architect with 8 years regular service in absorption grades from which Level-8 (Rs. 47600-151100) in the Pay Matrix and Promotion / Deputation having successfully completed two weeks /absorption to be made mandatory training as prescribed by the competent authority.

Deputation:- Officers under the Central/State Govt./Union

Territory Administration :

A (i) Holding analogous post on regular basis in the parent cadre/department: OR

(ii) Five years of regular service in the post in Level-10 (Rs. 56100-177500) of the Pay Matrix or equivalent in the parent cadre/department;

B. possessing the following educational

qualifications and experience:

(i) Bachelor’s Degree in Architecture from a recognized University/Institution;

(ii) Should be registered as an Architect with the Council of Architecture under Architects Act,

1972.

(iii) At least 3 years experience in the field of Architecture.

Standard Note:

Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.

The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

The period of deputation including the period of[PART IV DELHI GAZETTE : EXTRAORDINARY 7 deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceeding 56 years as on the last date of receipt of applications.
