और, समाचार पत्रों में जिज्ञाजपत सािविजनक सूचना की प्रजत तथा उि मसौिा जिजनयम 6 अक्टूबर, 2025 को केंद्रीय जिद्युत प्राजधकरण की िबे साइट पर िनता के जलए उपलब्ध कराए गए थे; और उि मसौिा जिजनयमों पर िनता से आपजियां और सुझाि प्राप्त हुए थे, जिन पर केंद्रीय जिद्युत प्राजधकरण द्वारा सम्यक रूप स े जिचार दकया गया था। अतः, अब, जिद्युत् अजधजनयम, 2003 (2003 का 36) धारा 177 की उप-धारा (2) के खंड (ङ) द्वारा प्रिि िजियों का प्रयोग करत े हुए, केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयत्रं ों और जिद्युत लाइनों के जनमावण के जलए तकनीकी मानक) जिजनयम, 2022 म ेंजनम्नजलजखत संिोधन करता ह,ै अथावत्:- 4638 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

1. संजिप्त नाम और प्रारंभ- (1) इन जिजनयमों का संजिप्त नाम केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमावण के जलए तकनीकी मानक) संिोधन जिजनयम, 2026 ह।ै

(2) य े1 अप्रलै , 2027 को प्रििृ होंगे।

2. केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमावण के जलए तकनीकी मानक) जिजनयम, 2022 (जिस े इसके पश्चात ् उि जिजनयम कहा गया ह)ै म,ें जिजनयम 2 के उप-जिजनयम (1) म,ें-

(i) खंड (च) के पश्चात्, जनम्नजलजखत खंड अतं ःस्ट्थाजपत दकए िाएगं े, अथावत्:- ‘(चक) “बैटरी कंटेनर” स े एक ऐसा कंटेनर अजभप्रेत ह ै जिसम ें मॉड्यूल, रैक, बैटरी प्रबंधन प्रणाली, थमलव प्रबंधन प्रणाली, सुरिा प्रणाली और जनयंत्रण प्रणाली िैसे घटक रखे िात े हैं;

(चख) “बैटरी ऊिाव भंडारण प्रणाली” से जिद्युत प्रणाली स ेिुडा एक जस्ट्थर तंत्र अजभप्रेत ह,ै जिसका उपयोग जिद्युत-रासायजनक पिाथों के माध्यम से जिद्युत ऊिाव को भडं ाठरत करने के जलए दकया िाता है; इसम ें बैटठरयां, जिद्युत रूपांतरण प्रणाली और बैटरी प्रबंधन प्रणाली िाजमल होती ह;ैं (चग) “बैटरी ऊिाव भडं ारण प्रणाली की ऊिा व िमता” स,े रेटेड आउटपुट पािर और इस रेटेड पािर पर आउटपुट की अिजध का गुणनफल अजभप्रेत ह,ै जिसे दकलोिाट घंटे या मेगािाट घंटे म ेंव्यि दकया िाता ह ै और जिसे बैटरी ऊिाव भंडारण प्रणाली के चाल ूहोने के समय, मीटररंग बबंि ुपर मापा िाता ह;ै (चघ) “बैटरी ऊिाव भंडारण प्रणाली की जिद्युत िमता” स ेजिद्युत की िह अजधकतम मात्रा अजभप्रेत ह,ै जिस े दकलोिाट या मेगािाट में व्यि दकया िाता है, जिसे कोई बैटरी ऊिाव भंडारण प्रणाली दकसी भी समय जितरण बबंि ुपर जितठरत कर सकती है;

(चड) “बैटरी प्रबंधन प्रणाली” स ेएक ऐसी प्रणाली अजभप्रेत ह ैिो सुरजित संचालन सुजनजश्चत करने के जलए बैटठरयों को जनयंजत्रत करती ह,ै साथ ही बैटठरयों की ऊिाव को संतुजलत करती ह ै और उनकी जस्ट्थजत की जनगरानी करती ह;ै (चच) "बैटरी मॉड्यलू " से आिरण म ेंरखे गए श्ृंखलाबद्ध रूप से िुड ेसेलों की श्ृंखला अजभप्रेत ह;ै (चछ) "बैटरी रैक" से दकसी कंटेनर म ें रख े गए श्ृंखलाबद्ध रूप से िुड े बैटरी मॉड्यलू ों की श्ृंखला अजभप्रेत ह;ै’;

(ii) खंड (झ) के पश्चात्, जनम्नजलजखत खंड अतं ःस्ट्थाजपत दकए िाएगं े, अथावत्:- ‘(झक) “सी िर” स े िह िर अजभप्रेत ह ै जिस पर कोई बैटरी अपनी अजधकतम ऊिा व िमता के सापेि चाि व या जडस्ट्चािव होती ह;ै (झख) "चि" से दकसी बैटरी को उसके जडस्ट्चािव के स्ट्तर से उसके अजधकतम चार्िगिं स्ट्तर तक चािव करना अजभप्रेत ह ैऔर दफर उसे िापस उसके जडस्ट्चािव के स्ट्तर तक जडस्ट्चािव करना;’;

(iii) खंड (ि) के पश्चात्, जनम्नजलजखत खंड अंतःस्ट्थाजपत दकया िाएगा, अथावत्:- ‘(िक) “जडस्ट्चािव की गहराई” स े िह स्ट्तर अजभप्रेत ह ैजिस तक कोई बैटरी ऊिा व भंडारण प्रणाली जडस्ट्चाि व होती ह,ै िो उस अजधकतम संभि ऊिाव की मात्रा के सापेि होता ह ैजिसे उस प्रणाली द्वारा जडस्ट्चािव दकया िा सकता ह;ै इसे साधारणतया प्रजतित के रूप में अजभव्यि दकया िाता ह;ै ’;

(iv) खण्ड (यड) के पश्चात् जनम्नजलजखत खण्ड अंतःस्ट्थाजपत दकया िाएगा, अथावत:् - ‘(यडक) “मॉड्यलू ” स ेआपस म ेंिुडे हुए फोटोिोजल्टक सेलों का समूह अजभप्रेत ह;ै’;

(v) खण्ड (यट) के पश्चात,् जनम्नजलजखत खण्ड अंतःस्ट्थाजपत दकए िाएंगे, अथातव ्:- ‘(यटक) बैटरी ऊिाव भडं ारण प्रणाली में “जिद्युत रूपांतरण प्रणाली” स े इनिटवर, रेजक्टफायर, कंरोलर और उनसे िुडे पािर इलेक्रॉजनक्स प्रणाली की एकीकृत प्रणाली अजभप्रेत ह,ै िो बैटरी में स्ट्टोर की गई दिष्ट धारा (डीसी) पािर को प्रत्यािती धारा (एसी) पािर म ेंबिलकर जिद्युत प्रणाली में भेिता ह ै(जडस्ट्चार्ििंग) और इसका उल्टा भी करता ह ै(चार्ििंग);[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (यटख) “जिद्युत संयंत्र कंरोलर” स,े दकसी निीकरणीय ऊिाव जिद्युत संयंत्र म ें लगा िह उपकरण अजभप्रेत ह,ै िो उस जिद्युत संयंत्र से एक जनजश्चत एजक्टि और ठरएजक्टि पािर आउटपुट बनाए रखने के जलए उिरिायी होता ह ैऔर साथ ही िो िरू स्ट्थ छोर से जसग्नल भेिन े और प्राप्त करन े में भी सिम होता है;’;

(vi) खंड (यढ) के पश्चात,् जनम्नजलजखत खंड अतं ःस्ट्थाजपत दकया िाएगा, अथातव ्:- ‘(यढक) “बैटरी ऊिा वभंडारण प्रणाली की रैंप िर” स ेबैटरी ऊिाव भंडारण प्रणाली आउटपुट के पठरितवन की िर अजभप्रेत ह,ै जिसे मगे ािाट प्रजत जमनट के प्रजतित म ेंव्यि दकया िाता है;’;

(vii) खंड (यथ) के पश्चात्, जनम्नजलजखत खंड अंतःस्ट्थाजपत दकए िाएंगे, अथावत्:- ‘(यथक) “चाि व की जस्ट्थजत” स े दकसी बैटरी के चािव के ितवमान स्ट्तर अजभप्रेत ह,ै जिसे उसकी अजधकतम िमता के प्रजतित के रूप म ेंव्यि दकया िाता ह;ै (यथख) “स्ट्िास्ट््य की जस्ट्थजत” स ेबैटरी के चाि व का िह अजधकतम स्ट्तर अजभप्रेत ह,ै जिसे उसके पहली बार उपयोग के समय के प्रारंजभक मान के प्रजतित के रूप म ेंव्यि दकया िाता है;’।

3. उि जिजनयमन म,ें जिजनयमन 106 के पश्चात् जनम्नजलजखत जिजनयमनों को अतं ःस्ट्थाजपत दकया िाएगा, अथावत:् - “अध्याय-6 निीकरणीय ऊिा वजिद्यतु सयं त्रं और बटै री ऊिा वभडं ारण प्रणाली के जनमाणव के जलए तकनीकी मानक 106क तकनीकी मानक– निीकरणीय ऊिा व जिद्यतु सयं त्रं और बटै री ऊिा व भडं ारण प्रणाली के जनमाणव के जलए तकनीकी मानक जनम्नजलजखत पाचाँ भागों म ेंिाजमल होंग,े िो इस प्रकार ह:ैं -

(1) भाग- क: सौर ऊिाव संयंत्र के जनमावण के जलए तकनीकी मानक; और भाग- क1: फ्लोरटंग सौर संयंत्र के जनमावण के जलए तकनीकी मानक।

(2) भाग- ख: तटीय पिन ऊिाव संयत्रं के जनमावण के जलए तकनीकी मानक; और भाग- ख1: अपतटीय पिन ऊिाव संयंत्र के जनमावण के जलए तकनीकी मानक।

(3) भाग- ग: बैटरी ऊिाव भडं ारण प्रणाली के जनमावण के जलए तकनीकी मानक। 106ख साधारण अपिे ाएं-(1) उपकरण रेरटंग-(क) एक निीकरणीय ऊिाव जिद्युत् संयंत्र में, सभी उपकरणों की रेरटंग ऐसी होनी चाजहए दक संयंत्र लगातार कायव करने के जलए उपयुि हो—परंत ुफोटोिोजल्टक संयंत्र के मामले म ें सौर जिदकरण उपलब्ध हो और पिन टरबाइन िनरेटर के मामले म ें तात्काजलक पिन ऊिाव उपलब्ध हो—और यह संयंत्र की रेटेड एमिीए िमता तक जबना दकसी प्रजतबंध के कायव कर सके। यह सब केंद्रीय जिद्युत प्राजधकरण (जिड से संयोिकता के जलए तकनीकी मानक) जिजनयम, 2007 के अनुसार जनर्िवष्ट आिृजि सीमा, िोल्टेि सीमा, पािर फैक्टर सीमाओं और संयिु िोल्टेि-आिृजि जिजिधताओं के िायरे में होना चाजहए। (ख) बैटरी ऊिाव भंडारण प्रणाली में, सभी उपकरणों की रेरटंग ऐसी होनी चाजहए दक संयंत्र, केंद्रीय जिद्युत प्राजधकरण (जिड से संयोिकता के जलए तकनीकी मानक) जिजनयम, 2007 के अनुसार जिजनर्िवष्ट आिृजि सीमा, िोल्टेि सीमा, पािर फैक्टर सीमाओं और संयुि िोल्टेि-आिृजि जिजिधताओं के िायरे म,ें रेटेड 'स्ट्टेट ऑफ़ चािव' (आिेि की जस्ट्थजत) तक जबना दकसी प्रजतबंध के लगातार संचालन के जलए उपयुि हो।

(2) निीकरणीय ऊिाव जिद्युत् संयंत्र या बैटरी ऊिाव भंडारण प्रणाली के स्ट्िामी को, यथाजस्ट्थजत, साइट पर कम स े कम जनम्नजलजखत िस्ट्तािेज़ अपने पास रखने होंगे:- (क) जनर्मवत जचत्र जिसमें जसजिल और िास्ट्तुजिल्प कायव, यांजत्रक, जिद्युत, जनयंत्रण और संचार िाजमल ह,ैं ककंतु ये इन्हीं तक सीजमत नहीं ह;ैं (ख) सभी प्रमुख उपकरणों के जलए पठरयोिना जडज़ाइन ज्ञापन, तकनीकी जििरण, डेटा िीट, ऑपरेरटंग मैनुअल और जनमावता की िारंटी की प्रजतयााँ;

(ग) संजििा के अनुसार दकए गए सभी परीिणों के पठरणामों की प्रजतयां;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (घ) इनपुट फ़ाइल, जिसमें निीकरणीय ऊिा वजिद्युत् संयंत्र की मॉडबलंग के जलए अपेजित प्रणाली मानकों का जििरण होता ह;ै और आउटपुट फ़ाइल, जिसमें निीकरणीय ऊिाव जिद्युत् संयंत्र की मॉडबलंग के पठरणाम अपेजित प्रारूप में होत े ह;ैं और (ङ) निीकरणीय ऊिाव जिद्युत् संयंत्र या बैटरी ऊिाव भंडारण प्रणाली (यथाजस्ट्थजत) में लगे उपकरणों का टाइप टेस्ट्ट प्रमाणपत्र और जिस्ट्तृत मल्ू यांकन ठरपोटव, साइट पर िैधाजनक जनकायों द्वारा िांच के जलए, िब भी अपेजित हो, उपलब्ध कराई िाएगी।

(3) एक स्ट्पष्ट रूप से दिखाई िने े िाला जडस्ट््ले बोड व दकसी प्रमखु स्ट्थान पर लगाया िाएगा, जिसमें संयंत्र का नाम, िमता, स्ट्थान, जनििे ांक, निीकरणीय ऊिा वसंयंत्र या बैटरी ऊिाव भंडारण प्रणाली (यथाजस्ट्थजत) का प्रकार और चालू होने की तारीख िैसी िानकारी िाजमल होगी।

(4) 10 मगे ािाट और उससे अजधक की स्ट्थाजपत िमता िाले निीकरणीय ऊिा व जिद्युत् संयंत्र स्ट्िामी को, संयंत्र म ें जिश्व मौसम जिज्ञान संगिन (डब्लयूएमओ) के मानकों के अनसु ार स्ट्िचाजलत मौसम स्ट्टेिन स्ट्थाजपत करना होगा। यह स्ट्टेिन हिा की गजत, आस-पास का तापमान, सौर जिदकरण, सापेि आद्रतव ा और िायुमंडलीय िबाि िैसे मापिंडों को मापन े के जलए होगा। यह व्यिस्ट्था, निीकरणीय ऊिाव जिद्युत ् संयंत्र म ें स्ट्िचाजलत मौसम स्ट्टेिन लगान ेके संबंध में प्राजधकरण द्वारा िारी ‘सौर और पिन ऊिाव संयंत्रों के जलए स्ट्िचाजलत मौसम स्ट्टेिन (एडब्लयूएस) संबंधी दििाजनििे ों’ के अनुसार की िाएगी।

(5) फेज़र मापन इकाइयााँ उन स्ट्थानों पर स्ट्थाजपत की िाएगाँ ी, िैसा दक प्राजधकरण द्वारा िारी ‘भारतीय जिड म ें फेज़र मापन इकाई की स्ट्थापना के जलए एकीकृत ििवन पर दििाजनिेि’ में उपबंजधत दकया गया ह।ै

(6) संबंजधत मानक के अनुसार हामोजनक एनालाइज़र, सबस्ट्टेिन के स्ट्िामी या पूबलंग स्ट्टेिन के स्ट्िामी द्वारा, इंटरकनेक्िन बबंि ुया पूबलगं स्ट्टेिन पर जस्ट्थत सभी इनकमर बे पर (यथाजस्ट्थजत) उपलब्ध कराया िाएगा।

(7) निीकरणीय ऊिाव जिद्युत संयंत्र के सदिय जिद्युत और प्रजतदियािील जिद्युत जनयंत्रण के जलए जिद्युत संयंत्र जनयंत्रकों की व्यिस्ट्था की िाएगी, जिसकी िमता केंद्रीय जिद्युत प्राजधकरण (जिड स े संयोिकता के जलए तकनीकी मानक) जिजनयम, 2007 में िी गई ह ैऔर जिद्युत संयत्रं जनयंत्रक जनम्न में सिम होंगे:- (क) निीकरणीय ऊिाव संयंत्र पर, अथिा राज्य लोड जडस्ट्पैच केंद्र या िेत्रीय लोड जडस्ट्पैच केंद्र से, यथाजस्ट्थजत, जडजिटल और एनालॉग रूप में सेट-पॉइंट्स को िरू स्ट्थ रूप से प्राप्त करना;

(ख) इंटरकनेक्िन बबंि ुपर पािर क्वाजलटी मीटर द्वारा मापे गए पैरामीटर, िैसे दक एजक्टि पािर, ठरएजक्टि पािर, िोल्टेि और करंट प्राप्त करना; और (ग) केंद्रीय जिद्युत प्राजधकरण (जिड स े संयोिकता के जलए तकनीकी मानक) जिजनयमों के अनसु ार गजतिील जनष्पािन अपेिाओं को पूरा करना।

(8) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली, यथाजस्ट्थजत, संयंत्र पठरसर के भीतर और पारेषण या जितरण नेटिकव पर इंटरकनेक्िन बबंि ुतक, एक जिश्वसनीय, ठरडडं ेंट और सुरजित संचार प्रणाली स्ट्थाजपत करेगा और संयंत्र के परू े िीिनकाल तक इस ेबनाए रखेगा।

(9) निीकरणीय ऊिा व जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली (यथाजस्ट्थजत) के भीतर सुरिा और जनयंत्रण कायों के जलए उपलब्ध कराई गई संचार अिसंरचना, िैस े दक इंटरलॉककंग, ठरबपंग, बसंिोनाइज़ेिन और सबस्ट्टेिन ऑटोमेिन—को, मॉजनटररंग या सुपरिाइज़री जनयत्रं ण और डेटा अजधिहण, या मीटररंग, या सामान्य संयंत्र डेटा जिजनमय के जलए उपयोग दकए िान े िाल े चैनलों स े भौजतक और तार्कवक रूप स े अलग रखा िाएगा।

(10) निीकरणीय ऊिाव जिद्युत संयंत्र के स्ट्िामी को इंटरकनेक्िन के बबंि ु पर संबंजधत मानकों के अनुसार पािर क्वाजलटी मीटर स्ट्थाजपत करने होंगेः परंत ु इंटरकनक्े िन बबंि ु पर दकसी अजतठरि पािर क्वाजलटी मीटर की अपेिा नहीं होगी, यदि इंटरकनेक्िन बबंि ुपर पहल ेसे जिद्यमान पािर क्वाजलटी मीटर, जिद्युत संयंत्र कंरोलसव को अपेजित पैरामीटस व भेिने में सिम हःै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 इसके अजतठरि, इंटरकनेक्िन के स्ट्थान पर जिद्युत ्की आपूर्त वके साथ-साथ पािर क्वाजलटी मीटर लगान े के जलए स्ट्थान उपलब्ध कराने की व्यिस्ट्था सबस्ट्टेिन के स्ट्िामी द्वारा की िाएगी।

(11) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिा वभंडारण प्रणाली का स्ट्िामी (यथाजस्ट्थजत) ऐसे उपकरण उपलब्ध कराएगा िो फ़ील्ड माप के साथ-साथ ऑन-साइट परीिणों के जलए आिृजि, िोल्टेि, करंट, सदिय पािर, प्रजतदियािील पािर, आभासी पािर और िोल्टेि तथा करंट के अनुिम घटकों िैसे मापिडं ों को मापने म ें सिम हों; और साथ ही, िह जिड इिेंट डेटा लॉगर भी उपलब्ध कराएगा।

(12) केबल और िायररंग-(क) सभी केबल और तार संबंजधत मानकों के अनुसार होन े चाजहए, जिनका आकार और रेरटंग उपयिु हो, इसके जलए हाजनयों, अजधकतम भार, फ़ॉल्ट करंट, स्ट्िीकायव सीमा के भीतर िोल्टेि ड्रॉप को ध्यान म ेंरखा िाना चाजहए;

(ख) सभी संयोिन उजचत लग े या टर्मवनल के माध्यम से िीक से दकए िाएाँगे, जिन्ह ें उपयुि केबल ग्लैंड का उपयोग करके दिम्प दकया िाएगा; साथ ही, एक जसरे से िसू रे जसरे तक आसानी से पता लगान ेके जलए उन पर फेरूल का उपयोग करके लेबल भी लगाए िाएाँगे;

(ग) आउटडोर जस्ट्िचयाड व में, एक केबल रेंच जसस्ट्टम उपलब्ध कराया िाएगा और केबलों के बीच अलगाि तथा उजचत िरू ी बनाए रखन े का एक व्यापक जसद्धांत अपनाया िाएगा; (घ) पािर केबल और कंरोल केबल अलग-अलग स्ट्तरों पर जबछाई िाएंगी;

(ङ) अलग-अलग िोल्टेि िडे िाली केबलों को, उनके िोल्टेि िडे के अनुसार अलग-अलग स्ट्तरों पर जबछाया िाएगा; जिसम ें सबसे ज़्यािा िोल्टेि िेड िाली केबल ें सबसे ऊपरी स्ट्तर पर और कंरोल केबलें सबस े जनचले स्ट्तर पर होंगी;

