और उय प्रारूप जिजनयम की प्रजतयां िनता को 01 अगस्ट्त, 2022 को उपलब्ध करा दी गई र्ीं; और उय प्रारूप जिजनयम के संबंध में उपयुा्‍ त अिजध के भीतर सुााि प्रा्त ुएए हं; और इस संबंध में प्रा्त सुााि पर जिचार कर जलया गया है;

अब, इसजलए, ब्यूरो, केन्‍द रीय सरकार के पूिा अनुमोदन से, ऊिाा संरक्षण अजधजनयम, 2001 (2001 का 52) की धारा 13 की उप-धारा (2) के खंड (ढ) और धारा 14 के खंड (घ) के सार् पठित धारा 58 की उप-धारा (2) के खंड (i) द्वारा प्रदतिय िजयय का प्रयोग करते ुएए जनम्नजलजखत जिजनयम बनाता ह,ै अर्ाात्: -

1. सजं क्षप्त नाम और प्रारंभ- (1) इन जिजनयम का संजक्षप्त नाम ऊिाा दक्षता ब्यूरो (अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर उनके संप्रदिान की जिजिजियां और रीजत) जिजनयम, 2023 है।

2. पठरभाषा- (1) इन जिजनयम म,ें िब तक दक संदभा से अन्‍दयर्ा अपेजक्षत न हो, - (क) “अजधजनयम” से ऊिाा संरक्षण अजधजनयम, 2001 (2001 का 52) अजभप्रेत ह;ै (ख) “प्ररूप” से इन जिजनयम के सार् संलग्न प्ररूप अजभप्रेत है;

(ग) “लेबल” से अल्रा-हाई डेदिजनिन टे लीजििन पर जचपकाई गई अर्िा संप्रदर्िात जलजखत, मुदरत, जचजननत, मुहर लगी या ग्रादिक सामग्री अजभप्रेत है; (घ) "लेबल की अिजध" से धारा 14 के खंड (क) के अधीन केंरीय सरकार द्वारा अजधसूजचत ऊिाा उपभोग मानक के अधीन तुलनात्मक जबिली की उपभोग की िैधता अिजध अजभप्रेत है और यदद तुलनात्मक जबिली उपभोग की िैधता अिजध की समाज्त अिजध अजधसूजचत नहीं की िाती ह ैतो इसे तब तक िैध माना िाएगा िब तक दक केंरीय सरकार द्वारा इसके जलए नए मान अजधसजू चत नहीं दकए िाते हं;

(ङ) "मॉडल या मॉडल का पठरिार" से एक जििेष ब्ांड के मॉडल या मॉडल की श्रेणी अजभप्रेत है, जिसके जलए परीक्षण ठरपोटा का एक सेट लागू होता ह ै और िहां प्रत्येक मॉडल में समान प्रकार की भौजतक जििेषताएं, जबिली की िार्षाक उपभोग, ऊिाा दक्षता स्ट्तर और जनष् पादन जििेषताएं हं;

(च) “अनुज्ञाप्र धारी” से अजभप्रेत ऐसे व् यजय या ऐसा अजभकरण से ह ै जिसे जिजनयम 7 के अधीन लेबल जचपकाने के जलए अनुज्ञा दी गई है; (छ) "स्ट्टार रेटटंग या स्ट्टार लेिल" से अजधजनयम की धारा 14 के खंड (क) के अधीन अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर केंरीय सरकार द्वारा अजधसूजचत ऊिाा उपभोग मानक के लेबल पर संप्रदर्िात दकया गया ऊिाा दक्षता का ग्रेड अजभप्रेत ह,ै जिसमें अल्रा-हाई डेदिजनिन टेलीजििन की तुलनात्मक जबिली उपभोग को दिााया िाता है;

(ि) लेबल लगे अल्रा-हाई डेदिजनिन टेलीजििन के संबंध में “व् यापारी अर्िा जिक्रेता” से ऐसा व् यजय अजभप्रेत है िो ऐसे अल्रा-हाई डेदिजनिन टेलीजििन का जिक्रय अर्िा जितरण करता ह ै और इसमें दकु ानदार, व् यापारी, जिजनमााता और प्रिीतक पर लेबल जचपकाने के जलए अनुज्ञा प्राप्त अनुज्ञाप्र धारी सजमिमजलत ह।ं

(i) "अल्रा-हाई डेदिजनिन टेलीजििन" से अल्रा-हाई डेदिजनिन टेलीजििन की अजधसूचना 14(ख) के खंड (क) में जनर्दिा एक उपकरण अजभप्रेत है;

(2) उन िब्द और पद के, िो इसमें प्रयु्‍ त ह ं और पठरभाजषत नहीं है, ककंतु अजधजनयम में पठरभाजषत हं, िही अर्ा ह गे िो उस अजधजनयम में ह।ं

3. लेबल पर संप्रदर्िात दकया िाने िाला जििरण - (1) प्रत् येक अल्रा-हाई डेदिजनिन टेलीजििन पर जचपकाए िाने िाले लेबल पर जनमि नजलजखत जििरण संप्रदर्िात दकया िाएगा, अर्ाात-् (क) ऊिाा दक्षता ब्यूरो का प्रतीक जचनन;

(ख) उपस्ट् कर का प्रकार; (ग) ब्ांड; (घ) मॉडल संखय ांक और जनमााण या पयात का िषा; (ङ) स्ट्क्रीन का पकार सेंटीमीटर में (स्ट्क्रीन का पकार पूरी स्ट्क्रीन पर सेंटीमीटर में जतरछे मापा िाता ह)ै ; (च) िार्षाक ऊिाा उपभोग प्रजत िषा दक.िॉट घंटा में;

(छ) जिजिष् ट श्रृंखलाकोड (ि) स्ट्टार का स्ट्तर; और (ा) लेबल अिजध;

(2) लेबल का जडिाइन, रंग, पकार और जििरण इन जिजनयम के सार् उपाबद्ध अनुसूची में यर्ाजिजनर्दष्ा ट होगा।

4. लेबल सप्रं दर्िता करन े की समय-सीमा - (1) जिजनयम 3 में जिजनर्दष्ा ट सभी जिजिजिय िाला एक लेबल प्रत्येक अल्रा-हाई डेदिजनिन टेलीजििन पर इन जिजनयम के लागू होने की तारीख से छह मास की अिजध के भीतर संप्रदर्िात दकया िाएगा।[भाग III—खण् ड 4] भारत का रािप्र : असाधारण 3

