Parliament Question: Progress of AYUSH Healthcare Services for Women

Will the Minister of AYUSH be pleased to state:

(a) whether the Government has reviewed the progress of AYUSH healthcare services for women in Tamil Nadu, particularly through the network of co-located AYUSH units under the National AYUSH Mission (NAM) in rural and coastal districts and if so, the details thereof;

(b) the total number of women beneficiaries who have availed of AYUSH services relating to maternal and child health, anaemia management, adolescent health, menopause care and wellness during the last three years, district-wise;

(c) whether the Government proposes to further strengthen the integration of AYUSH systems with public healthcare institutions in Tamil Nadu through Health and Wellness Centres, digital health initiatives and community outreach programmes; and

(d) the additional measures planned to promote preventive healthcare, nutrition, mental well- being, yoga and holistic women's health through AYUSH interventions across Tamil Nadu, particularly in underserved districts? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV)

(a) Public Health being a State Subject, the primary responsibility to review the progress of Ayush healthcare services for women in Tamil Nadu, particularly through the network of co- located Ayush units under the National Ayush Mission (NAM) in rural and coastal districts, lies with respective State Government. However, Ministry of Ayush is regularly and vigorously monitoring the progress of implementation of various activities under National Ayush Mission (NAM) scheme through various methods as under:- 1i. Collecting activity-wise physical/financial progress on regular interval from the State/UT Governments.

ii. Conducting the field visits by central team of the Ministry of Ayush, time to time, to analyse the actual progress of implementation of different activities for which State Government has reported expenditure and submitted utilization certificates.

iii. Regional Review Meetings with State/UTs under the Chairmanship of Hon’ble Minister/Secretary to assess the implementation status and to decide way forward. iv. One to one meeting with States/UTs conducted for detailed review of physical and financial progress.

v. Mid-term evaluation of NAM scheme implementation/progress by NITI Aayog through third party who undertakes field visits in State/UTs.

Further, State Government of Tamil Nadu reported that they regularly review the implementation and progress of Ayush healthcare services in Tamil Nadu under NAM. The performance of Ayush healthcare services is reviewed every month by the District Siddha Medical Officers at the district level and periodically at the State level. Under NAM, Ayush healthcare services for women are provided through a network of co-located Ayush units, Ayush Health & Wellness Centres [now known as Ayushman Arogya Mandir (Ayush)], and Government Ayush institutions across the State, including rural and coastal districts. At present, 94 co-located Ayush units (Annexure-I) are functioning in rural districts under NAM Scheme, 40 in rural coastal districts (Annexure-II), and 16 in urban coastal districts under NAM (Annexure-III). During last year, a total of 1,11,02,499 beneficiaries availed Ayush healthcare services through various Ayush health facilities in Tamil Nadu under NAM Scheme. Women-specific healthcare services, including maternal healthcare, are provided through various Ayush interventions. Under the Siddha system of medicine, the Magaperu Sanjeevi Scheme provides medicine kits to pregnant women, under which 1,27,084 pregnant women benefited during the last year.

(b) As reported by State Government of Tamil Nadu, a total of 3,47,112 women beneficiaries availed Ayush services relating to maternal and child health, anaemia management, adolescent health, menopause care and wellness during the last three years under the Magaperu Sanjeevi Scheme. The district-wise details of these women beneficiaries are enclosed as Annexure-IV.

(c) As reported by State Government of Tamil Nadu, 650 Ayush Health & Wellness Centres [now known as Ayushman Arogya Mandir (Ayush)] across Tamil Nadu have been operationalized under the National Ayush Mission. Efforts are being made to further strengthen the integration of Ayush services with public healthcare institutions through digital health initiatives, including telemedicine and Health Management Information Systems (HMIS). Community outreach programmes, health awareness camps, yoga sessions, wellness activities and preventive healthcare initiatives are being conducted regularly through Ayush institutions and Health & Wellness Centres.

(d) As reported by the State of Tamil Nadu, the Government is promoting preventive and holistic healthcare for women through AYUSH interventions across the State, including 2underserved districts. Regular Yoga and Naturopathy programmes for antenatal and postnatal care, lifestyle modification, stress management, nutrition counselling, mental well-being, and health awareness activities are being conducted through Government AYUSH institutions and AYUSH Health & Wellness Centres. During the last year, 1,31,160 women benefited from antenatal and postnatal Yoga and Naturopathy programmes. Further, awareness campaigns, yoga camps, wellness programmes and community-based preventive healthcare activities continue to be implemented to improve women's health and well-being.