(च) केबल रेंच को उजचत ढलान के साथ बनाया िाएगा, जिससे रेंच म ेंप्रिेि करन े िाल ेदकसी भी पानी की मुि जनकासी सुजनजश्चत हो सके और पानी को बाहर जनकालन े के जलए उपयिु व्यिस्ट्था की िाएगी; और (छ) केबल की सर्िवस लाइफ़ ऐसी होनी चाजहए िो यथाजस्ट्थजत निीकरणीय ऊिाव जिद्युत सयं ंत्र या बैटरी ऊिाव भंडारण प्रणाली की जडज़ाइन लाइफ़ के अनुकूल हो।

(13) संरिण-(क) आिश्यक गजत, संिेिनिीलता और चयनात्मकता से युि पूणवतः श्ेणीबद्ध सुरिा प्रणाली उपलब्ध कराई िाएगी; (ख) निीकरणीय ऊिा व जिद्युत संयंत्र या बैटरी ऊिा व भंडारण प्रणाली की ओिरिोल्टेि सुरिा को, इंटरकनेक्िन बबंि ुपर उनकी 'हाई िोल्टेि राइड थ्रू' अपेिा के साथ समजन्ित दकया िाएगा; और (ग) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भडं ारण प्रणाली की अंडर िोल्टेि सुरिा को, इंटरकनेक्िन बबंि ुपर उनकी 'लो िोल्टेि राइड थ्र'ू अपेिा के साथ उजचत रूप से समजन्ित दकया िाएगा।

(14) दकसी निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली में, इन्िटवर ड्यूटी रांसफॉमवर के आग े स्ट्थाजपत दकसी भी सबस्ट्टेिन और जिद्युत लाइन पर सभी सुसगं त जिजनयम लागू होंगे।

(15) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली म,ें यथाजस्ट्थजत, सुरिा सबं ंधी उपबंध, केंद्रीय जिद्युत प्राजधकरण (सुरिा और जिद्युत आपूर्तव स ेसंबंजधत उपाय) जिजनयम, 2023 के अनुसार होंगे।

(16) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भडं ारण प्रणाली, यथाजस्ट्थजत, में केंद्रीय जिद्युत प्राजधकरण (जिड से संयोिकता के जलए तकनीकी मानक) जिजनयम, 2007 के अनुसार, िोल्टेि राइड-थ्र ूकी िमता होनी चाजहए।

(17) कंरोल रूम सजहत सभी जसजिल संरचनाएं, भारतीय मानक ब्यरू ो द्वारा िारी राष्ट्रीय भिन संजहता के अनुसार होंगी।

(18) पठरचालन के िौरान अनमु ेय िोर का स्ट्तर संबंजधत मानक के अनुसार सीजमत होगा।

(19) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली, ठरएजक्टि पािर जनयत्रं ण कायों के परस्ट्पर अनन्य पठरचालन मोड की िमता प्रिान करेगा:-(क) िोल्टेि जनयंत्रण मोड- यदि संयंत्र िोल्टेि जनयंत्रण मोड म ेंकाम कर रहा ह,ै तो िह क्लोज्ड-लूप स्ट्िचाजलत िोल्टेि जनयंत्रण मोड में काम करेगा। इसका उद्देश्य6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] इंटरकनेक्िन बबंि ु पर जस्ट्थर-अिस्ट्था िोल्टेि को एक संिभव मान पर जिजनयजमत करना होगा। यह संिभ व मान ड्रूप फंक्िन के अनुसार एडिस्ट्ट की िाएगी और इसे इंटरकनेक्िन बबंि ुके िोल्टेि सेट पॉइंट के 1% के िायरे में रखा िाएगा। ऐसा तब तक दकया िाएगा, िब तक दक ऐसा करन े के जलए संयंत्र की प्रजतदियािील पािर िमता से ज़्यािा प्रजतदियािील पािर की अपेिा न हो। िोल्टेि जनयंत्रण प्रणाली म ें प्रजतदियािील पािर ड्रूप कायविमता होनी चाजहए, तादक एक जस्ट्थर और समजन्ित िोल्टेि प्रजतदिया सुजनजश्चत की िा सके। ड्रूप सेरटंग कॉजन्फ़गर करन े योग्य होनी चाजहए;

(ख) प्रजतदियािील पािर सेट पॉइंट जनयंत्रण मोड: यदि प्रजतदियािील पािर सेट पॉइंट कंरोल मोड म ें संचालन दकया िा रहा हो, तो संयंत्र को इंटरकनेक्िन के बबिं ु पर एक जनर्िवष्ट, जस्ट्थर प्रजतदियािील पािर आउटपुट बनाए रखना होगा; और (ग) पािर फैक्टर जनयंत्रण मोड: यदि इस मोड म ेंकाम दकया िाता ह,ै तो संयंत्र का ठरएजक्टि पािर आउटपुट, एजक्टि पािर के सीधे अनुपात म ें होगा, िो िास्ट्तजिक एजक्टि पािर आउटपुट के जलए पािर फैक्टर सेरटंग के बराबर होगा।

(20) निीकरणीय ऊिाव जिद्युत संयंत्र या बैटरी ऊिाव भंडारण प्रणाली, जिसमें जिड बनाने िाला जनयंत्रण हो, िह केंद्रीय जिद्युत प्राजधकरण (जिड से संयोिकता के जलए तकनीकी मानक) जिजनयम, 2007 म ेंजनर्िवष्ट तकनीकी अपेिाओं का पालन करन े में सिम होगा। भाग- क सौर ऊिा वसयं त्रं के जनमाणव के जलए तकनीकी मानक 106ग साइट के चयन और लआे उट सबं धं ी जिचार- सौर ऊिाव संयंत्र के जलए स्ट्थल का चयन जनम्नजलजखत मानिंडों के आधार पर दकया िाएगा, जिसमें चयन के समय उपलब्ध आंकडों पर सम्यक रूप से जिचार दकया िाएगा।

(1) भूजम का प्रकार- साइट को भूिैज्ञाजनक िोषों, उच्च बाढ़ िेत्रों, उच्च ज्िार िेत्रों, जहमस्ट्खलन-सभं ाजित िेत्रों और भूस्ट्खलन-संभाजित िेत्रों के जनकट होने स,े िहााँ तक संभि हो, बचा िाना चाजहएः परंतु िो सौर ऊिाव संयंत्र अत्यजधक मौसम और स्ट्थल की जस्ट्थजतयों म ें जस्ट्थत हैं, उन्ह ें ऐसी जस्ट्थजतयों का सामना करने के जलए जडज़ाइन दकया िाएगा।

(2) लआे उट और जनमाणव सबं धं ी जिचार-(क) इन्िटवर के तापमान को उसकी पठरचालन सीमा के भीतर बनाए रखन े के जलए, पयावप्त िेंठटलेिन हते ु इन्िटवर तथा दिष्ट धारा या प्रत्यािती धारा जितरण बॉक्स के लेआउट में कम से कम 0.75 मीटर का अंतराल रखा िाएगा;

(ख) ्लांट के रखरखाि में आसानी के जलए, एरे के बीच कम से कम 2.5 मीटर की िगह िी िाएगी; (ग) फोटोिोजल्टक ऐरे को इस प्रकार व्यिजस्ट्थत दकया िाना चाजहए, जिससे संस्ट्थापन से प्राप्त होने िाली िार्षवक ऊिाव की मात्रा अजधकतम हो सके; और (घ) सभी नींिों को उन पर आने िाले सभी प्रकार के भारों को सहन करने के जलए जडज़ाइन दकया िाएगा और उन्ह ेंसंबंजधत मानकों के अनुसार बनाया िाएगा। 106घ सौर ऊिा वसयं त्रं की जडज़ाइन लाइफ़ - सौर ऊिाव संयंत्र को कम से कम पच्चीस िषों के िीिनकाल के जलए जडज़ाइन दकया िाएगा। 106ङ मख्ु य उपकरण- एक सौर ऊिाव संयंत्र में मुख्य रूप से िाजमल होंगे:-

(1) फोटोिोजल्टक पैनल या मॉड्यूल;

(2) मॉड्यूल माउंरटंग संरचना;

(3) फोटोिोजल्टक िंक्िन बॉक्स;

(4) बस्ट्रंग िंक्िन बॉक्स या ऐरे िंक्िन बॉक्स;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7

(5) इन्िटवर;

(6) इन्िटवर ड्यूटी रांसफामवर;

(7) प्रत्यािती धारा जितरण बोड;व और

(8) अन्य उपकरण:- (क) केबल, पाइप, सुरिा घटक और अन्य सहायक उपकरण; (ख) जनयंत्रण और सरु िा उपकरण; (ग) संचार प्रणाली; (घ) मीटररंग उपकरण (मीटर); (ङ) अर्थिंग प्रणाली; (च) जिद्युतअिरोधक; और (छ) अजग्न जनिारण और अजग्न सुरिा प्रणाली। 106च प्रमखु उपकरणों की मख्ु य तकनीकी अपिे ाए-ं (1) फोटोिोजल्टक पनै ल या मॉड्यलू - (क) समुद्री िातािरण या समुद्र के जनकट जस्ट्थत स्ट्थानों या अन्य बड ेखारे पानी के जनकायों सजहत अत्यजधक संिारक िातािरण म ें स्ट्थाजपत फोटोिोजल्टक मॉड्यलू को संबंजधत मानकों के अनुसार नमक धुंध संिारण परीिण पूरा करना होगा;

(ख) दकसी भी फोटोिोजल्टक सेल के खराब होने की जस्ट्थजत में फोटोिोजल्टक आउटपुट को ऑज्टमाइज़ करन े के जलए, फोटोिोजल्टक मॉड्यूल में एक बाईपास डायोड होना चाजहए; (ग) सभी सौर पैनलों की सफाई जबना पानी के, या कम से कम पानी का प्रयोग करके की िाएगी;

(घ) फोटोिोजल्टक मॉड्यूल के लैजमनिे न पर एक रेजडयो-आिृजि पहचान योग्य टैग लगा होना चाजहए, िो सभी पयाविरणीय पठरजस्ट्थजतयों का सामना करने में सिम हो; साथ ही, इस रेजडयो-आिृजि पहचान योग्य टैग म ेंजनम्नजलजखत िानकारी भी िाजमल होनी चाजहए:-

(i) फोटोिोजल्टक मॉड्यूल और सोलर सेल के जनमावता का नाम;

(ii) जनमावण का महीना और िषव;

(iii) उद्गम िेि, सोलर सेल और मॉड्यूल के जलए अलग-अलग;

(iv) मॉड्यूल के जलए धारा-िोल्टेि िि;

(v) पीक िाट िमता, अजधकतम पािर िोल्टेि (V ), अजधकतम पािर करंट (I ) और दफल mp mp फैक्टर;

(vi) मॉड्यूल का जिजिष्ट सीठरयल नबं र और मॉडल नंबर;

(vii) फोटोिोजल्टक मॉड्यूल के जलए संबंजधत अहता वप्रमाणपत्र प्राप्त करने की तारीख और िषव;

(viii) संबंजधत मानक के अधीन प्रमाणपत्र िारी करन े िाली परीिण प्रयोगिाला का नाम;

(ix) सोलर सले ों और मॉड्यूल की रेजसजबजलटी से संबंजधत अन्य सुसंगत िानकारी; और (ङ) फोटोिोजल्टक मॉड्यूल पर जनम्नजलजखत न्यूनतम जििरण प्रिान दकए िाएंगे:-

(ii) जनमावण का महीना और िषव;

(iii) उद्गम िेि;

(iv) मानक परीिण जस्ट्थजतयों पर रेटेड िजि; और

(v) अजधकतम पािर िोल्टेि (V ), अजधकतम पािर करंट (I ), ओपन सर्कवट िोल्टेि (V ), mp mp oc िॉटव सर्कवट करंट (I )। sc

(2) मॉड्यलू माउंरटंग सरं चना-(क) फोटोिोजल्टक मॉड्यूल को एक जस्ट्थर, ठटकाऊ संरचना पर लगाया िाएगा, जिसमें मॉड्यूल का भार उिान े के जलए पयावप्त मिबूती हो और सुरिा का न्यूनतम गुणांक 1.5 हो; इसका जडज़ाइन स्ट्थान की अपिे ाओं के अनुरूप होना चाजहए, जिससे यह ऐरे को सहारा ि े सके और हिा, बाठरि तथा अन्य प्रजतकूल पठरजस्ट्थजतयों का सामना कर सके;

(ख) मॉड्यूल को संरचनाओं पर उजचत व्यिस्ट्था के साथ इस प्रकार लगाया िाएगा, जिससे िे फोटोिोजल्टक मॉड्यूल को एक जनजश्चत अजभजिन्यास में सहारा िे सकें, तथा यांजत्रक भार को अििोजषत करके उस े नींि तक िीक प्रकार से स्ट्थानातं ठरत कर सकें;

(ग) संरचना सामिी म ेंअर्थगिं की व्यिस्ट्था होनी चाजहए; (घ) उपयोग की िाने िाली संरचनाओं को कोरटंग या एनोडाइिेिन द्वारा िगं लगन े से सरु जित रखा िाएगा; (ङ) जनजश्चत झुकाि िाली प्रत्येक संरचना का झुकाि कोण, स्ट्थल की जस्ट्थजतयों के अनुसार ऐसा होना चाजहए जिससे उसे अजधकतम सौर जिदकरण प्राप्त हो सके; और (च) इंस्ट्टॉलेिन को सुरजित करने और जिजिष्ट हिा की गजत का सामना करने के जलए, िाउरटंग और क्लैबम्पंग िैसी उपयुि दफबक्संग व्यिस्ट्था प्रिान की िाएगी।

(3) फोटोिोजल्टक िक्ं िन बॉक्स-(क) यह पराबैंगनी दकरणों के प्रजत प्रजतरोधी होगा; (ख) सुसंगत मानक के अनुसार, फोटोिोजल्टक सेलों को हॉटस्ट्पॉट से बचाने के जलए बाई-पास तंत्र; और (ग) कनेक्टरों को आईपी68 का इनिेस प्रोटेक्िन प्रिान दकया िाएगा।

(4) बस्ट्रंग िक्ं िन बॉक्स या ऐरे िक्ं िन बॉक्स-(क)बस्ट्रंग िंक्िन बॉक्स, जिसमें एक एनक्लोिर, कॉपर बस बार, फ्यूज़, सिव प्रोटेक्िन जडिाइस और जडस्ट्कनेक्टर िाजमल हैं, उसे इन्िटवर की आिश्यकता के अनुसार जडज़ाइन दकया िाएगा;

(ख) बस्ट्रंग िंक्िन बॉक्स को धूल, पानी और कीड-े मकोडों से पूरी तरह सुरजित रखने की व्यिस्ट्था के साथ बनाया िाएगा; (ग) सभी तारों और केबलों को केबल लग्स के माध्यम स ेउजचत रूप से समाप्त दकया िाएगा; (घ) बस्ट्रंग िंक्िन बॉक्स में बाहरी उपयोग के जलए न्यूनतम आईपी65, या आतं ठरक उपयोग के जलए आईपी54 का इनिेस प्रोटेक्िन होना चाजहए; और (ङ) 100 दकलोिाट या उससे अजधक िमता िाल ेबस्ट्रंग िंक्िन बॉक्स या ऐरे िंक्िन बॉक्स से आंकडे एकत्र करने के जलए, बस्ट्रंग िंक्िन बॉक्स को ऑज्टकल फाइबर केबलों से िोडा िा सकता ह।ै

(5) इन्िटवर- (क) इनिटवरों में जनम्नजलजखत न्यनू तम जििेषताएं होनी चाजहए:-

(i) आउटपुट पािर को एमिीए, मगे ािाट और एमिीएआर म ेंऔर आउटपुट करंट को एम्पीयर म ेंव्यि दकया िाएगा; यह भारतीय मौसम जिज्ञान जिभाग द्वारा साइट पर बताए गए पठरिेिी तापमानों के जलए होगा, िो न्यूनतम से अजधकतम सीमा तक 10℃ के चरणों में होंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9

(ii) इन्िटवर दिष्ट धारा को प्रत्यािती धारा में बिलेगा और आउटपुट का दिष्ट धारा घटक, इन्िटवर के जनरंतर अजधकतम रेटेड आउटपटु करंट के 0.5% से अजधक नहीं होगा।

(iii) इन्िटवर का पािर फैक्टर 0.9 लीबडगं स े0.9 लैबगगं तक की समायोज्य सीमा में होना चाजहए।

(iv) इन्िटवर म ें इनडोर के जलए न्यूनतम आईपी20 और आउटडोर के जलए आईपी55 इनिेस प्रोटेक्िन होना चाजहए।

(v) कम-स-े कम 98% ििता प्राप्त करन े के जलए कुिल िीतलन प्रिान दकया िाएगा।

(vi) इनिटवर, जनजष्िय अिस्ट्था के िौरान इनिटवर की रेटेड पािर के 0.001% से अजधक की खपत नहीं करना चाजहए।

(vii) इन्िटवर 20% से 100% की सापेि आद्रतव ा सीमा पर कायव करन ेमें सिम होना चाजहए।

(viii) इन्िटवर म ें आरएस 485 (मोडबस आरटीयू), मोडबस टीसीपी, आईईसी 61850 कम्यजु नकेिन प्रोटोकॉल होना चाजहए, जिसका ठरएक्िन टाइम 10एमएस से 100एमएस और राइज़ टाइम 40एमएस से 900एमएस के बीच हो। (ख) इन्िटवर म ें जनम्नजलजखत सुरिा प्रणाजलयााँ होनी चाजहए:-

(i) इनपुट साइड पर: दिष्ट धारा जिपरीत संयोिन सुरिा, दिष्ट धारा ठरसाि धारा सुरिा, दिष्ट धारा जस्ट्िच, जिभि-प्रेठरत िरण सरु िा, जिभि-प्रेठरत अिनमन-रोधी या जिभि-प्रेठरत िरण की ठरकिरी, दिष्ट धारा प्रकार-II अजतिोल्टता सुरिा और इन्िटवर इनपुट करंट मॉजनटररंग।

(ii) आउटपुट साइड पर: प्रत्यािती धारा िॉटव सर्कवट सुरिा, प्रत्यािती धारा ठरसाि सुरिा, िाउंड फॉल्ट सुरिा, प्रत्यािती धारा जस्ट्िच और आकव फॉल्ट सर्कवट इंटर्टर। (ग) इन्िटवर सभी घटनाओं को कै्चर करने में सिम होना चाजहए, जिसमें सभी फॉल्ट और अलामव की जस्ट्थजत, ऑपरेरटंग मोड म ें बिलाि, हाई और लो िोल्टेि फॉल्ट राइड थ्रू, हाई और लो आिृजि राइड थ्र,ू िजणक रुकािट, फेज़ लॉक लूप-बसंिनाइज़ेिन की हाजन, इनपुट करंट और िोल्टेि, आउटपुट फेज़ करंट और िोल्टेि, पल्स जिड्थ मॉड्यलू ेिन इंडेक्स, कंरोल जसस्ट्टम कमांड मान, संिभ व मान, फ़ीडबैक जसग्नल िाजमल ह;ैं और इसे पयिव ेिी जनयंत्रण और डेटा अजधिहण प्रणाली को भेिना चाजहए:

परंतु पयविेिी जनयंत्रण और डटे ा अजधिहण, कै्चर दकए गए डेटा को नब्बे दिनों तक सुरजित रखने और प्रजत सेकंड कम से कम एक हज़ार सैंपल कै्चर करने म ेंसिम हो। (घ) इन्िटवर को अंिर रखा िाएगा और इसका िेंठटलेिन आस-पास के माहौल और अन्य पयािव रणीय जस्ट्थजतयों के अनुसार होगा। यदि इन्िटवर बाहर लगाया िाता है, तो िह दकसी िेड, छत या कैनोपी के नीचे होना चाजहए। (ङ) इन्िटवर परू ी तरह से स्ट्िचाजलत रूप से काम करने में सिम होना चाजहए, जिसमें िेक-अप, बसंिोनाइज़ेिन और िटडाउन िाजमल ह।ैं (च) इन्िटवर के सामन ेिाल ेपैनल पर जसस्ट्टम की जस्ट्थजत बतान ेऔर महत्िपूणव जिद्युत परै ामीटर की जनगरानी करने के जलए उपयुि लाइट एजमरटंग डायोड संकेत और जलदक्वड दिस्ट्टल जडस्ट््ल े होना चाजहए। (छ) सभी इनिटवरों म ें लागू सेरटंग्स और पैरामीटसव को डाउनलोड करन े के जलए एक स्ट्थानीय प्रािधान होगा। यदि इन्िटवर दकसी लोकल एठरया नेटिकव स े िुडा हो, तो ये सेरटंग्स और पैरामीटसव दकसी भी ओपन सोसव फ़ाइल फ़ॉमेट म ेंकेंद्रीय रूप से डाउनलोड दकए िा सकेंगे। (ि) इन्िटवर पर संबंजधत मानकों के अनुसार स्ट्पष्ट और अजमट मार्किंग लेबल तथा चेतािनी लेबल होन े चाजहए और उन पर स्ट्थायी रूप से जनम्नजलजखत प्रकार अंदकत होना चाजहए:-

(i) जनमावता या आपूर्तवकताव का नाम या रेडमाकव;