(2) अजधजनयम की धारा 14 के खंड (क) के अधीन केन्‍द रीय सरकार द्वारा अजधसूजचत पुनरीजक्षत ऊिाा उपभोग मानक के परंभ होने पर, प्रत्येक अनुज्ञाप्र धारी या व्यापारी या जिक्रेता - (क) जपछले ऊिाा उपभोग मानक के सार् अल्रा-हाई डेदिजनिन टेलीजििन का उत् पादन नहीं करेगा। (ख) पुनरीजक्षत ऊिाा उपभोग मानक के सार् सामंिस्ट्य स्ट्र् ाजपत करते ुएए अल्रा-हाई डेदिजनिन टेलीजििन पर पुनरीजक्षत स्ट्टार स्ट्तर और पुनरीजक्षत लेबल अिजध संप्रदर्िात करेगा तर्ा अल्रा-हाई डेदिजनिन टेलीजििन का जिजनमााण िषा भी संप्रदर्िात करेगा। (ग) इन जिजनयम के अधीन डीलर , खुदरा जिक्रेताओं के बारे में िागरूकता, उनकी िानकारी के सार्-सार् उपभोयाओं की िानकारी के जलए उिाए गए सभी कदम सुजनयोजित तर्ा पूिाजिजहत ह गे।

5. लेबल सप्रं दर्िता करन ेकी रीजत - (1) लेबल को यूजनट के सामने के जहस्ट् से पर जचपकाया िाएगा और यह जिजनयम 3 के उप-जिजनयम

(2) में जिजनर्दष्ा ट अनुसार पसानी से ददखाई दने ा चाजहए तर्ा अनुज्ञाप्र धारी यह सुजनजचितत करेगा दक लेबल प्रत्येक रजिस्ट्र ीकृत यूजनट या मॉडल पर पहचान के उद्देश्य के जलए जबक्री स्ट् र्ल या हायर स्ट् र्ल पर ददखाई द ेऔर लेबल को यूजनट या मॉडल के पैकेजिंग बॉ्‍ स के बाहरी जहस्ट्से पर भी मुदरत दकया िाएगा या जचपकाया िाएगा।

(2) संप्रदर्िात न की िाने िाली यूजनट के जलए, लेबल को अल्रा-हाई डेदिजनिन टेलीजििन के पिरण के बाहरी जहस्ट्से से िोडा िा सकता ह ैऔर यूजनट को उसकी पैकेजिंग से जनकाले िाने पर लेबल को यूजनट से िोडा िा सकता ह ैया लेबल को ग्राहक या उपयोगकताा को ददए गए दस्ट्तािेज़ के एक भाग के रूप में सजमिमजलत दकया िा सकता ह।ै

6. लेबल सप्रं दर्िता करन ेकी अनज्ञु ा - (1) ब्यूरो की पूिा अनुज्ञा प्रा्त जलए जबना अल्रा-हाई डेदिजनिन टेलीजििन पर कोई स्ट्टार लेबल नहीं लगाया िाएगा।

(2) कंपनी रजिस्ट्र ीकरण - ब्यूरो की अनुज्ञा प्रा्त करने के प्रयोिन के जलए, प्रत्येक ब्ांड को अलग से रजिस्ट्र ीकृत दकया िाएगा िैसा दक प्ररूप 1-(क) में जिजनर्दष्ा ट ह,ै जिसके सार् इले्‍रॉजनक भुगतान प्रणाली द्वारा दये एक लाख रुपए का लेबल सुरक्षा िीस संलग्न होगा। परंतु दक लघु उद्योग के मामले में, लेबल सुरक्षा िीस केिल पच्चीस हिार रुपए होगा।

(3) मॉडल रजिस्ट्र ीकरण - उप-जिजनयम (2) के अधीन अनुज्ञाप्र धारी के प्रत्येक पिेदन के सार् जनमि नजलजखत संलग्न होगा - (क) प्रजत मॉडल दो हिार रुपए का पिेदन िीस, िो इले्‍रॉजनक मोड द्वारा दये होगा; और (ख) भुगतान के दकसी भी स्ट् िीकाया इले्‍ रॉजनक मोड द्वारा ऊिाा दक्षता ब् यूरो नई ददल् ली के पक्ष में दये एक लाख रुपए का लेबल प्रजतभूजत िीस। (ग) प्ररूप 1-(ख) में जिजनर्दष्ा ट दस्ट्तािेि।

7. अनज्ञु ा प्रदान करना - (1) जिजनयम 6 के अधीन कोई पिेदन प्रा्त होने पर और इस बात से सतं िु होने पर दक सभी अपेक्षाओं का अनुपालन दकया गया है, ब्यूरो जिजनयम 8 में जिजनर्दष्ा ट जनबंधन एिं िततों के अधीन मानक और लेबजलंग अर्ाात्: घरेलू उपकरण में स्ट्टार लेबजलंग का प्रसार पर अपने मैनुअल में जिजनर्दष्ा ट अिजध के भीतर, - (क) प्ररूप 2-(क) या इले्‍रॉजनक रूप में ब्ांड को रजिस्ट्र ीकृत कर सकता है; और (ख) अल्रा-हाई डेदिजनिन टेलीजििन पर प्ररूप 2-(ख) मेंइले्‍रॉजनक रूप में लेबल लगाने की अनुज्ञा द ेसकता है।

(2) ब्यूरो प्ररूप 3 में एक रजिस्ट्टर रखेगा और उसमें अनुज्ञाप्र धारी का नाम दिा करेगा।

(3) उप-जिजनयम (1) के अधीन दी गई अनुज्ञा उस अिजध तक के जलए िैध होगी जिसके जलए धारा 14 के खंड(क) के अधीन केन्‍द रीय सरकार द्वारा अजधसूजचत अनुसार ऊिाा उपभोग मानक द्वारा जिजनर्दाष् ट स्ट्टार स्ट्तर लागू है।