(ii) मॉडल सख्ं या, नाम या उपकरण की पहचान करन े का कोई अन्य साधन;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(iii) िम संख्या, कोड या अन्य जनिान, जिससे जनमावण स्ट्थल, जनमावण बैच और तारीख की पहचान हो सके;

(iv) इनपुट िोल्टेि, प्रत्येक इनपुट के जलए अजधकतम सतत धारा; और

(v) प्रत्येक फेज़ का आउटपुट िोल्टेि, आिृजि, अजधकतम सतत धारा और ऊिाव घटक।

(vi) इनिेस प्रोटेक्िन रेरटंग। (झ) इन्िटवर का टाइप टेस्ट्ट मान्यता प्राप्त परीिण प्रयोगिालाओं म ेंदकया िाएगा। (ञ) सभी इनिटवरों की संयुि िॉट िमता, ऊिाव संयंत्र की रेटेड िमता से कम नहीं होगी। (ट) इन्िटवर में फीडर लाइन में दकसी भी लगातार बने रहने िाल े िोष के जिरुद्ध और फीडर पर जिद्युत जगरन े के जिरुद्ध आंतठरक सुरिा व्यिस्ट्था होनी चाजहए।

(6) इन्िटवर ड्यटू ी रासं फामरव - तीन फेज़ रांसफ़ॉमवर, जिसकी लो-िोल्टेि िाइंबडगं इन्िटवर साइड स े और हाई- िोल्टेि िाइंबडंग जिड साइड से िुडी हो, में जनम्नजलजखत जििेषताएं होनी चाजहए:- (क) इन्िटवर ड्यूटी रांसफॉमवर के लो िोल्टेि साइड पर तीन फेज़ िोल्टेि 415V, 650V या 1000V में स े कोई एक होना चाजहए। (ख) इन्िटवर ड्यूटी रांसफ़ॉमवर के हाई िोल्टेि साइड पर तीन फ़ेज़ िोल्टेि 11केिी, 33केिी या 66केिी म ेंस े कोई एक होना चाजहए। (ग) इन्िटवर ड्यूटी रांसफ़ॉमवर पठरििे ी तापमान के भीतर कायव करने में सिम होना चाजहए। (घ) इन्िटवर ड्यूटी रांसफ़ॉमवर के जलए, इनडोर उपयोग हते ु न्यूनतम आईपी20 और आउटडोर उपयोग हते ु आईपी55 का इनिेस प्रोटेक्िन होना चाजहए। (ङ) इन्िटवर ड्यूटी रांसफॉमवर 20% से 100% की सापेि आद्रवता सीमा पर कायव करने में सिम होना चाजहए। (च) कम से कम 95% ििता प्राप्त करने के जलए कुिल िीतलन प्रिान दकया िाएगा। (छ) इन्िटवर ड्यूटी रांसफ़ॉमवर में संबजं धत मानकों के अनुसार सुरिा और अलामव प्रणाली होनी चाजहए।

(7) प्रत्यािती धारा जितरण बोडव- (क) प्रत्यािती धारा जितरण बोडव पनै ल को इन्िटवर और यूठटजलटी जिड के बीच िोडा िाएगा; (ख) प्रत्यािती धारा जितरण बोडव को, यूठटजलटी जिड से इन्िटवर को िोडने और अलग करने के जलए, उजचत रेरटंग िाल ेसिव अरेस्ट्टर या सर्कवट ब्रेकर के साथ लगाया िाएगा;

(ग) जसस्ट्टम को यूठटजलटी जिड से अलग करने के जलए एक मैनअु ल जडस्ट्कनेक्िन जस्ट्िच होगा और इस े प्रत्यािती धारा जितरण बोड वके बाहर लगाया िाएगा; और (घ) जस्ट्िच, सर्कवट ब्रेकर, कनेक्टर और अन्य संबंजधत आइटम सुसंगत मानकों के अनुसार रेटेड होने चाजहए।

(8) अन्य उपकरण- अन्य उपकरणों, िैसे दक केबल, पाइप, जनयंत्रण और सरु िा उपकरण, संचार प्रणाली, मीटररंग उपकरण, अर्थगिं प्रणाली, लाइटबनंग अरेस्ट्टर, अल्टरनेरटंग करंट और डायरेक्ट करंट अजग्न जनिारण और सुरिा प्रणाली के जलए आिश्यकताएाँ जनम्नानुसार होंगी- केंद्रीय जिद्युत प्राजधकरण (मीटरों का अजधष्ठापन और प्रचालन) जिजनयम, 2006, केंद्रीय जिद्युत प्राजधकरण (जिद्युत प्रणाली संचालन में संचार प्रणाली के जलए तकनीकी मानक) जिजनयम, 2020 और केंद्रीय जिद्युत प्राजधकरण (सुरिा एि ं जिद्युत आपूर्तव से संबंजधत उपाय) जिजनयम, 2023। 106छ कंरोल रूम-(1) कंरोल रूम में कंरोल और ठरले पनै ल, तथा अन्य सभी इनडोर उपकरण, मापन, मॉजनटररंग और ठरकॉर्डिंग जसस्ट्टम रखे िाएगाँ े।

(2) संचालन और रखरखाि कमवचाठरयों के जलए पयावप्त स्ट्थान उपलब्ध कराया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11

(3) भजिष्य की आिश्यकताओं के जलए भी स्ट्थान का उपबंध रखा िाएगा।

(4) सौर ऊिाव संयंत्र में फोटोिोजल्टक बस्ट्रंग्स, इनिटवर, रांसफॉमवर और रांसजमिन लाइनों के जलए, जनम्नजलजखत पैरामीटर ऑपरेरटंग इंटरफ़ेस जडस्ट््ल े के माध्यम से िास्ट्तजिक समय में अलग-अलग उपलब्ध होंगे:- (क) प्रत्यि धारा इनपुट िोल्टेि और धारा;

(ख) फोटोिोजल्टक मॉड्यूल तापमान; (ग) प्रत्यािती धारा आउटपुट िोल्टेि और धारा; (घ) आउटपुट पािर (सदिय और प्रजतदियािील); (ङ) ऊिाव घटक; (च) सौर जिदकरण, जिसे िाट प्रजत िगव मीटर में व्यि दकया िाता है; (छ) सापेजिक आद्रवता;

(ज) पठरिेिी तापमान; और (झ) प्रत्यािती धारा अजत-िोल्टेि, प्रत्यािती धारा अल्प-िोल्टेि, अजत-आिृजि, अल्प-आिृजि, िाउंड फॉल्ट, फोटोिोजल्टक प्रारंभ और समापन िोल्टेि: बिते दक, जिस सौर ऊिाव संयंत्र में स्ट्िचाजलत उत्पािन जनयंत्रण की िमता हो, िह जनम्नजलजखत अजतठरि पैरामीटर प्रिर्ितव करेगा:

(i) अजधकतम उपलब्ध िजि (अजधकतम पािर पॉइंट रैककंग);

(ii) सदिय िजि और प्रजतदियािील िजि जनयंत्रण मोड; और

(iii) िोल्टेि सेट पॉइंट। भाग- क1 फ्लोरटंग सौर सयं त्रं के जनमाणव के जलए तकनीकी मानक 106ज फ्लोरटंग सौर संयंत्र के जनमावण के जलए अजतठरि अपेिाएाँ – इस अध्याय के अतं गतव दिए गए जनयम फ्लोरटंग सौर संयंत्र के जनमावण पर लाग ूहोंग,े िो दक अध्याय 6 के भाग क के अंतगतव दिए गए जनयमों के अजतठरि होंगे। 106झ साइट का चयन और लआे उट-(1) फ्लोरटंग सौर संयंत्र ऐसे िल जनकाय पर स्ट्थाजपत दकया िाएगा, जिसके तटबंध की जमट्टी सघन हो, ढलान मंि हो और सतह समतल हो।

(2) फ्लोरटंग सौर संयंत्र के जलए साइट को अंजतम रूप िेन े हते ु, साइट के जिजभन्न मापिडं ों—िैसे दक हिा की दििा, िल-प्रिाह के पैटनव, िल-स्ट्तर में होने िाले उतार-चढ़ाि, िल-धारा की गजत और तरंगों की ऊाँचाई का जिश्लेषण दकया िाएगा।

(3) फ्लोटर किरेि िेत्र, संबंजधत राज्य प्राजधकरण द्वारा जनधावठरत सीमाओं से अजधक नहीं होगा।

(4) बैजथमेरी अध्ययन म ें प्रत्येक एक मीटर पर तल की गहराई का जिश्लेषण िाजमल होगा, जिसमें जमट्टी और चट्टान के प्रकार भी िाजमल होंगे। इसे मल्टी-बीम इको-साउंडर का उपयोग करके, उपयुि लाइन स्ट्पेबसंग और कम से कम 25% ओिरलपै के साथ दकया िाएगा। 106ञ पनै ल और फ्लोटस-व (1) लगाए गए सोलर पनै ल, िल स्ट्तर स े कम से कम बारह इंच और फ्लोटर की सतह स े छह इंच ऊपर होने चाजहए।

(2) फ्लोटसव के जलए उपयोग की िाने िाली सामिी होगी:- (क) पराबैंगनी जिदकरण, िार और खारे पानी के प्रजत प्रजतरोधी;12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) िुद्ध और गैर-जिषैला, जिसकी िीिार की मोटाई कम से कम 2.5 जममी हो; और (ग) जनपटान के समय पुनचविण योग्य या पुन: उपयोग योग्य।

(3) फ्लोटसव को आपस म ेंइस प्रकार िोडा िाएगा दक िजतिस्ट्त फ्लोटर को आसानी से बिला िा सके।

(4) सौर पैनल िेत्र के िीक नीचे जिद्यमान नुकीली या पैनी िस्ट्तुए ाँहटा िी िानी चाजहए, जिससे संबंजधत संरचना को होने िाली िजत से बचा िा सके।

(5) सुसंगत मानकों के अनुसार, फ्लोटसव के जलए जनम्नजलजखत परीिण दकए िाने अपेजित ह:ैं- (क) पिन-सुरंग परीिण; (ख) तन्य िजि परीिण; (ग) बंकन श्ांजत परीिण; (घ) सामिी संरचना परीिण; (ङ) तापमान और पराबैंगनी त्िठरत काल-प्रभािन परीिण;

(च) ज्िलनिीलता, यांजत्रक तनाि, तापीय तनाि और मौसम के प्रभािों के प्रजत प्रजतरोध का मल्ू यांकन करने के जलए बहुलक सामिी के गणु ों का परीिण; (छ) जिद्युत प्रजतरोध परीिण; (ज) अजग्न प्रजतरोध परीिण; (झ) पेयिल सगं तता परीिण;

(ञ) धातु से बन े सभी संरचनात्मक तत्िों के संिारण-प्रजतरोधकता परीिण; और (ट) उत््लािकता और पंक्चर परीिण।

(6) फ्लोटसव और पैनलों को पलटने से रोकने के जलए हर समय पयाप्तव उपाय दकए िाएंगे।

(7) फोटोिोजल्टक मॉड्यूल पठरजध फ्लोट्स पर नहीं रखे िाएगाँ े।

(8) फोटोिोजल्टक पैनल की बैक िीट और एनकै्सुलेंट की ठटकाऊपन बढ़ान े के जलए, नमी-किोर सामिी का उपयोग दकया िाएगा, जिसमें जिभि-प्रेठरत िरण के प्रजत अजधक प्रजतरोध िमता हो।

(9) पानी के ऊपर लगाए गए िंक्िन बॉक्स, िायररंग और कनेक्टर म ेंकम स ेकम आईपी67 का इनिेस प्रोटेक्िन होना चाजहए।

(10) पानी की गुणििा के मापिडं ों का उपयोग उन सामजियों के चयन के जलए दकया िाएगा िो पानी के सीध े संपकव में होती ह,ैं िैसे दक एंकररंग और मूररंग प्रणाली, फ्लोरटंग ्लेटफॉमव और केबल।

(11) िल गणु ििा मापिंडों में िल के भौजतक और रासायजनक, िोनों गुण िाजमल होंग,े जिनमें पीएच, टर्बवजडटी, लिणता, घलु ी हुई ऑक्सीिन, कुल घलु ेहुए िोस पिाथ वऔर तापमान िाजमल ह।ैं 106ट मरू रंग और एंकररंग-(1) मूररंग और एंकररंग िल स्ट्तर में होन ेिाले बिलािों के अनुकूल होनी चाजहए।

(2) मूररंग जसस्ट्टम को स्ट्थान, िल-गहराई, जमट्टी की जस्ट्थजतयों और िल-स्ट्तर म ेंहोने िाल ेबिलािों को ध्यान म ें रखते हुए लगाया िाएगा।

(3) रस्ट्सी, केबल, इलाजस्ट्टक मूररंग, या इनका कोई संयोिन हमिे ा तनािपूण व या बखंची हुई जस्ट्थजत म ें होना चाजहए।

(4) िह िोड, िहााँ मूररंग रजस्ट्सयााँ या केबल फ्लोटसव से िडु ते ह,ैं उसे मज़बूत सामिी से िोडा िाएगा और िल- प्रजतरोधी, िंग-रोधी सामिी से बने फास्ट्टनरों से कसा िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13

(5) एंकर बबंि ुपठरजध फ्लोट्स पर जस्ट्थत होंगे।

(6) फ्लोरटंग सौर संयंत्र ्लेटफामों को या तो िलािय के तल पर या दकनारे या बांध पर लगाया िाएगा।

(7) एंकरों की िास्ट्तजिक जस्ट्थजत, जडज़ाइन दकए गए स्ट्थान के एक मीटर के िायरे के भीतर होनी चाजहए।

(8) एंकररंग की जस्ट्थजत जनधावठरत करने के जलए हिा की गजत का अध्ययन दकया िाएगा। 106ठ केबल रूरटंग और जबछाना-(1) हिा के िबाि और िल स्ट्तर में बिलाि के कारण फ्लोरटंग ्लेटफ़ॉमों की हलचल को समायोजित करने के जलए, ढील के रूप में अजतठरि लंबाई का केबल उपलब्ध कराया िाएगा।

(2) केबलों को िीक से बांधा या क्लपैं दकया िाएगा।

(3) केबल पराबैंगनी दकरणों के प्रजत प्रजतरोधी होन े चाजहए या उन्ह ें सीधे सूयव के प्रकाि से सुरजित रखा िाना चाजहए।

(4) िहााँ भी केबल पानी के संपकव में हो, िहााँ मरीन िेड केबल का उपयोग दकया िाएगा। यदि नॉन-मरीन िडे केबल का उपयोग दकया िाता है, तो उसे उजचत अंतराल पर फ्लोटसव से इस प्रकार बांधा िाएगा दक िह पानी के संपकव म ेंन आए। 106ड िानिरों, रेंगन ेिाल ेिीिों, कृन्तकों और पजियों स ेसरु िा-(1) फ्लोरटंग सोलर ्लांट में काम करने िाले कमवचाठरयों को िानिरों, रेंगने िाल ेिीिों, कृन्तकों और पजियों से बचाने के उपबंध होन े चाजहए।

(2) उपकरणों को इस प्रकार रखा िाना चाजहए दक िानिरों, रेंगने िाल े िीिों, कुतरन े िाल े िीिों और पजियों की जिद्यमानता के कारण उन्ह ेंकोई नुकसान न पहुचाँ े।

(3) पैनल में केबल एंरी के सभी अप्रयुि जछद्रों को बंि कर दिया िाना चाजहए, जिससे चूह ेऔर रेंगने िाल ेिीि अंिर न घुस सकें। 106ढ अन्य सरु िा उपाय-(1) रजस्ट्सयों और केबलों की पहचान के जलए, साइन बोड वके साथ उजचत फ्लोटसव उपलब्ध कराए िाएाँगे, जिससे िहािों या नािों के साथ होन े िाली िघु वटनाओं से बचा िा सके।

(2) इन्िटवर, रांसफ़ॉमवर और जस्ट्िचजगयर से सुसजित फ़्लोरटंग ्लेटफ़ॉमव पर काम करन े िाल े कमवचाठरयों की िश्ृ यता के जलए पयावप्त रोिनी होनी चाजहए।

(3) फोटोिोजल्टक ऐरे िेत्र की सामान्य रोिनी के जलए, उपयुि स्ट्थानों पर लाइरटंग मास्ट्ट लगाए िाएाँगे। 106ण अर्थगिं -(1) सभी गैर-जिद्युत-िाहक धाजत्िक संरचनाओं को तल या दकनारे पर अथव दकया िाएगा।

(2) यदि दकसी भी जस्ट्थजत में बेड-अर्थिंग या िोर-अर्थगिं संभि न हो, तो अर्थिंग ्लेट को तरै ते हुए ्लेटफॉमव के नीचे पानी म ेंडुबोया िाएगा। भाग-ख तटीय पिन ऊिा वसयं त्रं के जनमाणव के जलए तकनीकी मानक 106त साइट का चयन और लआे उट- पिन ऊिाव संयंत्र के जलए साइट के चयन हते ु जनम्नजलजखत बातों पर जिचार दकया िाएगा:-

(1) भूजम का प्रकार- साइट यथासंभि भूिैज्ञाजनक िोषों, उच्च बाढ़ ित्रे ों, उच्च ज्िार िेत्रों, जहमस्ट्खलन-संभाजित िेत्रों और भूस्ट्खलन-संभाजित िेत्रों के जनकट नहीं होगी: परंत ु िे पिन ऊिाव संयंत्र, िो चरम मौसम और स्ट्थल की जस्ट्थजतयों िाल े स्ट्थानों पर जस्ट्थत हैं, उन्ह ेंऐसी जस्ट्थजतयों का सामना करने म ेंसिम बनाया िाएगा।

(2) पिन िमता- पठरयोिना डेिलपर दकसी जिजिष्ट साइट पर प्राप्त गुणििापूण व डेटा का उपयोग, पिन संसाधन की िमता, प्रोिेक्ट की व्यिहायवता और प्रोिेक्ट की जस्ट्थरता के सही जनधावरण के साथ करेगा।14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(3) पठरयोिना लॉजिजस्ट्टक्स- पठरयोिना डेिलपर पिन टरबाइन और अन्य उपकरणों को साइट तक पहुचाँ ाने के जलए लॉजिजस्ट्टक्स की व्यिस्ट्था सुजनजश्चत करेगा।

(4) लआे उट सबं धं ी जिचार: भूजम के भीतर पिन टबावइनों के स्ट्थानों को, उपयुि पिन प्रिाह मॉडबलंग का उपयोग करके अनुकूजलत दकया िाएगा। 106थ पिन ऊिा व सयं त्रं की जडज़ाइन लाइफ़: पिन ऊिाव संयंत्र, जिसमें संबंजधत पिन टबावइन भी सजम्मजलत ह,ैं को इस तरह स ेजडज़ाइन दकया िाएगा दक उसकी सेिा अिजध कम से कम पच्चीस िषव हो। 106द साधारण आिश्यकताएाँ-(1) पिन टरबाइन का जडज़ाइन और उसकी स्ट्थापना संबंजधत मानकों के अनरूु प होगी।

(2) पठरयोिना डेिलपर यह सुजनजश्चत करेगा दक प्रमुख हिा की दििा के लंबित दििा में, दकसी अन्य डेिलपर के टबावइन से न्यूनतम िरू ी रोटर के व्यास की पााँच गुना हो; और प्रमुख हिा की दििा में न्यूनतम िरू ी रोटर के व्यास की सात गुना हो। यदि दकसी अन्य प्रोिेक्ट डेिलपर की आस-पास की टबावइनों के रोटर का व्यास पृथक हो, तो उनके बीच की िरू ी की सगं णना के जलए बडी टबावइन के रोटर के व्यास को आधार माना िाएगा।

(3) डेिलपर सािविजनक सडकों, रेलिे पटठरयों, रािमागों, इमारतों, सािविजनक संस्ट्थानों और रांसजमिन लाइनों से एचएच+1/2*आरडी+5 मीटर (हब की ऊाँचाई + रोटर के व्यास का आधा + 5 मीटर) की िरू ी सुजनजश्चत करेगा।

(4) िोर को कम करने के जलए, दकसी भी आिासीय समूह के 500 मीटर के िायरे म ें पिन टरबाइन स्ट्थाजपत नहीं दकया िाएगा। स्ट्पष्टीकरण: इस उप-जिजनयम के प्रयोिन के जलए, ‘आिासों के समूह’ से, िब तक दक समुजचत राज्य सरकार द्वारा कोई अन्य मानिडं जिजनर्िवष्ट न दकया गया हो, कम से कम 15 आबाि इमारतें अजभप्रेत ह।ैं

(5) प्रत्येक पिन टरबाइन पर एक रेजडयो-आिृजि आइडेंठटदफ़केिन टैग लगा होगा, िो सभी पयाविरणीय पठरजस्ट्थजतयों का सामना करन ेमें सिम होगा; साथ ही, इस रेजडयो-आिृजि आइडेंठटदफ़केिन टैग म ेंजनम्नजलजखत िानकारी भी सजम्मजलत होगी:- (क) पिन टरबाइन के जनमावता का नाम;

(ख) जनमावण का मास और िष;व (ग) उद्गम िेि; (घ) रेटेड िजि; (ङ) टबावइन का जिजिष्ट सीठरयल नबं र और मॉडल नंबर; (च) आईएस/आईईसी/आईईसीआरई/िीएल या अन्य संबंजधत मानक, पिन टरबाइन प्रकार प्रमाण पत्र प्राप्त करने की तारीख और िषव; और (छ) टाइप सर्टवदफ़केिन िारी करने िाली अजभकरण का नाम।

(6) पिन टरबाइन िनरेटर का जडज़ाइन, परीिण और प्रमाणन संबंजधत मानकों के अनुसार होगा।

(7) टािर और नैसले के अंिर संचालन और रखरखाि के कायों के जलए पयावप्त रोिनी की व्यिस्ट्था की िाएगी।

(8) पिन टबावइनों पर ऐसे िश्ृ य जचह्न और लाइटें लगाई िाएंगी, िो सुसंगत मानकों के अनुसार दिन और रात िोनों समय दिखाई िें।

(9) नैसेल के ऊपर जिमान चेतािनी लाइटें लगाई िाएगं ी।

(10) पिन टबावइन के ब्लडे , नैसले और टािर म ें संबंजधत मानकों के अनुसार जिद्युतसे सुरिा की व्यिस्ट्था की िाएगी। 106ध प्रमखु उपस्ट्कर.- पिन ऊिाव संयत्रं में मुख्य रूप से जनम्नजलजखत उपकरण सजम्मजलत होंग:े -[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15

(1) ब्लेड;

(2) नैसेल;

(3) टािर;

(4) नींि या आधार;

(5) रांसफामवर; और

(6) अन्य उपकरण, िो दक इस प्रकार ह:ैं- (क) केबल, पाइप, सुरिा घटक और अन्य सहायक उपकरण; (ख) मीटररंग उपकरण; (ग) अर्थगिं जसस्ट्टम; (घ) लाइटबनंग अरेस्ट्टर; (ङ) अजग्न जनिारण और अजग्न सरु िा प्रणाली; (च) डेटा संचार प्रणाली; और (छ) साइबर सरु िा उपकरण और औिार। 106न प्रमखु उपकरणों की मख्ु य तकनीकी अपिे ाए.ाँ -

(1) ब्लडे -(क) ब्लडे ों का जडज़ाइन संबंजधत मानकों के अनुसार दकया िाएगा; (ख) ब्लडे ों म ें सुसंगत मानकों के अनुसार दिन और रात िोनों समय िश्ृ यता की व्यिस्ट्था की िाएगी; और (ग) ब्लेडों को िरार, िल ठरसाि, बफव िमने और जिद्युत जगरन ेसे होने िाले नुकसान से सुरजित रखा िाएगा।

(2) नासले -(क) रोटर असेंबली का जनमावण और संयोिन संबंजधत मानकों के अनुसार दकया िाएगा; (ख) रोटर असेंबली म ेंजपच और यॉ जनयंत्रण की व्यिस्ट्था होगी; (ग) जगयर बॉक्स िाली टबावइन म ेंउजचत लुजब्रकेिन (स्नेहन) की व्यिस्ट्था होगी;

(घ) िनरेटर कम से कम जनम्नजलजखत तकनीकी जिजिष्टताओं को परू ा करेगा:-

(i) आउटपुट जिद्युत को एमिीए, मेगािाट और एमिीएआर में व्यि दकया िाएगा और आउटपुट करंट को एम्पीयर में व्यि दकया िाएगा; यह साइट पर भारत मौसम जिज्ञान जिभाग द्वारा बताए गए पठरिेिी तापमानों के जलए होगा, िो न्यनू तम स ेअजधकतम तक 10℃ के चरणों में होंगे;

(ii) िनरेटर में भीतरी उपयोग के जलए न्यनू तम आईपी20 और बाहरी उपयोग के जलए आईपी55 इनिेस प्रोटेक्िन (प्रिेि सरु िा) होगी;

(iii) पठरिेिी तापमान म ें िनरेटर को संचाजलत करन े के जलए उजचत कूबलंग (िीतलन) व्यिस्ट्था की िाएगी; और

(iv) िनरेटर 20% से 100% की सापेि आद्रतव ा सीमा पर संचाजलत होने म ेंसिम होगा। (ड) िनरेटर में स्ट्टेटर िाइंबडंग्स में स्ट्थाजपत तापमान सेंसर लगे होंगे; (च) िनरेटर में तापमान-जनयंजत्रत कूबलंग जसस्ट्टम लगा होगा;

(छ) िनरेटर िाइंबडंग्स में संिारण से सुरिा की व्यिस्ट्था होगी, तादक साइट पर उच्च सापेि आद्रवता या तापमान के उतार-चढ़ाि के कारण होन े िाली सघं नन की समस्ट्याओं से जनपटा िा सके; (ि) िनरेटर को िॉटव सर्कवट, अथ व फॉल्ट, ओिर करंट और ओिर िोल्टेि या अंडर िोल्टेि स े सुरजित रखा िाएगा;

(ञ) नैसेल म ेंिेंठटलेिन, कंरोल और सुरिा उपकरण उपलब्ध कराए िाएंगे; और (ट) कन्िटवर कम से कम जनम्नजलजखत तकनीकी जिजिष्टताओं को परू ा करेगा:-16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(i) आउटपुट पािर को एमिीए, मेगािाट और एमिीएआर में व्यि दकया िाएगा और आउटपुट करंट को एम्पीयर म ें व्यि दकया िाएगा; यह साइट पर भारत मौसम जिज्ञान जिभाग द्वारा बताए गए पठरिेिी तापमानों के जलए होगा, िो न्यनू तम स ेअजधकतम तक 10℃ के चरणों में होंगे;

(ii) कन्िटवर का पािर फैक्टर 0.9 लीबडंग से 0.9 लैबगगं तक की समायोज्य सीमा में होगा;

(iii) कन्िटवर में इनडोर उपयोग के जलए न्यनू तम आईपी20 और आउटडोर उपयोग के जलए आईपी55 इनिेस प्रोटेक्िन होगी;

(iv) कन्िटवर में एक कुिल कूबलगं जसस्ट्टम होगा, तादक न्यनू तम 97% ििता प्राप्त की िा सके;

(v) कन्िटवर 20% से 100% की सापेि आद्रवता सीमा पर संचाजलत होने म ेंसिम होगा; और

(vi) कन्िटवर म ें सुरिा प्रणाजलयााँ होनी चाजहए, िैस े दक अल्टरनेरटंग करंट िॉटव सर्कवट सरु िा, लीकेि करंट सुरिा, िाउंड फॉल्ट मॉजनटररंग, आकव फॉल्ट सर्कवट इंटर्टर और ओिरिोल्टेि सुरिा।

(3) टािर-(क) टािर के आधार से लेकर नैसले तक, टािर के भीतर एक सीढ़ी और स्ट्िचाजलत चढ़ाई प्रणाली उपलब्ध कराई िाएगी; (ख) टािर में उजचत अंतरालों पर आराम करन ेके जलए स्ट्थान उपलब्ध कराया िाएगा; और (ग) टािर में केबल रे पर जिद्युत और संचार केबल जबछान े की व्यिस्ट्था होगी, जिसमें िोल्टेि स्ट्तरों को अलग-अलग रखा िाएगा।

(4) नींि या आधार- पिन टरबाइन की नींि संबंजधत मानकों के अनुसार होगी।

(5) रासं फ़ॉमरव - बिंड टबावइन पर लगाया गया रांसफ़ॉमवर संबंजधत मानकों के अनुसार होगा।

(6) अन्य उपस्ट्कर- केबल, पाइप, जनयंत्रण और सुरिा उपकरण, संचार प्रणाली, मीटररंग उपकरण, अर्थगिं प्रणाली, लाइटबनंग अरेस्ट्टर, अजग्न जनिारण और अजग्न सुरिा प्रणाली सजहत अन्य उपकरणों के जलए आिश्यकताए ाँ जनम्नानुसार होंगी- केंद्रीय जिद्युत प्राजधकरण (मीटरों का अजधष्ठापन और प्रचालन) जिजनयम, 2006, केंद्रीय जिद्युत प्राजधकरण (जिद्युत प्रणाली संचालन में संचार प्रणाली के जलए तकनीकी मानक) जिजनयम, 2020 और केंद्रीय जिद्युत प्राजधकरण (सुरिा एि ं जिद्युत आपूर्त व से संबंजधत उपाय) जिजनयम, 2023।

(7) जनयत्रं ण कि-(क)कंरोल रूम में कंरोल और ठरले पैनल और अन्य सभी इनडोर उपकरण, मापन,े माजनटररंग और ठरकॉर्डिंग जसस्ट्टम रखे िाएगाँ े। (ख) प्रचालन और रखरखाि कमवचाठरयों के जलए पयावप्त िगह उपलब्ध कराई िाएगी। (ग) भजिष्य की ज़रूरतों के जलए भी स्ट्थान का प्रािधान रखा िाएगा। (घ) बिंड जिद्युत संयंत्र म ेंऑपरेरटंग इंटरफ़ेस जडस्ट््ल े के ज़ठरए जनम्नजलजखत परै ामीटर िेखे िा सकेंगे:-

(i) बिंड टबावइन िनरेटर का तापमान;

(ii) आउटपुट िोल्टेि और करंट;

(iii) आउटपुट पािर (एजक्टि और ठरएजक्टि);

(iv) पािर फैक्टर;

(v) हिा की गजत;

(vi) सापेि आद्रतव ा;

(vii) आस-पास का तापमान; और

(viii) अल्टरनेरटंग करंट ओिर िोल्टेि, अल्टरनेरटंग करंट अडं र िोल्टेि, ओिर आिृजि, अंडर आिृजि और िाउंड फ़ॉल्ट। 106प सचं ार प्रणाली-(1) पिन ऊिा वसंयंत्र का संचार तंत्र, केंद्रीय जिद्युत प्राजधकरण (जिद्युत प्रणाली संचालन म ेंसंचार तंत्र के जलए तकनीकी मानक) जिजनयम, 2020 के अनुरूप होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17

(2) िनरेटर कंरोलर, संचार के जलए मोडबस आरटीय/ू टीसीपी, आईइसी 61850, या दकसी अन्य सुसंगत मानक का समथवन करेगा, जिससे संयत्रं की पयविेिी जनयंत्रण और डटे ा अजधिहण प्रणाली तथा जिड जनयंत्रण केंद्र के साथ पूण व अनुकूलता सुजनजश्चत दकया िा सके। भाग- ख1 अपतटीय पिन ऊिा वसयं त्रं के जनमाणव के जलए तकनीकी मानक 106फ अपतटीय पिन ऊिाव संयंत्र के जनमावण के जलए अजतठरि आिश्यकताएाँ – इस अध्याय के अंतगवत दिए गए जनयम अपतटीय पिन ऊिाव संयंत्र के जनमावण पर लागू होंगे, िो दक अध्याय 6 के भाग ख के अधीन उपबंजधत जनयमों के अजतठरि होंगे। 106ब सामान्य आिश्यकताएं-(1) स्ट्थल चयन- अपतटीय पिन संयंत्र के जलए स्ट्थल राष्ट्रीय अपतटीय पिन ऊिा व नीजत- 2015 के अनुसार होगा।

(2) केबल रूट-(क) केबल का रास्ट्ता सभी संबंजधत अध्ययनों और सिेिणों के आधार पर तय दकया िाएगा; (ख) केबल की लंबाई और आकार के अनुकूलन के जलए जिश्वसनीयता, िोल्टेि प्रोफ़ाइल और कंडक्टर म ेंहोन े िाले नुकसान पर जिचार दकया िाएगा;

(ग) पिन टबावइनों की एक श्ृंखला को प्राथजमकता के आधार पर एक 'बस्ट्रंग' के रूप म ें िोडा िाएगा और दफर उसे अपतटीय उपस्ट्टेिन स ेिोडा िाएगा; (घ) केबल को केबल जनमावता द्वारा बताए गए 'बेंबडगं रेजडयस' (मोडने की जत्रज्या) के अनुसार जबछाया िाएगा;

(ङ) केबल के रास्ट्ते पर पोत पठरिहन का असर (िैसे दक लगं र डालन े पर रोक िाल े िेत्रों के कारण) और जिद्युत के हस्ट्तिपे के कारण कंपास में होने िाल ेजिचलन को ध्यान में रखा िाएगा; और (च) केबल के सभी िॉबसंग 'अतं रावष्ट्रीय केबल सरु िा सजमजत' के मागिव िवक जसद्धांतों के अनुसार होंगे।

(3) पिन टबाइव न लआे उट-(क) पिन टबावइनों को इस तरह स े व्यिजस्ट्थत दकया िाएगा जिससे जिद्युत उत्पािन अजधकतम हो सके; और (ख) लेआउट से संबंजधत सभी ितें राष्ट्रीय अपतटीय पिन नीजत-2015 के अनुसार होंगी। 106भ पिन टबाइव न की नींि-(1) बिंड टबावइन के आधार का जडज़ाइन संबंजधत मानक के अनुसार होगा।

(2) समुद्र तल पर, दफक्स्ट्ड-बॉटम फाउंडेिन और फ्लोरटंग फाउंडिे न के एंकरों के जलए, धाराओं और लहरों के कारण होन े िाले कटाि को रोकने के जलए 'स्ट्काउर प्रोटेक्िन' (कटाि-रोधी सुरिा) प्रिान की िाएगी।

(3) बिंड टबावइन टािर और फाउंडिे न को एक 'रांजज़िन पीस' (सिं मण-खंड) द्वारा िोडा िाएगा।

(4) रांजज़िन पीस जनम्नजलजखत प्रकार का होगा:- (क) स्ट्टील के पाइप का बना हो और उसका िोड (कनेक्िन) बोल्टेड या िाउटेड प्रकार का हो; (ख) बेहतर िश्ृ यता के जलए उस पर पीला रंग दकया गया हो; (ग) उसमें ्लेटफॉमव, सीदढ़यााँ और नाि-उतरने की प्रणाजलयााँ हों, तादक मरम्मत और रखरखाि के कायों के जलए टबावइन टािर तक पहुचाँ ा िा सके;

(घ) बिंड टबावइन और फाउंडेिन संरचना के बीच केबलों को िोडने के जलए उसमें िे-ट्यूब या आइ-ट्यूब की व्यिस्ट्था हो; (ङ) छोटी नािों और िलयानों की टक्कर से बचाने के जलए, उपयिु उपायों द्वारा उसे सुरजित दकया गया हो;

और (च) उसमें एक ऐसा ्लेटफॉमव हो जिस पर िेन लगी हो; यह िेन जिद्युत के केबलों को खींचने, सर्िवस िेसल्स (सेिा-िहािों) से सामान ऊपर उिाने और स्ट्रेचरों को सर्िवस िसे ल्स तक पहुचाँ ाने के जलए उपयिु हो।

(5) िंग (कोरोज़न) और यांजत्रक बलों से सुरिा के जलए, फाउंडेिन, रांजज़िन पीस और टािर के भीतरी और बाहरी, िोनों जहस्ट्सों पर सुरिात्मक कोरटंग की िाएगी।18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(6) समुद्र के पानी के उच्चतम स्ट्तर और सहायक संरचना के सबसे जनचले दकनारे के बीच, हर समय कम से कम 1.5 मीटर का 'एयर गैप' (हिा का अंतराल) बनाए रखा िाना चाजहए; यहा ाँयह ध्यान रह ेदक सहायक संरचना का यह जनचला दकनारा लहरों के प्रभाि से उत्पन्न होने िाल ेबलों को झेलने के जलए जडज़ाइन नहीं दकया गया होता ह।ै 106म रोटर एसबें ली- ब्लडे के जसरे और औसत उच्च ज्िार िल स्ट्तर के बीच कम से कम 22 मीटर की िरू ी होगी। 106य नासले -े (1) हिा की गजत और हिा की दििा बताने िाल ेसेंसर सबसे ऊपर लगाए िाएगाँ े।

(2) िनरेटर के जलए एंटी-िाइब्रेिन माउंट लगाया िाएगा। 106यक रासं फामरव -(1) सभी तेल से भरे रांसफामवरों का फ्लैि पॉइंट अजधक होना चाजहए तादक आग लगने का खतरा कम हो और बार-बार मरम्मत और रखरखाि की आिश्यकता न पडे।

(2) रांसफामवरों के जलए सिव अरेस्ट्टर लगाए िाएंगे। 106यख सहायक प्रणाली-(1) सहायक रांसफ़ॉमवर, पिन टबावइन िनरेटर से स्लाई लेगा।

(2) िब भी पिन टबावइन िनरेटर जिद्युत उत्पन्न नहीं कर रहा हो, तो जिड से सहायक जिद्युत लेने की व्यिस्ट्था होगी: परंतु जिड आपूर्तव न होन े पर ज़रूरी उपस्ट्करों और जडिाइसों को स्लाई िेने के जलए एक स्ट्थानीय डीज़ल िनरेटर सेट लगाया िाएगा। 106यग िरिाज़ ेऔर हचै - टािर और नसै ेल में प्रिेि के जलए, टािर के आधार और टािर के िीषव पर प्रिेि द्वार उपलब्ध कराए िाएाँगे। 106यघ अपतटीय सबस्ट्टेिन-(1) जनमाणव - अपतटीय िैकजल्पक करंट उपस्ट्टेिन का जनमावण िो जहस्ट्सों, अथावत् टॉपसाइड और फ़ाउंडेिन सबस्ट्रक्चर में दकया िाएगा।

(2) फ़ाउंडेिन सबस्ट्रक्चर- (क) सबस्ट्टेिन का फ़ाउंडेिन पानी की गहराई के आधार पर दफ़क्स्ट्ड-बॉटम या फ़्लोरटंग होगा; (ख) दफ़क्स्ट्ड-बॉटम फ़ाउंडेिन मोनोपोल, मल्टीपल या िैकेट फ़्रेम टाइप का होगा; (ग) फ़्लोरटंग फ़ाउंडेिन सेमी-सबमर्सवबल, बािव या स्ट्पार टाइप का होगा;

(घ) फ़ाउंडेिन और रांजज़िन पीस म ेंकेबल एंरी िे-ट्यूब या आई-ट्यबू , बोट लैंबडगं की सुजिधा, पहुचाँ ने के जलए सीदढ़यााँ, लाइफ़बोट और नािों से सामान चढ़ाने या उतारने के जलए िेन िैसी सुजिधाएाँ होंगी; (ङ) फ़ाउंडेिन सबस्ट्रक्चर को टक्कर या झटके से बचाने की सुरिा िी िाएगी; और (च) सबस्ट्रक्चर को पीले रंग से रंगा िाएगा।

(3) टॉपसाइड में मुख्य उपस्ट्कर रख े िाएाँगे, िैसे रांसफ़ॉमवर, ऐरे केबल, एक्सपोटव केबल, अलग-अलग सहायक उपस्ट्कर, लो िोल्टेि और हाई िोल्टेि बसबार, जस्ट्िचजगयर और सुरिा जडिाइस।

(4) स्ट्टेप-अप रांसफ़ॉमवर की लो िोल्टेि और हाई िोल्टेि िाइंबडगं की रेरटंग ऐसी होगी दक िह पािर फ़्लो को सबसे अच्छा बना सके।

(5) लो िोल्टेि और हाई िोल्टेि, िोनों बस के जलए बसंगल बस स्ट्कीम िी िा सकेगी।

(6) अलग-अलग जनगरानी और जनयंत्रण के काय व करने के जलए एक जनयंत्रण कि होगा।

(7) बिंड टबावइन जसस्ट्टम की जनगरानी और जनयंत्रण के जलए सुपरिाइज़री कंरोल और डेटा एदक्वजज़िन सिवर और िसू रे सिवर इस्ट्तेमाल दकए िाएगाँ े।

(8) सहायक जसस्ट्टम- सहायक रांसफ़ॉमवर, अल्टरनेरटंग करंट और डायरेक्ट करंट पािर स्लाई के स्रोत सबस्ट्टेिन के सहायक लोड को पािर िेंगे।

(9) हीरटंग, िठें टलिे न और एयर कंडीिबनगं जसस्ट्टम- जिद्युत के और अन्य उपस्ट्कर अंिर रखे िाएाँगे, तादक उन्ह ें सभी तरह के मौसम स ेबचाया िा सके और उन्ह ेंिीक से िंडा और हिािार रखा िा सके।

(10) जिद्यतु स ेसरु िा- पूरे सबस्ट्टेिन के स्ट्रक्चर को तजडत से बचाने की सुरिा िी िाएगी।

(11)सचं ार प्रणाली-(क) नेजिगिे न की ज़रूरतों के जलए टॉपसाइड के सबसे ऊपर एक एंटीना मास्ट्ट लगाया िाएगा; (ख) ऑफ़िोर सबस्ट्टेिन और ऑनिोर सबस्ट्टेिन के बीच मख्ु य संचार बलंक पािर एक्सपोटव केबल के अंिर लगी फ़ाइबर-ऑज्टक केबल के ज़ठरए बनाया िाएगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 (ग) पािर केबल में लगी संचार केबल स ेजमली िानकारी को अलग-अलग मॉजनटररंग और जनयंत्रण जसस्ट्टम में भेिा िाएगा; और (घ) बेहतर होगा दक जिजभन्न घटनाओं और जडिाइस का समय बसंिनाइज़ेिन स्ट्िििे ी उपिह-आधाठरत प्रणाली स ेदकया िाए।

(12) सबस्ट्टेिन के सभी कमरों और िेत्रों में, जिजनर्िवष्ट कायों को पूरा करन ेके जलए पयावप्त रोिनी की व्यिस्ट्था होनी चाजहए।