(4) अनुज्ञाप्र धारी द्वारा अनुज्ञा के निीनीकरण के जलए पिेदन इसकी समाज्त के एक मास पहले दकया िाना चाजहए और इसके िीस के रूप में एक हिार रुपए इले्‍ रॉजनक मोड में ऊिाा दक्षता ब्यूरो, नई ददल्ली के पक्ष में दये होगा। परंतु स्ट्टार रेटटंग योिना के जिस्ट्तार के मामले में, एक हिार रुपए के उय निीनीकरण िीस से छूट दी िाएगी।

(5) िैधता अिजध समाप्त होने के पश् चात् दकसी भी पिेदन का निीकरण नहीं दकया िाएगा और इस मामले में अनुज्ञाप्र धारी को नया पिेदन प्र दने ा होगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(6) उप जिजनयम (4) के अधीन पुनर्िालोकन के जलए पिेदन की प्राज्त पर और समाधान हो िाने के पश् चात् दक सभी अपेक्षाओं के अनुपालन के सार्, ब् यूरो ऐसी प्राज्त की तारीख से एक मास की अिजध के भीतर प्ररूप 2 में अनुज्ञा को निीकरण कर सकेगा।

(7) जिस तारीख से पुनरीजक्षत स्ट्टार स्ट्तर लागू होता है, उस तारीख से अल्रा-हाई डेदिजनिन टेलीजििन के जिद्यमान मॉडल पर लेबल लगाना िारी रखने की अनुज्ञा मांगने िाला अनुज्ञाप्र धारी प्ररूप 4 के अनुसार एक घोषणा प्रस्ट्तुत करेगा।

(8) यदद अल्रा-हाई डेदिजनिन टेलीजििन के नए मॉडल को पुनरीजक्षत स्ट्टार स्ट्तर के सार् जसंक्रोनाइज़ करते ुएए लॉन्‍दच दकया िाना है, तो अनुज्ञाप्र धारी को नए जसरे से लेबल लगाने की अनुज्ञा लेनी होगी, और ऐसी अनुज्ञा के जलए पिेदन पुनरीजक्षत स्ट्ट ार स्ट्तर लागू होने से छह मास पहले दकया िाएगा।

8. लेबल पर जििरण सप्रं दर्िता करन े के जलए जनबंधन एि ं ित ें - प्रत्येक अनुज्ञाप्र धारी, व्यापारी और जिक्रेता लेबल पर जििरण संप्रदर्िात करने में जनम्नजलजखत जनबंधन एिं िततों का पालन करेंगे, अर्ाात्:- (क) अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर संप्रदर्िात स्ट्टार स्ट्तर अजधजनयम की धारा 14 के खंड (क) के अधीन केन्‍द रीय सरकार द्वारा अजधसूजचत अल्रा-हाई डेदिजनिन टेलीजििन के जलए ऊिाा उपभोग मानक के अनुरूप होगा;

(ख) लेबल केिल अल्रा-हाई डेदिजनिन टेलीजििन के ऐसे मॉडल पर जचपकाया िाएगा जिसके जलए अनुज्ञा दी गई है; (ग) लेबल को अनुज्ञाप्र धारी के खचा पर अल्रा-हाई डेदिजनिन टेलीजििन पर मुदरत और जचपकाया िाएगा; (घ) अनुज्ञाप्र धारी, व्यापारी और जिक्रेता यह सुजनजचितत करेंगे दक अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर संप्रदर्िात स्ट्टार स्ट्तर हर समय बनाए रखा िाएगा;

(ङ) अनुज्ञाप्र धारी जिजनयम 9में जिजिजनर्दष्ा ट लेबल िीस का भुगतान करेगा; (च) अनुज्ञाप्र धारी जितियीय िषा की प्रत्येक जतमाही की समाज्त के अगले मास के भीतर ब्यूरो को एक जििरण प्रस्ट्तुत करेगा जिसम ें लेबल दकए गए उपस्ट् कर के उत्पादन और प्रत्येक जतमाही के जलए अर्िात लेबजलंग िीस का जििरण होगा;

(छ) अनुज्ञाप्र धारी प्रत्येक िषा अप्रैल के 30िें ददन तकअपने लेबल िाले उत्पाद को बेचने के जलए जनयुय अजधकृत जितरक, डीलर , खुदरा जिक्रेताओं, जिक्रेताओं की एक अद्यतन सूची ब्यूरो को प्रस्ट्तुत करेगा; (ि) अनुज्ञाप्र धारी, व्यापारी और जिक्रेता ऐसी अन्‍दय जनबंधन एिं िततों का पालन करेंगे जिन्‍दहें ब्यूरो जिजनर्दष्ा ट कर सकता है, जिसमें मानक और लेबजलंग अर्ाात्: घरेलू उपस्ट् कर में स्ट्टार लेबजलंग का प्रसार पर ब्यूरो की जनयमािली, अर्ाात् ददिा म ें सजमिमजलत ह।ै

9. लेबल िीस- (1) प्रत्येक अनुज्ञाप्र धारी को अल्रा-हाई डेदिजनिन टेलीजििन पर जचपकाए गए प्रत्येक लेबल के जलए ब्यूरो को तीस रुपए का लेबल िीस दने ा होगा;

(2) उप-जिजनयम (1) के अधीन जिजनर्दष्ा ट लेबल िीस का भुगतान प्रत्येक जितियीय िषा के समाप्त होने की तारीख से एक मास के भीतर िार्षाक रूप से दकया िाएगा: परंतु इस प्रकार जिजनर्दष्ा ट अिजध के भीतर लेबल िीस का भुगतान करने में असिल होने पर, ब्यूरो जिजनयम 6 के उप जिजनयम (3) के खंड (ख) के अधीन िमा की गई लेबल सुरक्षा रकम से दस प्रजतित प्रजत िषा ब्याि के सार् दये रकम की िसूली कर सकता ह ैऔर यदद िमा करने की अंजतम तारीख के एक िषा के भीतर पूणा लेबजलंग िीस की िसूली नहीं की िाती ह ैऔर ब्यूरो अनुज्ञाप्र धारी को ददए गए सभी लेबल को रद्द कर सकता ह ैऔर एक चूककताा के रूप में समाचार-प्र में अनुज्ञाप्र धारी का नाम प्रकाजित कर सकता ह।ै

10. लेबल सुरक्षा िमा रकमकी िापसी- जिजनयम 9 के उप-जिजनयम (2) के उपबंध के अधीन, अल्रा-हाई डेदिजनिन टेलीजििन का जिजनमाणा बंद करने पर अनुज्ञाप्र धारी लेबल सुरक्षा िीस की िापसी का पा्र होगा।

11. ब्यूरो द्वारा सत्यापन - (1) ब्यूरो या तो स्ट् ित: संज्ञान लेते ुएए या उसके द्वारा प्रा्त जिकायत पर यह सुजनजचितत करने के जलए सत्यापन कर सकता है दक अल्रा-हाई डेदिजनिन टेजलजििन,स्ट्टार स्ट्तर और उसके लेबल पर संप्रदर्िात अन्‍दय जिजिजिय के अनुरूप है और यह दक यह अनुज्ञा की अन्‍दय जनबंधन एिं िततों का अनुपालन करता ह।ै

(2) सत्यापन के प्रयोिन के जलए, नमूने को ब्यूरो या उसकी नामजनर्दष्ा ट अजधकरण द्वारा,िैसा िह उजचत समाे,जिजनमााण सुजिधा केंर, गोदाम या खुदरा जबक्री केंर से यादजृछछक रूप से जलया िाएगा।

(3) िहां, उप-जिजनयम (1) के अधीन प्रा्त जिकायत पर, ब्यूरो को परीक्षण और अंिांकन प्रयोगिालाओं के जलए राष्ट्रीय प्रत्यायन बोडा द्वारा समि यकत: प्रत् याजयत एक स्ट्ितं्र प्रयोगिाला में कमरे के अल्रा-हाई डेदिजनिन टेजलजििन का परीक्षण करके सत्यापन करना[भाग III—खण् ड 4] भारत का रािप्र : असाधारण 5 पिश्यक है, और ऐसे परीक्षण करने के जलए प्ररूप 5 में अनुज्ञाप्र धारी को एक नोठटस िारी दकया िाएगा और जिकायतकताा को नमूना लागत, परीक्षण, पठरिहन और अन्‍दय पकजस्ट्मक खचतों से संबंजधत ऐसे खचतों को ब्यूरो को ऐसी समयािजध, िैसा दक ब्यूरो द्वारा जिजहत की िाएगी, िमा करने के जलए कहा िाएगा, और यदद चुनौती परीक्षण के अधीन जलया गया नमूना असिल हो िाता है, तो जिजनर्दष्ा ट सभी खचतों की प्रजतपूर्ता ब्यूरो को अनुज्ञाप्र धारी द्वारा की िाएगी और ब्यूरो जिकायतकताा को उपयुा्‍ त खचा िापस कर देगा;

और िहां उपस्ट् कर चुनौती परीक्षण पास करता है, तो जिकायतकताा द्वारा िमा दकए गए खचा को िब्त कर जलया िाएगा।

(4) िहां परीक्षण के जलए उपयोग दकए गए अल्रा-हाई डेदिजनिन टेजलजििन का कोई नमूना स्ट्ित: परीक्षण या चुनौती ददए गए परीक्षण के दौरान परीक्षण में असिल रहता है, िहां ब्यूरो अनुज्ञाप्र धारी को एक और अिसर प्रदान करेगा तर्ा ब् यूरोदकसी स्ट्ितं्र परीक्षण प्रयोगिाला में पहले परीक्षण में उपयोग दकए गए अल्रा-हाई डेदिजनिन टेजलजििन की दोगुनी मा्र ा के सार् दसू रा परीक्षण करेगा, िो उस प्रयोगिाला से अलग ह ै िहां पहला िांच परीक्षण दकया गया र्ा और यह अनुज्ञाप्र धारी के खचा पर राष्ट्रीय परीक्षण एिं अंिांकन प्रयोगिाला प्रत्यायन बोडा द्वारा समि यकत: प्रत् याजयत होगा। परंतु ब्यूरो उप-जिजनयम (3) में उजल् लजखत चुनौती परीक्षण या उप-जिजनयम (4) में उजल् लजखत दसू रे परीक्षण तर्ा नमूने की खरीद और परीक्षण पर दकए िाने िाले व् यय को दखे ने के जलए प्ररूप 5 म ें अनुज्ञाप्र धारी को सूजचत करेगा।

(5) िहां दसू रा परीक्षण असिल हो िाता है, िहां ब्यूरो - (क) सभी राज्य जिजिजनर्दष्ा ट एिेंजसय को अिगत कराते ुएए प्ररूप 6 में अनुज्ञाप्र धारी को जनदिे दगे ा दक िह दो मास की अिजध के भीतर, -

(i) अल्रा-हाई डेदिजनिन टेजलजििन के लेबल पर संप्रदर्िात स्ट्टार लेिल को िीक करे या परीक्षण के दौरान पाई गई कजमय और दोष को दरू करे;

(ii) ब्यूरो के जनदिे का पालन करने के जलए बािार से सभी स्ट्टॉक िापस ले लें; और

(iii) जिज्ञापन सामग्री पर संप्रदर्िात जिजिजिय को बदल द।े (ख) उपभोयाओं के लाभ के जलए, दो मास के भीतर दकसी भी राष्ट्रीय या क्षे्र ीय दजै नक समाचार-प्र में और दकसी भी इले्‍रॉजनक या दकसी अन्‍दय तरीके से, िैसा िह उजचत समाे, दकसी भी अनुज्ञाप्र धारी का नाम, ब्ांड नाम, मॉडल नाम या मॉडल नंबर, लोगो और अन्‍दय जिजनदिे प्रकाजित करें;

(ग) संबंजधत राज्य जिजिजनर्दष्ा ट अजधकरण को अजधजनयम की धारा 27 के अधीन अनुज्ञाप्र धारी और व्यापारी के जिरूद्ध न्‍दयाजयक कायािाही िुरू करने के जलए सूजचत करें।

(6) अनुज्ञाप्र धारी, उप-जिजनयम (5) में जिजनर्दष्ा ट दो मास की अिजध के समापन के दस ददन के भीतर,- (क) जनदिे के अनुपालन में की गई कारािाई के संबंध में प्ररूप 7 में अनुपालन ठरपोटा ब्यूरो को भेिेगा। (ख) यदद खंड (क) में जिजनर्दष्ा ट अनुपालन ठरपोटा जिजनर्दष्ा ट अिजध के भीतर दकसी भी जनदिे का पालन दकए जबना प्रा्त या प्रा्त नहीं होती है, तो इसे िारी दकए गए जनदिे का अनुपालन नहीं माना िाएगा और इस संबंध में पदेि ब् यूरो द्वारा पाठरत दकया िाएगा।