(13) बैकअप जिद्युत आपूर्त व प्रणाली म ें पयावप्त िमता िाला डीज़ल िनरेटर सेट होगा, तादक महत्िपूणव प्रणाजलयों की ज़रूरतों को पूरा दकया िा सके।

(14) िहााँ एक हले ीपैड और एक हले ीहोइस्ट्ट होना चाजहए, तादक सभी मौसम की जस्ट्थजतयों में पहुचाँ सुजनजश्चत की िा सके। 106यङ जिद्यतु केबल-(1) एरे केबल- (क) एरे केबल की िोल्टेि रेरटंग इस प्रकार होगी िो पािर फ्लो को ऑज्टमाइज़ करे। इसमें 3 कोर या 4 कोर एल्युजमजनयम या कॉपर, िॉस-बलंक्ड पॉलीइथाइलीन या एजथलीन प्रोपाइलीन रबर इंसुलेिन, एम्बेडेड फाइबर ऑज्टक केबल, स्ट्टील आमवररंग और िीबथगं होगी;

(ख) बिंड टबावइन और ऑफिोर सबस्ट्टेिन िोनों की नींि पर एरे केबल की एंरी िे-ट्यूब या आई-ट्यूब के ज़ठरए होगी; और (ग) पिन टबावइन िनरेटर से इकट्ठा की गई जिद्युत ल ेिाने िाली आने िाली एरे केबल को िे-ट्यूब या आई- ट्यूब के ज़ठरए प्राप्त दकया िाएगा और सबस्ट्टेिन के लो िोल्टेि बसबार पर टर्मवनेट दकया िाएगा।

(2) जनयातव केबल-(क) जनयावत केबल की िोल्टेि रेरटंग ऐसी होनी चाजहए जिससे पािर फ्लो ऑज्टमाइज़ हो सके। इसमें 3 कोर या 4 कोर एल्युजमजनयम या कॉपर िॉस-बलंक्ड पॉलीइथाइलीन या एजथलीन प्रोपाइलीन रबर इंसुलेिन, एम्बेडेड फाइबर ऑज्टक केबल, स्ट्टील आमवररंग और िीबथंग होगी;

(ख) ऑफिोर सबस्ट्टेिन की नींि पर एक्सपोटव केबल की एंरी िे-ट्यूब या आई-ट्यूब के ज़ठरए होगी; (ग) अपतटीय सबस्ट्टेिन या उच्च िोल्टेि डायरेक्ट करंट कन्िटवर स्ट्टेिन को जनयावत केबल के ज़ठरए ऑनिोर सबस्ट्टेिन से िोडा िाएगा; और (घ) एक्सपोटव केबल म ेंएन-1 जिश्वसनीयता मानिंड होंगे। 106यच राजं ज़िन पॉइंट-(1) एक्सपोटव केबल को ज़मीन के नीचे िबाया िाएगा और रांजज़िन िंक्िन बॉक्स पर िोडा िाएगा।

(2) रांजज़िन िंक्िन बॉक्स को कोस्ट्टल रेगुलिे न ज़ोन की सीमा के बाहर रखा िाएगा और उसके चारों ओर बाड लगाई िाएगी तादक कोई भी अनाजधकृत व्यजि अंिर न आ सके। 106यछ अर्थगिं - नींि से िडु ी अर्थिंग रॉड, करंट न ले िाने िाली सभी धातु की संरचनाओं को अथव करेगी। भाग- ग बटै री ऊिा वभडं ारण प्रणाली के जनमाणव के जलए तकनीकी मानक 106यि साइट का चयन और लआे उट सबं धं ी जिचार- साइट को भूिैज्ञाजनक िोषों, उच्च बाढ़ िेत्रों, उच्च ज्िार िेत्रों, जहमस्ट्खलन और भूस्ट्खलन की आिंका िाल ेिेत्रों से, िहााँ तक संभि हो, िरू रखा िाएगा:

बिते दक बैटरी ऊिा वभंडारण प्रणाली, िो अत्यजधक मौसम और साइट की जस्ट्थजतयों म ेंजस्ट्थत ह,ैं उन्ह ेंऐसी जस्ट्थजतयों का सामना करने के जलए जडज़ाइन दकया िाएगा। 106यझ जसजिल सरं चना-(1) सभी संरचनाओं और नींिों को बैटरी ऊिाव भंडारण प्रणाली के सेिा अिजध के अनरूु प जडज़ाइन दकया िाएगा।

(2) बैटरी ऊिाव भडं ारण प्रणाली को भारतीय मानक ब्यूरो द्वारा िारी राष्ट्रीय भिन संजहता के अनसु ार भूकंप- रोधी ब्रेबसंग प्रिान की िाएगी।

(3) सुसंगत मानकों के अनुसार, स्ट्थापना, चाल ूकरन ेऔर संचालन तथा रखरखाि के िौरान बैटरी ऊिाव भडं ारण प्रणाली के उपस्ट्करों की दिया के जलए उजचत पहुचाँ या स्ट्थान होगा। 106यञ अनप्रु योग और उपयोग के मामल-े बैटरी ऊिा वभंडारण प्रणाली को अपेिा के अनुसार, जनम्नजलजखत म ेंस ेदकसी एक या दकसी भी संयोिन के जलए जडज़ाइन दकया िाएगा: -20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(1) आउटपुट की अजस्ट्थरता और पठरितवनिीलता को कम करके और जिद्युत की गुणििा में सुधार करके, निीकरणीय ऊिाव स्रोतों के जिड एकीकरण में सहायता करना।

(2) लगातार ऊिाव आपूर्तव प्रिान करने के जलए ऊिाव भंडारण का उपयोग करके, निीकरणीय ऊिाव स्रोतों से जस्ट्थर िमता प्रिान करना।

(3) कम कीमत िाल ेसमय के िौरान खरीिी गई सस्ट्ती जिद्युत से चाि वकरना और अजधक कीमत िाले समय के िौरान इसे िापस जिड में जडस्ट्चािव करना।

(4) जिद्युत के असतं ुलन और रुकािटों को िरू करके पारेषण और जितरण प्रणाली के प्रििनव को बढ़ाना।

(5) पीक मांग (अजधकतम मागं ) के िौरान जडस्ट्चािव करके भीडभाड से संबंजधत लागत स े बचना, तादक पारेषण िमता की अपिे ाओं कम हों और पारेषण या जितरण बुजनयािी ढांचे को अपिडे करन ेकी आिश्यकता को टालना या उससे बचना।

(6) सबस्ट्टेिन म ेंजस्ट्िबचंग घटकों, संचार और जनयंत्रण उपकरणों को जिद्युत प्रिान करना।

(7) जिद्युत की आपूर्त व और मांग के बीच बिलािों के ििाब म ें जिद्युत के आउटपुट को बिलना और जिड िोल्टेि को अनुमेय सीमा के भीतर बनाए रखने के जलए ठरएजक्टि पािर का प्रबंधन करना।

(8) अंजतम उपयोगकतावओं के जलए जिद्युत की कुल लागत को कम करना, जिससे िाहक कम कीमत िाले समय के िौरान बैटरी ऊिाव भडं ारण प्रणाली को चािव कर सकें और जिजिष्ट पीक मांग िाले समय के िौरान इसे जडस्ट्चािव कर सकें।

(9) ईंधन की लागत से बचने और पारंपठरक ब्लैक-स्ट्टाटव िनरेटर स े होने िाले उत्सिवन को कम करन े के जलए ब्लैक- स्ट्टाटव सेिा प्रिान करना।

(10) बैटरी ऊिाव भंडारण प्रणाली का कोई भी अन्य अनुप्रयोग िो जिड-इंटरैजक्टि (जिड से िडु ा हुआ) हो: परंतु सभी बैटरी ऊिाव भडं ारण प्रणाजलयों म ें सदिय जिद्युत जनयंत्रण, ठरएजक्टि पािर, िोल्टेि जनयंत्रण, आिृजि प्रजतदिया, िोष और आिृजि राइड-थ्र,ू संचार और जनयंत्रण (स्ट्काडा/इएमएस एकीकरण), रैंप िर जनयंत्रण और नाइट मोड संचालन की िमताएं होगी:

और, परंत ु 50 मेगािाट और उससे अजधक की स्ट्थाजपत िमता िाली बैटरी ऊिाव भडं ारण प्रणाजलयों म ें स्ट्िचाजलत उत्पािन जनयंत्रण, जिड-फॉर्मिंग इन्िटवर िमता और ब्लैक-स्ट्टाटव िमता िैसी अजतठरि िमताएं होगी: बिते दक 'कूबलगं ऑफ पीठरयड' (िंडा होने की अिजध) िैसे प्रजतबंध बैटरी ऊिाव भंडारण प्रणाली के लचील े संचालन म ेंबाधा नहीं डालगें े। 106यट मख्ु य उपस्ट्कर- बैटरी ऊिाव भंडारण प्रणाली में मुख्य रूप से जनम्नजलजखत उपकरण सजम्मजलत होंगे:-

(1) सले , बैटरी मॉड्यूल, बैटरी रैक, बैटरी कंटेनर;

(2) बैटरी प्रबंधन प्रणाली;

(3) जिद्युत रूपांतरण प्रणाली; और

(4) ऊिाव प्रबंधन प्रणाली। 106यि बटै री ऊिा वभडं ारण प्रणाली के घटक-(1) सले , बैटरी मॉड्यलू , बैटरी रैक, बैटरी कंटेनर- (क) हर बैटरी मॉड्यलू पर कम से कम जनमातव ा का नाम, मलू िेि, सले का प्रकार, नेम्लेट रेरटंग और जनमावण की तारीख का लेबल लगा होगा;

(ख) हर मॉड्यलू म ेंएक रेजडयो आिृजि पहचान टैग होना चाजहए जिसमें नीचे िी गई िानकारी सजम्मजलत हो:-

(i) सेल का प्रकार;

(ii) हर सेल और मॉड्यूल के जनमावता का नाम;

(iii) जनमावण का मास और िष;व

(iv) मूल ििे ;

(v) नेम्लेट रेरटंग;

(vi) मॉड्यूल का यूजनक सीठरयल नबं र और मॉडल नंबर;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21

(vii) योग्यता प्रमाण पत्र प्राप्त करने की तारीख; और

(viii) टेबस्ट्टंग प्रमाण पत्र िारी करने िाली लैब का नाम। (ग) हर बैटरी रैक में ज़रूरत पडने पर, जसस्ट्टम के बाकी जहस्ट्सों से खुि को अलग करने की व्यिस्ट्था होगी; (घ) बैटरी कंटेनर को:-

(i) संबंजधत मानकों के अनुसार तापमान, िबाि, जिस्ट्फोट और कंपन िैसे अत्यजधक मापिंडों को झेलने म ेंसिम होगा;

(ii)बैटठरयों के ऑपरेरटंग तापमान की सीमा को बनाए रखन े के जलए उसम ेंकूबलगं की व्यिस्ट्था होगी;

(iii)मौसम-रोधी और धूल-रोधी होगा, साथ ही उसमें नमी के िमने, पानी के अंिर आन,े हिा म ेंमौिूि नमक और धूल को रोकन े की व्यिस्ट्था होगी; और

(iv)बैटरी ऊिाव भंडारण प्रणाली के घटकों को खराब होने से बचाने के जलए िगं -रोधी होगा।

(2) बटै री प्रबधं न प्रणाली-(क) बैटरी प्रबंधन प्रणाली मॉड्यूल स्ट्तर, रैक स्ट्तर और कंटेनर स्ट्तर पर उपलब्ध कराई िाएगी; और (ख) बैटरी प्रबंधन प्रणाली को नीच ेदिए गए कायव करने म ेंसिम होगा:-

(i) रीयल-टाइम िोल्टेि, करंट, चािव की जस्ट्थजत, स्ट्िास्ट््य की जस्ट्थजत और तापमान की जनगरानी करना;

(ii)बैटठरयों के चािव होने और जडस्ट्चािव होन े को जनयंजत्रत करना;

(iii)बैटरी को गहरे जडस्ट्चािव, ज़्यािा िोल्टेि, ज़्यािा करंट और ज़्यािा तापमान स ेबचाना;

(iv)अलग-अलग सले ों के एक समान चािव होने और जडस्ट्चािव होने को सुजनजश्चत करने के जलए सेल संतुलन का कायव प्रिान करना; और

(v)जडज़ाइन की ज़रूरत के अनसु ार, पािर रूपांतरण प्रणाली या ऊिा व प्रबंधन प्रणाली, या िोनों के साथ संपकव करना।

(3) पािर रूपातं रण प्रणाली-(क) सामान्य आिश्यकताएाँ-

(i) पािर रूपांतरण प्रणाली म,ें उपयोग और पािर कॉजन्फ़गरेिन के आधार पर, एक या एक स ेज़्यािा पािर कंडीिबनगं इकाइयााँ सजम्मजलत होंगी; और

(ii)यदि जिद्युत रूपांतरण प्रणाली बाहर (आउटडोर) लगाई गयी है, तो संबंजधत मानकों के अनुसार इनिेस प्रोटेक्िन (अिं रूनी सुरिा) प्रिान की िाएगी। (ख) पािर कन्िज़वन जसस्ट्टम में य ेजििेषताएं होंगी:-

(i) यह पूरी तरह से स्ट्िचाजलत और जबना दकसी की िेखरेख के काम करने म ेंसिम हो;

(ii)यह जिड के साथ बसंिोनाइज़ (तालमेल जबिाने) और उसस ेजडस्ट्कनेक्ट होने म ेंसिम हो;

(iii)इसमें खुि की सुरिा और खराबी का पता लगाने की जििेषताएं सजम्मजलत हों, तादक दकसी कंपोनेंट के खराब होन े या ऑपरेरटंग पैरामीटर के असामान्य होने पर यह खुि को नुकसान स ेबचा सके;

(iv)इसमें रखरखाि के काम के जलए अपन ेअल्टरनेरटंग करंट (एसी) और डायरेक्ट करंट (डीसी) िोनों टर्मवनलों को जडस्ट्कनेक्ट करन े की व्यिस्ट्था सजम्मजलत हो;

(v)यह ऐसा कोई इलेक्रोमैग्नेठटक इंटरफेरेंस (जिद्युत-चुंबकीय व्यिधान) पैिा न करे, जिससे बैटरी ऊिाव भंडारण प्रणाली के अंिर लगे इंस्ट्ूमेंटेिन, संचार या इसी तरह के इलेक्रॉजनक उपस्ट्करों के काम में बाधा आए;

(vi)यह एजक्टि पािर और ठरएजक्टि पािर को लगातार जनयंजत्रत करन े में सिम हो;

(vii) इसमें ओिर-करंट प्रोटेक्िन जडिाइस (उपकरण) लगे हों, िो पािर कन्िज़वन जसस्ट्टम के अंिर दकसी भी खराबी (जिसमें कम्यूटेिन फेजलयर भी सजम्मजलत ह)ै के कारण होने िाले फॉल्ट को िीक करने म ेंसिम हों;

(viii) इसे इस तरह से जडज़ाइन दकया िाए दक जिड के चले िाने पर, लागू मानकों के अनुसार, यह 'रन-ऑन' और 'आइलैंबडंग' की जस्ट्थजत को सीजमत कर सके;

(ix) इसे इस तरह से जडज़ाइन दकया िाए दक यह डायरेक्ट करंट (डीसी) बस पर आने िाले सिव (अचानक बढ़न े िाल ेिोल्टेि) को सामान्य डीसी बस िोल्टेि के अजधकतम िो गुना तक ही सीजमत रखे; और

(x) पािर कन्िज़वन जसस्ट्टम के सब-जसस्ट्टम के अंिर, इसम ें लोड ल े िान े िाली ऐसी केबल लगी हों जिनका सुरिा गणु ांक िो हो।22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(4) ऊिा वप्रबधं न प्रणाली-(क) ऊिाव प्रबंधन प्रणाली म ेंये जििषे ताएं होनी चाजहए: -

(i) इसमें एक प्रोिामेबल लॉजिक कंरोलर, िोल्टेि, करंट और पािर मापने िाले उपकरण और एक सॉफ्टिेयर िाजमल होना चाजहए िो बैटरी प्रबंधन प्रणाली, पािर रूपांतरण प्रणाली, प्रोिामबे ल लॉजिक कंरोलर और मापने िाले उपकरणों के साथ इंटरफेस कर सके;

(ii)यह प्रणाली के िजृ ष्टकोण स ेजिड से िडु े स्ट्टोरेि के चाि वया जडस्ट्चािव को जनयंजत्रत करे;

(iii)यह बैटरी ऊिाव भंडारण प्रणाली के भीतर सभी उपकरणों की व्यापक जनगरानी, जिश्वसनीय सूचना आिान-प्रिान और त्िठरत जनयत्रं ण की अनुमजत ि;े

(iv)यह बैटरी ऊिाव भंडारण प्रणाली के इंटरकनेक्िन बबंि ुपर सदिय िजि और प्रजतदियािील िजि की एकीकृत, िास्ट्तजिक समय की जनगरानी, कुिल संचालन और जनयंत्रण प्रिान करे;

(v)यह सुपरिाइिरी कंरोल और डेटा अजधिहण के साथ एकीकृत हो और इसम ेंजिजनिेिों के अनुसार संयंत्र सुजिधाओं के प्रििवन की जनगरानी, जनयंत्रण और अनुकूलन के जलए अतं र्नवजहत तकव या प्रोिाम होगा;

(vi)इसे स्ट्िचाजलत, जबना दकसी की उपजस्ट्थजत के संचालन के जलए जडज़ाइन दकया गया हो;

(vii)इसे स्ट्थानीय रूप से मैन्यअु ल और िरू स्ट्थ स्ट्थान पर जस्ट्थत कं्यूटर से ठरमोट संचालन के जलए जडज़ाइन दकया गया हो;

(viii)यह एक व्यिजस्ट्थत स्ट्टाटवअप अनुिम सुजनजश्चत करे;

(ix)यह जिड पािर की अनुपजस्ट्थजत म ेंभी, एक व्यिजस्ट्थत िटडाउन सुजनजश्चत करे;

(x)यह दकसी भी स्ट्टैंडबाय या पठरचालन जस्ट्थजत से सुरजित जसस्ट्टम रीसेट की सुजिधा प्रिान करे;

(xi)यह 'कनेक्ट' या 'जडस्ट्कनेक्ट' के जसिाय, दकसी भी अन्य पठरचालन जस्ट्थजत स े 'स्ट्टैंडबाय' जस्ट्थजत म ें िाने की अनुमजत ि;े

(xii) यह जनम्नजलजखत जस्ट्थजतयों म ें िटडाउन िुरू करे और िब तक कोई रीसेट संकेत (स्ट्थानीय या ठरमोट) िरूु नहीं दकया िाता, तब तक यह िटडाउन जस्ट्थजत म ेंही रह:े- (क) आपातकालीन ठरप जस्ट्िच; (ख) यूठटजलटी जिड िोल्टेि का नुकसान (ब्लैक स्ट्टाटव ऑपरेिन को छोडकर);

(ग) एक अल्टरनेरटंग करंट (एसी) सर्कवट ब्रेकर ठरप (रांसफामवर के दकसी भी तरफ); (घ) धुआं और आग का अलामव; (ङ) एक डायरेक्ट करंट (डीसी) िाउंड फॉल्ट (फील्ड-समायोज्य सेरटंग); (च) ठरमोट जडसेबल (रीसेट की आिश्यकता नहीं); और (छ) आइलैंबडंग की जस्ट्थजत।

(xiii) यह बैटरी ऊिा वभंडारण प्रणाली की जिजभन्न जस्ट्थजत संबंधी िानकारी को पढ़न ेऔर ठरपोटव करन े की सुजिधा प्रिान करे;

(xiv) इसे परू े संयंत्र के इष्टतम पठरचालन मोड का चयन करन ेके जलए प्रोिाम दकया िा सके;

(xv) यह बाहरी सेट पॉइंट्स को प्राप्त करन े म ें सिम हो और स्ट्िचाजलत रूप स े संयंत्र सुजिधा के व्यिहार को उनके अनुसार अनकु ूजलत कर सके;

(xvi) ्लांट की सुजिधाओं के जलए जनम्नजलजखत ऑपरेिन मोड की अनुमजत िेन े में सिम हो:- (क) ठरएजक्टि पािर जनयंत्रण; (ख) पािर फैक्टर जनयंत्रण; (ग) िोल्टेि जनयंत्रण; (घ) िोल्टेि जगरन;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23 (ङ) अपैरेंट पािर जनयंत्रण;

(च) एजक्टि पािर जलजमटेिन; (छ) पािर रैंप रेट जनयंत्रण; और (ि) आिृजि रेगलु ेिन।

(xvii) अपनी ठरयल-टाइम घडी को स्ट्टैंडडव टाइम सोसव के साथ बसंिोनाइज़ करने की सुजिधा प्रिान करे;

(xviii) बैटरी ऊिा वभंडारण प्रणाली के दकसी कंपोनेंट के फेल होने पर, या बैटरी ऊिाव भडं ारण प्रणाली की सुरजित ऑपरेरटंग रेंि से बाहर के परै ामीटर होने पर, बैटरी ऊिाव भंडारण प्रणाली और बटै री को नुकसान से बचाने के जलए सेल्फ-डायग्नोजस्ट्टक और सल्े फ-प्रोटेजक्टि सुजिधाएाँ प्रिान करे;

(xix) एक जनयंजत्रत िातािरण में रखा िाए; और

(xx) एनिी मैनेिमेंट जसस्ट्टम और उसके सहायक उपकरणों की सभी भार अपेिाओं की पूर्तव के जलए, उपयुि रेरटंग की जनबावध जिद्युत आपूर्तव या डायरेक्ट करंट जिद्युत आपूर्त व का उपबंध होगा। (ख) एनिी मैनेिमेंट जसस्ट्टम, जिड ऑपरेटर या सुपरिाइज़री कंरोल और डेटा एदक्वजििन जसस्ट्टम स ेटारगेट सेटपॉइंट (िैसे, पािर इंिेक्िन या अििोषण, चािव की जस्ट्थजत की सीमाएाँ) प्राप्त करने म ें सिम होगा;

इसके जलए आइइसी 60870-5-104, मोडबस टीसीपी, या आइइसी 61850 िैसे स्ट्टैंडड व कम्युजनकेिन प्रोटोकॉल का उपयोग दकया िाएगा, जिन्ह ें इथरनेट, फ़ाइबर-ऑज्टक, या अन्य अनुमोदित माध्यमों स े भेिा िाएगा। िहााँ आिश्यक हो, आंतठरक जसस्ट्टम (िैसे, बटै री मैनेिमेंट जसस्ट्टम, पािर कन्िज़वन जसस्ट्टम) के साथ इंटरफ़ेस करने के जलए उपयुि प्रोटोकॉल कन्िटवर या गेटिे का उपयोग दकया िा सकेगा;

और (ग) उपयोग दकए िान े िाले प्रोटोकॉल और माध्यम, केन्द्रीय जिद्युत प्राजधकरण (जिद्युत प्रणाली प्रचालन म ें संचार प्रणाली के जलए तकनीकी मानक) जिजनयम, 2020 और प्राजधकरण द्वारा िारी 'जिद्युत प्रणाली संचालन में संचार योिना जनयमािली' में पठरभाजषत जिलबं ता और उपलब्धता मानिडं ों का पालन करेंगे। 106यड बटै री ऊिा व भडं ारण प्रणाली की तकनीकी जिजिष्टताएाँ-(1) बैटरी ऊिा व भंडारण प्रणाली को इस तरह जडज़ाइन दकया िाना चाजहए दक िह पठरिेि के तापमान की परू ी सीमा के जलए अपनी रेटेड जिद्युत आउटपुट प्राप्त कर सके।

(2) बैटरी ऊिा वभंडारण प्रणाली की प्रििवन गारंटी कम स ेकम जनम्नजलजखत होगी: - (क) पांच िषों के उपयोग के अंत में 90% आउटपुट; (ख) िस िषों के उपयोग के अंत में 80% आउटपुट; और (ग) पन्द्रह िषों के उपयोग के अंत म ें 70% आउटपुट।

(3) बैटरी ऊिाव भडं ारण प्रणाली द्वारा प्रिान दकए िाने िाल े चिों की संख्या, उसकी रेटेड ऊिाव िमता पर बैटरी ऊिाव भंडारण प्रणाली के अपेजित िीिनकाल के अनुरूप होनी चाजहए।

(4) बैटरी ऊिाव भंडारण प्रणाली को कम से कम 80% की 'डे्थ ऑफ़ जडस्ट्चाि'व (गहराई तक जडस्ट्चािव होने की िमता) प्रिान की िाएगी।

(5) आइसोलिे न रांसफॉमवर के साथ पािर रूपांतरण प्रणाली की ििता 95% से कम नहीं होनी चाजहए।

(6) राउंड ठरप ििता (प्रत्यािती धारा से प्रत्यािती धारा, जिसमें सहायक उपभोग भी िाजमल ह)ै 70% से कम नहीं होगी।

(7) रैंप िर और प्रजत दिन चिों की संख्या को बैटरी ऊिाव भंडारण प्रणाली के उपयोग के मामले और अनुप्रयोग के अनुसार जडज़ाइन की िाएगी। बिते दक बैटरी ऊिा व भंडारण प्रणाली स े संबंजधत दकसी भी नई तकनीक के मामले में, प्राजधकरण द्वारा एक अलग आिेि के माध्यम स ेतकनीकी जिजिष्टताएाँ िारी की िा सकेगी। 106यढ सरु िा-(1) सरु िा उपाय बहु-स्ट्तरीय और अजतरेकपूण व होंगे।

(2) प्रत्यि धारा बस, इन्िटवर और प्रत्यािती धारा जस्ट्िचजगयर किों के बीच स्ट्पष्ट अलगाि होगा, जिसमें िोष को अलग करन े की िमताएाँ हों।24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(3) सले बस्ट्रंग्स में, प्रत्यािती धारा या प्रत्यि धारा, दकसी भी एक तरफ 'ओिर-करंट' सुरिा होगी।

(4) ओिर-करंट सुरिा का आकार और समन्िय इस प्रकार दकया िाएगा दक एक बस्ट्रंग से आने िाली धाराएाँ दकसी अन्य सले बस्ट्रंग म ेंिोष उत्पन्न करने म ेंयोगिान न िें।

(5) कोजिकाओं, िायररंग, जस्ट्िचजगयर और सभी प्रत्यि धारा िाले जिद्युत घटकों के जलए, अजधकतम अपेजित िोल्टेि के संबंध म,ें िो का सुरिा गणु ांक होगा।

(6) आसन्न बैटरी ऊिाव भडं ारण प्रणाली के बाडों के साथ-साथ जनकटतम भिन के जलए, जिजभन्न प्रकार की बैटरी रसायन-प्रणाजलयों िैसे दक जलजथयम-आयन, जनकेल-कैडजमयम और लेड-एजसड बैटठरयों के जलए, संबंजधत मानक के अनुसार, न्यूनतम स्ट्थान का अलगाि प्रिान दकया िाएगा। 106यण अलाम-व (1) असामान्य जस्ट्थजतयों, जिनम ेंज़्यािा तापमान, ज़्यािा करंट, ज़्यािा िोल्टेि, डायरेक्ट करंट िाउंड फ़ॉल्ट, धुआ,ाँ गैस या मलू उपकरण जनमावता द्वारा बताया गया कोई अन्य पैरामीटर िाजमल है, के होने की सूचना िने े के जलए एक अलामव और जडस्ट््ल ेजसस्ट्टम होगा।

(2) जसस्ट्टम द्वारा िनरेट दकए गए सभी अलामव को ऑपरेटर द्वारा स्ट्िीकार दकए िाने का प्रािधान होगा।

(3) अलामव ठरगर लेिल फ़ील्ड में एडिस्ट्ट करन े म ेंसिम होगा।

(4) िब बैटरी ऊिाव भडं ारण प्रणाली कंटेनर का िरिाज़ा खोला िाएगा, तो बैटरी ऊिाव भडं ारण प्रणाली अलाम व िेगा। 106यत जनयत्रं ण कि-(1) कंरोल और ठरल ेपैनल, एनिी मैनेिमेंट जसस्ट्टम और बैटरी ऊिाव भडं ारण प्रणाली के कंरोल और ऑपरेिन के जलए ज़रूरी अन्य सभी इनडोर उपकरण तथा मापने, मॉजनटर करन ेऔर ठरकॉड वकरने िाल ेजसस्ट्टम को रखने के जलए एक कंरोल रूम बनाया िाएगा।

(2) ऑपरेिन और रखरखाि स्ट्टाफ़ के जलए पयावप्त िगह िी िाएगी।

(3) बैटरी ऊिाव भडं ारण प्रणाली, रांसफ़ॉमवर, जस्ट्िचयाडव उपकरण और रांसजमिन लाइन के जलए कंरोल रूम म ें सुपरिाइज़री कंरोल और डेटा एदक्वजििन के जलए ऑपरेरटंग इंटरफ़ेस जडस्ट््ल े के ज़ठरए, लागू होन े पर, नीच े दिए गए कम से कम पैरामीटर ठरयल टाइम में उपलब्ध होंग:े - (क) डायरेक्ट करंट इनपुट िोल्टेि और करंट;

(ख) बैटरी मॉड्यूल और कंटेनर का तापमान; (ग) अल्टरनेरटंग करंट आउटपुट िोल्टेि और करंट; (घ) आउटपुट पािर (एजक्टि और ठरएजक्टि); (ङ) पािर फ़ैक्टर; (च) सापेि आद्रतव ा; और (छ) आस-पास का तापमान।

(4) कंरोल पैनल या कंसोल म ेंमीटर, इंजडकेटर और जडस्ट््ल े भी सजम्मजलत होंगे। 106यथ डेटा साझा करना-(1) कंरोल सेंटर, िैस े दक ठरन्यूएबल एनिी मैनेिमेंट सेंटर, रीिनल लोड जडस्ट्पैच सेंटर या स्ट्टेट लोड जडस्ट्पैच सेंटर द्वारा मागं े गए सभी ज़रूरी एनालॉग और जडजिटल इनपुट, बैटरी ऊिाव भंडारण प्रणाली द्वारा उपलब्ध कराए िाएंगे।

(2) बैटरी ऊिाव भडं ारण प्रणाली में एक सहायक पािर जसस्ट्टम सजम्मजलत होगा, जिसे जनम्नजलजखत में स ेदकसी एक से प्राप्त दकया िा सकेगा:- (क) यूठटजलटी या जडस्ट्कॉम का अल्टरनेरटंग करंट (एसी) बस; (ख) इन्िटवर ड्यूटी रांसफ़ॉमवर का लो िोल्टेि िाला जसरा; और (ग) इन्िटवर ड्यूटी रांसफ़ॉमवर की टर्िवयरी िाइंबडगं ।

(3) सहायक पािर जसस्ट्टम जनम्नजलजखत की व्यिस्ट्था करेगा:- (क) असामान्य पठरजस्ट्थजतयों के िौरान जसस्ट्टम को व्यिजस्ट्थत रूप से बंि करने के जलए ज़रूरी आपातकालीन पािर; (ख) बैटरी ऊिाव भडं ारण प्रणाली के कई दिनों तक बंि रहने के बाि उसे अपन ेआप िोबारा चाल ूकरने की िमता; और (ग) बैटरी ऊिाव भडं ारण प्रणाली की अन्य सहायक पािर ज़रूरतें।

(4) बैटरी ऊिाव भडं ारण प्रणाली में हीरटंग, िेंठटलिे न और एयर कंडीिबनगं या जचलर जसस्ट्टम होगा, िो बैटरी के पूरे िीिनकाल के िौरान साइट पर सभी तरह की िलिायु पठरजस्ट्थजतयों म ें बैटरी के प्रििनव को बनाए रखन े में सहायक हो।

(5) एयर हडैं बलंग और जितरण प्रणाली को इस तरह से जडज़ाइन दकया िाएगा दक कंटेनर के अंिर मौिूि सभी घटकों में एक समान तापमान बना रह।े 106यध सरु िा और जनयत्रं ण-(1) बैटरी ऊिाव भंडारण प्रणाली म ें'पॉइंट ऑफ़ कॉमन कपबलगं ' या 'पॉइंट ऑफ़ इंटरकनेक्िन' पर जिद्यमान दकसी भी फ़ॉल्ट करंट को रोकने की िमता होगी, साथ ही उपकरण म ें दकसी भी दििा में बहन े िाले फ़ॉल्ट करंट को भी रोकने की िमता होगी।

(3) लाग ूमानकों के अनुसार, जस्ट्िबचंग, तजडत और अन्य इसी प्रकार के कारणों स ेहोन े िाल ेिजणक िोल्टेि सिव स े सुरिा के जलए सिव-सुरिा उपकरण लगाए िाएंगे।

NOTIFICATION New Delhi, the 22nd June, 2026 F. No. CEA-TH-17/1/2021-TETD Division.—Whereas public notice advertising the draft of the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Amendment Regulations, 2025, was published in six newspaper dailies, as required by sub-section (3) of section 177 of the Electricity Act, 2003 (36 of 2003), read with sub-rule (2) of rule 3 of the Electricity (Procedure for Previous Publication) Rules, 2005, for inviting objections and suggestions from all persons likely to be affected thereby, within the period of forty- five days, from the date on which the copies of the said draft regulations were made available to the public;

And whereas copy of the public notice as advertised in the newspapers and the said draft regulations were made available to the public on the website of the Central Electricity Authority on the 6th October, 2025;

And whereas the objections and suggestions were received from the public on the said draft regulations, which were duly considered by the Central Electricity Authority.

Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of section 177 of the Electricity Act, 2003 (36 of 2003), the Central Electricity Authority hereby makes the following amendments in the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulation, 2022, namely:–

1. Short title and commencement.–(1) These regulations may be called the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Amendment Regulations, 2026.

(2) They shall come into force on 1st day of April, 2027.

2. In the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2022 (hereinafter referred to as the said regulations), in regulation 2, in sub-regulation (1),–

(i) after clause (f), the following clauses shall be inserted, namely:– ‘(fa) “battery container” means a container which houses the components such as module, rack, battery management system, thermal management system, safety system and control system;

(fb)“battery energy storage system” means a stationary system connected to the electricity system which is used to store electric energy by means of electrochemical materials, typically includes batteries, power conversion system, and battery management system;

(fc) “battery energy storage system energy capacity” means the product of the rated output power and the output duration time at this rated power, expressed in kWh or MWh, measured at metering point, at the time of commissioning of the battery energy storage system;

(fd) “battery energy storage system power capacity” means the maximum amount of power, expressed in kW or MW, that a battery energy storage system can deliver at delivery point at any given moment;

(fe) “battery management system” means a system which controls the batteries in order to obtain safe operation, and also balances the energy of batteries and monitors the status thereof;

(ff) “battery module” means a string of series connected cells placed in a casing;

(fg) “battery rack” means a string of series connected battery modules placed in a container;’;

(ii) after clause (i), the following clause shall be inserted, namely:– ‘(ia) “c rate” means the rate at which a battery charges or discharges relative to its maximum energy capacity;

(ib) “cycle” means the charging of a battery from its depth of discharge level to its peak charging level and again discharging to its depth of discharge level;’;

(iii) after clause (l), the following clause shall be inserted, namely:– ‘(la) “depth of discharge” means the level to which a battery energy storage system is discharged relative to the maximum possible amount of energy that can be discharged by the system, typically expressed as a percentage;’;

(iv) after clause (ze), the following clause shall be inserted, namely:–[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 27 ‘(zea) “module” means the collection of photovoltaic cells connected together;’;

(v) after clause (zk), the following clause shall be inserted, namely:– ‘(zka) “power conversion system” in a battery energy storage system refers to the integrated system of inverters, rectifiers, controllers and associated power electronics system that convert Direct Current power stored in the battery to Alternating Current power for injecting into the electricity system (discharging), and vice versa (charging);

(zkb) “power plant controller” means the equipment in a renewable energy power plant responsible for maintaining a reference active and reactive power output from the renewable energy power plant and also capable of sending & receiving signals from remote end;’;

(vi) after clause (zn), the following clause shall be inserted, namely:– ‘(zna) “ramp rate of battery energy storage system” means rate of change of a battery energy storage system output expressed in percentage of MW per minute;’;

(vii) after clause (zq), the following clause shall be inserted, namely:– ‘(zqa) “state of charge” means the present level of charge of a battery expressed in percentage of its maximum capacity;

(zqb) “state of health” means the maximum level of charge of a battery expressed in percentage of its initial value at the time of its first use;’.

3. In the said regulation, after regulation 106, the following regulations shall be inserted, namely:– “Chapter-VI TECHNICAL STANDARDS FOR CONSTRUCTION OF RENEWABLE ENERGY POWER PLANT AND BATTERY ENERGY STORAGE SYSTEM 106A. Technical standards.– The construction of renewable energy power plant and battery energy storage system

shall be covered in the following five parts namely:–

(1) Part- A: Technical standards for construction of solar power plant; and Part- A1: Technical standards for construction of floating solar plant.

(2) Part- B: Technical standards for construction of onshore wind power plant; and Part- B1: Technical standards for construction of offshore wind power plant.

(3) Part- C: Technical standards for construction of battery energy storage system.

106B. General requirements.–(1) Equipment ratings.–(a) in a renewable energy power plant, all equipment ratings shall be such that the plant is suitable for continuous operation, subject to availability of solar irradiance in the case of a photovoltaic plant and instantaneous wind energy in case of a wind turbine generator, without any restriction up to the rated MVA capacity of the plant, within the frequency range, voltage range, power factor limits, combined voltage-frequency variations as specified in the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007.

(b) in battery energy storage system, all equipment ratings shall be such that the plant is suitable for continuous operation, without any restriction up to the rated state of charge within the frequency range, voltage range, power factor limits, combined voltage-frequency variations as specified in the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007.

(2) The owner of renewable energy power plant or the battery energy storage system, as the case may be,

shall keep atleast the following documents at the site:–

(a) as-built drawings including, but not limited to civil and architectural works, mechanical, electrical, control and communication;

(b) copies of the project design memorandum, technical description, data sheets, operating manuals and manufacturer’s warranties for all major equipment;

(c) copies of the results of all tests performed as per contract;28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(d) inputs file containing details of system parameters required for modelling of the renewable energy power plant and output file containing result of modelling of the renewable energy power plant in requisite format; and

(e) type test certificate along with detailed evaluation report of equipment within the renewable energy power plant or the battery energy storage system, as the case may be, at site for examination by statutory bodies as and when required.

(3) Display board with clear visibility shall be installed at a conspicuous place with the information including plant name, capacity, location, coordinates, type of renewable energy power plant or the battery energy storage system, as the case may be, and date of commissioning.

(4) The owner of renewable energy power plant having installed capacity of 10 MW and above, shall install World Meteorological Organization (WMO) norms compliant Automatic Weather Station in the plant to measure parameters including wind speed, ambient temperature, solar irradiance, relative humidity and atmospheric pressure as per the Authority ‘Guidelines for Automatic Weather Station (AWS) for Solar and Wind Power Plants’ for installation of Automatic Weather Station at a renewable energy power plant.

(5) Phasor measurement units shall be installed at locations as provided in ‘Guidelines on Unified Philosophy for Placement of Phasor Measurement Unit in Indian Grid’ issued by the Authority.

(6) Harmonic analyzer as per relevant standard shall be made available by the owner of substation or the owner of the pooling station, at all incomer bays at point of interconnection or pooling station, as the case may be.

(7) Power plant controllers shall be provided for active power and reactive power control of renewable energy power plant with the capacity as provided in the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007 and the power plant controllers shall be

capable of:–

(a) receiving set-points in digital and analog form at renewable energy plant or from the state load despatch centre or regional load despatch centre remotely, as the case may be;

(b) receiving parameters such as active power, reactive power, voltage, current measured by power quality meter at the point of interconnection; and

(c) fulfilling the dynamic performance requirements as per Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations.

(8) Renewable energy power plant or the battery energy storage system, as the case may be, shall establish a reliable, redundant and secure communication system within the plant premises and up to the point of interconnection on the transmission or distribution network and maintain throughout the life of the plant.

(9) The communication infrastructure provisioned for protection and control functions within the renewable energy power plant or the battery energy storage system, as the case may be, such as interlocking, tripping, synchronisation and substation automation shall be physically and logically segregated from channels used for monitoring or supervisory control and data acquisition or metering or general plant data exchange.

(10) The owner of the renewable energy power plant shall install power quality meters as per relevant

standards at point of interconnection:

Provided that additional power quality meter is not required at point of interconnection if the existing power quality meter at point of interconnection is capable to send required parameter to power

plant controllers:

Provided further that the provision of space for installation of power quality meter along with power supply at point of interconnection shall be provided by substation owner.

(11) The owner of the renewable energy power plant or the battery energy storage system, as the case may be, shall provide the equipment which are capable to measure parameters such as frequency, voltage, current, active power, reactive power, apparent power and sequence components of voltage and current for field measurements as well as on-site tests and also provide grid event data logger.

(12) Cable and wiring.–(a) all cables and wires shall be as per the relevant standards having appropriate size and rating considering the losses, maximum load, fault current, voltage drop within permissible limit;

(b) all connections shall be properly made through suitable lug or terminal crimped with use of suitable cable glands and also labelled using ferrules for ease of tracing from one end to the other;[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 29

(c) in outdoor switchyards, a cable trench system shall be provided and a comprehensive philosophy of segregation and proper spacing between cables shall be maintained;

(d) power cables and control cables shall be laid on separate tiers;

(e) laying of different voltage grade cables shall be on different tiers according to the voltage grade of the cables, with the higher voltage grade cables in the topmost tier and the control cables in the bottommost tier;

(f) the cable trench shall be constructed with proper slope to ensure free drainage of any water which may enter the trench and suitable arrangements shall be made to drain out water; and

(g) the cable shall have a service life that is compatible with the design life of the renewable energy power plant or the battery energy storage system, as the case may be.

(13) Protection.–(a) fully graded protection system with requisite speed, sensitivity and selectivity shall be

provided.

(b) overvoltage protection of renewable energy power plant or the battery energy storage system shall be coordinated with their high voltage ride through requirement at the point of interconnection.

(c) under voltage protection of a renewable energy power plant or the battery energy storage system shall be suitably coordinated with their low voltage ride through requirement at the point of interconnection.

(14) All relevant regulations shall be applicable to any substation and electric line installed beyond the inverter duty transformer in a renewable energy power plant or the battery energy storage system.

(15) The safety provisions in the renewable energy power plant or the battery energy storage system, as the case may be, shall be as per Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023.

(16) The renewable energy power plant or the battery energy storage system, as the case may be, shall have the capability of voltage ride through as per the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007.