(7) ब्यूरो खंड (क) में संदर्भात अनुपालन ठरपोटा और उप-जिजनयम (6) के खंड (ख) में पाठरत पदिे को पिश्यक दस्ट्तािेि के सार् सभी राज्यनामजनत अजधकरण को धारा 17 और उय उप-जिजनयम के खंड (ख) के अधीन पाठरत पदिे को लागू करने के अधीन कारािाई करने के उद्देश्य से भेिेगा।

(8) िहां अनुज्ञाप्र धारी उप-जिजनयम (5) के अधीन ब्यूरो द्वारा िारी जनदिे का पालन करने में असिल रहता है, िहां ब्यूरो सभी राज्य नामजनर्दष्ा ट एिेंजसय को जनमि नजलजखत की सूचना दगे ा, - (क) जिजनयम 7 के उप-जिजनयम (1) के अधीन अनुज्ञाप्र धारी को दी गई अनुज्ञा को िापस लेगा;

(ख) अजधजनयम की धारा 14 के खंड (क) के अधीन केन्‍द रीय सरकार द्वारा अजधसूजचत ऊिाा उपभोग मानक के अनुरूप अनुज्ञाप्र धारी द्वारा असिलता के समर्ान में परीक्षण ठरपोटा के सार् केन्‍द रीय सरकार को ठरपोटा भेिेगा, केन्‍द रीय सरकार द्वारा अजधजनयम की धारा 14 के खंड (ग) के अधीन जिचार करने और कारािाई करने के जलए उप-जिजनयम (6) का खंड (क) के अधीन ब्यूरो के जनदिे संदर्भात हं;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ग) उपभोयाओं के लाभ के जलए, दो मास के भीतर दकसी भी राष्ट्रीय या क्षे्र ीय दजै नक समाचार-प्र में और दकसी भी इले्‍रॉजनक या दकसी अन्‍दय तरीके से, िैसा िह उजचत समाे, दकसी भी अनुज्ञाप्र धारी का नाम, ब्ांड नाम, मॉडल नाम या मॉडल नंबर, लोगो और अन्‍दय जिजनदिे प्रकाजित करेगा; और (घ) अजधजनयम की धारा 27 के अधीन अनुज्ञाप्र धारी और व्यापारी के जखलाि पगे की न्‍दयाजयक कायािाही िुरू करने के जलए संबंजधत राज्य जिजिजनर्दष्ा ट अजभकरण को सूजचत करेगा।

12. अनज्ञु ा रद्द करना - ब्यूरो जिजनयम 7 के अधीन दी गई अनुज्ञा को रद्द कर सकता है, यदद अनुज्ञाप्र धारी - (क) जिजनयम 8 के अधीन जिजनर्दष्ा ट दकसी भी जनबंधन एिं िता का पालन करने में असिल रहता है; (ख) जिजनयम 9 के अधीन जिजनर्दष्ा ट अिजध के भीतर लेबल िीस का भुगतान करने में असिल रहता है;

1. ऊिाा दक्षता ब्यूरो (अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर उनके संसंप्रदिान की जिजिजियां और रीजत) जिजनयम, 2023 के जिजनयम 7 के उपबंध के अनुसार, ब्यूरो इस प्र के उपाबंध में जिजहत अनुमोदन के जििरण के अनुसार अपने ब्ांड को रजिस्ट्र ीकृत करने की अनुज्ञा दते ा ह।ै

2. यह अनुज्ञा जनमि नजलजखत के अधीन ह-ै (क) अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर संप्रदर्िात स्ट्टार स्ट्तर अजधजनयम की धारा 14 के खंड (क) के अधीन अजधसूजचत अल्रा-हाई डेदिजनिन टेलीजििन के ऊिाा उपभोग मानक और उपयुा्‍ त जिजनयम में प्रदान की गई जनबंधन एिं िततों के अनुरूप होगा;

(ख) अल्रा-हाई डेदिजनिन टेलीजििन के केिल ऐसे मॉडल पर लेबल जचपकाया िाएगा जिसके जलए अनुज्ञा दी गई है; (ग) अनुज्ञाप्र धारी के खचा पर अल्रा-हाई डेदिजनिन टेलीजििन पर लेबल की छपाई की िाएगी और जचपकाया िाएगा; (घ) अनुज्ञाप्र धारी यह सुजनजचितत करेगा दक अल्रा-हाई डेदिजनिन टेलीजििन पर संप्रदर्िात स्ट्टार स्ट्तर को हर समय बनाए रखा िाएगा;

(ङ) अनुज्ञाप्र धारी ब्यूरो द्वारा जिजनर्दष्ा ट अनुसार लेबल िीस का भुगतान करेगा; (च) अनुज्ञाप्र धारी जितियीय िषा की प्रत्येक जतमाही की समाज्त के अगले मास के भीतर प्रत्येक जतमाही के जलए दये लेबल उपस्ट् कर और उस पर अर्िात लेबजलंग िीस का जििरण ब्यूरो को प्रस्ट्तुत करेगा। यही जििरण स्ट्िचाजलत प्रणाली के माध्यम से ब्यूरो को भी भेिे िाएंगे;

(छ) अनुज्ञाप्र धारी ब्यूरो द्वारा िब भी मांगा िाए, अल्रा-हाई डेदिजनिन टेलीजििन के ऐसे अन्‍दय जििरण भी उपलब्ध कराएगा जिसके जलए अनुज्ञा दी गई है।

3. अनुज्ञाप्र धारी ब्यूरो की पूिा अनुज्ञा को छोडकर, िैधता अिजध के दौरान बािार से रजिस्ट्र ीकृत ब्ांड और अल्रा-हाई डेदिजनिन टेलीजििन को िापस नहीं लेगा।