(17) All civil structure including control room shall be as per National Building Code issued by the Bureau of Indian Standards.

(18) The permissible noise level during operation shall be limited as per the relevant standard.

(19) The renewable energy power plant or the battery energy storage system shall provide the capability of

mutually exclusive operating modes of reactive power control functions:–(a) Voltage control mode.– In case operating in voltage control mode, the plant shall operate in closed-loop automatic voltage control mode to regulate the steady-state voltage at the point of interconnection to the reference value, as adjusted by the droop function, to within 1% of the point of interconnection voltage set point unless to do so requires reactive power exceeding the reactive power capability of the plant. The voltage control system shall be capable of reactive power droop functionality to ensure a stable and coordinated voltage response. The droop setting shall be configurable;

(b) Reactive power set point control mode.– In case operating in Reactive Power Set Point Control mode, the plant shall maintain a specified constant reactive power output at the point of interconnection; and

(c) Power factor control mode.– In case operating in this mode, the plant shall have a reactive power output that is in linear proportion to the active power, equivalent to the power factor setting, for the actual active power output.

(20) The renewable energy power plant or the battery energy storage system with grid forming control shall be capable to comply with the technical requirements as specified in Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007.

PART- A TECHNICAL STANDARDS FOR CONSTRUCTION OF SOLAR POWER PLANT 106C. Site selection and layout considerations.– The site for a solar power plant shall be selected based on the following criteria duly considering the data available at the time of selection.

(1) Type of land.– Site proximity to geological faults, high flood zone, high tide zones, avalanche prone area and land slide prone area shall be avoided, as far as possible:

Provided that solar power plant which are located in extreme weather and site conditions shall be designed to withstand such conditions.30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) Considerations for layout and construction.–(a) minimum clearance of 0.75m shall be provided in the layout of the inverter and direct current or alternating current distribution boxes for adequate ventilation to keep inverter temperature in the operating range;

(b) minimum clearance of 2.5m space shall be provided between arrays for ease of maintenance of the plant;

(c) photovoltaic array shall be oriented in order to maximize annual energy yield of the installation; and

(d) all foundations shall be designed to withstand all types of loads coming on it and made as per the relevant standards.

106D. Design life of Solar Power Plant.– The solar power plant shall be designed for a life of not less than twenty- five years.

106E. Major equipment.– A solar power plant shall mainly consist of:–

(1) Photovoltaic panel or module;

(2) Module mounting structure;

(3) Photovoltaic junction box;

(4) String junction box or array junction boxes;

(5) Inverter;

(6) Inverter duty transformer;

(7) Alternating current distribution board; and

(8) Other equipment:–

(a) cables, pipes, safety components and other accessories;

(b) control and protection equipment;

(c) communication system;

(d) metering devices (meters);

(e) earthing system;

(f) lightning arrestor; and

(g) fire prevention and fire protection system.

106F. Salient technical requirements of major equipment.–(1) Photovoltaic panel or module.–(a) photovoltaic modules installed in a highly corrosive atmosphere including marine environments or locations near the sea or other large bodies of salt water, shall fulfill the salt mist corrosion test as per the relevant standards;

(b) photovoltaic module shall have a bypass diode for optimising photovoltaic output in case of failure of any photovoltaic cell;

(c) all solar panels shall be cleaned without or with minimal water consumption;

(d) photovoltaic module shall have radio-frequency identification tag on the module lamination and be able to withstand all environmental conditions and also radio-frequency identification tag

contain the following information:–

(i) name of the manufacturer of photovoltaic module and solar cells;

(ii) month and year of the manufacturing;

(iii) country of origin, separately for solar cells and module;

(iv) current-voltage curve for the module;

(v) peak wattage, maximum power voltage (V ), maximum power current (I ) and fill mp mp factor;

(vi) unique serial number and model number of the module;

(vii) date and year of obtaining relevant qualification certificate for photovoltaic module;

(viii) name of the test laboratory issuing certificate under relevant standard;[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 31

(ix) other relevant information on traceability of solar cells and module; and

(e) The following minimum details shall be provided on the photovoltaic module:–

(i) name of the manufacturer;

(ii) month and year of manufacture;

(iii) country of origin;

(iv) rated power at standard test conditions; and

(v) maximum power voltage (V ), maximum power current (I ), open circuit voltage (V ) mp mp oc and short circuit current (I ). sc

(2) Module mounting structure.–(a) photovoltaic modules shall be mounted on a stable, durable structure having adequate strength, with a minimum factor of safety of 1.5, to bear the load of modules and appropriate design suitable to the locations criteria, which shall support the array and withstand wind, rain and other adverse conditions;

(b) the modules shall be fixed on structures with proper arrangement so that to support photovoltaic modules at a given orientation, absorb and transfer the mechanical loads to the foundation properly;

(c) structure material shall have provision for earthing;

(d) structures used shall be protected against rusting either by coating or anodisation;

(e) each structure with fixed tilt shall have a tilt angle as per the site conditions to receive optimum insolation; and

(f) suitable fastening arrangement such as grouting and clamping shall be provided to secure the installation and to withstand against the specific wind speed.

(3) Photovoltaic junction box.–(a) it shall be ultra violet resistant;

(b) by-pass mechanism to prevent photovoltaic cells from hotspot as per relevant standard; and

(c) connectors shall be provided with ingress protection of IP68.

(4) String junction box or Array junction box.–(a) string junction box comprising of an enclosure, copper bus bars, fuses, surge protection device, disconnector shall be designed as per requirement of the inverter;

(b) the string junction box shall be made with full dust, water and vermin proof arrangement;

(c) all wires and cables shall be appropriately terminated through cable lugs;

(d) the string junction box shall have minimum IP65 for outdoor or IP54 for indoor ingress protection; and

(e) string junction box may be wired with optical fiber cables for enabling data collection from string junction box or array junction box of capacity 100 kW onwards.

(5) Inverters.–(a) the inverters shall have the following minimum features:–

(i) the output power shall be expressed in MVA, MW and MVAR and output current expressed in Ampere for ambient temperatures, as provided by India Meteorological Department at site, ranging from minimum to maximum in steps of 10℃.

(ii) the inverter shall convert direct current to alternating current and the direct current component of output shall not be more than 0.5% of continuous maximum rated inverter output current.

(iii) the power factor of inverter shall have adjustable range from 0.9 leading to 0.9 lagging.

(iv) inverter shall have minimum IP20 for indoor and IP55 for outdoor ingress protection.

(v) efficient cooling shall be provided to achieve minimum efficiency of 98%.

(vi) inverter shall consume not more than 0.001% of rated power of inverter during idle condition.

(vii) the inverter shall be capable to operate at relative humidity range of 20% to 100%.32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(viii) the inverter shall have communication protocol RS485 (Modbus RTU), Modbus TCP, IEC 61850 with reaction time range of 10 ms to 100 ms and rise time range of 40 ms to 900 ms.

(b) the inverter shall have the following protections:–

(i) on the input side: direct current reverse connection protection, direct current leakage current protection, direct current switch, potential induced degradation protection, anti- potential induced degradation or potential induced degradation recovery, direct current type-II overvoltage protection and inverter input current monitoring.

(ii) on the output side: alternating current short circuit protection, alternating current leakage current protection, ground fault protection, alternating current switch and arc fault circuit interrupter.

(c) the inverter shall be able to capture all events including all faults and alarm status, change of operating mode, high and low voltage fault ride through, high and low frequency ride through, momentary cessation, phase lock loop-loss of synchronism, input current and voltage, output phase currents and voltage, pulse width modulation index, control system command values, reference values, feedback

signals and shall send to supervisory control and data acquisition:

Provided that the supervisory control and data acquisition shall be capable of retaining the captured data for ninety days and capturing a minimum of one thousand samples per second.

(d) the inverter shall be placed indoor and its ventilation shall be in accordance with the ambient and other environmental conditions. In case the inverter placed outdoor, then it shall be under shed or roof or canopy.

(e) the inverter shall be capable of complete automatic operation including wake-up, synchronisation and shutdown.

(f) the inverter shall have suitable light emitting diode indications and liquid crystal display on the front panel to indicate the system status and monitor important electrical parameters.

(g) there shall be a local provision to download the implemented settings and parameters in all the inverters.

In case the inverter is connected to a local area network, these settings and parameters shall be centrally downloadable in any open source file format.

(h) the inverter shall have clear and indelible marking labels and warning labels as per the relevant

standards and shall be permanently marked with the following:–

(i) name or trade mark of the manufacturer or supplier;

(ii) model number, name or other means to identify the equipment;

(iii) serial number, code or other marking allowing identification of manufacturing location and the manufacturing batch and date;

(iv) input voltage, maximum continuous current for each input;

(v) each phase output voltage, frequency, maximum continuous current and power factor; and

(vi) ingress protection rating.

(i) the inverter shall be type tested at the accredited testing labs.

(j) the combined wattage of all inverters shall not be less than the rated capacity of a power plant.

(k) the inverter shall have internal protection arrangement against any sustainable fault in the feeder line and against lightning on the feeder.

(6) Inverter duty transformer.– A three phase transformer with low voltage winding connected to the

inverter side and high voltage winding connected to the grid side shall have the following features:–

(a) low voltage side of inverter duty transformer shall have three phase voltage of either 415V or 650V or 1000V.

(b) high voltage side of inverter duty transformer shall have three phase voltage of either 11kV or 33kV or 66kV.

(c) inverter duty transformer shall be capable to operate within ambient temperature.

(d) inverter duty transformer shall have minimum IP20 for indoor and IP55 for outdoor ingress protection.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 33

(e) inverter duty transformer shall be capable to operate at relative humidity range of 20% to 100 %.

(f) efficient cooling shall be provided to achieve minimum efficiency of 95%.

(g) inverter duty transformer shall have protection and alarm system as per the relevant standards.

(7) Alternating current distribution board.–(a) alternating current distribution board panel shall be connected between the inverter and the utility grid;

(b) alternating current distribution board shall be installed with surge arrestor or circuit breaker of suitable rating for connection and disconnection of inverter from the utility grid;

(c) there shall be a manual disconnection switch to isolate the system from the utility grid and shall be placed outside of the alternating current distribution board; and

(d) switches, circuit breakers, connectors and other related items shall be rated as per the relevant standards.

(8) Other equipment.– The requirements for other equipment such as cables, pipes, control and protection equipment, communication system, metering devices, earthing system, lightning arrestor, alternating current and direct current fire prevention and protection system shall be as per the Central Electricity Authority (Installation and Operation of meters) Regulations 2006, the Central Electricity Authority (Technical Standards for Communication System in Power System Operation) Regulations, 2020 and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023.

106G. Control room.–(1) Control room shall house the control and relay panels and all other indoor equipment, measuring, monitoring and recording system.

(2) Adequate space shall be provided for the operation and maintenance staff.

(3) Provision of space for future requirement shall also be kept.

(4) The following parameters shall be accessible via the operating interface display in real time separately for photovoltaic strings, inverters, transformers and transmission lines in the solar power plant:–

(a) direct current input voltage and current;

(b) photovoltaic module temperature;

(c) alternating current output voltage and current;

(d) output power (active and reactive);

(e) power factor;

(f) solar irradiation expressed in Watt per square meter;

(g) relative humidity;

(h) ambient temperature; and

(i) alternating current over voltage, alternating current under voltage, over frequency, under frequency, ground fault, photovoltaic starting and stopping voltage:

Provided that the solar power plant having automatic generation control capability shall

display the following additional parameters:–

(i) maximum available power (maximum power point tracking);

(ii) active power and reactive power control mode; and

(iii) voltage set points.

PART- A1 TECHNICAL STANDARDS FOR CONSTRUCTION OF FLOATING SOLAR PLANT 106H. Additional requirements for construction of floating solar plant.– The regulations under this chapter shall be applicable for construction of floating solar plant, which shall be in addition to the regulations provided under Part A of Chapter VI.

106I. Site selection and layout.–(1) Floating solar plant shall be installed on a body of water having a bund with compact soil, gentle slopes and even surface.34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) Site parameters such as wind direction, water movement patterns, water-level variations, water current velocity and wave height measurements shall be analysed for finalising the site of floating solar plant.

(3) Floater coverage area shall not exceed the limits specified by the concerned State Authority.

(4) Bathymetry study shall contain floor depth analysis at every one meter including soil rock type. It shall be done using multi-beam echo-sounder with suitable line spacing with at least 25% overlap.

106J. Panels and floaters.–(1) The solar panels installed shall be at least twelve inch above water level and six inch above floater surface.

(2) The material used for the floaters shall be:–

(a) resistant to ultra-violet radiation, alkalis and salt water;

(b) virgin and non-toxic with wall thickness of minimum 2.5 mm; and

(c) recyclable or reusable at the time of disposal.

(3) Floaters shall be interconnected such that the damaged floater can be replaced easily.

(4) Sharp or pointed objects beneath the solar panel area shall be removed to avoid damage to associated structure.

(5) The following tests shall required to be done for floaters as per the relevant standards:–

(a) wind-tunnel test;

(b) tensile strength test;

(c) bending fatigue test;

(d) material composition test;

(e) temperature and ultra-violet accelerated aging test;

(f) polymeric material properties test for evaluation of flammability, mechanical stress, thermal stress and resistance to weathering;

(g) electrical resistance test;

(h) fire resistance test;

(i) drinking water compatibility test;

(j) corrosion-resistivity tests of all structural elements made of metal; and

(k) buoyancy and puncture test.

(6) Adequate measures shall be taken at all times to prevent floaters and panels from toppling.

(7) Photovoltaic modules shall not be placed on perimeter floats.

(8) To increase the durability of back sheets and encapsulants of photovoltaic panel, moisture hardened materials with higher potential induced degradation resistance shall be used.

(9) Junction boxes, wiring and connectors installed above water shall have minimum ingress protection of IP67.

(10) The water quality parameters shall be used for selecting the material which are in direct contact with water such as anchoring and mooring system, floating platform and cables.

(11) The water quality parameters shall contain both physical and chemical properties of water including pH, turbidity, salinity, dissolved oxygen, total dissolved solids and temperature.

106K. Mooring and anchoring.–(1) Mooring and anchoring shall be adaptable to variations in water levels.

(2) Mooring system shall be placed by taking into account the location, bathymetry, soil conditions and water level variations.

(3) Rope or cable or elastic mooring or combination of these shall be always at tension or stretched condition.

(4) The junction where the mooring ropes or cables connect to floaters shall be joined with strong material and fastened with water resistant, fasteners of non-corrosive material.

(5) Anchor points shall be located at the perimeter floats.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 35

(6) Floating solar plant platforms shall be anchored either to the bottom of the water body or to the bank or bund.

(7) The actual positioning of anchors shall be within one meter radius of designed location.

(8) Wind speed study shall be done to decide anchoring positioning.

106L. Cable routing and laying.–(1) Extra length cable in the form of slack shall be provided to accommodate the movement of floating platforms due to wind load and changes in water level.

(2) Cables shall be properly tied or clamped.

(3) Cables shall be ultra-violet resistant or protected from direct sunlight.

(4) Wherever the cable is in contact with water, the marine grade cable shall be used. In case non-marine grade cable is used, it shall be fastened at appropriate interval to floaters such that it does not come in contact with water.

106M. Safety from animals, reptiles, rodents and birds.–(1) Floating solar plant shall have provisions to protect working personnel from the animals, reptiles, rodents and birds.

(2) Equipment shall be placed in such a manner that they are not damaged due to presence of animals, reptiles, rodents and birds.

(3) All unused cable entry holes in the panel shall be plugged-in to avoid entry of rodents and reptiles.

106N. Other safety measures.–(1) Appropriate floaters with signage shall be provided for identification of ropes and cables so as to avoid accidents with ships or boats.

(2) Floating platform mounted with inverters, transformer and switchgear shall be adequately illuminated for visibility of working personnel.

(3) Lighting mast at suitable locations shall be provided for general illumination of photovoltaic array area.

106O. Earthing.–(1) All non-current carrying metallic structures shall be earthed at bed or shore.

(2) In case, wherever bed-earthing or shore-earthing is not feasible, the earthing plate shall be submerged in the water below floating platforms.

PART- B TECHNICAL STANDARDS FOR CONSTRUCTION OF ONSHORE WIND POWER PLANT 106P. Site selection and layout.– The following shall be considered for selection of site for the wind power plant:–

(1) Type of land.– Site proximity to geological faults, high flood zone, high tide zones, avalanche prone area and land slide prone area shall be avoided, as far as possible:

Provided that wind power plant which are located in extreme weather and site conditions shall be designed to withstand such conditions.

(2) Wind potential.– The project developer shall use the quality data captured at a particular site with correct assessment of the wind resource potential, project viability and sustainability of the project.

(3) Project logistics.– The project developer shall ensure logistics arrangement for wind turbine and other equipment to the site.

(4) Layout considerations.– The wind turbine locations shall be optimised within the land using appropriate wind flow modelling.

106Q. Design life of Wind Power Plant.– The wind power plant including associated wind turbines shall be designed to give service life of not less than twenty-five years.

106R. General requirements.–(1) The design and installation of a wind turbine shall be in accordance with the relevant standards.

(2) The project developer shall ensure a minimum spacing of five times the rotor diameter in the direction perpendicular to the predominant wind direction and minimum spacing of seven times the rotor diameter in the predominant wind direction from the turbine of other developer. In case the adjacent turbines of other project developer having dissimilar rotor diameters, the diameter of larger turbine rotor shall be considered for the calculation of spacing.

(3) The developer shall ensure a clearance of HH+1/2*RD+5 m (Hub Height+ Half Rotor Diameter + 5 meters) from public roads, railway tracks, highways, buildings, public institutions and transmission lines.36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(4) Wind turbine shall not be installed within 500 meters of any cluster of dwellings for the mitigation of noise.

Explanation: For the purpose of this sub-regulation ‘cluster of dwellings’ shall mean at least 15 inhabited buildings unless any other norm specified by the appropriate Government.

(5) Each wind turbine shall have radio-frequency identification tag which shall be able to withstand all environmental conditions and also radio-frequency identification tag contain the following information:–

(a) name of the manufacturer of the wind turbine;

(b) month and year of the manufacturing;

(c) country of origin;

(d) rated power;

(e) unique serial number and model number of the turbine;

(f) date and year of obtaining IS/IEC/IECRE /GL or other relevant standard, wind turbine type certificate; and

(g) name of the agency issuing type certification.

(6) The design, testing and certification of a wind turbine generator shall be in accordance with the relevant standards.

(7) Adequate lighting shall be provided inside the tower and nacelle for operation and maintenance work.

(8) Wind turbines shall be provided with visual markings and lights which are visible during the day and night as per the relevant standards.

(9) Aircraft warning lights shall be provided atop the nacelle.

(10) Wind turbine blades, nacelle and tower shall be provided with lightning protection as per relevant standards.

106S. Major equipment.– The wind power plant shall mainly consist of the following equipment:–

(1) Blades;

(2) Nacelle;

(3) Tower;

(4) Foundation or base;

(5) Transformer; and

(6) Other Equipment namely:–

(a) cables, pipes, safety components and other accessories;

(b) metering devices (meters);

(c) earthing system;

(d) lightning arrestor;

(e) fire prevention and fire protection system;

(f) data communication system; and

(g) cyber security devices and tools.

106T. Salient technical requirements of major equipment.–

(1) Blade.–(a) the blades shall be designed as per relevant standards;

(b) the blades shall be provided with day and night visuals as per the relevant standards; and

(c) the blades shall be made protected from cracking, water ingress, ice formation and lightning damage.

(2) Nacelle.–(a) rotor assembly shall be constructed and assembled as per the relevant standards;

(b) rotor assembly shall be provided with pitch and yaw control;

(c) turbine having gear box shall be provided with proper lubrication arrangement;[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 37

(d) the generator shall meet at least the following technical specifications:–

(i) the output power shall be expressed in MVA, MW and MVAR and output current expressed in Ampere shall for ambient temperatures, as provided by India Meteorological Department at site, ranging from minimum to maximum in steps of 10℃;

(ii) generator shall have minimum IP20 for indoor and IP55 for outdoor ingress protection;

(iii) appropriate cooling arrangement shall be made to operate the generator in the ambient temperature; and

(iv) the generator shall be capable to operate at relative humidity range of 20% to 100%.

(e) generators shall be provided with temperature sensors installed in the stator windings;

(f) generators shall be provided with temperature controlled cooling system;

(g) generator windings shall be provided with corrosion protection to cope with condensation problems caused by the high relative humidity or temperature gradient at the site;

(h) generators shall be protected against short circuit, earth fault, over current and over voltage or under voltage;

(i) ventilation, control and protection equipment shall be provided in nacelle; and

(j) converter shall meet the minimum following technical specifications:–

(i) the output power shall be expressed in MVA, MW and MVAR and output current expressed in Ampere shall for ambient temperatures, as provided by India Meteorological Department at site, ranging from minimum to maximum in steps of 10℃;

(ii) the power factor of converter shall have adjustable range from 0.9 leading to 0.9 lagging;

(iii) converter shall have minimum IP20 for indoor and IP55 for outdoor ingress protection;

(iv) converter shall have efficient cooling system to achieve minimum efficiency of 97%;

(v) the converter shall be capable to operate at relative humidity range of 20% to 100%; and

(vi) converter shall have the protection systems such as alternating current short circuit protection, leakage current protection, ground fault monitoring, arc fault circuit interrupter and overvoltage protection.