2. यह अनुज्ञा इस िता के अधीन ह ैदक- (क) अल्रा-हाई डेदिजनिन टेलीजििन के लेबल पर संप्रदर्िात स्ट्टार स्ट्तर अजधजनयम की धारा 14 के खंड(क) के अधीन अजधसूजचत अल्रा-हाई डेदिजनिन टेलीजििन के जलए ऊिाा उपभोग मानक और उपयुा्‍ त जिजनयम में प्रदान की गई जनबंधन एिं िततों के अनुरूप होगा;16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) लेबल केिल अल्रा-हाई डेदिजनिन टेलीजििन के ऐसे मॉडल पर जचपकाया िाएगा जिसके जलए अनुज्ञा दी गई है;

(ङ) अनुज्ञाप्र धारी तीस रुपए प्रजत लेबल िीस का भुगतान करेगा; (च) अनुज्ञाप्र धारी जितियीय िषा की प्रत्येक जतमाही की समाज्त के अगले मास के भीतर ब्यूरो को एक जििरण प्रस्ट्तुत करेगा जिसम ें लेबल दकए गए उपस्ट् कर के उत्पादन और प्रत्येक जतमाही के जलए दये उपार्िात लेबजलंग िीस का जििरण होगा;

(छ) यही जििरण ब्यूरो को स्ट्िचाजलत प्रणाली के माध्यम से भेिा िाएगा; (ि) अनुज्ञाप्र धारी ब्यूरो द्वारा िब भी मांगा िाए, अल्रा-हाई डेदिजनिन टेलीजििन के ऐसे अन्‍दय जििरण भी उपलब्ध कराएगा जिसके जलए अनुज्ञा दी गई है।

3. यह अनुज्ञा...............से...............तक मान्‍दय होगीऔर इसे जिजहत अनुसार निीनीकृत दकया िा सकता ह।ै अनुज्ञाप्र धारी ब्यूरो के पूिा अनुमोदन को छोडकर, िैधता अिजध के दौरान अल्रा-हाई डेदिजनिन टेलीजििन को बािार से िापस नहीं लेगा।

5. िहां केन्‍द रीय सरकार द्वारा समीक्षा कर के स्ट्टार स्ट्तर की योिनाओं को पुनरीजक्षत दकया िाता है, अल्रा-हाई डेदिजनिन टेलीजििन के स्ट्टार में जनम्नानुसार पुनरीजक्षत दकया िाएगा :- (क) यदद नए मॉडल को पुनरीजक्षत स्ट्टार स्ट्तर के सार् जसंक्रोनाइज़ करते ुएए लॉन्‍दच दकया िाता है, तो ऐसी अनुज्ञा के जलए एक पिेदन ब्यूरो को उस तारीख से छह मास पहले दकया िाएगा, िब से नया स्ट्टार स्ट्तर लागू होता है;

(ख) िहां जिद्यमान मॉडल पुनरीजक्षत स्ट्टार स्ट्तर को प्रभािी करना िारी रखता है, िहां केिल प्ररूप 4 में एक घोषणा ब्यूरो को प्रस्ट्तुत की िाएगी।

(ii) इस प्र के िारी होने की तारीख से पंरह ददन के भीतर खरीद, पठरिहन, परीक्षण और अन्‍दय पकजस्ट्मक व् यय की ऐसी लागत िमा करें, िैसा दक उपाबंध में उजल्लजखत दकया गया ह ै(व् यय को इले्‍रॉजनक ढंग से िमा दकया िाएगा)।

NOTIFICATION New Delhi, the 3rd March, 2023 No. BEE/S&L/UHD/02/2022-23.-Whereas the draft regulations namely, the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Ultra-High Definition Televisions) Regulation, 2023, were published vide notification number BEE/S&L/UHD/02/2022-23 as required under sub-section (1) of section 58 of the Energy Conservation Act, 2001 (52 of 2001), inviting objections or suggestions from persons likely to be affected thereby within the specified period of thirty days from the date of publication of the said notification in the Official Gazette;

And whereas copies of the said draft regulations were made available to the public on 01st August, 2022;

And whereas suggestions have been received with respect to the said draft regulations within the period aforesaid;

And whereas the suggestions received in this regard have been taken into consideration;

Now, therefore, in exercise of the powers conferred by clause (i) of sub-section (2) of section 58 read with clause (n) of sub-section (2) of section 13 and clause (d) of section 14 of the Energy Conservation Act, 2001 (52 of

2001), the Bureau, with the previous approval of the Central Government, hereby makes the following regulations,

namely:-

1. Short title and commencement.–(1) These regulations may be called the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Ultra-High Definition Televisions) Regulations, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definition.-(1) In these regulations, unless the context otherwise requires,-

(a) “Act” means the Energy Conservation Act, 2001(52 of 2001);

(b) “Form” means a form appended to these regulations;

(c) “label” means any written, printed, marked, stamped or graphic matter affixed to, or appearing upon, Ultra-High Definition televisions;

(d) "label period" means the validity period of the annual energy consumption under energy consumption standard notified by the Central Government under clause (a) of section 14 and in case the end period of the validity period of the annual energy consumption is not notified, it shall be deemed to be valid until new values for the same are notified by the Central Government;

(e) "models or family of models" means the model or range of models of one particular brand, to which a single set of test reports is applicable and where each of the models has the same physical characteristics, annual energy consumption, energy efficiency rating and performance characteristics;

(f) “permittee” means a person or agency to whom permission has been granted to affix label under regulation 7;

(g) "star rating or star level" means the grade of energy efficiency displayed on the label of the Ultra-High Definition television based on energy consumption standard notified by the Central Government under clause

(a) of section 14 of the Act to denote the annual energy performance of Ultra-High Definition televisions;

(h) "trader or seller" in relation to any labelled Ultra-High Definition television means a person who sells or distributes any such Ultra-High Definition television and includes the shopkeeper, trader, manufacturer and permittee who has been given permission to affix label on such Ultra-High Definition television.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(i) "Ultra-High Definition television" means an appliance as specified in the clause (a) of notification 14(b) of Ultra-High Definition Television;

(2) Words and expressions used herein and not defined, but defined in the Act, shall have meanings respectively assigned to them in the Act.