(3) Tower.–(a) ladder and automated climbing system shall be provided within the tower from tower base to the nacelle;

(b) resting space shall be provided at adequate intervals in the tower; and

(c) provision for laying power and communication cables on cable tray with segregation of voltage level in the tower.

(4) Foundation or base.– The foundation of wind turbine shall be as per relevant standards.

(5) Transformer.– The transformer installed at wind turbine shall be as per the relevant standards.

(6) Other equipment.– Requirements for other equipment including cables, pipes, control and protection equipment, communication system, metering devices, earthing system, lightning arrestor, fire prevention and fire protection system shall be as per the Central Electricity Authority (Installation and Operation of meters) Regulations 2006, the Central Electricity Authority (Technical Standards for Communication System in Power System Operation) Regulations, 2020 and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023.

(7) Control Room.–(a) control room shall house the control and relay panels and all other indoor equipment, measuring, monitoring and recording system.

(b) adequate space shall be provided for the operation and maintenance staff.

(c) provision of space for future requirement shall also be kept.

(d) the following parameters shall be accessible via the operating interface display in the wind power

plant:–

(i) wind turbine generator temperature;

(iii) output power (active & reactive);

(iv) power factor;

(v) wind speed;

(vi) relative humidity;

(vii) ambient temperature; and

(viii) alternating current over voltage, alternating current under voltage, over frequency, under frequency and ground fault.

106U. Communication System.–(1) The communication system of the wind power plant shall be in compliance with Central Electricity Authority (Technical Standards for Communication System in Power System Operation) Regulations, 2020.

(2) The generator controller shall support Modbus RTU/TCP, IEC 61850, or another relevant standard for communication, ensuring full compatibility with the plant supervisory control and data acquisition system and the grid control centre.

PART- B1 TECHNICAL STANDARDS FOR CONSTRUCTION OF OFFSHORE WIND POWER PLANT 106V. Additional requirements for construction of offshore wind power plant.– The regulations under this chapter shall be applicable for construction of offshore wind power plant, which shall be in addition to the regulations

provided under Part B of Chapter VI.

106W. General requirements.–(1) Site selection.– The site for offshore wind plant shall be as per National Offshore Wind Energy Policy-2015.

(2) Cable route.–(a) cable route shall be finalised based on all relevant studies and surveys;

(b) reliability, voltage profile and conductor losses shall be considered to optimise cable length and size;

(c) a series of wind turbines shall be preferably connected to form a string and then connected to the offshore substation;

(d) cable shall be laid with a bending radius as mentioned by the cable manufacturer;

(e) shipping traffic impact on cable route due to prohibited anchoring areas, compass deviations on account of electrical interference shall be taken into account; and

(f) all cable crossing shall be as per international cable protection committee.

(3) Wind turbine layout.–(a) wind turbines shall be spaced to maximise the generation; and

(b) all conditions for layout shall be as per the National Offshore Wind Policy-2015.

106X. Wind turbine foundation.–(1) Design of the wind turbine foundation shall be as per the relevant standard.

(2) Scour protection shall be provided at the sea-bed for the fixed-bottom foundation and anchors of floating foundation for preventing seabed erosion due to currents and waves.

(3) Wind turbine tower and foundation shall be connected by a transition piece.

(4) Transition piece shall be:–

(a) of steel pipe and the connection shall be a bolted or grouted type;

(b) painted yellow to improve visibility;

(c) with platforms, ladders and boat landing systems to enable to access the turbine tower for repair and maintenance work;

(d) with provisions of J-tubes or I-tubes for connecting cables between wind turbine and foundation structure;

(e) protected from collision due to small boats and vessels by suitable measures; and[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 39

(f) with platform having a crane suitable for pulling electrical cables, lifting supplies from service vessels and lifting stretchers to service vessels.

(5) Protective coating shall be done on both internal and external areas of foundation, transition piece and tower to protect from corrosion and mechanical forces.

(6) A minimum air gap of 1.5 meter shall be maintained at all times above the highest sea water level and the lowest edge of the supporting structure which is not designed for wave impact forces.

106Y. Rotor assembly.– Blade tip shall have a minimum clearance of 22 meter from the mean high water spring.

106Z. Nacelle.–(1) Wind speed, wind direction sensors shall be installed at the top.

(2) Anti-vibration mount shall be provided for the generator.

106ZA. Transformers.–(1) All oil filled transformers shall have higher flash point so as to minimise fire hazards and avoid frequent repairs and maintenance.

(2) Surge arresters shall be provided for transformers.

106ZB. Auxiliary system.–(1) The auxiliary transformer shall derive supply from the wind turbine generator.

(2) There shall be arrangement to derive the auxiliary power from the grid whenever the wind turbine

generator is not generating power:

Provided that a local diesel generator set shall be provided to supply the critical equipment and devices in the absence of grid supply.

106ZC. Doors and hatches.– Access doors shall be provided at the tower base and tower top for entry into the tower and the nacelle.

106ZD. Off-shore substation.–(1) Construction.– The offshore alternating current substation shall be constructed in two parts namely, the topside and foundation substructure.

(2) Foundation substructure.–(a) the substation foundation shall be fixed-bottom or floating depending upon the depth of water;

(b) fixed bottom foundation shall be of monopole or multiple or jacket frame type;

(c) floating foundation shall be of semi-submersible or barge or spar type;

(d) the foundation and transition piece shall accommodate the facilities such as cable entry J-tubes or I-tubes, boat landing facility, access ladders, lifeboats, crane for loading or unloading goods to and from boats;

(e) collision or impact protection shall be provided to foundation substructure; and

(f) the substructure shall be painted in yellow.

(3) The topside shall house the main equipment such as transformers, array cables, export cables, various auxiliary equipment, low voltage and high voltage busbars, switchgear and protection devices.

(4) The rating of low voltage and high voltage winding of step-up transformer shall be such that it optimise power flow.

(5) Single bus scheme may be provided for both low voltage and high voltage buses.

(6) There shall be control room for carrying out the various monitoring and control functions.

(7) Supervisory control and data acquisition servers and other servers shall be used for monitoring and controlling wind turbine systems.

(8) Auxiliary systems.– Auxiliary transformers, alternating current and direct current power supply sources shall feed the auxiliary loads of the substation.

(9) Heating ventilation and air conditioning system.– The electrical and other equipment shall be housed indoor to protect them from all weather conditions with effective cooling and ventilation.

(10) Lightning protection.– Lightning protection shall be provided for the entire substation structure.

(11) Communication System.–(a) antenna mast shall be provided at top of the topside for navigational needs;

(b) the primary communication link between the offshore substation and the onshore substation shall be established through fiber-optic cables embedded within the power export cables;40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(c) the information received through communication cables embedded in power cables shall be fed to various monitoring and control systems; and

(d) preferably indigenous satellite based time synchronisation of various events and the devices shall be done.

(12) All rooms and areas of substation shall be provided with adequate level of illumination for carrying out the specified task.

(13) Backup power supply system shall be with diesel generator set of adequate capacity to meet the requirement for critical system.

(14) There shall be a helipad and a helihoist, to provide access in all weather conditions.

106ZE. Power cables.–(1) Array cables.–(a) the voltage rating of the array cable shall be such that it optimise power flow. It shall contain 3 core or 4 core aluminium or copper, cross-linked polyethylene or ethylene propylene rubber insulated, fibre optic cable embedded, steel armoured and sheathed;

(b) array cable entry at the foundations of both wind turbine and offshore substation shall be through J-tube or I-tube; and

(c) incoming array cables carrying power collected from wind turbine generators shall be received through J-tubes or I-tubes and terminated at the low voltage busbar of the substation.

(2) Export cables.–(a) the voltage rating of the export cable shall be such that it optimise power flow. It shall contain 3 core or 4 core aluminium or copper cross-linked polyethylene or ethylene propylene rubber insulated, fibre optic cable embedded, steel armoured and sheathed;

(b) export cable entry at the foundations of offshore substation shall be through J-tube or I-tube;

(c) offshore substation or high voltage direct current converter station shall be connected with onshore substation by export cable; and

(d) export cable shall have N-1 reliability criteria.

106ZF. Transition point.–(1) Export cable shall be buried underground and terminated at the transition junction box.

(2) Transition junction box shall be located outside coastal regulation zone boundary and fenced to avoid entry of unauthorised person.

106ZG. Earthing.– Earthing rod connected to the foundation shall earth all non-current carrying metallic structures.

PART- C TECHNICAL STANDARDS FOR CONSTRUCTION OF BATTERY ENERGY STORAGE SYSTEM 106ZH. Site selection and layout considerations.–Site proximity to the geological faults, high flood zones, high tide zones, avalanche prone and land slide prone areas shall be avoided, as far as possible:

Provided that battery energy storage system which are located in extreme weather and site conditions shall be designed to withstand such conditions.

106ZI. Civil structure.–(1) All structures and foundations shall be designed to commensurate with service life of battery energy storage system.

(2) Battery energy storage system shall be seismically braced in accordance with the National Building Code issued by the Bureau of Indian Standards.

(3) There shall be proper access or space for the movement of battery energy storage system equipment during installation, commissioning and operation and maintenance as per relevant standard.

106ZJ. Application and use cases.– Battery energy storage system shall be designed as per the requirement, for one

or any combination of the following use cases:–

(1) To assist grid integration of renewable energy sources by reducing output volatility and variability and improving power quality.

(2) To provide the firm capacity from renewable energy sources by using energy storage in conjunction to provide a constant energy supply.

(3) To charge with inexpensive electric energy purchased during low price periods and discharge back to the grid during high price periods.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 41

(4) To enhance transmission and distribution system performance by offsetting electrical imbalances and interruptions.

(5) To avoid congestion related cost by discharging during peak demand to reduce transmission capacity requirements and to postpone or avoid the need to upgrade transmission or distribution infrastructure.

(6) To provide power to switching components, communication and control equipment in the substation.

(7) To alter power output in response to variations between electricity supply and demand and to manage the reactive power to maintain the grid voltage within permissible limit.

(8) To reduce overall electricity cost for end users by allowing customers to charge the battery energy storage system during low price period and discharge during specific peak demand period.

(9) To provide black-start service to avoid fuel cost and reduce emissions from conventional black-start generators.

(10) Any other application of battery energy storage system which is grid-interactive:

Provided that all battery energy storage system shall have the capabilities of Active power control, Reactive Power, Voltage Control, Frequency Response, Fault and Frequency ride through, Communication and control (SCADA/EMS integration), Ramp rate control and Night mode operation:

Provided further that battery energy storage system with installed capacity of 50 MW and above shall have additional capabilities of Automatic Generation Control, Grid-forming inverter capability, black-start capability:

Provided also that the restrictions such as cooling off period shall not impede the flexible operation of battery energy storage system.

106ZK. Major equipment.– Battery energy storage system shall mainly consist of the following equipment:–

(1) Cell, battery module, battery rack, battery container;

(2) Battery management system;

(3) Power conversion system; and

(4) Energy management system.

106ZL. Battery energy storage system components.–(1) Cell, battery module, battery rack, battery container.–(a) each battery module shall be labelled with at least the manufacturer’s name, country of origin, cell type, nameplate rating and date of manufacture;

(b) each module shall have radio frequency identification tag which shall include the following

information:–

(i) cell type;

(ii) name of the manufacturer of each cell and module;

(iii) month and year of the manufacturing;

(iv) country of origin;

(v) nameplate rating;

(vi) unique serial number and model number of the module;

(vii) date of obtaining qualification certificate; and

(viii) name of the lab issuing testing certificate;

(c) each battery rack shall have provision to disconnect itself, if required, from the rest of the system;

(d) the battery container shall:–

(i) be able to withstand extreme parameters such as temperature, pressure, explosion and vibrations as per relevant standards;

(ii) have cooling arrangement so as to maintain operating temperature range of the batteries;

(iii) be weatherproof, dustproof with provisions to prevent moisture condensation, ingress of water, airborne salt and dust; and

(iv) be corrosion resistant to prevent deterioration of battery energy storage system components.42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) Battery management system.–(a) battery management system shall be provided at module level, rack level and container level; and

(b) battery management system shall be able to:–

(i) monitor real-time voltage, current, state of charge, state of health and temperature;

(ii) regulate the charging and discharging of the batteries;

(iii) protect the battery from deep discharge, over voltage, over current and high temperature;

(iv) provide for cell balancing function in order to ensure uniform charging and discharging of different cells; and

(v) communicate with the power conversion system or energy management system or both, as the case may be, as per design requirement.

(3) Power conversion system.–(a) General requirements.–

(i) power conversion system shall consist of one or multiple power conditioning unit depending on the application and power configuration; and

(ii) in case power conversion system is installed outdoor, ingress protection shall be provided as per the relevant standards;

(b) The power conversion system shall:–

(i) be able to perform complete automatic unattended operation;

(ii) be capable of synchronizing and disconnecting with the grid;

(iii) include self-protective and diagnostic features to protect itself from damage in the event of component failure and abnormal operating parameters;

(iv) include provisions for disconnecting both its alternating current and direct current terminals for maintenance work;

(v) not produce electromagnetic interference which can cause maloperation of instrumentation, communications, or similar electronic equipment within the battery energy storage system;

(vi) be able to continuously regulate active power and reactive power;

(vii) be provided with over-current protection device(s) which shall be able to clear faults due to malfunctions within the power conversion system, including commutation failures;

(viii) be designed to include provisions to limit run-on and islanding upon the loss of grid as per the applicable standards;

(ix) be designed to limit surges on the direct current bus to a maximum of twice the normal direct current bus voltage; and

(x) be provided with load carrying cables having safety factor of two within the sub-system of power conversion system.

(4) Energy management system.–(a) Energy management system shall:–

(i) comprise of programmable logic controller, voltage, current and power measurement devices and a software which can interface with battery management system, power conversion system, programmable logic controller and measurement devices;

(ii) control the charge or discharge of the grid-connected storage from a system perspective;

(iii) allow comprehensive monitoring, reliable information exchange and rapid control of all equipment within battery energy storage system;

(iv) provide for integrated, real-time monitoring, efficient operation and control of active power, reactive power at the interconnection point of battery energy storage system;

(v) be integrated with the supervisory control and data acquisition and shall have built-in logic or program to monitor, control, and optimize the performance of the plant facilities as per specification;

(vi) be designed for automatic unattended operation;

(vii) be designed for local manual and remote operation from a remotely located computer;[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 43

(viii) ensure an orderly startup sequence;

(ix) ensure an orderly shutdown, even in the absence of grid power;

(x) provide for safe system reset from any standby or operating condition;

(xi) allow to enter standby state from any other operating states except connect or disconnect;

(xii) initiate shutdown under following conditions and shall remain in the shutdown state until a reset signal, either local or remote, is initiated:–

(a) emergency trip switch;

(b) loss of utility grid voltage (excluding black-start operation);

(c) an alternating current circuit breaker trip (either side of transformer);

(d) smoke and fire alarm;

(e) a direct current ground fault (field-adjustable setting);

(f) remote disable (no reset required); and

(g) islanding condition;

(xiii) provide for reading and reporting of various battery energy storage system status information;

(xiv) be programmable to select optimum-operating mode of whole plant;

(xv) be able to receive external set points and automatically adapt the plant facility behavior to it;

(xvi) be able to allow following operation modes for the plant facilities:–

(a) reactive power control;

(b) power factor control;

(c) voltage control;

(d) voltage droop;

(e) apparent power control;

(f) active power limitation;

(g) power ramp rate control; and

(h) frequency regulation;

(xvii) provide for synchronization of its real-time clock with standard time source;

(xviii) provide for self-diagnostic and self-protective features to protect battery energy storage system and the battery from damage in the event of battery energy storage system component failure or from parameters beyond the safe operating range of battery energy storage system;

(xix) be housed in a controlled environment; and

(xx) have provisions of uninterrupted power supply or direct current power supply of suitable rating to cater all the load requirements of the energy management system and its auxiliaries;

(b) The energy management system shall be capable of receiving target setpoints (e.g., power injection or absorption, state of charge limits) from the grid operator or supervisory control and data acquisition system using standard communication protocols such as IEC 60870-5-104, Modbus TCP, or IEC 61850, transmitted over ethernet, fiber-optic, or other approved media. Where required, appropriate protocol converters or gateways may be used to interface with internal systems (e.g., battery management system, power conversion system); and

(c) Protocols and media used shall comply with latency and availability norms defined in the Central Electricity Authority (Technical Standards for Communication System in Power System Operation) Regulations, 2020 and the Manual on Communication Planning in Power System Operation issued by the Authority.

106ZM. Battery energy storage system technical specifications.–(1) Battery energy storage system shall be designed to achieve its rated power output for full range of ambient temperature.

(2) Battery energy storage system shall have performance guarantee of at least:–44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(a) 90% output at the end of five years of use;

(b) 80% output at the end of ten years of use; and

(c) 70% output at the end of fifteen years of use.

(3) Number of cycles offered by battery energy storage system shall correspond to the expected life of the battery energy storage system at its rated energy capacity.

(4) Battery energy storage system shall provide minimum depth of discharge of 80%.

(5) Power conversion system efficiency with isolation transformer shall not be less than 95%.

(6) Round trip efficiency (alternating current to alternating current including auxiliary consumption) shall not be less than 70%.

(7) Ramp rate and number of cycles per day shall be designed as per the use case and application of battery energy storage system.

Provided that in case of any new technology related to battery energy storage system, the technical specification may be issued by the Authority through a separate order.

106ZN. Safety.–(1) Protections shall be layered and redundant.

(2) There shall be clear segregation between direct current bus, inverter and alternating current switchgear rooms, with fault isolation capabilities.

(3) There shall be over-current protection, either on the alternating current or the direct current side, in cell strings.

(4) The over current protection shall be sized and coordinated so that currents from one string do not contribute to a fault in any other cell string.

(5) The cells, wiring, switch gear and all direct current electrical components shall have safety factor of two for the maximum expected voltages.

(6) A minimum space separation shall be provided for adjacent battery energy storage system enclosures as well as nearest building, for various battery chemistries such as Lithium-Ion, Nickel cadmium and Lead Acid batteries as per relevant standard.

106ZO. Alarm.–(1) There shall be an alarm and display system to notify the occurrence of abnormal conditions including over temperature, over current, over voltage, direct current ground fault, smoke, gas or any other parameter mentioned by the original equipment manufacturer.

(2) All the system-generated alarms shall have a provision to be acknowledged by the operator.

(3) The alarm trigger level shall be field adjustable.

(4) The battery energy storage system shall alarm when a battery energy storage system container door is opened.

106ZP. Control Room.–(1) Control room shall be provided to house the control and relay panels, energy management system and all other indoor equipment and measuring, monitoring and recording system required for control and operation of the battery energy storage system.

(2) Adequate space shall be provided for the operation and maintenance staff.

(3) The following minimum parameters, as applicable, shall be accessible in real time via the operating interface display to supervisory control and data acquisition at control room for battery energy storage system, transformer, switchyard equipment and transmission line:–

(a) direct current input voltage and current;

(b) battery module and container temperature;

(c) alternating current output voltage and current;

(d) output power (active & reactive);

(e) power factor;

(f) relative humidity; and

(g) ambient temperature.

(4) The control panel or console shall have the meters, indicators and displays.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 45 106ZQ. Sharing of data.–(1) All requisite analog and digital inputs as required by the Renewable Energy Management or Regional Load Dispatch Centre or State Load Dispatch Centre, shall be made available by the battery energy storage system itself.

(2) The data related to active power, reactive power, frequency, event logger, disturbance recorder and triggering data of low voltage ride through and high voltage ride through, during tripping and protection operation shall be stored and made available to Regional Power Committee and control centre namely

Renewable Energy Management Centre or Regional Load Dispatch Centre or State Load Dispatch Centre:

Provided that the power conversion system and energy management system shall be capable of retaining data for ninety days and capturing a minimum of one thousand samples per second.

106ZR. Auxiliaries.–(1) The battery energy storage system shall have the auxiliaries such as heating, ventilation and air conditioning, transformer, wiring, connectors, protective devices, grounding, junction boxes, illumination, CCTV, enclosures and instrumentation.

(2) Battery energy storage system shall include an auxiliary power system which may be derived from any

of the following:–

(a) utility or discom alternating current bus;

(b) low voltage side of inverter duty transformer; and

(c) tertiary winding of inverter duty transformer.

(3) The auxiliary power system shall provide for:–

(a) necessary emergency power for an orderly system shutdown during abnormal conditions;

(b) the capability to restart automatically after battery energy storage system shutdowns of several days; and

(c) other auxiliary power requirement of battery energy storage system.

(4) Battery energy storage system shall have heating, ventilation and air conditioning or chiller system conducive to maintain battery performance for all climatic conditions at the site for the entire life of battery.

(5) The air handling and distribution system shall be designed to maintain uniform temperature across all the components within the container.

106ZS. Protection and Control.–(1) The battery energy storage system shall be capable of interrupting any fault current available at the point of common coupling or point of interconnection and fault current flowing in the equipment in either direction.

(2) Faults due to malfunctions within the battery energy storage system shall be cleared by the battery energy storage system protective devices.

(3) Surge-protection devices shall be provided to protect against transient voltage surges from switching, lightning and other similar causes, in accordance with applicable standards.

(4) Control and instrumentation system provided for the battery energy storage system shall be consistent with the modern power station practices and in compliance with all applicable standards, guidelines and the relevant regulations notified by the Authority.