3. Particulars to be displayed on label.-(1) On every Ultra-High Definition television, the following particulars shall be displayed on its label, namely:-

(a) the logo of the Bureau of Energy Efficiency;

(b) equipment Type;

(c) brand;

(d) model number and year of manufacturing or import;

(e) screen size in centimetre (screen size measured diagonally across the screen in centimetre);

(f) annual energy consumption in kWh per year;

(g) unique series code;

(h) star level; and

(i) label period.

(2) The design, colour, size and content of label shall be as specified in the Schedule annexed to these regulations.

4. Time limit for display of labels.-(1) Transition from Voluntary to Mandatory regime.- A label containing all the particulars specified in regulation 3 shall be displayed on every Ultra-High Definition television within a period of six months from the date of coming into force of these regulations.

(2) On and from commencement of revised energy consumption standards notified by the Central Government under clause (a) of section 14 of the Act, every permittee or trader or seller,-

(a) shall not produce the Ultra-High Definition television with the previous energy consumption standards;

(b) the Ultra-High Definition television shall display revised star level and label period with the revised energy consumption standard and the manufacturing year of the Ultra-High Definition television in synchronisation with revised energy consumption standards;

(c) all preparatory steps including awareness of the dealers, retailers, requisite publicity for their education as well as for the education of the consumers are well planned and action taken in advance.

5. Manner of display of label.- (1) The label shall be affixed at the front display of the unit and should be easily visible as referred in sub-regulation (2) of regulation 3 and the permittee shall ensure that the label appears on every registered unit or model on display for identification purpose, at point of sale or hire and the label shall also be printed or pasted to the exterior to the packaging box containing the unit or model.

(2) For units not on display, the label may be printed or pasted to the exterior of the casing of the Ultra-High Definition television and the label may be attached to the unit or model when the unit or model is removed from its packaging or the label may be included as a part of the documentation given to the customer or user.

6. Permission for display of label.- (1) No star label shall be affixed on a Ultra-High Definition television without obtaining the prior permission of the Bureau.

(2) Company registration.- For the purposes of obtaining permission of the Bureau, every brand shall be registered separately as specified in Form I – (A), accompanied by a label security fee of one lakh rupees, payable by

electronicmode of payment:

Provided that in case of small scale industry, the label security fee shall be twenty five thousand rupees only.

(3) Model registration.- Every application of the permittee under sub-regulation (2) shall be accompanied by—

(a) an application fee of two thousand rupees per model, payable by electronic mode of payment; and

(b)a label security fee of one lakh rupees, payable in favour of the Bureau of Energy Efficiency, New Delhi;by any acceptable electronic mode of payment;

(c) documents specified in Form I – (B).

7. Grant of permission.- (1) On receipt of an application under regulation 6 and after being satisfied that all requirements therein are complied with, the Bureau may, withina period as specified in its Manual on standards and[भाग III—खण् ड 4] भारत का रािप्र : असाधारण 27 labeling namely Disseminating Star Labeling in Household Appliance, subject to such terms and conditions as specified in regulation 8, –

(a) register the brand in Form II-(A) in electronic form; and

(b) grant permission for affixing label on Ultra-High Definition television in Form II-(B) in electronic form.

(2) The Bureau shall maintain a register in Form III and enter the name of permittee therein.

(3) The permission so granted under sub-regulation (1) shall be valid for such period till which the star level specified by the energy consumption standard as notified by the Central Government under clause (a) of section 14 is in force.

(4) In case of revision of star rating plan, an application for renewal of permission shall be made by the permittee not later than one month before its expiry and shall be accompanied by a fee of rupees one thousand payable in electronic mode in favour of the Bureau of Energy Efficiency, New Delhi.

Provided that in case of extension of star rating plan, the said renewal fee of rupees one thousand shall be exempted.

(5) No application shall be renewed after expiry of validity period, in which case the permittee shall make a fresh application.

(6) On receipt of application for renewal under sub-regulation (4) and after being satisfied that all requirements are complied with, the Bureau may, within a period of one month from the date of such receipt, renew permission in Form II.

(7) The permittee who seeks permission for continuance to affix label on the existing model of the Ultra-High Definition television from the date from which the revised star level comes into force shall submit a declaration according to Form IV.

(8) The permittee shall seek permission to affix a label afresh, if a new model of the Ultra-High Definition television is to be launched synchronising with the revised star level, and application for such permission shall be made six months in advance of coming into force of the revised star level.

8. Terms and conditions for display of particulars on label. – Every permittee, trader and seller shall comply with the following terms and conditions in displaying the particulars on label, namely:-

(a) the star level displayed on the label of Ultra-High Definition television shall conform to energy consumption standards for Ultra-High Definition television notified by the Central Government under clause (a) of

section 14 of the Act;

(b) the label shall be affixed only on such model of Ultra-High Definition television for which permission has been granted;

(c) the label shall be printed and affixed on the Ultra-High Definition television at the cost of the permittee;

(d) the permittee, trader and seller shall ensure that the star level displayed on the label of Ultra-High Definition television shall be maintained at all time;

(e) the permittee shall pay the label fee as specified in regulation 9;

(f) the permittee shall furnish to the Bureau a statement containing details of production of labelled equipment and the accrued labeling fee due for each quarter within the following month of the close of each quarter of the financial year;

(g) the permittee shall furnish to the Bureau an updated list of authorised distributors, dealers, retailers, sellers appointed to sell their labelled products by 30th day of April of each year;

(h) the permittee, trader and seller shall comply with such other terms and conditions which the Bureau may specify including those contained in the Bureau'sManual on standards and labeling namely Disseminating Star Labeling in Household Appliance.

9. Label fee.- (1) Every permittee shall pay to the Bureau a label fee of thirty rupees for each label affixed on the Ultra-High Definition television.

(2) The label fee specified under sub-regulation (1) shall be paid annually within one month from the date of closure

of each financial year:

Provided that on failure to pay the label fee within the period so specified, the Bureau may recover the amount due with interest thereon at ten per cent.per annum from the label security deposit made under clause (b) of sub regulation

(3) of regulation 6 and if complete labeling fees are not recovered within one year of the last date of submission and28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] the Bureau may cancel all labels granted to the permittee and publish the name of the permittee in the newspapers as a defaulter.

10. Refund of label security deposit.- Subject to the provisions of sub-regulation (2) of regulation 9, a permittee shall be entitled to a refund of the label security fee, on ceasing to manufacture Ultra-High Definition television.

11. Verification by Bureau.-(1) The Bureau or its designated agency may, either suomotu, or on a complaint received by it, carry out verification to ensure that the Ultra-High Definition television conforms to the star level and other particulars displayed on its label and that it complies with the other terms and conditions of permission.

(2) For the purpose of verification, samples shall be picked up at random by the Bureau or its designated agency from the manufacturing facility, warehouse or the retail outlet as it deems fit.

(3) Where, upon a complaint received under sub-regulation (1), the Bureau is required to carry out verification by challenge testing the Ultra-High Definition television in an independent laboratory duly accredited by the National Accreditation Board for Testing and Calibration Laboratories, and a notice shall be issued to the permittee in Form V for carrying out such testing and the complainant shall be called upon to deposit and such expenses relating to sample cost, testing, transportation and other incidental expenses with the Bureau, within such time, as may be determined by Bureau and if the sample drawn under challenge testing fails, all expenses as specified shall be reimbursed by the permittee to the Bureau and the Bureau shall refund the aforesaid expenses to the complainant;

and where the equipment passes the challenge test, then the expenses deposited by the complainant shall stand forfeited.

(4) Where a sample of Ultra-High Definition television used for testing fails the test during suomotu testing or challenge testing, the permitee shall be afforded another opportunity and the Bureau shall conduct a second test with twice the quantity of Ultra-High Definition television used in the first test, in an independent test laboratory which is different from the lab where the first check testing was conducted and shall be duly accredited by the National Accreditation Board for Testing and Calibration Laboratories at the cost of the permittee. Provided that the Bureau shall intimate the permittee in Form V to witness the challenge testing referred to in sub-regulation (3) or the second test referred to in sub-regulation (4) and the expenses to be made towards the procurement and testing of sample.

(5) Where the second test fails, the Bureau shall,–

(a) direct the permittee in Form VI, under intimation to all the State Designated Agencies, that the permittee within a period of two months,-

(i) correct the star level displayed on the label of the Ultra-High Definition television or remove the defects and deficiencies found during testing;

(ii) withdraw all the stocks from the market to comply with the directions of the Bureau; and

(iii) change the particulars displayed on advertising material;

(b) publish for the benefit of the consumers, the name of any permittee, brand name, model name or model number, logo and other specification in any national or regional daily newspaper and in any electronic or in any electronic means or in any other manner as it deems fit, within two months;

(c) Intimate to the concerned State Designated Agency to initiate adjudication proceedings against the permittee and the trader under section 27 of the Act.

(6) The permittee shall, within ten days of the conclusion of the period of two months referred to in sub- regulation(5),-

(a) send the compliance report in Form VII to the Bureau with respect to action taken in compliance with the direction.

(b) in case the compliance report referred to in clause (a) is not received or received without complying to any of the direction within the specified period, it shall be deemed as non-compliance of the direction issued and orders to that effect shall be passed by the Bureau.

(5) The Bureau shall send the compliance report referred to in clause (a) and orders passed in clause (b) of sub- regulation (6) along with necessary documents to all the State Designated Agencies for the purpose of taking action under section 17 and enforcement of order passed under clause (b) of the said sub-regulation.

(6) Where the permittee fails to comply with the directions issued by the Bureau under sub-regulation (5), the Bureau under intimation to all State Designated Agencies,shall,-

(a) withdraw the permission granted to the permittee under sub-regulation (1) of regulation 7;[भाग III—खण् ड 4] भारत का रािप्र : असाधारण 29

(b) send report to the Central Government accompanied by the test report in support of the failure by the permittee to conform to the energy consumption standards notified by the Central Government under clause

(a) of section 14 of the Act, the directions of the Bureau referred in clause (a) of sub-regulation (6) for consideration and for taking action under clause (c) of section 14 of the Act by the Central Government;

(c) publish for the benefit of the consumers, the name of any permittee, brand name, model name or model number, logo and other specification in any national or regional daily newspaper and in any electronic or in any other manner as it deems fit within two months; and

(d) intimate to the concerned State Designated Agencies to initiate further adjudication proceedings against the permittee and the trader under section 27 of the Act.

12. Cancellation of permission.-The Bureau may cancel the permission granted under regulation 7, if the permittee —a) fails to comply with any of the terms and conditions specified under regulation 8;

(b) fails to pay label fee within the period specified under regulation 9;

(c) does not comply with the direction issued under regulation 11; and

(d) provided that no permittee shall be cancelled unless the permittee has been given an opportunity being heard in the matter.

(ii) deposit such cost towards procurement, transportation, testing and other incidental expenses as mentioned in Annexure, within fifteen days from the date of issuance of this letter (the expenses shall be deposited through electronicmode).

You may note that the Bureau shall continue the verification by challenge test or second test, even if the aforementioned expenses are not made in time or the officials are not nominated as specified and shall take further follow up action in the matter in terms of sub-regulation (5) of regulation 11 of the Bureau of Energy Efficiency (Particulars and Manner of their Display on Label of Ultra-High Definition televisions) Regulations2023.

The results of the test report indicated that the sample of Ultra-High Definition television failed to meet the energy consumption standard, service value, etc. and did not conform to the test details furnished by you in Form I annexed to the application submitted by you for seeking permission to affix label on the UHD television manufactured/imported by you. The test results confirm that they failed to meet the requisite parameters and standards given in S.O.

7. Now, therefore in exercise of the power conferred by clause (a)of sub-regulation (5) of regulation 11 of the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Ultra-High Definition televisions) Regulations, 2023, the Bureau hereby directs to:-

(i) correct the star level displayed on the label of the Ultra-High Definition television or remove the defects and deficiencies found during testing;

(ii) withdraw all the stocks from the market to comply with the directions of the Bureau;

(iii) change the particulars displayed on advertising material.

8. You are hereby directed to complete the aforesaid corrective action within two months from the date of issue of this letter and send the compliance report in Form VI within ten days after the expiry of two months, i.e., by ...............In case no compliance report is received by the said date, the Bureau shall proceed to take action in terms of clause (b) of sub-regulation (6) of regulation 11 of the Bureau of Energy Efficiency (Particulars and Manner of their Display on Label of Ultra-High Definition Televisions) Regulations, 2023.[भाग III—खण् ड 4] भारत का रािप्र : असाधारण 45
